Digital Government and Digital Public Services Strategy

The Plan for the Digitalisation of Spain’s Public Administration 2021-2025 focuses on transforming the Spanish public sector through digitalisation. The strategy is based on three key pillars including:

  1. Digital Transformation of the General State Administration: This includes cross-cutting initiatives like developing user-friendly digital services, integrating emerging technologies (AI, data analytics), and reinforcing cybersecurity. Notable projects include creating a platform for app development and improving cloud infrastructure, digital identity, and smart automation services.
  2. High-impact Projects within the Public Sector Digitalisation Thrust: These projects target sectors like public health, justice, employment, and social security. They aim to automate processes, enhance data management, and improve service provision to citizens and businesses using AI and other technologies.
  3. Digital Transformation and Modernisation of the Ministry of Territorial Policy and Public Function and the Regional and Local Administrations: This supports digital modernisation at all levels of government to ensure uniform service quality across Spain. It also provides financial support and technical guidance for regional and local digital projects.

The plan aims to enhance public services’ efficiency, transparency, and personalisation, with a budget of €2.6 billion euros allocated between 2021 and 2023. The governance model involves the General Secretariat of Digital Administration to coordinate and oversee these efforts.

The plan aligns with broader EU strategies, focusing on key areas like cybersecurity, decarbonisation, and inclusivity while supporting Spain’s recovery from the COVID-19 crisis. The transformation is expected to increase economic growth, reduce inequalities, and ensure the development of higher-quality digital public services across Spain.

The plan was published in 2021 as part of Spain’s broader Digital Spain 2025 Agenda.
