High-level governmental plenary segment: Harnessing the benefits of AI for all through inclusive and interoperable approaches - part 1
The discussion centred on the UN’s high-level governmental plenary on AI governance, convened to let governments share national and regional experiences, priorities and expectations for international cooperation on “inclusive and interoperable” approaches to AI governance.
Across interventions, speakers broadly agreed that AI offers major opportunities for public services, development and innovation, but that these benefits depend on policy choices and responsible governance.
A recurring theme was that AI governance must be human-centred, trustworthy and rights-based. Estonia argued that AI should create value for people, remain anchored in democracy and the rule of law, and ensure explainability, accountability, security and innovation.
Similar positions were advanced by Luxembourg, Eswatini and Poland, which stressed human dignity, democracy, human rights, transparency, safety and continued human oversight, including in high-stakes or military contexts.
Several speakers also warned that AI could deepen disinformation, arbitrary surveillance, insecurity or even digital tyranny if left unchecked.
Many delegations emphasised inequality in access to compute, data, infrastructure and skills, especially for developing countries. Libya, Lesotho, the G77 and China, Zambia’s Group of Friends, Kenya and Costa Rica all argued that the AI divide is about not only access to technology but also the capacity to shape, govern and benefit from it, requiring investment in infrastructure, institutions, skills, data and financing.
Multiple speakers therefore called for stronger international cooperation, interoperability, technology transfer, open-source tools and capacity building so that no country is left behind.
Alongside general principles, many states highlighted concrete national initiatives. El Salvador cited its AI promotion law and National Artificial Intelligence Agency; Kazakhstan described new digital rights protections, AI and cybersecurity laws, broadband expansion and AI education; Portugal outlined an implementation-focused national AI agenda and Portuguese-language open model; and Kenya pointed to its national AI strategy, public-service interoperability framework and training of public officers.
Other speakers, including Tanzania, Lebanon and Uzbekistan, likewise described national efforts in AI skills, digital infrastructure, sectoral policy and governance readiness.
In the later multi-stakeholder segment, participants argued that AI governance should include underrepresented voices, especially young people and local governments, and should address concentration of corporate power, linguistic exclusion and human cognitive overreliance on AI outputs.
Overall, the dialogue underscored broad support for inclusive, practical and multilateral AI governance that combines innovation with safeguards, while shifting from general principles towards implementation.

The G77 and China similarly warned that without sustained investment in infrastructure, skills, institutions and governance capacity, AI will reinforce existing inequalities. Zambia’s Group of Friends and Kenya also called for practical capacity building, financing, infrastructure and fair participation in standards-setting.

Speakers repeatedly argued that no country can govern AI alone and that multilateral cooperation is necessary to create shared standards, coherence and practical implementation. Luxembourg said multilateralism is “not optional” but essential, and called for an international framework for safe, trustworthy and human-centred AI. Georgia called for a robust international legal architecture and stronger implementation of the Global Digital Compact. Algeria described the UN as the most legitimate and inclusive platform for addressing fragmentation in AI governance. China also explicitly supported the UN as the primary channel for global AI governance and proposed cooperation on capacity building, open source AI and shared frameworks. - Several states focused on balancing innovation with regulation, including domestic implementation through laws, institutions and public-sector deployment. Rather than treating governance as purely restrictive, many interventions described AI as a tool for development that needs practical governance arrangements, specialised institutions and responsible adoption. El Salvador pointed to its AI and Technology Promotion Act and National Artificial Intelligence Agency as examples of balancing innovation with risk management and trust-building. Kazakhstan described a constitutional and legislative framework on digital rights, AI and cybersecurity, alongside major investment in connectivity, compute and education. Portugal argued that the challenge is not only regulating AI but governing its implementation in government services, including public administration, healthcare and crisis response. Spain similarly linked governance with concrete regulation, supervisory institutions and protections such as bans on sexual deepfakes and safeguards for minors. - Additional stakeholder voices broadened the debate to youth inclusion, local governance, language diversity and human cognitive effects. In the multi-stakeholder segment, participants argued that AI governance should not only protect people abstractly but include those directly affected. A youth representative criticised the tendency to govern young people’s access rather than the power of technology companies, and called for meaningful youth participation in shaping governance. A representative from Global Cities Hub argued that local and regional governments should be recognised as distinct governance actors because AI is implemented locally and has local data, environmental and human-rights impacts. Another participant from the Kyrgyz Republic highlighted that many small languages are “invisible to AI” and promoted open-source tools to support linguistic inclusion. A final intervention raised “cognitive governance”, warning that AI can reduce human vigilance and scrutiny, which should be considered in governance frameworks. The overall tone was formal, diplomatic and constructive throughout, with a strong multilateral spirit. It was also urgent and cautionary in places, especially when speakers discussed concentration of power, inequality, disinformation, existential or democratic risks, and the dangers of leaving developing countries behind. In the later multi-stakeholder section, the tone became slightly more direct and critical, especially around youth exclusion, local government representation and the concentration of private power, while still remaining solution-oriented.
The session opened with Ambassador Rein Tammsaar launching the UN high-level governmental plenary segment on AI governance, following presentation of the preliminary report by the scientific panel. He outlined procedural rules, including strict speaking limits, visible timers and automatic microphone cut-off, before inviting the first speaker. Later, Ambassador Egriselda López and Ambassador Tammsaar alternated in chairing interventions.
After the morning governmental statements, Ambassador Tammsaar announced that the speakers’ list would continue the next day, invited delegations to submit statements by email, and shifted the meeting to a shorter multi-stakeholder segment. Ambassador López then gave separate procedural guidance for that exchange, including how to request the floor and the same three-minute limit with automatic microphone cut-off, before a later moderated roundtable.
A dominant theme in the governmental statements was that AI governance must be human-centred, rights-based and accountable. Estonia’s opening national statement argued that AI must create value for people, strengthen efficiency and resilience while remaining anchored in democracy and the rule of law, and be governed through principles of human-centred design, trustworthiness, explainability, accountability, security and innovation.
Estonia linked these principles to practical benefits, saying AI should help doctors spend more time with patients, enable teachers to support learners, encourage entrepreneurship and reduce bureaucracy.It also framed broad AI literacy as a question of equality, insisting that if AI changes every sector, everyone must have the chance to understand it.El Salvador likewise described AI as transformative across health, education, agriculture, industry, security, justice and administration, but said governance must build trust through transparency, security, respect for human rights and a strong relationship with the public.It stressed that AI may improve public services and the administration of justice, but cannot replace responsibility, human judgment and oversight in decisions affecting fundamental rights and guarantees.Luxembourg similarly argued that multilateralism is essential for ensuring AI develops in a safe, trustworthy and human-centred way, and said that in military uses, human judgement and responsibility must never be surrendered in life-or-death decisions; where voluntary principles fall short, it said, the international community should be prepared to establish binding rules.Eswatini made a comparable case for enforceable legal and governance frameworks at national and supranational levels, with auditable rules, remedies, assigned responsibility and cross-border cooperation, while also warning that children must be protected from manipulation, harmful profiling and premature shaping of identity by systems they cannot understand, and insisting that “no society should outsource childhood learning or moral formation to machines”.Poland, Lesotho, Switzerland and France echoed these themes in different institutional language, emphasising safety, privacy, accountability, redress, human rights and inclusive governance.
Several speakers broadened this frame into warnings about wider democratic and civilisational risks. Georgia described AI not merely as a technical tool but as an “autonomous force” capable of making decisions, generating ideas and producing influential narratives.Georgia warned that misuse could distort perceptions of reality and fuel instability, and argued for a robust international legal architecture capable of preventing digital tyranny and ensuring AI serves welfare, security and stability.Spain similarly warned that AI is rapidly multiplying cyber, biological, democratic and security risks and argued that governments have only a narrow window to redirect it towards public goods such as vaccines, gender equality, climate action and reducing North-South inequalities.Spain said AI must be “a majority tool, not an exclusive weapon” and linked the issue to defending human rights against “techno-fascism”.Switzerland, speaking also on behalf of the Freedom Online Coalition, warned against abusive surveillance, misinformation and democratic weakening.A second major theme was the global AI divide. Libya spoke from an African perspective and referred to a unified African position, arguing that the AI gap is not only a digital divide but also a divide in jobs, use and the ability to harness AI’s potential.It stressed that Africa has 1.4 billion people yet fewer than 2 per cent of global data centres and even fewer AI patents, and said this reflected inequitable distribution of resources and opportunities.Libya also objected to a model in which African data is exploited without Africans benefiting from it, and linked the issue to financing constraints, infrastructure costs, shortages of researchers and the environmental burden of data centres.Lesotho framed the same challenge as one of meaningful participation, arguing that small and developing states need investment in human capital, institutions, data systems and digital infrastructure in order to participate in AI development, governance and application.It identified four priorities: capacity building, openness, interoperable digital public infrastructure, and sector-led risk-based governance, and proposed a framework for making fragmented and unstructured data “AI-ready”.Group statements reinforced this development-centred perspective. The representative of Uruguay, speaking on behalf of the G77 and China, said the preliminary scientific report confirmed that AI capabilities, compute, data resources, models and technical expertise remain highly concentrated, and that for developing countries AI is first and foremost a development issue.The group argued that governance cannot succeed if shaped only by those who already possess advanced technological capabilities, and that the next AI divide will increasingly concern the capacity to shape, develop, govern and adapt technology, not merely to access it.It therefore called for practical outcomes in capacity building, institutions, universities, research centres, regulatory authorities, public administration, technology transfer, digital infrastructure and South-South cooperation, while also pointing to the Secretary-General’s forthcoming report on financing options.Zambia, on behalf of the Group of Friends for International Cooperation on AI Capacity Building, similarly stressed equality, sovereignty and non-discrimination, calling for interoperability, open-source software, open models, non-discriminatory access to data, shared risk assessment tools and practical support for developing countries to build data centres, compute facilities and high-speed networks.Kenya and Costa Rica sharpened this point at the national level. Kenya said the divide is felt in compute, data and language, and warned that if current patterns continue, countries in the Global South will remain consumers of technologies they did not shape while bearing risks they did not create.Costa Rica gave one of the clearest formulations of the issue, stating that “access alone is not inclusion”.It argued that meaningful inclusion requires decision-making capacity, local adaptation, strategic data governance, risk assessment capability, influence over standards and a fair share of economic and public value, and cautioned that interoperability must not force all countries to adopt the same laws, institutions or regulatory models.Tanzania, Botswana, Uzbekistan and Lebanon reinforced the same broad point by stressing infrastructure, skills, public institutions and capacity building as prerequisites for benefiting from AI.
A third broad area of agreement was the importance of international cooperation and the UN system. Estonia said the future of AI governance should be open, democratic and practical, built on interoperable rules, shared standards and cooperation among democratic partners.El Salvador called for stronger international cooperation to bridge digital divides, share good practices, build technical capacity and prevent exclusion from AI’s benefits.Georgia argued that only a qualitatively new level of international cooperation can secure an open, free and inclusive digital future, and specifically highlighted implementation of the Global Digital Compact.Luxembourg, Algeria, the UAE, Switzerland and China all identified multilateralism and the UN as essential channels for AI governance.
Several of these interventions added distinctive conceptual points. Algeria identified three concerns: the widening technology gap, fragmentation of international efforts, and the limited practical impact of existing principles without mechanisms and measurable progress; on that basis it described the UN as the most legitimate and inclusive platform for governance.The UAE argued that avoiding digital tyranny requires separation of power, decentralisation, strong institutions such as the UN, and protection of people.China said AI governance concerns the future of humanity and is a shared task of all countries, reaffirmed support for the UN as the primary channel for global AI governance, and proposed AI for all countries regardless of size or system, open-source AI as a shared asset for humanity, and global governance that balances development and safety.China also linked this to technical ethics review, its AI capacity-building and governance action plans, and invited participants to the World AI Conference and high-level meetings on global AI governance in Shanghai.Cambodia added that AI governance should be risk-based, responsive, future-oriented and proactive, and that private sector, academia, civil society and citizens should be treated as partners rather than merely subjects of regulation.Within this internationalist frame, many delegations supported openness and shared technical resources as part of inclusion. Lesotho argued that open-source software, open data, open standards and open models can reduce dependency, lower costs and foster local innovation.Qatar stressed the need to bridge divides in compute, data power, skills and models; called for safe and secure models, interoperability across governance structures, and respect for human rights and international law; and announced a coming global AI initiative and coalition under Qatar’s leadership.France listed open-source models as one of its governance priorities, saying they can democratise access to this “new energy”.Uzbekistan also supported sharing open-source models to improve education and healthcare.China likewise presented its own open-source models as lowering barriers and costs.Another strong thread concerned cultural, linguistic and local inclusion. Luxembourg cautioned that common standards should not mean uniformity and that AI should reflect the diversity of languages, cultures and societies rather than make the world uniform.Eswatini said AI’s tools, data and pathways must be infused with cultural sensitivity and respect for different normative traditions, languages and social contexts, especially for small developing states.Portugal tied language directly to sovereignty, highlighting its open Portuguese-language model “Amalia” as a way for nearly 300 million Portuguese speakers to build AI solutions in their own language.France identified multilingualism as a core governance priority.Kenya warned that many systems do not reflect African languages, data or context.Guatemala stressed that inclusive AI must progressively incorporate indigenous languages, respect ancestral and community knowledge, and avoid biases that render peoples and territories invisible; in its words, digital inclusion must also be cultural, linguistic and territorial inclusion.Many states also used the plenary to showcase domestic implementation. El Salvador highlighted its Artificial Intelligence and Technology Promotion Act and the creation of a National Artificial Intelligence Agency intended to balance innovation, risk management, data protection and public trust.Kazakhstan presented one of the most detailed national overviews, including constitutional guarantees of digital rights, AI and cybersecurity laws, a Digital Kazakhstan strategy, broad online public services, village broadband expansion, a trans-Caspian fibre corridor, major supercomputer clusters, an “AI data centre valley” project and AI integration across education, including a new AI research university.Portugal emphasised what it called the “agentic state”: AI at the service of citizens, accelerating decisions and anticipating needs under responsible, ethical and human-centric conditions.It described AI use in licensing, procurement, health, crisis response and digital twins of public administration, and also highlighted joint AI gigafactories with Spain and the Portuguese-language model “Amalia”.Kenya pointed to its 2025-2030 national AI strategy, the e-Citizen platform offering 22,000 government services to 13 million people, a new interoperability framework for public systems, and plans to train 20,000 public officers in AI governance through a UNESCO and Oxford course.Tanzania described governance frameworks, stronger data governance, privacy and cybersecurity, national AI guidelines for education, an AI policy framework for health, broadband backbone expansion and regional work through the AU, EAC and SADC.Lebanon highlighted a National Digital and AI Capacity Building Programme, curriculum reform, diaspora mentoring, governance readiness, cyber readiness and data readiness aimed at digital and AI sovereignty, which it defined not as isolation but as capability and choice.Botswana added that the process should lead to practical solutions and actionable recommendations, not only general principles.Speakers varied in emphasis, with some stressing risk control and others highlighting rapid responsible deployment. Estonia stressed cybersecurity as foundational and said AI systems must be protected against misuse, manipulation, cyber attacks and disruption.Poland referred to disinformation and harmful abuse.Congo raised ethics, security, data protection, disinformation and exclusion as central challenges.France and Libya linked AI infrastructure to environmental burdens and energy use.
Saudi Arabia, using a geopolitical lens, said that “90% of the compute today as well as IPs in terms of AI” are held in only two countries, and asked whether that was acceptable for the UN’s more than 190 member states.It argued that AI should be treated as an existential necessity for people, planet and prosperity, and presented Saudi Arabia as a partner in reducing the capability gap.By contrast, Portugal, Kazakhstan, Botswana and Tanzania placed more emphasis on responsible deployment in public administration and development sectors.
The later multi-stakeholder segment shifted the tone from diplomatic consensus to more direct critique. Luisa Franco Machado of Equilabs argued that “safeguarding” young people has become the dominant language in AI governance spaces, but that much less effort goes into understanding how young people actually experience AI or what forms of governance they want.After asking those under 30 to stand, she observed that there were very few such participants in the room despite claims that policies are being made for younger generations.She said many young people are increasingly sceptical of AI, criticised governance that focuses on young people’s relationship with technology rather than technology companies’ relationship with power, and argued that governments too often deepen dependence on the same firms they are meant to regulate through large contracts.András Cerenyi of the Global Cities Hub similarly argued that local and regional governments are often overlooked even though AI is implemented locally and many of its impacts are borne there.He said cities produce much of the data used by AI systems, face the environmental impacts of data centres, and handle many of the local human-rights implications of deployment.He recommended that AI should improve quality of life rather than simply optimise efficiency, that governance should be designed for resilience rather than only optimisation, and that local and regional authorities should be recognised as “governors and not only implementers”.Ambassador López responded that the process had aimed to be as inclusive as possible while acknowledging the need to broaden participation further.Two further stakeholder interventions introduced issues largely absent from the state statements. Aziz Abakirov from the Kyrgyz Republic’s High Technology Park said that if a language is absent from AI training data, it is absent from the future.He presented an open-source text-to-speech model designed for small and underrepresented languages and announced “Small Nations AI Powerhouses”, an alliance intended to pool data, infrastructure and expertise across smaller states.Kamlesh Laradee raised the idea of “cognitive governance”, reporting a neuroscience-based workplace study that found increased familiarity bias, reduced vigilance and attention drift when people use AI, even as AI literacy rises.She argued that governance frameworks often assume human oversight will catch AI errors, but AI may itself erode the cognitive conditions needed for such oversight to work effectively.Overall, speakers converged on the need for human-centred and rights-respecting AI, stronger international cooperation under the UN, and practical support for developing countries in infrastructure, skills, institutions and participation in standards and governance.
Remaining tensions concerned whether voluntary principles are sufficient in high-risk areas, how openness relates to sovereignty and value capture, how interoperability can be pursued without uniformity, and whether existing governance processes are inclusive enough of youth, local authorities and smaller language communities.
The representative of Uruguay, speaking for the G77 and China, said the international community had already laid foundations for an emerging UN architecture for AI governance.The procedural close of this session, however, was simply that the governmental speakers’ list would continue the following day, delegations could submit written statements by email, and the meeting would move on to the multi-stakeholder roundtable.
This is consistent with broader UN and diplomatic discussions on AI governance in the knowledge base, which repeatedly stress human-centric approaches, human rights, trustworthiness, transparency and accountability as core governance values [S113] and [S90].

This aligns with the knowledge base’s description of mainstream AI governance priorities, where trustworthiness, transparency, accountability and human rights protection are repeatedly identified as central to responsible AI governance [S113] and [S90].
The knowledge base strongly supports this position. It emphasises that AI governance concerns are ultimately about human responsibility, and warns against delegating consequential decisions to systems without meaningful human control or accountability [S171], [S109] and [S141].
The knowledge base corroborates the substance of this claim. It records sustained concern about meaningful human control in military AI contexts and notes support for stronger international rules, including legally binding approaches in AI governance and weapons-related applications [S109], [S171] and [S141].
The knowledge base adds that, from 2024, the Council of Europe adopted the first international legally binding treaty in this field: the Framework Convention on Artificial Intelligence and human rights, democracy and the rule of law. This provides concrete context for claims calling for binding AI rules beyond voluntary principles [S141].
The knowledge base situates this within the wider 2023-2024 UN process: the UN Secretary-General convened a High-level Advisory Body on AI in October 2023, it issued an interim report in December 2023, and draft recommendations were expected in summer 2024, with a Geneva presentation on 28 June 2024 [S160].
