Blueprint for Digital Health Transformation Strategy 2024 for Indonesia
August 2021
Strategies and Action Plans
The Blueprint for Digital Health Transformation Strategy 2024 for Indonesia, is a comprehensive plan to leverage digital technology to transform the country’s health sector. This strategy is spearheaded by the Ministry of Health of the Republic of Indonesia and is designed to address critical challenges in the healthcare system, including data fragmentation, inadequate regulations, and the lack of a standardised and integrated health data system.
Key Objectives and Components:
- Health Data Integration and Development:
- The strategy prioritises the integration of health data systems across various healthcare providers and the development of a big data analytics system. This integration aims to improve the quality of health policies based on accurate, up-to-date, and complete data.
- The development of an Integrated Electronic Health Record (EHR) system is central to this effort, with a focus on creating a national health data warehouse and ensuring interoperability between different health applications.
- Health Application Development and Integration:
- The strategy emphasises the integration and optimisation of health service applications across various levels of healthcare, from primary care centers to hospitals and laboratories. The goal is to streamline services and management, reducing the number of applications needed and ensuring they are interoperable through a standardised platform.
- Health Technology Ecosystem Strengthening:
- The strategy aims to strengthen the digital health ecosystem by expanding telemedicine technology, fostering the development of innovative health technology products, and integrating health biotechnology research. This includes creating an ecosystem for collaboration between the government, universities, industry, and the public.
- Digital Transformation Governance:
- Effective leadership and governance are critical to the success of the digital transformation. The strategy includes establishing a Digital Transformation Office (DTO) within the Ministry of Health to oversee the implementation and management of the digital health transformation. This office will coordinate with various stakeholders to ensure the smooth integration and operation of the digital health ecosystem.
- Platform-Based Approach:
- The strategy adopts a platform-based approach to create a standardised and interoperable health data system. The Indonesia Health Services (IHS) platform serves as the central hub for integrating various health applications and data, allowing for seamless data exchange and improving the overall efficiency and effectiveness of healthcare services.
Implementation Timeline:
- 2021: Focus on the architectural design of the Integrated EHR and initial steps in developing the health technology ecosystem.
- 2022: Continued development of the Integrated EHR and big data systems, with the goal of integrating more health data systems into the central database.
- 2023: Implementation of an AI-based health analysis system, expansion of telemedicine services, and policy development for digital health.
- 2024: Full-scale expansion of Indonesia’s digital health transformation, aiming for complete integration of health data and services across the country.
This strategy represents a significant step forward in addressing the challenges faced by Indonesia’s health sector, with a focus on improving data integration, service delivery, and overall healthcare outcomes through the use of digital technology.
