London tops AI smart cities ranking for 2026
BCG’s AI smart cities ranking links broader AI adoption with stronger services and better resident outcomes.
London has ranked first in Boston Consulting Group’s inaugural Intelligent Cities Index, which assesses how 61 cities across 39 countries use AI and other digital technologies to serve residents and businesses.
The UK capital scored 85 points. Dubai, New York City, Washington, DC, and Amsterdam followed with 80 points each. Berlin placed sixth with 78, followed by San Francisco and Shanghai with 77, and Beijing and Seoul with 76.
BCG grouped the cities into four maturity levels: leading, accelerating, emerging and developing. The consultancy selected them according to GDP and what it described as ‘intelligent city relevance’.
The index uses 35 quantitative and qualitative indicators across five domains: resident outcomes, strategy, adoption, ways of working and enablers. Outcomes, adoption and enablers each account for 25% of the overall score, while ways of working represents 15% and strategy 10%.
London led the resident outcomes domain, which covers quality of life, economic opportunities, social capital and engagement with government. Madrid ranked first for strategy, Dubai for adoption, New York City for ways of working and Amsterdam for enablers such as infrastructure, talent and funding.
BCG reported an association between wider deployment of AI-enabled services and stronger resident outcomes. Cities with more frequent use of smart city applications also tended to record higher satisfaction, with London and Dubai performing strongly on both measures.
The findings do not establish that technology alone caused better outcomes. BCG acknowledged that cities require governance, public-private partnerships, skilled workers, investment and effective data infrastructure to expand digital services successfully.
Thirty-seven cities achieved what the report considered a balance between hard enablers, such as data systems and physical infrastructure, and softer factors, including talent and funding.
Why does it matter?
City rankings can influence public policy and investment priorities, making their definitions and methodology important. BCG’s findings suggest that the number of AI applications is less meaningful without effective governance, skilled workers and evidence that digital services improve residents’ experiences.
As the index combines external data, survey findings, qualitative assessments and weighted indicators, it should be treated as a comparative framework rather than a definitive measure of urban performance.
