Canada’s National Quantum Strategy (NQS) is a comprehensive initiative designed to position Canada as a global leader in quantum science and technology. The strategy aims to capitalise on Canada’s existing strengths in quantum research, development, and innovation while addressing the challenges and opportunities presented by this rapidly advancing field. The NQS is built around three core missions: advancing quantum computing, ensuring cyber-security in a quantum-enabled world, and enabling the development and adoption of quantum sensing technologies. These missions are supported by three foundational pillars: research, talent development, and commercialisation.

Core Missions

  1. Quantum Computing: The NQS aims to make Canada a leader in the development, deployment, and use of quantum computing hardware and software. This involves supporting research and development, fostering collaborations between academia and industry, and creating an ecosystem that facilitates the commercialisation of quantum computing technologies. By advancing quantum computing capabilities, Canada seeks to address complex computational problems across various sectors, including healthcare, logistics, and climate modeling.
  2. Cyber-Security: The strategy emphasises the importance of ensuring the privacy and security of Canadians in a quantum-enabled world. This includes the development of a national secure quantum communications network and initiatives in post-quantum cryptography. By investing in quantum-safe solutions, Canada aims to protect sensitive information and infrastructure from the potential threats posed by advancements in quantum computing.
  3. Quantum Sensing Technologies: The NQS supports the development and early adoption of quantum sensing technologies, which have the potential to revolutionise fields such as defense, healthcare, environmental monitoring, and mineral exploration. By overcoming technological barriers and fostering innovation, Canada aims to become a leader in this emerging market.

Foundational Pillars

  1. Research: To maintain its leadership in quantum science, Canada will continue to support basic and applied research. This includes funding for academic institutions, fostering collaborations between researchers and industry, and investing in infrastructure that supports quantum research. The goal is to generate new knowledge, develop innovative technologies, and ensure that Canada remains at the forefront of quantum advancements.
  2. Talent Development: The strategy recognises the critical need for developing, attracting, and retaining talent in the quantum field. This involves creating educational programs, providing funding for training and internships, and fostering a diverse and inclusive workforce. By building a robust talent pipeline, Canada aims to support the growth of its quantum industry and ensure a steady supply of skilled professionals.
  3. Commercialisation: Translating research into commercial products and services is essential for the success of the NQS. The strategy includes initiatives to support the start-up and scale-up of quantum businesses, facilitate access to funding, and create partnerships that drive innovation. By fostering a dynamic quantum ecosystem, Canada aims to bring new technologies to market and ensure that its quantum industry thrives on the global stage.

Next Steps

To implement the NQS, the Government of Canada has allocated $360 million in dedicated funding, with additional support from existing and future programs. The strategy also involves establishing a Quantum Advisory Council to provide expert guidance, fostering provincial and international collaborations, and maintaining ongoing dialogue with stakeholders. As quantum technologies continue to evolve, the NQS will adapt to meet new challenges and opportunities, ensuring that Canada remains a leader in this transformative field.
