The Eighth National Development Plan (8NDP) of Zambia (2022-2026) focuses on achieving socioeconomic transformation to improve the livelihoods of its citizens. This plan aims to guide the country towards its Vision 2030 of becoming a prosperous middle-income nation. It emphasises four strategic development areas: Economic Transformation and Job Creation, Human and Social Development, Environmental Sustainability, and Good Governance. The plan highlights the need to address challenges such as low economic diversification, high poverty levels, and the impact of the COVID-19 pandemic while fostering economic growth and stability.
The plan emphasises digital transformation as a key component of economic and social development.
- ICT infrastructure development: The plan prioritises expanding digital communication networks, including the launch of a satellite, to enhance internet connectivity across the country, especially in underserved rural areas.
- Digital skills enhancement: It emphasises building digital literacy and skills among the youth to prepare them for opportunities in the digital economy. This is expected to drive innovation and entrepreneurship.
- Support for digital innovation: The plan encourages the development of digital services and platforms, aiming to support start-ups and digital entrepreneurship. This includes creating a conducive environment for businesses to adopt new technologies.
- Digital services in government: The government aims to digitise various public services to improve efficiency and accessibility. This move is designed to enhance service delivery and transparency and reduce bureaucratic hurdles.
- Integration of ICT in education: ICT is to be integrated into the education sector to improve learning outcomes. This includes the use of digital platforms for teaching, expanding access to resources, and fostering a modern learning environment.
- E-Government initiatives: Efforts will be made to streamline government processes through digitisation, which will make interactions with businesses more efficient and support economic activities.
