Digital Spain Agenda 2026 is a roadmap for the country’s digital transformation, aligning with Spain’s economic recovery, modernisation, and social progress.
The plan emerged as a response to the acceleration of digitalisation due to the COVID-19 pandemic. The Spanish government recognised the need to address the digital shift through a strategic agenda that would act on three main dimensions: infrastructure and technology, economy, and people.
Key components of the plan include:
- Digital infrastructures and connectivity: Ensuring widespread digital access across the country, aiming for 100% broadband coverage by 2025. It includes promoting 5G technology, bolstering cybersecurity, and integrating AI.
- Digital economy: Supporting the digitalisation of businesses, particularly SMEs, fostering innovation, and promoting Spain as a hub for audiovisual production. This also includes public administration modernisation and support for startups.
- Digital skills and rights: Enhancing digital skills for citizens and businesses, focusing on closing the digital divide and ensuring that the digital transformation respects individual rights and democratic values.
The agenda is backed by significant public investment, including €20 billion earmarked for digitalisation under the EU’s Next Generation funds. This investment will multiply prior allocations, ensuring a long-term transformation with the aim of promoting economic resilience, social cohesion, and a more inclusive digital society.
Additionally, new technologies are seen as essential tools to drive Spain’s green transition and to create quality employment. The plan integrates both green and digital agendas, fostering sustainable growth through the responsible use of technology.
