Austria’s RTI Strategy 2030

Strategies and Action Plans

Author: Federal Government of the Republic of Austria

The RTI Strategy 2030 is a strategic framework set by the Austrian Federal Government to advance the nation’s research, technology, and innovation (RTI) sectors over the coming decade. The strategy is structured around three overarching objectives:

  1. Become an international innovation leader: This goal focuses on improving Austria’s ranking in global innovation indices, increasing participation in international research initiatives, and attracting top RTI firms. It aims to position Austria within the top 5 of the European Innovation Scoreboard (EIS), Digital Economy & Society Index (DESI), and Global Innovation Index (GII).
  2. Focus on effectiveness and excellence: This objective is centered on enhancing R&D effectiveness, increasing venture capital, and promoting commercially successful research spin-offs. It also encourages international collaborations, aiming to boost Austria’s participation in the Horizon Europe program.
  3. Focus on knowledge, talents, and skills: This goal aims to strengthen education in STEM fields, promote gender diversity, and make Austria an attractive destination for international research talent. The objective also focuses on increasing the proportion of women in technical subjects and fostering entrepreneurial careers among researchers.

Key fields of activity

The strategy is structured around several key fields of activity that align with the objectives. These include expanding research infrastructure, increasing participation in European projects, promoting excellence in both basic and applied research, and leveraging digitalisation for societal and economic benefits. Special emphasis is placed on climate-related technologies, ensuring Austria’s RTI sectors contribute to climate goals.

Budget and European collaboration

Austria’s RTI Strategy 2030 includes the establishment of the Future Austria Fund and emphasises collaboration within the European Research Area (ERA) to leverage EU opportunities. It also outlines a comprehensive monitoring and evaluation system to ensure progress and adaptability over the decade.
