Declaration by the High Representative on behalf of the EU on Respect for the Rules-based Order in Cyberspace

Strategies and Action Plans

The European Union and its Member States are concerned by the rise in malicious behavior in cyberspace that aim to undermine the EU’s integrity, security and economic competitiveness. In order to keep cyberspace open, stable and secure, the international community needs to increase its efforts to tackle malicious cyber activities, and guide its own use of ICTs by the application of existing international law in cyberspace, as well as through the adherence to the norms, rules and principles of responsible state behavior.

They call on all partners to strengthen international cooperation to promote security and stability in cyberspace. The European Union is committed to the existing consensus in this context, and to the Paris call for Trust and Security in Cyberspace supported by all Member States.
