Spain’s National Artificial Intelligence Strategy

Strategies and Action Plans

Spain’s National Artificial Intelligence Strategy (Estrategia Nacional de Inteligencia Artificial (ENIA)) sets forth a vision to establish Spain as a leader in AI. The strategy is driven by the potential of AI to transform not only the economic landscape but also to enhance social welfare, public administration, and environmental sustainability. Recognising AI as a transformative technology with wide-reaching impacts, ENIA seeks to integrate AI in a way that aligns with Spain’s democratic values, addressing societal challenges while fueling economic growth.

The strategy prioritises both public and private sector collaboration, emphasising scientific research, digital infrastructure, talent development, and a robust ethical framework. Through these pillars, ENIA aims to create an AI ecosystem that is inclusive, secure, and sustainable, enabling Spain to harness the benefits of AI for all its citizens while maintaining a commitment to human rights and social equity.

The strategy includes several detailed strategic pillars designed to integrate AI across key sectors:

  • Scientific and technological innovation in AI: This pillar emphasises the importance of research and development in AI, encouraging public-private partnerships and fostering flexible research structures to respond to technological advancements.
  • Talent and digital skills development: Building a strong talent pool within the national workforce is prioritised, alongside attracting global talent. The focus also includes enhancing educational programs to incorporate interdisciplinary skills necessary for AI.
  • Data and infrastructure: The strategy underscores the necessity for comprehensive digital infrastructure and accessible data, with an emphasis on cybersecurity and compliance with privacy laws, ensuring a solid foundation for AI technologies.
  • Economic transformation through AI: AI is seen as essential for driving productivity and sustainable growth in the Spanish economy, including its integration across sectors to improve efficiency and competitiveness.
  • AI in public administration: Public sector AI initiatives aim to increase transparency, efficiency, and service quality, addressing citizen needs more accurately and streamlining governmental processes.
  • Ethical and regulatory framework: A robust ethical and regulatory framework is essential to guide AI development, aligning with democratic values and human rights principles. This includes proposing initiatives such as a Digital Rights Charter to safeguard citizens’ rights.
