Thank you Jimson greetings participants both online and in person thank you for giving us this opportunity to participate in this session glad to share our perspectives and what we have done particularly in terms of the WSIS plus 20 outcomes and document and follow -up. Now, most of our countries in Africa are moving from global commitments to implementation. That is the main message that I would like to share. There are a lot of global and regional frameworks, commitments, but when it comes to implementation, you don't see that one. So most of the countries are trying to do that, to implement those policies. And to follow -up and, I mean, to as a follow -up of the global consultation in this process, ACA embarked on preparing a report on that, which I will mention later on. But initially, I would like to talk about the regional consultation we had in Addis Ababa. And the key message of this regional consultation was, it has in fact confirmed the demand for coordinated African action. not actions in isolation but coordinated action at the continent level at different levels and this consultation meeting which took place in Addis Ababa from 1 to 2 July last week it focused on implementation of the WSIS Plus 20 outcomes operationalizing the WSIS Plus 20 and the Global Digital Compact and the original consultation in fact showed that the member states and partners are ready to collaborate provided that there is a clarity on roles indicators, reporting mechanisms, financing and support mechanisms the next step is of course to finalize the roadmaps that we have developed for this exercise the second message that I would like to share with you is that the WSIS Plus 20 Africa needs an implementation roadmap not another declaration. From time to time we see lots of declarations coming out from regional consultations but this time the idea was for us to support member states to come up with a roadmap so that that roadmap at a regional level can be translated into national actions, implementation actions. ECA has produced this report which analyzes and translates the GA resolutions I don't know if you are familiar with the GA resolution which has 127 paragraphs asking member states around the world to implement the digital agenda. So what we did was to cluster these resolutions into thematic pillars. So we came up with nine thematic pillars that are priorities for Africa and it will help us to also to align to regional and global frameworks like the GDC which is plus 20 and so on. So this exercise helped us to develop this roadmap which is aligned to the regional and global frameworks, and it identified a lot of implementation channels like persistent connectivity gap, limited financing and investment, digital infrastructure deficit, digital skills capacity gaps, weak policy and regulatory harmonization, data governance, digital sovereignty challenge, artificial intelligence, governance challenge, weak monitoring and data systems, and institutional coordination challenge. Now, it proposes policy actions to address these challenges, like mobilizing sustainable and innovative financing, scaling up digital skills, AI, cybersecurity, and so on, enhancing data governance programs, and also fostering regional collaboration and improving monitoring and accountability systems. In summary, the value of the roadmap, this roadmap that we developed is that It turns a broad global resolution into a sequenced African implementation pathway. It helps countries know what to prioritize, how to align with continental frameworks, how to report progress, and how to move from fragmented initiatives to cumulative results by 2035. The third message that I have for this session is in terms of measurement. Measurement is the bridge between political commitments and delivery. It's like, you know, you may have nice strategies, nice declarations, nice frameworks at the global and regional level, but unless you measure what you are going to do, there will be that disconnect. So the measurement aspect really helps to bridge that gap between the political commitments, and the delivery of commitment at different levels. with implementation and delivery at the country level. So the report actually that we produced proposes 15 primary indicators because the problem we have seen from the countries is that they cannot report on all indicators that are attached or aligned to this process. What we try to do in this exercise is to come up with at least a minimum set of indicators, 15 indicators which are based on the identified nine pillars. So we thought that that is the basis or the minimum that all countries should report. Of course, some countries can expand it to cover all the indicators, but the minimum for having comparability across the region is very important to work on this 15. Priority indicators. So not only the priority indicators, we also developed what's called a unified national reporting template which helps people, I mean countries, to report in a unified way. fashion because they don't have to report on every reporting requirement is very challenging in some cases. So if there is a unified reporting template, it will be easier for the member states to report on various issues. So if we cannot measure implementation in a comparable and practical way, we cannot manage it. The 15 private indicators are therefore not just statistical tools. They are instruments for leadership accountability, peer learning, and timely corrective action. The final message I have for you is on multi -stakeholder partnership, which is very, very important. We believe that multi -stakeholder consultation must support implementation, not only dialogue. It's not only for... meeting and discussing issues, but the multi -stakeholder consultation should also support implementation of the programs that we are talking about. So multi -stakeholder consultation is critical for global digital governance in the framework of the Sao Paulo multi -stakeholder guideline. I know, Gibson, you like that one because it's a very critical tool, and we really like to support that process because it is a foundation and it's a guideline to have this multi -stakeholder consultation, which provides a practical framework to ensure government, civil society, private sector, academia to participate fully and equally in shaping our digital future. In summary, I would say that the multi -stakeholder model remains central, but it must now be linked more directly to infrastructure. Implementation. so far it was more on the consultation side but it has to be linked to implementation, governments, the private sector, civil society and technical community academia should align programs and investments around common priorities thank you so much

Okay, yes. So thank you very much. My director general would have been here. Actually, I would have been in Geneva personally, but due to certain concerns that we couldn't resolve early enough, which were out of our control, so that's why we're joining virtually. But it's very good that we still have the opportunity to present what we're doing in Nigeria. In respect of WSIS Plus 20 outcomes documents and its efforts to foster digital transformation in Africa. I want to thank Afikta for the collaboration this far with NIDA right from the UNGA review up to now. through the efforts we jointly made, coordinated by UNECA on the Africa 2035 Digital Implementation Roadmap, operationalizing WSIS Plus 20 and Group Digital Compact in Addis Ababa last week. And we're all there. So thank you very much, Afikta, and every other person that has made this possible. Now, the outcome document, the Resolution A, RAS AT173, was an effort after such concerted work from the United Nations. And it came up with some very critical pathways that member nations should follow to achieve the same goals. To be able to utilize the offerings and provisions of the digital society. in helping and aiding global developmental objectives, including the GDCs and then the SDGs. So these ones look at, we have the WSIS action lines, which are building blocks guiding these agencies. Some agencies of the UN, their functions have been expanded to accommodate the WSIS action lines, which range from capacity building, building confidence and security in ICTs, enabling environment, as well as cultural diversity and all that have been put together. So, as the UNECA team said, quite a number of efforts, significant effort has been made to see how frameworks and policies at the global level as well as the continental level are put and cemented together to form developmental strides for the continent. However, there has been quite critical challenges. These challenges include country -level inequalities as far as financing and devotion to using IT as an enabler in their developmental strides. There are discrepancies in development measurements, gender. Some countries have more of underserved areas. Others have unserved communities. Literacy issues and infrastructure gaps are all challenges that have somehow skewed the progress negatively. So, with all these in mind, We are now looking at how can we possibly revise these structures into implementation pathways that will be able to capture all the developmental efforts of African countries. So, as the UNECA representative said, the last meeting in Addis Ababa was able to come up with a template which will kind of harmonize measurement indices and specification of indicators, you know, such as connectivity, e -waste, linguistic diversity and all that, things that member states should be able to pick up and, you know, implement. And, you know, we are looking at how can we possibly revise these structures into implementation pathways that will be able to capture all the developmental efforts of African countries. So, as the UNECA representative said, the last meeting in Addis Ababa was able to come up with a template which will kind of harmonize measurement indices and specification of make impact in measurement as well as the progress we have made in the regional level. So it's quite important that these global efforts are also cascaded down to the national level as well. So I'll focus a little bit more on what the Nigerian structures and achievements have thus far been made. Of course, substantive efforts have resulted in significant traction in national instruments and structures, which are either established, refined or analyzed for digital transformation. Body of Nation is the coordination of central banks of African countries, to discuss interoperable transcontinental payment systems that can enable seamless payments across the continent. These are efforts made so that across Africa, payment systems can communicate with each other so that payments can be made seamlessly, which of course boosts the digital transformation that we all desire. Secondly, the Nigerian government, we all recognize the importance of the digital identity in the scheme of things of digital transformation. The government has re -enacted the National Identity Management Act to address emerging issues, which is a critical step forward that the government has been able to achieve. At the Federal Ministry of Communications Innovation, at the regional digital economy level, they've done certain structural reforms designed to build human capacity, expand infrastructure, and accelerate government digitization. The ICT sector has consistently served as an economic anchor. regularly contributing 13 % to 14 % of Nigeria's GDP, which is a significant proportion of the ICT's contribution to GDP. So in the areas of human capacity, we have marked the crown jewel of the ministry's talent drive, which is the 3 Million Technical Talents Program, which was launched and it targets the training of 3 million talents by 2027. And the interest is that these 3 million talents are trained in various emerging knowledge blocks so that they can also serve as a source of exports of human capacity to those who are needed agencies or countries across the world. Of course, we all do know the definition. We all know that there is a deficit of trained IT professionals globally. In the area of infrastructure, you know,. So significant work has also been done in the area of data protection and all that. Now, coming through to NIDA, you know, NIDA was assigned the role of coordinating the Africa Digital Acceleration Corporation at the WSIS Plus 20 side event in New York. So what efforts have we put in that area? We have been able to create structures for accelerated digital cooperation, and we have also started the regional groupings, which culminated in the inauguration of the South -South Branch with the Port -A -Cot Declaration. Of course, a lot of efforts are put so that we can inaugurate for the remaining five geopolitical zones in the country. So in conclusion, we understand that defining these structures and strategies for tackling benefits of information society are peculiar. but with coordinated organization and structures we should be able to get some harmonized and focused way of achieving all these and most importantly accelerating cooperation is important, galvanizing funding is important and articulating through contributing to the template that UNEGA has done so that which can be replicated across the African nation will be a positive way by which we can impact progress and measure and determine how progress goes and the impact it has on us in the shortest possible time thank you very much for this opportunity as we await whatever questions that may arise from the presentation thank you very much

Okay, so distinguish. Thank you, sir. Thank you, Dr. Jameson. We appreciate all the work you do in putting Africa in the global spotlight in terms of WSIS in general. So distinguished colleagues, good day. Today, the WSIS Plus 20 outcome document challenges us to move from digital, you know, to move digital transformation from aspiration to action, bridging divides, embedding inclusivity, and delivering meaningful connectivity, especially for women and girls in Africa's most-served communities. So at WSIS, we have spent two decades proving that this is possible. Across Nigeria's geopolitical zones, from conflict-affected areas to, you know, the West, South, all over, we have reached over 1.25 million guests, not through short-lived programs, but through systems that are built to accrue us. We train teachers, network, community-owned STEM clubs, and portable learning mobile systems to reach even the most marginalized. So on the red session on citizen-generated data and participatory STEM, we shared how girls at a school in Nonicha built such a working waste management solution from their own observations of their community. And that is what meaningful, that's what impact is. So this is how we choose the gender divide Not by teaching girls how to use technology But positioning them to create it To own the data they generate And to lead solutions in their community So I'm trying to move fast Because I know we are beyond time So going forward Let me just make some recommendations quickly For Africa And that is what we are working towards So the first thing I would want to say is Africa should That's going forward This is plus 20 Going forward Africa needs improved pedagogy Right now Our education system Especially for secondary schools Is, you know Appealing and moving towards Road learning, memorization instead of problem-solving approach. And we have seen from our last summit how using the problem-solving approach has transformed the STEM ecosystem in Nigeria. We had over 265 entries, and these girls, instead of them just going to class and learning physics, chemistry, maths, and memorizing abstract concepts, they first of all go to their communities, look at the problem in their communities, and say, okay, this problem is water, is waste, what is the issue? How can I relate it to biology? How can I relate it to physics? And then with our mentors, teachers of engineering, they team up together and build solutions that solve that problem. And we saw them last year bringing those solutions to exhibit. The second thing I'm going to recommend quickly is the improved implementation strategy in implementing projects. In terms of policy and funding, a lot of the funds received do not really have reach. A lot of them still end in the urban areas, still leaving the marginalized and the vulnerable. The third thing I'm going to recommend and we are pushing forward to is improved structural access in terms of digital identity, connectivity, that's affordable access, more financial opportunities for women. Because not how much we train women. If they don't have this digital identity or digital infrastructure, they are already excluded from the digital ecosystem no matter how much we train. So those things need to be in place. WSIS Plus. Strength in moving forward. So another thing I'm going to, the fourth out of the 16 systems I'm recommending is improvement in partnerships. And I think our speaker, you mentioned something about that right now. You see government, academia, civil societies, they are doing projects in silos, replicating resources and, you know, resources that could have been conserved if there's a coordinated partnership. So we want to see more coordinated partnerships, which is plus 20 moving forward. So the fifth I'm going to recommend, and we are still pushing on, is improvement in opportunities for women and girls by provision of clear pathways for advancement. So it's not about just training them. You train them, what next? So it's not, it's training is a continuum. Like what we do at Wheaton, we realize that, you know, a gender responsive capacity building us, moved beyond classrooms or workshops and training. It is actually redesigning the entire digital ecosystem so that the women and girls can. innovate, they can thrive, and they can lead in the digital ecosystem. And if you want to do that for women who are in rural communities, marginalized communities, you need to give the training to them. So there needs to be flexibility in training. These women, some of them, moving them to the market, they want to feed. Now when you take the training to them, they can leave their shops for 30 minutes and confront you. So I think that thing, that approach, should be looked into in terms of for Africa as a whole, because whether we like it or not, over 70 % of African women reside in rural and on the south communities. We are talking about a huge number here in not just Africa, but the global south. So there's this point. The final point is that improved evidence and governance in terms of disaggregated data. Most of the data we have now measure participation. when we are measuring success. But participation is not enough to measure success. So we should be measuring transformation. And then this data should reflect the knowledge and the knowledge of those who are marginalized for us to really have fair AI in this era of AI revolution. Thank you very much,

Yeah. Okay. Max. Thank you so much, Dr. Jimmy Sin, for this opportunity. Many thanks to ITU, WSIS, and the co -organizers, NIDA and AFICTA. Just a year ago in Geneva at the WSIS First Mini, I shared an intervention stating that Africa needed to move from pilots to policies and from participation to power. Today is an honour to continue this conversation on improving more digital transformation in Africa. I'm Christiana Onoda. I'm the CEO and co -founder of Shikode .ai. We democratise access to AI education for Africans. And I'm also a United Nations Institute of Disarmament Research Women in AI fellow. And today I'll be representing the technical community. I'd like to state that the government legislates, the civil society advocates, and the technical community builds and measures. 20 years after Oasis, Africa does not suffer from a shortage of digital ambition. We have strategies, we have policies, we have talent. Our talent really is implementation. And implementation depends on three things. Accessible compute, local intelligence, and measurable progress. First, I would talk about the technical community. I would talk about compute a bit more, showing some of the statistics that are currently very evident. Africa hosts just 0 .6 % of the world's data center capacity, while countries like the United States accounts for approximately 45%. And it's also great to note that barely 0 .2 % of the global AI compute is what is located in our continent, and only around 5 % of African AI researchers can reliably access the compute they need right now. Well, when we compare that with what other countries, like the G7 countries, can retain models and get information in just 30 minutes, compared to our African counterparts, we would wait for about six days before they can access some of these AI models. Right, this is not simply an infrastructure gap, in my opinion. It's a question of power. Who builds artificial intelligence, and who is left only to consume it? The solutions are already known. From the shared compute infrastructure, renewable power data centers, or sovereign public digital infrastructure that attracts private investment, what remains is coordinated investment and political will. Secondly, when we look at the local intelligence that I mentioned, also referencing it with the WSIS Action Line 8, Africa is home for more than 2 ,000 languages, yet only about 42 are meaningfully represented in today's leading AI models. Nearly 9 out of 10 African languages remain underrepresented or even very invisible. The consequences are not theoretical. A model that performs well in English, we know that would degrade significantly when we hear it in Hausa, Yoruba, or other African languages. And once AI enters places like the hospital, where there are actually very critical zones, the school's funds or even public services, it becomes a question of trust, inclusion, and even safety. But now when we look at that, what we are doing and the progress we're making in terms of the local intelligence. In Nigeria, for instance, we're also demonstrating the possible path to the need that's in at last. program, which is like an open source foundation model built for African languages and extended through the newly formed partnerships with Nkena AI. But language sovereignty is impossible without compute sovereignty, and local intelligence and compute are not separate languages. They are the same challenge viewed from different angles. And finally, when we talk about measurement, 20 years after WSIS, we still measure effort and not the outcomes. I think Mrs. Aladi touched on that, where we just mentioned measure participation and not the outcomes and the success that we experience. The account workshops held, strategies launched, and declarations signed, but we still struggle to answer a simple question. Which countries are actually progressing? The methodology already exists. Maturity models have long been used to assess progress from emerging to optimized across complex systems. The technical community should now adapt the approach into WSIS implementation maturity index, spanning all 11 action lines. The WSIS Plus 20 outcome document calls for measurable targets and accountability, and implementation maturity index is one practical way to deliver both. So this is the technical communities offered to Africa. Accessible compute, AI built in our own languages, and the discipline to measure our progress honestly. More than 20 years ago, Africa asked to participate in the digital future. At WSIS Plus 20, our responsibility is to help.

Thank you. Good day, everyone. Good day, everyone. So we're running real quick, so I'll just have to. Hello. give the PowerPoints at once. So women and girls in capacity development in ICT, we're trying to bridge the gap of the digital divide between the indigent women and the literate ones. And ICT is transforming education and business and innovation all over the world. Many women and girls lack those digital skills and access. And we need to bridge the gap, especially for an inclusive development. And I want to thank UNICA for what they've done so far, and we're expecting more in Africa. We need to improve on ICT, digital and AI literacy. We need to promote online safety among our girls, especially our teenage girls, the little ones. We need to increase the employment and entrepreneurship opportunities. We need to reduce the digital gender gap between the women and girls. and the men. And, you know, when the gap is there, a lot of young people are left behind because a mother is a teacher. A mother has more access and relationship, daily activities with her children than the men. Our men are just our providers. So when we educate our women more, by that way, we're also educating our younger ones. We need to also target our beneficiaries, which are mostly women and young girls, students in the university, secondary school. The unemployed youths who are already graduates but they're out of jobs, we also need to include them. We also need to include the women entrepreneurs. The small -scale women business enterprise, they are the power -generating force in every economy. It might be a small business that they're doing, but that's what they are taking care of their family with, and they are always interested to move their business forward. So she said something about taking this training. to the remote areas, yes. It's not just about taking these developments to the cities. We need to go into the rural areas where they don't even have internet connectivity, there's no electricity. We could also provide them with alternative power supply. That way we are reaching the people that we've not reached for the past 20 years. Then we can also enhance the digital and AI skills of these people by reaching out to them, increase their participation in technology. And you know, empowering men and girls with digital skills creates opportunities, promotes innovations, and drives a sustainable development, which is what we see as our agenda. Thank you so much.

Good evening everyone and thanks for the opportunity to make this presentation. So I'll be sharing the efforts that are being made in the education sector, particularly in Nigeria towards fostering a digital transformation in Nigeria and Africa at large. In the past few years there have been developments in the educational sector, particularly in the area of computing and digital technologies. One of it is the unbundling of computing programs in Nigeria universities especially and some African countries have also followed suit. So computing programs are no longer strictly computer science. Now there are many programs in computing such as AI, data science, cyber security information, communication technology, information technology, information science and there are about seven programs in Nigeria. Higher enrollment rates, universities can now admit more students as a result of which there is better and improved access to computing education. And the unbundling also results in the training of graduates with specialized skills who are trained in core areas of computing where they can focus, so it's no longer learning only computer science, but learning the core areas of specialization such as AI, data science, cybersecurity, and the rest. And over the years, the curriculum has also been reviewed. Now, we no longer use the B -MAS. Now, we use the C -MAS, whereby the 70 % of the contents of the curriculum comes from the regulatory body, which is the National University Commission. while the 30 % is left for the institutions to develop. This has given institutions freedom to come up with innovative courses as well as courses that are tailored towards solving national problems. And in addition to this, government agencies such as Tech Fund has been very supportive to the education sector, particularly in the provision of facilities, in the provision of equipment such as computer facilities, internet facilities, and so on. And the universities no longer struggle, particularly government universities no longer struggle with basic computing facilities. However, there are a number of challenges, right? So one of the challenges is that there is need for more government intervention. Most universities, departments, or faculties of computing have access to the basic facilities, but they don't have access to the powerful computing facilities, especially very powerful processors such as GPU, quantum processors, and other advanced computing facilities. Another big challenge is that many of the academic staff are trained in the theory and the research areas of their specialization. So the technical aspect is missing, which is a very big challenge, and they find it difficult to impart the technical skills onto their graduates. So you have students coming to learn artificial intelligence or other technologies, and they are not able to learn the technical skills of cybersecurity, but not being able to... go outside of the university with job -ready skills even though they are very standard theoretically. Another big challenge is that many of the academics the university suffers struggles to retain the academics. Many of the people that are skilled or experts in this area, they live for greener pastures from time to time and many of the students produced by universities, the very good ones, even if they are going to remain in the academics, they prefer going to Europe or in the US.
