Mauritanian Cybersecurity Strategy

The National Digital Security Strategy (2022-2025) is an ambitious plan set forth by the Mauritanian government to safeguard its digital transformation efforts and secure cyberspace. Recognising the critical role of digital technologies in driving economic growth, citizen engagement, and public service delivery, this strategy outlines comprehensive measures to mitigate the increasing risks and threats posed by cybercrime and cyberattacks.

Context and Need for the Strategy

Mauritania has experienced significant advancements in its digital infrastructure, including improved national fiber optic connectivity and a substantial increase in internet penetration, reaching 70% in 2021. These developments have enabled the country to harness the benefits of the digital era but have also exposed it to various cyber threats. As a result, ensuring cybersecurity has become a paramount concern to protect the nation’s digital assets and maintain trust in digital services.

Objectives of the Strategy

The strategy is structured around six primary strategic objectives:

1. Establishing Essential Institutions for Digital Security:
   • Creation of a robust governance framework for digital security, including the establishment of the National Cybersecurity Agency and a national Computer Security Incident Response Team (CSIRT).
   • Formation of sector-specific CSIRTs to address specialised cybersecurity needs across different sectors.
2. Enhancing Cybersecurity of Critical Infrastructures:
   • Development and enforcement of cybersecurity regulations and standards.
   • Strengthening the cybersecurity posture of government services and ensuring the resilience of critical infrastructures.
3. Strengthening National Capabilities to Combat Cybercrime:
   • Reinforcement of the legal and institutional framework to address cybercrime.
   • Enhancement of operational capacities and international cooperation to effectively combat cybercriminal activities.
4. Raising Awareness and Building Skills:
   • Implementation of nationwide awareness campaigns to educate the public and stakeholders on cybersecurity best practices.
   • Development of educational programs and professional training courses to build a skilled cybersecurity workforce.
5. Fostering National Collaboration:
   • Encouragement of cooperation between public and private sectors, academia, and civil society to create a cohesive national approach to cybersecurity.
6. Promoting Regional and International Cooperation:
   • Active participation in regional and international cybersecurity initiatives to share best practices, harmonise strategies, and collaborate on cross-border cybersecurity challenges.

Implementation and Governance

The strategy emphasises a multistakeholder approach involving various government departments, private sector entities, and international partners. A newly established Ministerial Department dedicated to digital transition, innovation, and administrative modernisation will oversee the strategy’s implementation. This department will ensure the alignment of national cybersecurity efforts with international standards and best practices.

Expected Outcomes

By 2025, the strategy aims to create a secure, resilient, and trustworthy cyberspace in Mauritania, fostering an environment conducive to digital innovation and economic growth. The successful execution of this strategy will not only protect the nation’s digital infrastructure but also bolster public confidence in digital services, driving broader adoption and utilisation of digital technologies across all sectors of society.
