China calls for deeper AI cooperation at APEC meeting

Chinese Vice Premier Zhang Guoqing has called for deeper international cooperation on AI, digital infrastructure and technology governance, positioning AI collaboration as a driver of long-term economic development across the Asia-Pacific.

Speaking at the 2026 APEC Digital and AI Ministerial Meeting in Chengdu, Zhang said China was ready to strengthen practical cooperation on AI and digital development with other APEC economies. He also reaffirmed China’s commitment to innovation-driven growth through continued investment in AI research, industrial deployment and practical applications across multiple sectors.

Zhang said China would accelerate digital transformation across the Asia-Pacific while promoting joint development of technical standards, AI governance frameworks and industrial cooperation. He also reiterated support for open-source technologies, expanded digital and AI infrastructure, improved cross-border data flows and stronger regional digital connectivity.

China also pledged to expand digital and AI infrastructure, improve the secure, orderly and efficient flow of data, and strengthen regional digital connectivity. According to Zhang, closer coordination on development strategies and governance rules is essential to building what China describes as a fair and equitable global AI governance system.

The meeting, held under the theme Digital Technologies and AI for the Empowerment of an Asia-Pacific Community, brought together more than 170 representatives from APEC member economies, the APEC Secretariat and observer organisations to discuss regional cooperation on AI and digital transformation.

The speech reflects China’s continued effort to shape international discussions on AI governance, digital infrastructure and technology standards through regional and multilateral forums. By linking AI development with connectivity, open-source technologies and common governance frameworks, Beijing is presenting itself as an advocate of international cooperation in emerging technologies.
