Shamira Ahmed approached the discussion by arguing that quantum technologies should not be treated as if they were emerging in a vacuum . Instead, she said they should be understood as part of a broader evolution of information-society, ICT and digital-economy issues that WSIS has addressed for decades . She emphasised the “fundamentals”: high-powered computing, machine-readable data and meaningful connectivity . In her view, many near-term quantum applications remain embedded in the wider ICT ecosystem, so governance should build on existing lessons from AI governance, data governance and digital ethics in order to balance innovation, accountability, transparency and justice .

Ahmed also stressed the geopolitical and infrastructural dimensions of these technologies . She pointed to critical information infrastructure, data centres, space infrastructure and Earth observation data as governance arenas that will remain central as technologies converge . For her, the key questions concern who has access, who benefits economically, how human rights are affected, and how standards, regulation and governance shape the distribution of digital dividends . She linked phrases such as “quantum for good” to earlier narratives such as “ICT for development” and “AI for good”, arguing that the language changes more quickly than the underlying politics of access, standards and inclusion .

In the exchange that followed, Wolf Bauwens questioned why so many organisations continue to produce separate ethics principles instead of coordinating more closely . Referring to the proliferation of AI ethics frameworks, she asked whether time and resources might be better spent on shared principles for quantum or, more broadly, converging technologies . She also warned that terms such as “for good”, “responsible” and even “ethics” can become vague branding if no one defines what they mean . Drawing on her experience in industry, she added that ethics in companies often becomes little more than compliance, which is especially weak in fields such as quantum where formal governance may still be thin .

Ahmed agreed on the value of learning across domains, but added that continuity with earlier ICT debates does not justify a blanket approach . She argued that governance must be sector-specific, use-case-specific and sensitive to local context . A healthcare use of quantum sensing, she said, raises different questions from industrial IoT or cloud-based quantum services . She also stressed that access barriers in quantum are especially severe because practical capacity depends not only on digital infrastructure but also on specialised physics hardware, stable qubits and scarce expertise . Many future applications, she added, are likely to be hybrid rather than purely quantum, and cloud access may become the main route for less-resourced countries to use the technology . That, however, could deepen existing asymmetries around infrastructure concentration, jurisdiction and control . Her repeated conclusion was that if underlying digital inequalities and infrastructural weaknesses are not addressed first, layering frontier technologies on top will not solve the deeper problem . Their interventions reflected a difference in emphasis: Wolf Bauwens stressed earlier coordination across actors and common cross-cutting issues, while Ahmed stressed sector-specific and context-specific governance .

Feinholz then intervened to clarify what she meant by ethics . She agreed that ethics is often reduced to superficial box-ticking, but argued that it is really about motivation, vision and disciplined reflection on what kind of society people want, which technologies are needed, for what purpose and for whom . She stressed that this must be a collective exercise, not something decided by one person or one sector alone . She also said ethics is a discipline with methodologies, not merely people sitting around a coffee table giving personal opinions, and that principles are only one part of a broader philosophical and practical process . Using an example from health, she suggested that ethical reflection may first require asking whether a technology is needed at all, rather than moving directly to questions of deployment .

The audience discussion then turned to implementation. Kaveh Bazargan, speaking from the ACM Special Interest Group on Human-Computer Interaction, referred to ACM and IEEE codes of ethics and to IBM’s ethics-by-design approach . He argued that ethics should be built in from the start of user research and throughout the full lifecycle, rather than added at the end, and questioned whether UNESCO’s approach was operationalising ethics in that way . Feinholz replied that UNESCO’s position was the opposite of what he had suggested: she said the Recommendation on the Ethics of Artificial Intelligence explicitly covers the whole lifecycle, from conception through development, deployment and evaluation . She added that stakeholder involvement should also change across stages, since the relevant participants are not always the same . As a practical tool, she pointed to UNESCO’s readiness assessment methodology, which helps member states assess their preparedness to deploy AI and integrate ethical questions into that assessment .

Wolf Bauwens used that exchange to raise a related concern about implementation inside companies . Referring again to professional ethics codes, she said that although such documents exist, she had rarely seen them shape day-to-day decision-making in corporate settings . In her view, this showed the gap between written ethical frameworks and lived organisational practice . Ahmed complemented this by arguing that UNESCO’s AI recommendation differs from professional or industry charters because, as she put it, it was agreed by over 100 member states through a more globally inclusive process . She also questioned how representative professional ethics frameworks are for engineers and communities in developing countries .

A further audience intervention came from Irina Kaminski, a Swiss Youth delegate, who argued that young people must be included in ethical governance because they will live with the consequences of rules being set today . She then asked how large technology firms, particularly in Silicon Valley, could be made to see ethical action as being in their own interest . Wolf Bauwens agreed that intergenerational justice should be treated as a core ethical concern and responded in terms of incentives . She suggested that in market systems one practical lever may be to create a clearer return on investment for ethics, perhaps through forms of reporting and accountability analogous to ESG frameworks . In practice, she said, companies often respond to reputational risk or to market-access pressures, for example in privacy-sensitive jurisdictions . Feinholz added that UNESCO is trying to engage business through networks and a Business Council, and mentioned work with Thomson Reuters on a self-disclosure tool intended to move companies beyond superficial compliance .

Boris Engelson, introduced as a freelance local journalist, then argued that once ethics is defined as more than rules and compliance, it opens difficult questions about consensus, conformity and personal conviction . Drawing on examples from journalism, war, religion and institutional codes, he suggested that ethics is deeply contested and that when ethical discussion hardens into fixed rules it can become conformity rather than reflection . Feinholz replied that ethics is indeed painful and difficult, but said that this is precisely why ethical dialogue matters: the aim is not to erase disagreement, but to build something in common despite it . Wolf Bauwens similarly invoked discourse ethics and traditions of productive disagreement, arguing that disagreement can generate better solutions if there are fair rules for the discussion and attention to who is represented in it . She added that representation should extend not only to present stakeholders but also to future generations and natural ecosystems .

In her closing remarks, Feinholz said the discussion had already answered her intended final question about the future of this action line . It's very nice to see this full room on this topic. Thank you very much for being here. So I want to welcome the distinguished speakers, but also colleagues, participants, all of you. This is the Line Action 10, and our session is Ethics of the Information Society, Navigating the Governance Landscape of Emerging and Converging Technologies. So very briefly, let me introduce myself. I am Daphna Feinholz. I'm the Chief of Bioethics and Ethics of Science and Technology at UNESCO. I've been there for 16 years, and I've been participating and leading the process of producing the recommendation of ethics of artificial intelligence, but also the one that we have just adopted, which is the recommendation of ethics of neurotechnologies, which was... Was adopted in November last year. and we also have advisory committees on bioethics and ethics of science and technology. One is the International Bioethics Committee, IBC, it's the acronym, and then it's COMEST, it's the second acronym, and it's the World Commission of Ethics of Science and Technology. And they develop different reports on different topics. Ones are more on life sciences and bioethics, and the others are more on ethics of science and technology, and also a lot on environmental ethics. And they have been also producing reports that are also relevant for this session, because one, for example, COMEST has produced the report on ethics of quantum computer, the ethics of exploration and utilization of, of outer space. the IBC produced a report on ethics of synthetic biology and of course it's always the intersection between AI and all these new technologies. So that's why this session is also very close to UNESCO's heart in this work stream on bioethics and ethics of science and technology. So that's why in fact that's in fact also why the United Nations is the specialized agency with the mandate to facilitate this line of action because we have this mandate on bioethics and ethics of science and technology but we also have a mandate in the information for all program IFAP which I will also be mentioning now. We really want to commit, this is exactly what our aim is, to commit that ethics is at the heart of the development of every technology. The idea is these technologies have to develop. and to promote, of course, innovation and economic growth, etc. But at the center is definitely ethics and making sure that human rights and fundamental freedoms and a collective discussion of what we are expecting our society to look like is what we put at the center always. So during the last year's WISIS Forum, our discussion focused on the ethical implication on artificial intelligence and converging technologies. And one of the key conclusions was that ethics must become a fundamental and cross -cutting pillar of digital transformation supported by anticipatory and adaptive governance approaches that can evolve alongside technological innovation. And that is also something that we do at UNESCO. We have very specific tools that we use to implement the recommendations and the recommendations that we use to implement the recommendations and in helping member states to develop this agile and dynamic and anticipatory governance. Participants in the last year also highlighted that ethical principles should guide the entire technology lifecycle, which is also part of our recommendation. And from design and development to deployment and regulation, and that interdisciplinary cooperation, stakeholder participation, and international collaboration are essential to building sustainability and trust. So one year after, these messages are totally relevant. It seems like it could be the same conclusions for today, maybe. But in any case, they are in fact even more pressing because AI is evolving and transforming very quickly. And it's also not evolving in isolation. So increasingly converging with other frontier technologies like quantum technologies, synthetic biology, and others. So it is important to discuss all the ecosystem beyond AI. and recognizing that many of the governance questions we face are shared across these emerging and converging technologies. And as I mentioned to you also, I want to take this opportunity to highlight that now is the 25th anniversary of UNESCO's Information for All program. It's an IFAP. The acronym is IFAP. For the past 25 years, IFAP has played an role in supporting the implementation of YC's Action Line C10 by strengthening capacities and fostering international policy dialogue on the ethical, legal, and human rights implications of frontier technologies from the Internet to AI and quantum technologies and beyond. And we will probably hear more because we have a first study very much related to IFAP. So I'm very pleased to welcome Ms. Shamira Ahmed. She is a transdisciplinary social scientist whose work examined the transnational, international governance of emerging digital technologies and their implications. for Sustainable Development. She is the founder and executive director of Data Economy Policy Hub, the first independent think tank that was established by indigenous African women in South Africa. We are also pleased to have her as a knife -up expert, who recently authored a knife -up issue brief on human rights -centered governance on quantum technologies. Welcome. Welcome. And I also want to welcome Dr. Mira Wolf -Bowens, who leads the development of new science diplomacy initiatives at the Geneva Science and Diplomacy Anticipator. Previously, she was co -founded and led the responsible quantum computing research at IBM Research and served as IBM Quantum Technical Ambassador. And thank you very much, Mira, for being with us. And unfortunately, our third speaker, who wrote yesterday about... that he couldn't attend and he canceled his participation. So it's a pity, but I think at the same time we will take the opportunity to have more interaction with you because this is what we would like, not to be only a monologue from speakers. So I would like to start with one question for both speakers and ask them what are the most important ethical issues that are raised by emerging and converging technologies like AI, quantum, neurotechnologies, and biobiology, but how can ethical governance remain anticipatory, practical, and human -centered as these technologies are developing and interacting? Because I think this is really at the heart of our question. So up to you. We'll start.

Yes, sure, I can start. First of all, thank you very much, Daphne, and the entire team at UNESCO for the invitation and also for hosting this really important panel, which I think is incredible to have and also very, of course, timely, but also timely in terms of the week that we're having. So often I attend these conferences and then ethics is somewhere on a Thursday afternoon where everyone is really, really tired. So I'm really glad we're having this on Monday morning where everyone managed their way through the queues and we're having a full room. So first of all, I think that that's really, really great to say. In terms of the ethical kind of issues that are being raised, I think it's really interesting in particular as we're looking into convergences, and you heard that I worked at IBM, so I worked on quantum technologies, but I also worked on future compute technologies such as neuromorphic computing, now working with neurotechnology, synthetic biology, new technologies, to engineering and so on that are infusing an ecosystem. it's really and this is the title as well it's really on what is i think what is now interesting is what is happening at the convergences so i think we spent and we're not i think if we're being self -critical not particularly good at looking at each of them in isolation what we but we're kind of getting a hold of them and there's certain issues that come out of all of them i think the biggest one is access who has access and they are different uh weighted across the technology so with ai the access question is maybe less prevalent than it might be with quantum computing for instance with quantum it's the biggest question uh equity distribution of access these questions i think they they hold across the board and there are certain questions such as privacy questions around privacy that we think hold across the board but they hold more so for ai and euro technologies than they might hold for quantum i think they're often overstated for quantum and so i think you're already seeing what i'm doing you we're looking at these issues that we're aware of so i think we're well familiar with the issue but we need to understand where they're most prevalent and where they're most urgent and not do the mistake of thinking, oh, because privacy has been such a big issue with AI, it'll be equally as big as an issue with quantum computing. It's not, because the way we're going to, the first applications we're going to do with quantum computing are not, we're not going to use personal data. From a quantum safe perspective, it might be. But so I think this kind of exercise of thinking through what are the issues that are across the board, such as access and equity, but then also if we look at them in isolation, which are then relevant. So I think that's the kind of first in terms of the actual issues. But I think what is almost more important is how do the convergence of technologies change the stakeholders? So I think it's not necessarily that we change the discussions around ethics, but we change who's in the room and who should be in the room when we're discussing these. So I want to do a quick raise of hands. Who of you in the room is from industry? Okay, I think we have two. and so I think as we're having as we know the way that tech is being developed and I mean of course WSIS is not necessarily the forum where industry would come so I mean it's not at all to criticize anything but I think the point I want to make is that we should consider opening WSIS and making WSIS more attractive to industry and have industry in these discussions from the start and I think we when we were discussing the commerce recommendations on quantum computing I hope we could show that you could have industry in the room and it wasn't harmful and it wasn't it could be a constructive discussion still and I think that's for me that's the anticipatory angle is having industry there from the get go and expertise perspectives and expertise on responsible tech is slowly building up in industry having that from the start and having these discussions in a truly multilateral manner from the get go because otherwise we lose industry and right now if you look at the most important stakeholders the ones who do the governance in practice right now is the tech corporation I mean, we can't kid ourselves and think that we can actually govern it. So that's kind of, I think, as we're looking ahead, how should we pragmatically act? I think that's a very pragmatic next step to take and consider for the action line. How can moving forward we make these fora more interdisciplinary and ensure that also that exchange between industry and policymaking happens much, much earlier? That's something that we try to do at Jesta where we try to translate future, very much future. So 5, 10, 25 years ahead, we're trying to translate that back to you policymakers to the now. But have you engaged with these discussions right now? So it's looking ahead, getting industry and multi -stakeholders in the room much, much earlier. Industry and civil society, I should say, having them in the room together much earlier. And then looking very focused on which, as we're looking into convergences, which are the issues that hold. And to me, the issues that hold across the board also would raise the bar in terms of priority. That's the ones we should start with. so I'll stop here for now for

me I like to envision quantum technologies not as a vacuum happening in isolation but as a revolution and an evolution of existing information society, digital economy and information society issues that we've been navigating as part of WSIS for the past 20 years I'd like us to focus on the fundamentals which is high powered computing, machine readable data, meaningful connectivity and these are some of the aspects of the quantum computing but there are also physics aspects that we don't know a lot of so from that framework of thinking as quantum technologies as an evolution of existing internet governance, digital technologies and digital economy and information society I'd like us to focus on advancing ethical analysis of quantum computers for example means that we need to leverage existing lessons that we've learned from AI governance, from digital ethics, not in isolation. Yes, there are some nuances depending on the use case, depending on the application, but practical, scalable use cases of quantum technologies in the near term are part of the information and communications technology and the digital society. So, for example, at the moment, looking at digital ethics, for example, gives us a normative framework for balancing innovation and accountability, transparency and justice in increasingly data -driven societies that are underpinned by information, communications technologies and are embedded in critical information infrastructure. There's also a lot of geopolitics with critical information infrastructure, data centers, space infrastructure. Earth observation data is so much already that we are navigating with. that are going to be necessary for convergence of emerging digital technologies. So for our perspective with the Information for All program, we're navigating the evolution of quantum information and communications technologies, quantum computing, quantum sensing, quantum communications and networks as an evolution of digital technologies and the Digital Economy and Information Society with nuances. So because of the particular independence that we have with the Global Digital Economy and Information Society where we not only transform governance, but they also transform who has access to economic opportunities, who has access and how human rights are changing in these new environments. And where... the distribution of digital dividends are dependent on how... technologies are governed and regulated, how standards are made, these all influence how, like Mira highlighted, access, equity, scalability, application to local context. But for us who have been working on the Digital Economy and Information Society, these are not new issues. They're a repetition of the same issues we've been working on for the past 20 years as part of WSIS Plus 20, but obviously there are nuances as with any new technology and any previous ICT industrial revolution. Same as data, AI, and now with quantum. It's the same fundamentals that we need to focus on and that are going to change privacy, surveillance, algorithmic bias and discrimination, safety and responsibility and technological convergence as Mira highlighted. And particularly when they're narratives of technology or quantum for good. These are not new narratives. We've seen ICT for development, AI for good. Now it's quantum for good, but it's still about the fundamentals. Who has access to the fundamentals? Who is being equipped? Who is in these rooms talking about the governance? Who is navigating the standards? And there's lessons from previous multilateral experiences with AI governance, digital data governance, other critical information infrastructure that we can learn from, but there's also a lot of unknowns with quantum technologies from the physics side. So that would be where the anticipatory aspects really do come in, but also not reinventing the wheel and approaching the evolutions of quantum technologies in a vacuum, but taking a step back and seeing it as an evolution of existing information and communications technology. Issues. with potential nuances which you can anticipate because of the unknowns. For example, if we think of the descriptions that quantum computers will have on privacy and surveillance through post -quantum cryptography, for example, that's depending on the use case. Like in the finance and military applications, that's very important in the near term for us to adjust. So even then, we can still have a lot of learnings from digital ethics, from AI governance regarding the privacy aspects, but we can still anticipate a lot of the unknowns. Thank

yeah i want to uh pick up on two things one is the lessons learned and one is the for good um so the lessons learned and this is the question really to everyone i wonder how can we do that better um and also how can we do that better across institutions so for me having been in this field say for the last past eight years one thing i see happening over and over again and i i shared that with you as well is that if there's different institutions even within the un system who are competing or you could say competing but also then outside of the un system attached to the un system who redo you know just count the amount of air ethics principles um and and and i think you know it's done a great job of kind of doing then a summary kind of air ethics principles but i mean is that really time and energy well spent and how could we do better as institutions to not want to set our mark that we have the next, say, quantum ethics principles, but rather that we find a forum where we discuss together and bring them together and have one set of quantum ethics principles or converging future, I would prefer even a converging future technologies ethics principles that we then pull together because there's a lot of, I mean, what it shows us, there's a lot of energy, there's a lot of interest, but why the need to kind of set, you know, we could have all our institutions logos underneath them and couldn't we kind of work together from the get -go? So kind of that's in the lessons learned. How could we do that better structurally? Also even with the resource challenges we're all facing, shouldn't that kind of force us to be clever about how to work better together? So I unfortunately don't have a proposal there, but that's kind of a question I'd be curious maybe also to hear voices and ideas for how can we do that much more better? And then I think with the for good, I am hearing, and this is particular coming, you know, having been in the American tech sector, that of course the SDGs become a no -namer you can't kind of talk about the SDGs really anymore in the States responsible is now the new word that is okay but then responsible is being criticized as was the for good who defines responsible and also who defines the good so I like your point of who's in the room in defining the for good and who's in the room, I mean the SDGs fortunately they are defined so I think that's the beauty about the SDGs is that this is the most solid definition that we have so how in a way can we also with these narratives that we're facing uphold definitions for good and not fall in the trap of oh it's all becoming empty words that we can just use interchangeably so I really appreciate also how you tracked in a way from the for good to and that it's kind of being reused everywhere and so I guess that ties in with the lessons learned question as well it's being reused and how can we make sure that the concreteness that the SDGs had and are having that we don't lose it for empty words responsible. Even ethics is becoming that. And that's maybe the one word I want to sort of tag into that I want to highlight is that I would caution also with our reliance on ethics, at least as it's being implemented in industry, because what I experience is that ethics in industry is essentially compliance. And compliance becomes very, very funny and ironic if there is nothing to comply to. So if you want quantum ethics and compliance, there is no governance around that that you can comply to. Same for, I mean, neurotechnologies now they're starting to be, but as we're looking then into convergences. So that is also, I think, a structural issue as we're looking more towards industry that, yeah, these are the three points I picked up on as you were making your remarks.

Yes, I would just highlight that. I think I would advise against the blanket approach, and I think it should be sector -specific. So it's very important to have, like I highlighted, the evolution of quantum information and communication technologies is not happening in a vacuum. There are existing ecosystems that will design, deploy, and adapt quantum use cases, whatever scenario. A healthcare application of quantum sensing is going to be different for Internet of Things, for machinery, for example, an industrial plant. And that's why I highlighted it's based on the fundamentals. The data will be different. The infrastructure, the already regulations, the code of ethics for data, for medicine, for example, and that ecosystem is going to be very different from an Internet of Things machine industrial. Application of potential quantum use cases. So that's when we need to have. existing sector expertise and, like you highlighted, transdisciplinary sector expertise. So it won't only be physicists or experts who are working on quantum ethics. Quantum ethics will be designed, developed, and deployed within existing ecosystems. So how do we navigate the transdisciplinary complexity of the innovation ecosystem in which quantum technologies are taking place in? It can't be a blanket approach, and we've learned that with AI governance. We've learned that with data as well. Even with ICT for D, that's my background. It's going to be a very different scenario depending on the use case, the application, the context, the infrastructure. But the thing with quantum technologies, like you highlighted, the access implications are more severe than AI, for example. All of us have AI on our phone now. But having a practical, scalable quantum computer to actually benefit for society is a very difficult task. It's a very different topic. The physics hardware implications or components are very different from AI. AI is more ubiquitous, but for quantum, those are very specific. You need to already have the fundamentals in place, not only from the ICT side, but also from the physics side for you to have stable qubits or whatever application. And that's a lot of physics -related aspects that need to be in place for you to say that you're using a quantum computer. And not everything necessarily has to be a quantum computing problem. So there will be a hybrid application. And we've seen a lot of initiatives or innovations taking place, as with AI, for example, in least developed countries. People are still using AI, not, for example, in the way they use it in Europe. But there's also potential to use quantum computers in the cloud. But then when we think of... geopolitical aspects, existing geopolitics, infrastructure dynamics, ethics of the cloud infrastructure, it's going to be exacerbated with quantum computers. And that's why I, with the UNESCO Information for All program, we always scale back and think of the fundamentals. Quantum technology is an application of the fundamentals. AI is an application based on the fundamentals that's going to exacerbate existing risks, safety issues, accountability issues based on the fundamentals. So how do we start from that starting point? We already have issues at the bottom. How do we not add a plaster to a gating wound? How do we fix the wound and make sure that it heals, for example? Thank you very much.

Before I open the floor, I just wanted to add something because many of the things that you're saying, I just want to pick up, which is about the ethics. Because today we're speaking about the ethics this session. And I like what you said about ethics in industries compliance, for example, which is true in many cases. But also it's a word that has been instrumentalized. And then sometimes it's just transformed into I do this, tickling box. So it's completely instrumentalized. And then some different stakeholders are saying I'm doing ethics because I do this and that. But ethics really is about a motivation. Ethics really is about a true vision of what we want. And it is about also what you have been saying, both of you. It's about. Thinking first. Let's remember that ethics is also part of philosophy. This is also about reflecting. So I think one of the problems is that people tend to think about ethics only as principles, a list of principles. This is not ethics. This is just part of the ethics. But the ethics is much more than that. It's a full reflection. And again, it's a reflection that in these cases, it's very close related to the definition of bioethics, which is a collective reflection. Reflection, because who is going to decide what do we want to do with technology? Where do we want to go with this AI, with this quantum? Do we really need them to begin with, in a way, as you were saying? Do we really need them? In health, we have, for example, so many new medications, a new generation of medications, but we still have problems of lack of running water. Don't we have to deal probably first with that? And not necessarily with the most advanced medication to do that. Maybe yes, maybe not. But the problem is... that the question is that we need to ask this question first. Who needs this technology? Why is this technology being developed? To solve which problem? That affects whom? Or that benefits whom? And then, of course, the answer to these questions cannot be of one individual, cannot be on one sector, needs to be collective. And that's part of what you both have been saying. Who is sitting in the room discussing? So I just wanted to bring this again to the reflection that what ethics is, it's much more than that. And in fact, there are very specific methodologies of conducting this kind of reflections. It's also not about sitting around the table like in a coffee and saying, well, I think that it would be better, it would be better, because there is a whole methodology. This is a discipline, and everything is based on values and it's also based on arguments. So this is really about making sure that all the... the voices that are going to be... affected and benefited are around the table and examine this with very specific methodology. And of course, that is a challenge because who is who? But if you think about it, I mean, it will depend who you ask if this is good or not, because good indeed, it's like, what is good? Good for whom? And that was the first question I asked in the first edition of AI for Good, I remember. I said, what do you mean by good? And they were looking at me like, good. And I said, I don't understand it. So this is ethics. So I just wanted to bring back the essence of ethics, since this is the line action that we're discussing today. But I think I want to open the floor. Honestly, we have time and it's better. So thank you very much.

Thank you very much for your introduction and for the speakers. My name is Kaveh Bozagon. I represent the Association of Computer Machine. Special Interest Group on Human -Computer Interaction. So professional associations such as the ACM or the IEEE have code of ethics, and they have enforcement for those codes, and they talk about ethics by design. I would like to know what UNESCO specifically has been doing for that, because IBM has a full framework for ethics by design, which means ethics being embedded from the very start of user research in the whole cycle, not as a layer being added. But I feel that even though UNESCO has done a lot with the ethics of AI and ethics of neurotechnology, it looks like it's a layer that you add at the very end. It's not the full life cycle, and it's not ethics by design. So I would be very happy to know that. And for people who don't know, if you just Google ethics .acm .org, ethicswiths .acm .org. It's one of the best and brightest code of ethics that you can find. Thank

I'll take more questions if you want. But I'm happy to answer if you want already. I'm happy to answer. Thank you for bringing this. We've been in fact collaborating with IEEE before. ACM. But it was with IEEE before, but ACM. I think what you're saying is very important, but it is exactly the perspective of UNESCO is exactly the opposite. It's really not as a layer because this is exactly what I've just said about the ethics. It cannot be a last minute thought or something that you add at the end. If you see the recommendation of ethics of artificial intelligence, it says it covers the whole life cycle. That ethics should be and it's part of the definition and it's part of the action lines and it's part of the policies. So this is really the whole point was this. And the way we do it propose this is that we say in each of the stages of the whole life cycle, you have to ask these questions. Who is developing it? Who is thinking about it? Do we really need the project? So from there and then all the steps that follow. And for that we are also calling for the diversity of the teams, for the diversity of the teams basically. So at the different stages there are different stakeholders that are involved because it's not the same when you are just thinking about the project or you are already developing it or deploying it or evaluating it. So the stakeholders change but the idea is that at least we'll be diverse and all the relevance will be sitting there and asking these questions that I just mentioned before. So that's the way in which it's understood. And for example we have developed a readiness assessment methodology and in that we try to embed these questions. So try to see The RAMP, for those who don't know, is a very complex and very comprehensive methodology for a member state to evaluate the state of readiness in which they are to deploy this technology. So we try to embed these kinds of questions in the different actions to capture it. And so this analysis at the end will be a diagnosis of the country, which will allow the country to know where they are, and that will include all the different stages of their life. Because for us, it will be absolutely the opposite. It will be against what I just said, which I believe. Thanks.

Can I maybe just add? I think what is interesting in highlighting that as well is then how do we make sure – I think for countries, the incentives are relatively clear. So especially for countries with UNESCO, it's relatively clear because countries will have worked with UNESCO and approved and so on. But you mentioned the ACM and also IEEE, and there being codes of ethics. And I think – Industry is part of the ACM and also part of IEEE. But there seem to be very little incentives for industry to actually adhere with these codes of ethics. Thank you. So, you know, just again, being at IBM, I was very proud to be part of ACM and have all sorts of ACM members and so forth. Have I ever heard the ACM ethics conducts while I was working at IBM? Unfortunately, not once. So it seems that also there's a gap between having great ethics conducts and then actually implementing them. And that, I think, then goes back to also if there was good conversations around ethics, if there was good reflection, then it's fine. If you don't like then, I guess, by practice, you implement a code. But I couldn't really say that that is happening. So I think there's a gap between having sort of written documents and charters and then having actually living it in practice. And I think definitely you're opening up through the definition of ethics. You're opening up to saying it's fine. Also, you can be having ethical reflections even if you don't have a charter. So I think that's even better. I mean, I think that would be my preference. If, you know, we lift practice of ethics. and then we didn't care about documents, that would be preferable. So I think that's maybe also good to highlight because sometimes it seems like, oh, can you actually be ethical if you don't have a charter? And so that shouldn't be a stop. Thank you.

Yeah, I would also like to add something. I think for an ethics framework, one of the key notable differences about the UNESCO's AI ethics framework is that it was ratified and agreed upon by over 100 member states. And that's different to any industry charter. Even the ACM, I'm confident that most engineers from developing countries were not involved in the process. So that's where you see the disparities. And even in ethics decision -making, what ethical frameworks or what code of conducts do philosophers or ethicists have in developing these frameworks? It's still very global. incorporated in these ethical frameworks for technologies. And that's the key difference that UNESCO's AI framework has. And I think for quantum technologies, basing it on an expansion of the emerging digital technology and information society, we need another globally inclusive framework that's interoperable. So it's not based on European worldviews, for example, of ethics, because that's the most prominent ethical framework that's being developed. And also, what code of conduct are these ethicists, so the people who are designing the values of ethical frameworks for quantum technologies? What sort of environments? Are they inclusive? In UNESCO's case for the AI framework, it was based on different stakeholders. It was an open market stakeholder. It was a process from different organizations all over the world. Thank you.

And as we were speaking of multi -stakeholdership, I think it's also super important to always have youth included in rooms whenever you are talking about ethics because we are the ones that are going to live in the world that is governed by the rules that are being created today. And actually one of the biggest struggles we face or we as youth also perceive is how, like, no matter how many frameworks there are, no matter how much effort UNESCO or governments put into creating guidelines, into making those ethical reflections, how do we make sure that the tech giants in Silicon Valley also have an interest in thinking ethically or, like, acting ethically? Like, how do you guys try to convince those tech giants and those corporations that this is values that are crucial for them to have in their work? Thank you. yeah

so it's picking um so yeah first of all i i definitely agree that it's especially questions of intergenerational justice um are probably the ones that we should have mentioned in the same breath as access um so i think that is something because it is and this also connects to anticipatory thinking because it is so hard for us to kind of get out of the now and think ahead um questions of intergenerational justice actually they should make it almost easier because that makes it super concrete because almost everyone will have at least the next generation somewhere in their family so at least you know that that should in principle make it easier so that's kind of um probably something also that we need to kind of reflect on why why is that making it hard um or why why is that not kind of immediately as it reflects also making anticipatory thinking easier um and i think that connects a little bit unfortunately also to incentives um and the way i mean just in capitalist uh structures incentives are made so i wonder and i've been speaking a lot about do we need better rois for ethics So return on invest. If you look at the example of ESGs, that seems to have at least had some impact that now the large banks, large corporations, they're reporting on ESGs. They've had to make some changes. They have to report on the carbon emissions. Do we need the same? I mean, that's kind of, you know, accepting that that logic governs in a way corporates and markets. And so you accept it and then you give something for that logic. And then there needs to be the accountability mechanisms of the public, also the same public outcry that demands that these measures are being met. And I haven't seen a model that – so there is some models that are being developed on returns on investment and ethics. And they always go back to the same. They mostly go back to the reputation issues. So the reputational risk of not – and that's really interesting. If you go to any of the CEOs that will be in town this week and you ask them straight to the face. is, you know, do you want to be irresponsible or do you have any, you know, if you ask, no one will say no, no one will say no to ethics. So in principle, you have the agreement. In principle, you have them all on board. It's then when you kind of drill it down. But when you drill it down and you do it cleverly and you're like, well, if you, you know, you're seeing some of the Americans are losing European markets because Europeans care about data privacy. So, and that's extra market share. And that goes down to the economics. And so I think that's, for me right now, more or less the only or the best hook we're having to drill it down to the bottom line and to the return on invest and the market share. But we need to make those arguments much more clearly and also connect ethical practice to less of a risk of reputation issues in the future. And

just to complement, as part of the implementation plan of the recommendation, we have different networks. Networks of experts and. CSOs and academics, etc. And we have a business council. And the idea is that this business council are getting together to try to learn from each other and try to see how they can do best practices. And they have already participated together. We have an initiative with Thomson and Reuters to develop this tool of self -disclosure of practices. In a way, I suppose, trying to get more that is not instrumentalizing and complying, but trying to move into that. It's not easy. Yes. I think this will be the last question, right? And, yes.

Boris Engelson, a local journalist freelance. One of you said that ethics is not just compliance and rules. It is a deep deep lengthy discussion, possibly collective discussion. I think the person who made that very true and far -reaching statement was very imprudent because if you open that Pandora's box, I am a journalist. Journalists have been discussing what is ethical journalism for at least two centuries, if not 20. And I even read lately a very good book saying that the worst possible form of journalism is the one which is considered most ethical investigative journalism. We can also raise the question, is war ethical? So until recently, we would say no. But today, when we have to invest in defense, the discussion, whether it is ethical or not, will not bring to a consensus. I check is UNESCO ethical? And then the text came about the perverse effects of the heritage label. Then I checked is ITU ethical? And then there was a, I think, 100 page code of ethics for the person. Then you can ask, is God ethical? That's what he thought of himself on the day of creation, but after some thousand years or million years of experience or billion years, there would be a lot of doubts. First, it depends if you ask which religion you ask, and he often came forth as an old drunkard. So, ethics is a very personal issue, as if it is discussed, if it comes to rule, it is called in my vocabulary, conform. And conformism is an archenemy of ethics. So you were right, but imprudent because people come here to feel good, AI for good, to feel good, to talk and feel good when they talk, to feel good when they listen, and possibly to get a blueprint on their ethics master so that they can make a career in ethics. But ethics is something which one has to pay for in one's heart, and I think you are following a very difficult and painful path if you try to have an ethic which is something else than just rules, compliance, regulation. In the old days, they would just call them rules. No, we prefer to call it ethics. But... kay the world will not fare better that way

i just want to tell you that you are completely right that is a painful path i i want to agree with you that is a painful path don't i never said it was easy what i said it never meant to be a happy way of of functioning or easy it's really painful it's sad it's difficult but i still believe it's useful and i tell you why and first of all because each individual that participates in the dialogue has to have ethics indeed but the ethics is about yourself and it's about the others being ethical is how do you feel about you and about your about your friend about your sister about your brother and about your society so it's and that's what we need to discuss we will never agree on anything and nobody will be perfect and nobody will be without any fault but what we can try to do and this is what we have been doing for 30 years is trying to sit around the table and say despite of our differences In fact, many of those differences is part of what we value because the differences are also important. We don't want to have everyone thinking the same, feeling the same. And that's not realistic and that's not what we want. What we want is to enrich each other of these differences and try to see if we can build something that is common regardless of these differences. Because there are, and these core principles, and this is what is then translated in common or collective principles that we can agree on to follow. And these discussions will allow us to identify why do we disagree. And we will always disagree on some things. We will never agree on everything. And that's part of the beauty as

maybe also to I mean we just witnessed the death of Habermas who's exactly been sort of I think you mentioned it's philosophy maybe just also mention the philosopher the discursive ethics and exactly that moment of also through the not agreeing how productive that can be how we can find new solutions and that's where I have to mention the Hegelian where through not agreeing we will have different opinions and we will find new solutions and I think that's exactly what we need so we need rules for how to have that discourse and that's where your contributions come in on who sits around the table how do we make sure that that discourse is diverse how do we make sure that we're not forgetting the next generations how do we also making sure that we're not forgetting the planet I think that's one of the challenges we actually should be looking into next generations but also representatives, planetary stewardship and so forth that we can actually have natural ecosystems being represented in these discussions but so rules for how we have these discussions and how we can have these discussions and how we can have these discussions and how we can have these discussions and there's, I think, no one who practices ethics is in any way naive to think that we'll all agree. I think that sort of that disagreement and the productive heart and tiresome and energy -rolling disagreements but hopefully at the end productive.
