Malaysia National Artificial Intelligence Roadmap 2021-2025 (AI-Rmap) outlines a comprehensive plan for developing and implementing AI technologies in Malaysia. The roadmap serves as a guide for Malaysia’s journey towards becoming a global leader in AI, with a focus on ensuring that the benefits of AI are shared across all sectors of society.

Vision and Mission

  • Vision: To make Malaysia a nation where artificial intelligence augments jobs, drives national competitiveness, and encourages innovation and entrepreneurship, ultimately bringing economic prosperity and social good and improving people’s well-being.
  • Mission: To create a thriving national AI ecosystem that allows everyone (government, business, and people) to capitalize on the benefits of AI in a secured and safe manner for economic prosperity and social well-being.

Strategic Objectives

The roadmap is structured around six strategic objectives, each with specific initiatives designed to achieve the overall goals:

  1. Establishing AI Governance
    • Objective: Develop a robust AI governance structure that will oversee AI development across all sectors. This involves creating policies, regulations, standards, and guidelines to support AI implementation.
    • Key Initiatives:
      • Formulation of AI policies and guidelines.
      • Establishing AI risk management systems.
      • Transformation of Technology Park Malaysia into a National AI Park.
  2. Advancing AI R&D
    • Objective: Strengthen Malaysia’s AI research and development (R&D) ecosystem, focusing on both fundamental and applied research to foster innovation.
    • Key Initiatives:
      • Embark on fundamental and applied R&D in relevant entities.
      • Encourage AI adoption in all fields, both Science & Technology (S&T) and non-S&T.
      • Institutionalise AI within National Research Institutes.
      • Leverage global platforms to accelerate advanced AI solutions.
  3. Escalating Digital Infrastructure to Enable AI
    • Objective: Enhance the digital infrastructure necessary to support AI implementation across Malaysia.
    • Key Initiatives:
      • Adoption of cloud computing and storage for AI.
      • Enabling data sharing within the AI Catalyst Consortium.
      • Improving network and connectivity for broader access to digital infrastructure.
  4. Fostering AI Talents
    • Objective: Develop a skilled workforce capable of driving AI innovation and adoption.
    • Key Initiatives:
      • Reskilling and upskilling the existing workforce.
      • Attracting and retaining AI talents.
      • Offering comprehensive and inclusive AI education.
  5. Acculturating AI
    • Objective: Increase AI awareness and adoption across all sectors of society.
    • Key Initiatives:
      • Cultivating AI awareness.
      • Accelerating AI adoption in various sectors.
      • Promoting a culture that embraces AI innovation.
  6. Kick-Starting a National AI Innovation Ecosystem
    • Objective: Establish a sustainable AI innovation ecosystem that supports Malaysia’s transformation into a high-tech, high-income nation.
    • Key Initiatives:
      • Establishing AI-Catalyst as the Innovation Hub to implement the Quadruple Helix model (Government, Academia, Industry, Society).
      • Engaging with global knowledge and innovation networks for AI.
      • Implementing national AI use-cases focusing on AI-driven supply chains.

The roadmap emphasises the importance of a coordinated effort among all stakeholders, including government, academia, industry, and society. It also highlights the need for continuous monitoring and revision of the roadmap to ensure it remains relevant and effective in achieving its objectives.
