Dr Vincent Martin a également mis en avant les progrès accomplis, estimant que la communauté de l’agriculture numérique avait contribué à faire passer le domaine de l’aspiration à la mise en œuvre . Il a indiqué que plus de 30 pays avaient élaboré des stratégies nationales pour l’agriculture numérique grâce au guide de stratégie e-agriculture FAO-UIT, et que les pays construisent des écosystèmes d’innovation reliant agriculteurs, chercheurs, entrepreneurs, décideurs politiques et prestataires de services . À partir de ce diagnostic, Dr Vincent Martin a plaidé pour les DPG et une DPI comme fondements d’écosystèmes numériques plus cohérents et évolutifs . Il a invité les participants à se projeter en 2040 ou 2050 et se demander quelles décisions prises en 2026 auront compté le plus . Dans cet exercice prospectif, il a suggéré que les pays considérés comme les plus performants ne seraient peut-être pas ceux qui auront adopté la technologie le plus rapidement, mais ceux qui auront construit des écosystèmes capables de convertir la technologie en une valeur publique durable . Il a relié cela à l’investissement dans les institutions, la confiance, l’inclusion, les normes ouvertes et les solutions open-source qui réduisent les coûts, soutiennent la collaboration et aident à éviter de nouveaux monopoles numériques . À titre d’exemples, il a fait référence à des pays adoptant les DPG et une DPI, notamment l’Estonie, qu’il avait entendu intervenir lors de l’Open Source Week à New York, ainsi qu’à d’autres en Afrique . Il a rattaché cet agenda à la nouvelle feuille de route de la FAO pour l’innovation dans l’agriculture numérique et l’IA, ainsi qu’à l’Initiative mondiale sur l’IA pour les systèmes agroalimentaires en cours d’élaboration avec l’UIT, le WFP, l’IFAD, et avec le soutien de l’Institut Fraunhofer . Elle a décrit les données de confiance comme la base de meilleures décisions, de services plus solides et d’une innovation durable . Elle a déclaré que l’IA devait être abordée à la fois comme une opportunité d’innovation et comme une responsabilité, puisqu’elle ne peut profiter aux agriculteurs que s’ils sont réellement en mesure d’y accéder et de l’utiliser . Elle a présenté les DPG et la DPI comme des moyens de soutenir des écosystèmes numériques inclusifs et interopérables grâce à des solutions ouvertes, réutilisables et évolutives qui restent centrées sur l’humain et ne laissent personne de côté .

Angelique Uwimana a ensuite exposé les principaux défis. En matière de gouvernance des données, elle a évoqué la fragmentation, la faible interopérabilité, les préoccupations relatives à la vie privée et à la sécurité, les questions non résolues de consentement et de propriété, les problèmes de qualité des données et l’accès limité à des jeux de données fiables . En ce qui concerne l’IA inclusive, elle a mis en évidence les biais algorithmiques, la sous-représentation de certains groupes, les compétences et capacités limitées dans les zones rurales, ainsi que la nécessité de transparence, de responsabilité et d’éthique . À propos des DPG, elle a signalé l’adoption limitée, les écosystèmes fragmentés, l’absence de normes communes et la persistance des fractures numériques . Elle a ajouté que l’agriculture numérique est intégrée au Cadre stratégique 2022-31 de la FAO, aux côtés d’accélérateurs liés aux données, à la technologie, à l’innovation et aux facilitateurs associés, et en cohérence avec la stratégie scientifique et d’innovation de la FAO ainsi que son programme d’innovation .

Une part importante de l’intervention d’Angelique Uwimana a porté sur les travaux de la FAO dans le cadre de la ligne d’action C7 du WSIS sur l’e-agriculture. Après ces interventions liminaires de la FAO, Agustina Maria Grossi s’est tournée vers le panel et a demandé à chaque intervenant de partager des enseignements concrets et des recommandations pour rendre l’agriculture numérique évolutive et inclusive .

S’exprimant au nom de la Digital Public Goods Alliance, Ricardo Mirón Torres a expliqué que l’Alliance est une initiative multipartite qui réunit bailleurs de fonds, gouvernements, société civile et organisations privées autour d’approches open-source pour les Objectifs de développement durable . Il a décrit la norme DPG comme le cadre utilisé pour déterminer ce qui peut être qualifié de bien public numérique, y compris les exigences juridiques, techniques, documentaires et de sécurité, et a noté que les DPG peuvent inclure des logiciels, des données, des systèmes d’IA et des collections de contenus . Il a indiqué qu’un problème récurrent dans la pratique du développement est que les mêmes registres d’agriculteurs, plateformes de conseil et systèmes de marché continuent d’être reconstruits pays par pays et projet par projet, chacun avec son propre cycle de financement et son propre problème de durabilité, au lieu d’être réutilisés et adaptés .

Pour illustrer l’ampleur de cet agenda, Ricardo Mirón Torres a déclaré que le registre de la DPGA contient désormais plus de 200 DPG certifiés et vérifiés . Il a cité des exemples au-delà de l’agriculture, notamment MOSIP pour l’identité numérique, mis en œuvre dans plus de 70 pays, et DHIS2 dans le domaine de la santé, utilisé par plus d’un tiers de la population mondiale . Il a également reconnu la FAO comme à la pointe des DPG liés à l’agriculture . Il a toutefois souligné que la certification seule ne suffit pas . À l’aide d’un bref exercice avec le public, il a soutenu que l’IA pourrait bientôt couvrir une grande partie du développement logiciel, mais que cela ne résoudrait pas en soi les véritables défis institutionnels et de déploiement dans l’agriculture . Ce qui reste essentiel, a-t-il dit, c’est la confiance : les utilisateurs doivent pouvoir vérifier que le code, les données et les systèmes d’IA sont adaptés aux besoins locaux et ne fonctionnent pas comme des boîtes noires opaques . Il a conclu que les systèmes construits selon les normes DPG permettent aux acteurs locaux d’adapter eux-mêmes les outils, et que des normes ouvertes sont essentielles pour que des composantes telles que les systèmes de paiement et les systèmes d’alerte précoce puissent être interopérables dès leur conception .

Didier Nkurikiyimfura de Smart Africa a apporté une perspective régionale. Il a déclaré que la question n’est plus de savoir si l’IA et la DPI peuvent transformer l’agriculture, mais comment s’assurer qu’elles atteignent à grande échelle les agriculteurs, les entrepreneurs et les décideurs politiques sur un continent de 1,4 milliard d’habitants et de plus de 50 contextes nationaux . Pourtant, la faible productivité, les chocs climatiques et la fragmentation des marchés continuent de freiner le secteur, et ces inefficacités deviennent encore plus visibles à l’échelle continentale .

Didier Nkurikiyimfura a ensuite présenté les opportunités offertes par la DPI et l’IA. Il a déclaré que la DPI peut aider les agriculteurs à accéder à une identité numérique, à des paiements numériques, à des informations météorologiques, à une assurance-récolte, à des subventions pour les intrants et à des informations sur les marchés . L’IA, quant à elle, peut soutenir la détection des maladies de cultures, l’agriculture de précision, les prévisions climatiques, la prévision des rendements et les systèmes d’alerte précoce . Il a conclu que l’Afrique dispose déjà de nombreux ingrédients nécessaires, mais qu’ils doivent être mieux orchestrés grâce à une préparation institutionnelle, à des ministères plus solides, à des écosystèmes de données pertinents construits autour des cultures, des sols, de la météo, des langues et des pratiques agricoles, ainsi que de la confiance des utilisateurs finaux . Son message final était que l’Afrique n’a pas besoin d’une nouvelle génération de pilotes déconnectés, mais d’une coopération régionale renforcée au-delà d’approches étroitement nationales .

Le Dr Walid Mathlouthi, Chef des réseaux du futur et de la gestion du spectre à l’UIT, s’est concentré sur les conditions habilitantes nécessaires au fonctionnement concret de l’agriculture numérique . Il a soutenu que tout marché d’applications véritablement utile a besoin d’un « sol » sous forme d’infrastructures TIC solides et d’une réglementation appropriée . Même là où une infrastructure en fibre existe déjà, a-t-il dit, les marchés numériques ne se développent pas nécessairement si la réglementation favorable fait défaut . Il a évoqué des mesures réglementaires telles que le partage des infrastructures, les modèles de gros et les partenariats public-privé pour réduire les coûts et attirer les investissements . Il a également insisté sur la préparation numérique, affirmant que les personnes doivent disposer des compétences nécessaires pour utiliser efficacement les actifs numériques, et a fait référence aux travaux de l’ITU Academy sur les compétences numériques . Dans son résumé, l’inclusion dépend de la combinaison de compétences numériques, d’un accès abordable et de services numériques dignes de confiance .

Dr Walid Mathlouthi a ensuite soutenu que l’ouverture et la coordination des politiques sont essentielles pour la transformation agroalimentaire. Il a appelé à une planification qui aligne connectivité, agriculture et développement rural grâce à des méthodes fondées sur les données et à un meilleur partage des données entre les silos . Il a également mis en avant l’innovation dans le spectre politique, la facilitation de l’IA, de l’IoT et des réseaux de nouvelle génération pour l’agriculture, la nécessité de réduire les risques liés à l’investissement rural, et l’importance de concevoir les outils autour des communautés mal desservies . À titre d’exemple concret, il a décrit les travaux de l’UIT avec le Lesotho sur une application d’e-agriculture appelée Agrivisory, fondée sur un cadre open-source pouvant s’appuyer sur des grands modèles de langage disponibles localement . Il a ajouté que l'UIT travaille également au moyen d’une plateforme de planification de la connectivité où les membres peuvent téléverser des données, qui sont ensuite validées et harmonisées par un agent d’IA avant publication selon des choix d’adhésion volontaire . Caroline Gaju de l’IFAD a ramené la discussion vers les agriculteurs et la prestation locale des services. Elle a convenu que l’IA et les autres technologies numériques offrent d’importantes opportunités pour la transformation des systèmes agroalimentaires, mais a insisté sur le fait que les technologies numériques, à elles seules, ne créent pas cette transformation . S’appuyant sur l’expérience de l’IFAD, elle a déclaré qu’une agriculture numérique réussie commence par les personnes et par les réalités des petits exploitants dans les communautés rurales . En pratique, cela signifie associer les agriculteurs tout au long de la conception et de la mise en œuvre afin que les services soient adaptés, dignes de confiance et réactifs aux priorités locales . Elle a également souligné que l’inclusion numérique doit être intégrée dès le départ, en particulier pour les femmes, les jeunes et les groupes marginalisés . Pour cette raison, les services devraient prendre en charge les langues locales, fonctionner dans des environnements à faible connectivité et proposer plusieurs canaux tels que la radio, les SMS, l’USSD et les services vocaux afin de surmonter les obstacles d’accès et les lacunes en matière de culture numérique .

Caroline Gaju a également mis l’accent sur les fondements institutionnels de la durabilité. Elle a déclaré qu’une transformation numérique durable repose sur une gouvernance fiable des données, la DPI et des systèmes interopérables . L’IFAD, a-t-elle expliqué, soutient les pays au moyen de fondations telles que les registres numériques d’agriculteurs, les cadres nationaux de gouvernance des données et les écosystèmes interopérables qui permettent un partage sécurisé des données, une meilleure coordination et une prestation de services plus efficace . Magan Naidoo, Chief Data Officer au WFP, a apporté une perspective de gouvernance des données ancrée dans les opérations humanitaires et de sécurité alimentaire . Il a indiqué que le WFP opère dans plus de 80 pays et dans des environnements complexes où la gouvernance des données est essentielle à la mission . Les équipes de première ligne s’appuient chaque jour sur les données pour décider qui reçoit une aide alimentaire, où les fournitures doivent être prépositionnées et quelles communautés sont les plus à risque . Parce que ces décisions sont souvent liées à des ambitions de sauvetage de vies, la qualité, la sécurité et la responsabilité en matière de données sont des nécessités opérationnelles, non des principes abstraits . Il a indiqué que le Bureau du Directeur exécutif du WFP avait donc lancé une Stratégie mondiale des données en 2024 et une Stratégie mondiale de l’IA en 2025, toutes deux approuvées au plus haut niveau .

Magan Naidoo a exposé plusieurs principes. Premièrement, a-t-il dit, la confiance commence avec les personnes que le WFP sert . I'm the program officer in FAO, Food and Agriculture Organization. We have a small liaison office here. I'm in charge of digital diplomacy and partnership, and it's an honor to be invited by my colleagues from the FAO Office of Innovation to moderate this session today and to welcome you to the triple week. I think we have a very busy day, very busy days ahead. So today we have this specific Action Line C7 on e -agriculture session organized by FAO in collaboration with ITU, of course, and with our distinguished panelists here that we are very happy to have. So from IFAD also, from the WFP, from the Digital Public Good Alliance, from Smart Africa. So a very rich panel. And just to say a little. A little bit the theme of discussion today will focus on a very central question. of course, but how can data governance, inclusive AI, and digital public goods can really help countries build scalable digital public infrastructure for agri -food system transformation? So I think that this is a very timely conversation that we have this afternoon because we all know and we all talk about the fact that digital technologies are really increasingly shaping the way that the food is produced, the way that it's distributed, the way that it's consumed. The benefits, we all hear about them in all the sessions now that we are attending. They can help farmers all over the world to access timely information. They can improve early warning systems and much, much more. But that's the first step in terms of benefits. Second one, for these benefits, we must all also remain aware that they're not automatic. And for that, if we don't have the right governance, we don't have the right framework. digitalization with all the nice promises that it can have. It can just reinforce those inequities that are already existing. So what's the aim here is to serve our underserved communities. So we will talk about digital inclusion, about the rural communities. And by the way, today is the World Rural Development Day. Happy World Rural Development Day. Since 2004, we had a UN resolution that adopted it. And so today, in today's session, it's really an opportunity for us to look not only at the technology, but also about the whole ecosystem. Because we need all these enabling conditions to make sure that the solutions that we're proposing, that they're trusted, that they're scalable, and that they're really locally relevant. So program of the day, we will start with opening remarks from our Director of Innovation, Monsieur Vincent Martin. We will be joining us online and his office has been... very actively leading this work with also the digital agriculture and AI roadmap. Then my colleague here, Angelique Oubimana, our digital agriculture specialist also from the Office of Innovation will provide a short sitting presentation. And then we will hear from our panelists here that I will introduce later, now how they will bring all the different institutional perspectives on digital public goods, on rural digital transformation, digital inclusion, rural development, and data governance. Just that, in a nutshell. So, we have a very packed agenda. Let's dive right now into the subject. And I'm pleased to welcome Monsieur Vincent Martin. Yes okay because i had problems before i couldn't hear you but now i hear you okay great thank you uh uh thank you so much uh agustina for this short introduction it's a it's a real pleasure for me to welcome you to this event on behalf of the food and agriculture organization of the un and it's for me it's a little bit special because three years ago in march 2023 i addressed this community for the first time as a director of the office of innovation i had i had just taken up this position at that moment i remember um and at the time many of our discussions focused on the familiar question which is how can digital technology help transform agri -food system and benefit all not just a few so that was really the the question i remember we were addressing at that moment and today when i look back at this last three years i'm really impressed by not only the progress we've made but also how quickly the lens itself has changed. Because in just three years, we've all noticed artificial intelligence has moved from a promising technology to a foundational capability that is really reshaping economies, institutions, which is increasingly shaping the way we produce food and the way food is managed and distributed around the world. But yet, despite this technological acceleration and the arrival of AI, some of the key questions that we were asking three years ago, or even 10 years ago, remain unchanged. And millions of rural people still face barriers to connectivity, digital skills, and access to digital services. So if you take small to farmer women and youth, they continue to experience what we might call a triple divide, which is digital, rural, and gender. So these challenges remain real and even exacerbated with the age of digital technology. And so, as we look at the digital world, extensive use of AI. But I would like to just take one second to acknowledge some of the progress we've made. So first, over the past years, this community has really helped to move digital agriculture from aspirational to implementation. Secondly, through the FAO ITU e -agriculture strategy guide, we've got more than 30 countries which have developed national digital agricultural strategies. And we are also seeing countries building innovation ecosystems that really connect farmers, researchers, entrepreneurs, policymakers and service providers. And perhaps most importantly, I think our understanding of digital transformation has really evolved and it has become more matured. Although it may look obvious afterwards, we have learned over the years that technology alone doesn't transform agri -food system and that the innovation... that really reshapes societies, they succeed when technology, institutions, policies, business models and human behavior evolve together and align. And we've also learned that adoption depends as much as on trust, as on technology and the capacity for farmers to take risks. And also that one of the greatest obstacles to scale is fragmentation in the sense of isolated applications, closed data sets, incompatible platforms that increase the cost and slow innovation and limit the impact. And this is why I think one of the key take home message of all this work during the last years is that digital public goods and digital public infrastructures have become so important. They provide the foundations for digital ecosystems that are open, interoperable and scalable rather than fragmented into disconnected digital islands. But now, just before closing, I would like just with you to make just a kind of final. Exercise before we dive into the discussion, I would like you to imagine we are in two thousand and forty or two thousand and fifty and we are looking back. at the decisions we've taken, like today, and to see what made the difference during the last decades. You know, asking ourselves this question. So what made the difference? Well, in 2050, and we took some decisions in 2026, what really made the difference? Was it artificial intelligence and then the way we leverage it? Was it digital twins, autonomous systems, or technology that today we cannot even imagine? I mean, perhaps. But I suspect that history will tell us a slightly different story. I'm sure we will recognize that the countries which succeeded were not necessarily those that adopted technology the fastest. They were probably those that built the ecosystems allowing technology to create lasting public value. So these countries have invested not only in algorithms, but also in institutions, in trust, and inclusion. And these countries, looking back at what's happened, I think they've built digital public infrastructure and digital public goods that allow innovation to scale rather than fragment. They adopted open standards and open source solutions that reduce costs, encourage collaboration and prevent new digital monopolies from emerging. So these are great examples that we could see happening. And actually, some of them are already happening today. I'm thinking of, you know, last week, a couple of weeks ago, I was attending the Open Source Week in New York, and I heard the presentation from Estonia, who has embraced digital public goods and digital public infrastructure really in a big way. And there are many other countries which are following, including on the African continent. So that is precisely the vision we've tried to translate in our FAO Digital Agriculture and AI Innovation Roadmap that we just launched last week. But also follow -up initiatives. that we have launched after we launched the Digital Agriculture and AI Roadmap, such as the Global Initiative on AI for Agri -Food Systems that we are launching together with ITU, but also with WFP, IFAD, and with the support of the Fran Offer Institute. So all these initiatives, they recognize that the future of digital transformation will depend less on the technologies. We invent that on the governance, the partnerships, and the innovation ecosystems we build around them. So perhaps the question we would like to ask today, and I would like to put on the table, is no longer maybe how do we digitize agriculture and close the digital divide, but the question might be more, how do we ensure that every new generation of digital innovations or new generation of digital innovation tools, they remain trusted, interoperable, affordable, inclusive, and designed around people rather than around technology? And if we are successful, perhaps when we look back from 2040, we will conclude that the most important innovation was not a particular technology at all, but our collective ability to create the conditions for this digital innovation to work for everyone. So on this question that I'm raising and addressing to all of you, I would like to thank you again for participating and would like to hand over the floor to Augustina, Thank you very much.

But let me go immediately on this, asking ourselves, why are we talking about this topic? Just, sorry. Let me share my screen here. This is on my screen. Okay. Thank you so, so much. So why are we talking about trusted data, inclusive AI and digital public goods in this agri -food system? As Vincent mentioned in the opening, technology are now transforming agri -food system, improving productivity, resilience, but also access to market. But when we talk about this one, some of the challenges still hampering this impact, especially digital divide that was mentioned, digital literacy, fragmentation of data ecosystem, governance, and more other challenges. So we are talking about trusted data because this is the foundation of inclusive digital transformation, enabling better decisions, stronger services, but also sustainable innovation agri -food system. We are talking about innovation. Innovation and response AI, as AI is continuing to transform. to transform agri -food systems and offer these significant opportunities that we need the farmers also to make sure that they can benefit from. We are talking about DPG and DPI because normally this is helping countries to create an inclusive interoperable data ecosystem by providing open, reusable and scalable digital solutions that are accelerating innovation but also encouraging human -centered manner that is leaving no one behind. We are talking about all of this, but as these are the foundations, we need to also have this collaboration but also innovation ecosystem. Do I have your notes? No, very much. Thanks. Any remarks? Anyone who has comments? Okay. With the challenge that I was mentioning. But these are linked also on this key element. We are talking about trusted data, but of course we still have this fragmentation limited across the system, but also privacy, security, and the consent of data ownership that is still being a challenge. Data quality and limited access to the trusted data set. In terms of inclusive and AI, we have some kind of bias in algorithm and underrepresented of some of the groups. We have limited data skills and AI capacity that is particularly in the rural area, and also ensuring transparency, accountability, and ethic in AI is still one of the key challenges. On DPG also, we still have some kind of limited adoption. We have some of this kind of, fragmentation of the digital ecosystem and lack of common standards. and whereby also in terms of also digital divide, as mentioned, is still an issue. As EFAO, digital agriculture, digital technologies is incorporated in EFAO's strategic framework 2022 -31, whereby you have three program priority areas, including one of the key and major program priority areas, which is digital agriculture, but also four accelerators, data, technology, innovation, data, and complement. And all of these are aligned with EFAO science and innovation strategy, but also EFAO innovation program, that are, of course, supporting this action line coordination. In terms of key achievement, I'm going to be first. In terms of key achievement in this area, we have already expanded our e -agricultural community practices. When I talk about key achievement, I mean in these 20 years of implementation of Oasis e -agricultural action line, we have expanded e -agricultural community practices from 19 ,000 members, that was in 2024, to 170 ,000 members worldwide. That is strengthening global knowledge sharing and collaboration. We have enhanced access to data and knowledge innovation through some of the platforms, including STI POTO and other hand -in -hand special platforms. But also advancing data -driven decision -making through trusted interoperable digital ecosystem supporting agri -food system. In terms of AI, the director mentioned the digital agriculture and AI roadmap. That is guiding responsible, inclusive, and ethical deployment of AI in agri -food system. We are promoting AI -enabled advisory services, forecasting, and decision -making, including digital service portfolio that is supporting the farmers in terms of advisory services. But also, we are strengthening the global dialogue and capacity development in this area. In terms of digital public good and DPI, EFA will embrace DPI -based strategy, and it is not just as a user but among the builders of the solution of DPGs. So, we are an member of Digital Public Good Alliance. since 2022 with 11 certified DPGs. I think Ricardo mentioned this one. And in terms of DPG, we are now scaling up some of these solutions to the farmers, considering human -centered but also responding to the real need at the grassroots level. And we are promoting these solutions also through some of the innovation challenges, including Reboot the Earth that we are implementing with the UN Office of ICT. And now we are supporting also the youth to build this solution that could also support it. In terms of innovation ecosystem, as I mentioned, we are supporting more than 32 countries. I think this director already mentioned in developing the country -nature youth agricultural strategies through a participatory approach. That is supporting them to have this ownership but also respond to their real need. Thank you. And we are expanding initiatives such as the Ethel Village Initiative, these agriculture innovation hubs, and the Elevate program that are also supporting this solution to respond to the real need of the grassroots level, while strengthening also the multi -stakeholder collaboration among the government, academia, development partners, and private sector. As a way forward, we are still committed to support this initiative of WISIS Plus 20 through digital inclusion, through DPG and DPI, through ethical and sector -specific AI governance, and also engaging with multi -stakeholder cooperation, bringing together government, private sector, academia, and civil society, including our farmers, who are our focus. And we are also committed to supporting the WISIS Plus 20 group and the use of codes to accelerate this impact. So I will not go further, but the strategic pathways to achieve this vision, we will further explore in this next discussion in this panel, but also the recommendation

So thank you, Angelique, for highlighting this very important building blocks of the conversation that will follow now. It was very packed, right? Five minutes, but we covered 20 years of implementation for the Action Line on AI culture with very concrete examples of initiatives on the ground. That span really from trusted data governance, responsible AI, DPGs, DPAs, responsible innovation ecosystem. So there was really, really a lot. Now, I'm happy to turn to our distinguished panel here, and that will bring us their specific institutional perspective on this element that we framed for the session today. So, I have to be a bit the bad cop, that's the role of the moderator sometimes. So, you will have three minutes, distinguished panelists, to answer the questions that we have prepared for you. And so, let's share the concrete lessons that you have in your specific sector and case, and what kind of recommendations you will have then for scalable and inclusive digital agriculture. So, Ricardo, you're next to me, so you're the first one to go. You're ready? Ricardo Miron, very happy to introduce him. He's the Chief Technology Officer from the Digital Public Good Alliance, with whom we have been collaborating since 2022, because we are very happy to be part. To be a member of the DPGA since then. And Ricardo, you're responsible for driving technology, strategy, and innovation to help advance the digital public goods and open ecosystems. And so from this specific perspective that you're bringing, I think that all here, we are very interested to learn more about how can digital public goods build trusted, interoperable, and scalable digital agriculture ecosystems. That's the first part of the question, but there is more, of course, otherwise it's not fun. And what governance mechanism building on that do you think are needed to ensure that those solutions remain inclusive, sustainable, and aligned with our ultimate goal, which is the public interest?

Yes, thank you very much, Agustina and Angelique, for this great introduction. Just for those who don't know us, the Digital Public Goods Alliance is a multistakeholder. It's a multistakeholder initiative that convenes funders, government, civil society, private organizations around the world. open source for the sustainable development goals. We have over 50 members, and we steward something called the DPG standard, which is what determines what is and what is not a digital public good, and discovers legal, technical, documentation, and other safety best practices and mechanisms that are implemented directly, not only through open source software, but also data, AI systems, and content collections. And one of the things we've been working the past few years is to align how donors and governments reutilize these pieces of digital technologies for sustainable development. Because we have seen over the past few years, and I'm sure everyone here might seem the same, that we keep paying and rebuilding the same pharma registries, advisory platforms, market systems, country by country, project by project. And each one has its own funding lifecycle and challenges to sustain it, right? So the alternative to this is digital public goods, reusable, readaptable components. And we currently have over 200 DPGs in our registry that are certified and verified by us. For example, for digital identity, we have MOSIP, which has been implemented in over 70 countries. For healthcare, we have DHIS -2, which is used for over a third of the population in the world. And FAO being, of course, a member is one of the champions as well on agriculture DPGs. But just being certified is not enough. And I agree very much with what was said in the introduction, that one of the key issues is not just the technical aspect, but the trust. So maybe I'll do a little bit of a quick exercise here. You raise your hand if you think AI, maybe in 10 years, will solve this problem. All of the software development needs that we might have. Yeah, I mean, someone could argue that that's already happening. I'm a software developer and an open source enthusiast, if you haven't noticed by the stickers in my laptop. But yeah, I think like for most software development part, this could be potentially solved by AI. But maybe as a follow up question, how many of you think that this will solve all agricultural technology needs in the next 10 years as well? Maybe one. OK, less people. So, yeah, so the main issue and the biggest inefficiency in digital agriculture is not technical, is not the code or the data necessarily, but is the institutional capability. And this is where I very much agree with trust. Trust is one of the key issues, because when AI will help us develop pretty much anything that we might need. or think or want, trust is just not something that we could not take seriously. And this is where digital public goods come in. And when the governance question is very important, because when code, data, or AI systems behind these advisory services, for example, happen, we need to verify that we're reaching and adapting to the actual needs and not just having these black boxes. So things like local crops, local practitioners, local languages, especially local languages, I think that's something that really matters because when vendors or commercial actors build software, they don't necessarily prioritize the 200 different languages that may exist in one region, for example. So open systems that meet these DPG standards and let local actors adapt them to themselves is what we're working on. We're focusing or trying to achieve with this level of transparency and openness. And then, of course, this would not be built as an infrastructural piece if there was not interoperability. And when these tools comply with open standards and have connection to, for example, a payment rail that talks to an early warning system, that composition could only happen when we have true openness by default.

And I believe that your business really works at the intersection of digital transformation, emerging technologies, and also regional cooperation. This perspective is really interesting for us. And building on that, we would like to know what are, in your views, the major opportunities and the challenges for scaling inclusive AI and digital public goods and digital public infrastructure for agriculture across the African countries. And then also, how can regional cooperation chipping into that can really help the countries to avoid fragmentation? The floor is yours. T

hank you very much. Good afternoon, everyone. Thank you for having me in this important conversation. I think at this point, I believe most of us are not questioning whether AI or DPI can transform agriculture. I think we all believe that with what we're seeing, we can transform agriculture. it can do. The real question is instead, how can we make sure that it's actually rich at scale? The farmers, the entrepreneurs, but also the policy makers because there are a lot of gaps. And not only when you say scale, I'm not talking about national scale, I'm really talking about continental scale. We're talking about a continent of 1 .4 billion people but with 50 plus realities or countries, national laws, regulations, and it's a continent which is growing. So agriculture is extremely important because we were almost to double the population by 2050. So agriculture still remains an important contributor to the GDP. It provides living ... livelihoods, support livelihoods up to 60%, the people who depend directly on agriculture. But yet, while all the policy makers, the countries, everyone understand the importance of agriculture, we still have low productivity. We still face climate shocks. We still have fragmented market. And those inefficiencies happen at national level. Now, when you bring at the continental level, it's even more visible. So that's where DPI and AI comes in. With DPIs, a farmer can now seamlessly access digital ID. He can receive payments or digital payments. He can learn about the weather services. He can also ensure his crops or access to input subsidies and market information. So that's what DPI can offer already today. And I think our colleague mentioned that there are a lot of DPIs which are available today that can actually be used at national level. Now, on AI, it can also improve crop disease detection, can help precision agriculture, can also forecast the climate, predict the yield, and so on and so forth. The early warning system also, AI, are really proving to be very, very, very helpful. Now, we know that those two, say, technology offer a lot of opportunities, but the biggest obstacle today for us is fragmentation. Fragmentation because too often countries, donors, partners, but even projects, they build. They build separate platforms, separate data sets. and with separate standards. No interoperability is built in mind. And this results in duplication immediately, inefficiencies, higher costs, but also issues of interoperability across the continent. We really want to see the opportunity of the continent unlocked. And that's why Smart Africa is quite in that space. First of all, on regional cooperation, we bring today 42 countries in Africa at head of state level with the ministers of ICT, through the ministers of ICT, the ministers of agriculture. And the idea is really to see how we can create, harmonize and create also interoperability frameworks, a trusted data governance, and also share digital public goods and mechanisms for learning and innovation. A few months ago, an AI council was created. It was established to really support drive at the level of the continent. accelerate the adoption and use of responsible AI. AI that can really transform sector like health, education. And we have six strategic priorities. Compute, of course, because AI need compute. Dataset, which are high quality on different sectors. Talent, governance, use cases. So we can really use AI, put it in the hand of our people, especially here the farmers, and also investment. So on agriculture specifically, I think we have all it takes. We just need to orchestrate it properly. First of all, institution readiness is important. And here, means of agriculture, of course, will play an important role. Together, we do means of finance. But also our own data ecosystem, because many of the data that we have is not relevant for the continent. Either we're not measuring efficiently, or we're not capturing in a way that can really bring a lot of value to the economy. So that's the value. around crops, soils, weather patterns, our own languages, and also farming practices. The last part is trust. And we need to just make sure that the end users really have trust on those systems. So my message as I close this is very simple. I don't think we need a new generation of disconnected pilots. We need to have regional cooperation, and I think we need to look beyond the country level, beyond the national focus. That's what has been really the challenge, and it will unlock a lot of opportunities. Thank you.

Well, thanks to Didier for broadening a bit the perspective and for bringing very concrete examples of all the initiatives that Africa, and countries are taking to scale up the solutions. Now, let's turn to Mr. Walid, Walid Mathlouthi, who is the head of future networks and spectrum management at ITU. So, Walid, I think that you really bring a great experience on infrastructure work, especially if I'm not mistaken, you were in Google before. So, I mean, the robust infrastructure is something that is really key to connectivity. And your organization, ITU, has long emphasized that connectivity is something that alone is not enough, that we also need many other elements to bring to the game. We need affordability, skills, accessibility, relevant content. So, in the specific context of digital agriculture, from your perspective, this is your question. As digital connectivity and next generation networks are continuing to evolve, and at a pace that is... is most fast -paced than ever, what are, in your opinion, the enabling conditions... that are the most important to ensure that rural communities can benefit from these emerging technologies? And more specifically, with your specific area of expertise, then how can connectivity, spectrum management, and digital inclusion agendas better support agri -food system transformation? Thank you very much for the nice introduction. Good afternoon, colleagues. It's such a pleasure to be here among these esteemed panelists. So with ITU, we estimate that also in order to be able to have any meaningful application marketplace, we first need the soil over which things can grow. And the soil here for the ICT technologies is sound infrastructure, along with the right regulations in place. In many instances, even if there's infrastructure or fiber available, we notice that the digital marketplace is not really flourishing. The reason because the right regulations are not put in place. So right regulations could span from sharing of infrastructure to reduce the cost, the barrier of entry, wholesaling, and dividing the market into different parts where we can develop where the business entry is much easier. And obviously also like encouraging public -private partnerships to enable to help increase investment in the infrastructure. So the digital readiness is also another aspect of this. In order for e -applications to grow, we need a population that is able to really use the digital assets. So digital skills is an area where ITU is really through the ITU Academy. So a combination of digital skills, affordable access, and trusted digital services that communities can actually use. On the second part of the question, how can connectivity better support agri -food systems? I think that's a really important part of this transformation. So first of all, we need openness. We need to be able to plan together, align connectivity, agriculture, rural development policies using data -driven planning, and be able to share the data across different silos in order to be able to design efficiently. So we need to enable innovation and entrepreneurship, use of some spectrum sharing or spectrum innovative policies that can support AI, Internet of Things, and next -generation networks in agriculture. So innovative policies can help. We need to really risk the investment in the rural community. Of course, we need to be able to share the data. Last but not least, inclusion is extremely important as the EA applications, or in particular, agriculture in this case, for farmers need to be designed with inclusion in mind with a focus on the underserved community's needs in order to feed into the product design. In that perspective, we're very in designing DPGs and publishing them and making them available for the farmers. We're collaborating, for example, very closely with the government of Lesotho in deploying an e -agriculture application called Agrivisory, which is based on an open source framework. So the open source framework is a very complex framework. Leverage any large language model of choice that could be available in the region or on the area. And then based on that, we can build we can put together building blocks for the community to develop. And these are based on open source, so it's published openly as a public good, but also we're trying also to harmonize the data that powers up these applications and create a data marketplace where different parties can exchange different pieces of information. To that front, we just launched our connectivity plan and platform which is available for all ITU membership where you could upload your data and then there's an AI agent on the back end that will validate the data look at the look at the way how it's described, try to harmonize it, and then publish that based on the opt -in choices for the users of the platform. So the goal of the platform is to create this data marketplace where the different needs are described in the same way, with the same attributes, and then can be exchanged, in this case, nationally, but also the aim for this is to go across borders and to be continental. So we're very working with our member states, and we think that through DPI, DPGs, and open source tools.

Thank you very much and good afternoon to you all. Indeed with the advancement of AI and digital technologies we see significant opportunities to transform agri -food systems. However, digital technologies alone do not drive digital agriculture transformation. So from IFAD's experience, successful digital agriculture starts with people and the realities of smallholder farmers in rural communities. Engaging farmers throughout the design and implementation process helps to ensure that solutions are tailored, are trusted and responsive to local priorities. Additionally, digital inclusion should be built in from the outset to support women, youth and marginalized groups. So digital services should therefore support local languages, operate in low connectivity environments, and provide multiple access channels, including radio, SMS, USSD, and voice -based services to improve access and address digital literacy gaps. It is also evident that sustainable digital transformation requires strong digital foundations and also depends on trusted data governance, digital public infrastructure, and interoperable systems. So IFAD is supporting countries to establish these foundations through digital pharma registries, national data governance frameworks, and interoperable digital ecosystems that enable secure data sharing, better coordination, and more efficient service delivery. It's also important to note that digital solutions are more sustainable when they are embedded within national institutions and supported by local capacities to enable country ownership. So overall, success will not be measured by the number of digital tools or platforms that have been deployed, but whether rural women, youth and marginalized communities can access information, markets, finance and other opportunities that can improve their livelihoods and strengthen their resilience. And digital systems in very complex settings. it diplomatically. So I'm sure that with your great experience in this area, we would like to know more about, from a data governance perspective, more specifically, what are, in your opinion, the key principles that are needed to build trust, interoperability, accountability, so all these big concepts now that we have been bringing across our discussion in digital agriculture, and food security system, in particular, when data is used across institutions and across borders. So you have one more challenge to answer. And again, the floor is yours. Thank you so much.

Thank you very much. Good afternoon, colleagues, and thank you for that very relevant question. I think quite an interesting one. So a couple of perspectives. I think from the World Food Program, we operate in over 80 countries around the world in very complex situations. Our frontline teams' data governance is mission critical. It is something they rely on every day. when evaluating who receives food assistance, where to pre -position food supplies, or which communities are at greatest risk. The quality, the security, and the accountability of data are often connected to life -saving ambitions. So that's why the Office of the Executive Director of the World Food Program launched first the Global Data Strategy in 2024, and then the Global AI Strategy for WFP in 2025. So through these strategies and through the highest levels of endorsement and sponsorship in the organization, we have clear principles that lay out our guidance around how we approach data governance and also how we use artificial intelligence. So firstly, trust begins with those we serve. Every data set we have represents a vulnerable beneficiary, a farmer in Ethiopia, a displaced child in Sudan, or family in Gaza. So we take very seriously. How we collect, store, and protect personal data, and not just from a technical perspective, but through our policies and processes as well. So what this means is never collecting or sharing more than required and remembering that beneficiaries have placed their trust in us. So there, the duty of care, which is one of our foundational elements in WFP, is where we ensure that we maintain data in a way that is used across institutions and borders in a safe, secure manner. Then there's also the principle around human oversight. So for us, AI is an accelerator. It's not a replacement for human judgment. Our approach should always be that we leave room for human decision -making, especially when those decisions affect vulnerable people. As AI and data increasingly inform who receives assistance, oversight, human oversight in particular, becomes very critical. There's also the aspect around ownership. We treat data as an asset, actively managed throughout its life cycle. where protection and security of the data is built in by design and quality is maintained at every stage. So given the nature of the work we do, governance is very important for the impact that WFP relies on. So for us in the World Food Programme, we have deployed game -changing solutions into the field and internal operations that are helping to unlock new levels of speed, scale and efficiencies globally, empowering our country offices to save more lives with better data and insights and to do it faster. Some examples are where we've deployed solutions that predict food insecurity and allow us to place food supplies more proactively to respond to crisis. So this is where good data governance is key to those tools and have been effective in the solutions we've deployed. So as we continue to scale AI across our operations and offices, it's virtual. We've tackled that governance framework. remain as ambitious as our technology and grounded in operational realities and accountable to the communities we serve. Thank you.
