Thank you, Excellencies, colleagues, and friends. Thank you for joining this high -level plenary and panel discussion. The question before us today is one of leadership, leadership that inspires action, that builds trust, and delivers results for a more inclusive digital world. It's a determining factor of the future that we choose, and the stakes could not be higher. As digital transformation accelerates, many divides, as we have heard this week, persist, and even the risk of them widening becomes greater. That's why this people -centered approach to technology has to remain at the center of everything we do. I am joined on this stage by some exceptional leaders who are going to share their insights on how to build a digital future that benefits everyone, everywhere. And let me begin by welcoming our first speaker. We have Her Excellency, Madam Adelina Berwick, who's the president of the 88th session of the U .S. General Assembly. Madam President, you have had a remarkable tenure, worked with multilateral cooperation, lots of challenges, but great successes as well, including the WSIS Plus 20 review process that culminated in the WSIS Plus 20 resolution, as well as the global dialogue on AI governance that concluded last evening. So tell us, Madam President, what does this signify for advancing development -oriented digital culture? And the continued implementation of the WSIS outcomes. Over to you.

Thank you, Secretary General. Good morning. First of all, I would like to say that multilateralism is indeed alive. And this would have been a given a couple of years ago, but these days we know that the international order and also cooperation is not only under pressure, but under heavy attack. And I think this is heavily important when we are discussing the future. We choose together because we all know from history that we cannot build our future together. And in these fragmentary challenging times, something which has been given in the past is unfortunately not given anymore. And this makes also the WSIS process so special because, as you mentioned, the joint resolution and also WSIS Plus 20 in consensus last winter. And this was one of the few moments where the General Assembly appointed the Secretary General. Thank you. consensus. And I think this is really the power we should use at this moment in the field of technical cooperation, in digital cooperation and also in governance. Everybody, as we heard before as well, understood that we can only build the future together. Yet, we also know that we face challenges there and therefore leadership is more crucial than ever. The best practices we heard from Malaysia, from the Gulf countries, but we could add many more. In Peru, where with this Action 9 -2 on infrastructure, it made an incredible process. In Tanzania, Action 9 -7 on e -health, almost 2 million people were connected to 20 to 60 health facilities. This is the implementation we need. However, we won't gain the power globally if we are not connecting this national economy. So, we need to do this in a way that is more inclusive and more inclusive. And we have to do this in a way that is more inclusive and more inclusive. And I think this is the best way to do it. And I think that is the best way to do it. And frankly speaking, seeing this discussion as the president of the General Assembly, but also with my previous experiences for the minister of a European country, this is in a country where we have headlines in minutes, where governments are heavily under pressure also internally. This cooperation of learning and working together is again not a given. Also the understanding of what ITU is doing on a daily basis, the connectivity together with companies is not a given. So therefore my strong call this morning is we need individual leaderships. We need leaders from different continents to form cross -regional alliances to connect these action lines that we are facing. The two... People who are not connected... days and also address them. Because it's great if we find a governance structure for AI, but if still a fifth, if not to say a fourth, of population doesn't even have internet access, it doesn't help at all to have an iModel which might deliver on e -health if the basic services are not there. If, again, especially on the African continent and on sub -Saharan Africa, we see that that millions are not even connected not only to the internet, but not even to electricity, again, it doesn't help us to have an AI health center and it doesn't help us to have the internet if you don't have electricity. So the understanding that even though I praise the consensus of wishes, if we are not connecting these to the other UN processes, for example, delivering on the civilian commitments, delivering on the commitments to bridging divides also financially with technology. Thank you. successes where they first appeared in the last two decades, and they were great successes. Again, I think in these times, we should also celebrate our successes, because it's so easy also from journalists to say, so what has the UN ever done in these times? It didn't solve, unfortunately, many of the wars we are facing. But without cooperation also in the field of technology, we wouldn't have this thousands of C -bit lines of infrastructure for connectivity in the Internet. So using this momentum to build on the successes and interconnecting them to the other SDG goals is crucially important, but also connecting them to a peace and security understanding. I'm happy to be joined. But on my right -hand side, we discussed many, many times also on the continent where we are from in the past about connectivity in these times. We have all these cables in the seabed. It's great that we built them. But if we don't find regulation in these times, we will have container ships which might be also attacking these cables on the seabed, and we don't have any protection there as well. So in a nutshell, the three pillars of the United Nations are heavily interconnected, and if we are ready not only to bridge the digital divide with regard to gender, the digital divide between global north and global south, but also the divide between the three different pillars who will not succeed, but ending on a happy note, think that this conference here shows that we have understood, at least the vast majority of member states, that we can only build the future together. Thank you so much for that, Madam President. As you've heard, ladies and gentlemen, we can only build the future if we do it together, and we need leaders, we need leadership, and we must not forget those essential digital infrastructures. Thank you. And also, to your point, multilateralism is alive. I think this process and the AI discussions as well demonstrate that multilateralism is alive. So with that, ladies and gentlemen, we'll turn to our next president. Delighted to have with us today is the President Karras of the Republic of Estonia. I had the honor of chatting with him on Monday at the Global Dialogue for AI Governance. Mr. President, your country is internationally recognized for its advanced digital public infrastructure, from e -government to digital identity to strong cyber resilience. Can you share with us, Mr. President, what are the key principles that countries should focus on as they work to build their own trusted infrastructure? Inclusive and sustainable digital public infrastructure. Over to you, Mr. President. Thank you, Alex, and thank you, organizers, for inviting me to discuss very important issues. And the title of this session reminds us that the digital future is not something that simply happens to us. It is a choice we make, the principles we defend, the cooperation we build. It also reminds us that leadership in the digital age must begin not with technology itself, but with people. More than 20 years ago, the World Summit on Information Society had changed profoundly. Yet the central question remains the same. How do we ensure that digital transformation serves people and supports development for all? For Germany, this is not an abstract question. we have been built much of our modern state on digital foundation. Our experience has taught us that technology creates lasting value only when people can trust it. Understandably, it is that our common digital future should be guided by five principles. First, the Internet must remain open, secure, and interoperable. The Internet's strength has always been that it's not controlled by one state, one company, or one institution. Fragmentation, excessive centralization, and closed technology spheres would weaken innovation, but also the democratic potential of a technology. It supports education, entrepreneurship, public debate, scientific cooperation, and freedom of expression. Second, the digital governance must remain inclusive. stakeholders. Governments have a crucial role in setting rules and protecting rights, but they cannot govern the digital world alone. The private sector, civil society, the technical community and academia all have a central role to play. Digital inclusion and governance forum matters. It brings stakeholders together as equals to address the major digital aggression of our time and should remain open to all in its path. Human rights must be protected online just as they are protected offline. At the Freedom Online Coalition in 2025, Estonia stood for an Internet that supports democracy, transparency and trust. It is especially important in the age of artificial intelligence. Its potential to be a tool for the development of the digital world is the key. It is the key to the development of the digital world. AI remains human -centered, right -based and accountable. Digital transformation can strengthen societies only when it allows for civic space and democratic accountability. 4. Digital development must be inclusive. The nature of AI inclusion begins with skills. When access, skills and resources are limited to a few, technology risks widening inequality and inclusion gaps. Open source and open data are part of inclusion. And in the past, open data portal and Xerox, the open source backbone of a digital state, have demonstrated that. But infrastructure is not enough. In many areas, we need literacy and data literacy. We need to understand how automated systems work, how data is used. by all limits of AI and what rights they have in the digital world. This is why Estonia launched, in Italy, our national program to help schools at that range of artificial intelligence. For the presence of languages, inclusion also has a cultural dimension. The system must work not only in the largest global languages, but also understand local languages, cultures, and contexts. And finally, fifth, this process for global digital context and the other initiatives should reinforce each other, not create duplication. International organizations such as TU are having important role in setting standards, building capacity, and supporting interoperability. Thank you very much.

Thank you so much, Mr. President, for sharing those key principles, those five important principles of ensuring that the Internet is open, that we have inclusive digital governance, that we keep human rights at the center, that we advance inclusive digital development, and that our initiatives from the Global Digital Compact to the WSIS and others reinforce each other and don't duplicate. Very important principles. Thank you. And I want to move to His Excellency, the Deputy Prime Minister, Deputy Prime Minister Madiak, who is also the Minister of Artificial Intelligence and Digital Development from the Republic of Kazakhstan. If you get a chance. If you get a chance to visit the AI for Good exhibition. They have a great national pavilion that I had the pleasure of visiting yesterday. Deputy Prime Minister, your country has been advancing digital transformation with speed, from innovations in air policy to the space economy, and I actually had the chance to see that myself when I visited you some months ago. So I wanted to ask you to share with us how the efforts that you're taking domestically are really helping to shape your country's vision for future ready and inclusive digital society. Over to you.

Thank you. Thank you very much, Secretary General, Your Excellencies, distinguished colleagues, ladies and gentlemen. Kazakhstan has been investing substantial resources into the digital space, digital transformation for the last 10 years. And by saying that, I would like to thank His Excellency. President of Estonia, Mr. Karis, for exchanging those experiences over that pathway. And today, Kazakhstan has entered into the list of top leading nations on e -government development where the services are comfortable, inclusive, accessible for the people and business of Kazakhstan. We, out of more than 1300 public services, more than 90 services are available, accessible online. The services are built around the life situations, they're people -centric. You can buy, sell a car in a matter of two or three minutes without meeting a person, and the car plate will be delivered to your home. You can apply for a mortgage. And get an approval. within a day everything is online and when there's a birth of a child you get a message from the government and an opportunity to register the name ID number and so on and there are many more examples and those digital infrastructure is able to provide to build a cashless economy and more than 90 % of transactions are cashless in Kazakhstan and National Bank is investing into the central bank digital currency to issue the tokenized programmable currency which is piloted already. Kazakhstan has built a truly world -class IT ecosystem which is home for more than 2 ,000 residents and IT companies and big techs. It provides all measures of support not only for Kazakhstan startups, but for the startups from the region. We bear this responsibility for the regional startups and VC firms. That's why the Astana Hub, which is one of the leading IT hubs in the region, is present not only in all the cities of Kazakhstan, but beyond Kazakhstan. We have IT hub in Silicon Valley, in Dubai, in Shanghai, we are opening in Malaysia, Asia, Singapore, UK, and so on. We'll be expanding further. But we're not complacent. We have to develop further. Our president has set a clear target and vision to build a fully digital nation within the next three years. And this year was announced as the year of AI and digitalization. And the first half of this year, we've taken unprecedented pace of approving law that concerned digital infrastructure. and ecosystem. We've approved a law on AI, a digital code. We've amended the constitution where the digital rights and personal data protection is preserved within the constitution of Kazakhstan. And the law on telecommunications and data centers was upgraded, including the cloud -first policies and data emphasis regulation has been upgraded. Ministry of AI is concentrated on daily basis to develop. It has the digital deputy ministers in every ministry in the government. AI Council under the president has been launched with the prominent figures from around the world. Infrastructure, super computer clusters, computing. We're targeting to build. One gigawatt of computing, a computer, within the next three to five years. And, of course, the human capital development, which should cover all the groups of population. The school children, university students, upskilling, reskilling programs, and government sector employees. Last year, we covered one million people with the AI skills. And AI University to be launched September this year. And ALAM AI, International AI Center, has been launched to cover and build the fully innovation ecosystem that covers broad population, big tech companies, startups, school children, students. And AI -driven government approach has been taken within those sectors. And AI is a key part of the AI ecosystem. So there are many more things to say within this limited time. Unfortunately, not many things can be shared. But e are quite open to cooperate, share our experiences. digital inclusive future for all of us. Thank you.

Well, I would say you've shared quite an ambitious agenda, and it's great to see what you're doing and how your national initiatives are really transforming the economy and how that supportive ecosystem that you have put in place is also helping to support local entrepreneurs and local innovators. So thank you so much for that. Now, ladies and gentlemen, I'm going to turn to a Nobel Peace Prize laureate. We're really delighted to have you with us, Kallish Satyarthi. He is a Nobel Prize laureate, but also the founder of the Satyarthi movement for global compassion. And as you may have heard yesterday, in the context of the global dialogue, we had quite a lot of discussion about children, child safety in the age of AI. Of course, as digital systems increasingly shape how all of us live, grow, keep safe, children are amongst the most vulnerable when we look at our digital world. So I would invite you to share your thoughts about what you think global leaders need to do to understand in terms of how the technologies are built and what should help guide our decisions as we look to the future.

hank you. Thank you. Twenty years ago, I was walking along the streets of Geneva. You know, I met thousands of people. leaving behind millions of footprints. The global march against child labour demanding an international law to ban the worst forms of child labour crossed 103 countries and 7 .2 million people joined with us. When we entered in the United Nations building in the ILO convention delegates on feet to support children and eventually within a year the ILO convention on the worst forms of child labour was unanimously adopted. So one important thing that when we entered the ILO convention of ordinary people and in the room where the rules are written, then the rules change. Friends, I return here again because the rules for the future of human intelligence are being written here. I represent the face of invisibility. The sound of silence are children, your children, my children. Who has never made those technological systems which are going to affect the entire future of humankind? Those days were the first years of the I came for those children who work in tools and machines, but today's rules are written by you as well as the machines that think. So, when we walk on a bridge, we don't even ask whether the bridge is safe, because those who build the bridge, it is their moral responsibility to ensure that the bridge is safe so that the people can walk on. Whether it is going to bridge the gap and divide between the people or it is going to bridge is that gap? Friends, we must know that technology is not neutral. Helicopters are not neutral. They carry the minds and purpose and intentions and values of those people who create them. So this is the time to ensure that right from the development and deployment, the people who are involved in it have to change. The leaders have to change it so that we can answer to our children in coming generations that we have led with compassion. Leadership with compassion. That's why I'm talking of compassionate AI. This We reach out to the last person of society and one day when a child will ask you that in the most critical time, in those most two important years, when the things were being finalized, rules were being set, what did you do for us? Because you should have moral courage to answer that we did not wait. We did not ignore. We acted with a sense of moral responsibility, with sense of moral responsibility. So my friends, we have to ensure that compassion, not as a soft emotion, not as a value or virtue, but compassion as disruptive, dynamic and transformative force with all its four elements of justice, equality, peace and sustainability must be embedded in the development and deployment of AI algorithms. lgorithms and digital systems. Now I'm going to turn to our last panelist, Balor. We're going to go over to you. She is the CEO of the AI Academy. But tell us from your experience in leading the AI Academy Asia and also in supporting the ITU -led coalition, the AI Skills Coalition, is there anything that governments, industry, and international organizations could do differently? What could we do differently to accelerate AI skilling at the speed and the scale that this moment demands?

Thank you, Doreen. Thank you, everyone. Just listening to my dear panelists sitting next to me, Kalish, I was remembering a girl who we trained. She had never stepped into the city. She lived 2 ,000 kilometers away from the city in a nomadic family. And six years ago, we started Girls' Code, an NGO. And she... A flight, we took her in. Now she graduated from Ivy League school with 100 % scholarship working in New York. So that's a story of a girl who had never seen a computer, who had never used smart devices, who had never stepped into city. And that's the example of what happens when we give them access, when we give them opportunity, when we give them equal education access. So now in the fierce, fierce competition of AI, we have to talk about education. And for many generations in the past, the many education systems around the world dedicated to build people who has wide knowledge or particular knowledge on their specific subjects. But now that has changed because of AI. We don't need people who have knowledge. We have people who have knowledge on everything, who are very generic. who have very extensive knowledge. We need people who have skills. So that's why building AI skills no longer means training. It means building economic engine. It means creating competitiveness. It means creating opportunities and filling gaps. In the past year, AI Academy Asia has trained 15 ,000 people in Mongolia and Central Asia. And this year, we're planning to train 100 ,000 people in Africa, in Asia, also Mongolia. And in the beginning, when we started, we were focusing on the students. We were focusing on reskilling and upskilling for adults. But then from our experience, one of the things I hope the government leaders will take into consideration is we need to start with the teachers because teachers are the multipliers in the education system. So last year we trained 1 ,000 teachers who come from the public schools of 330 villages in Mongolia. And they have trained 50 ,000 kids in Mongolia. So 50 ,000 kids coming from riding horses, getting raised in the wilderness, have been able to build their AI agents. So you see the magic. You see the sparks. And not only they're trained, they're trying to use AI to solve their problem in their communities. So this is the firsthand experience, what happens when you give them access to AI. And as ITU reports has mentioned, there is a big gap in terms of connectivity, in terms of digital gap, 2 .2 billion people around the world. Has not been able to have access to digital skills, Internet, and so on. want and this is not only about giving them connectivity it is blocking them it's violating their human rights to to learn to get equal education so I would say for government it's very important to build the ecosystem but really knowing who we are serving we are serving students we're serving last -mile kids we're serving disabled and disadvantaged communities but with AI they will create their opportunities for themselves for industry I would say it's very important that we create very effective very efficient way of collaborating many tech companies AI companies are not taking part of AI education AI human rights AI inclusion discussion we need to bring them to the table have them involved in in this topic And lastly, I want to say it is, again, our responsibility to build AI for everyone, for every child n the world who are staying in the last mile zones. These kind of things happen in 0 .2 seconds. Thank you, Secretary General. I'll invite you off the stage then. You're sitting in my seat. Thank you, Madam. Your Excellencies, thank you very much. First of all, I thank you. I think it's a dangerous thing to put a microphone in my hand. and it's not often that I get to moderate such a distinguished panel. In the spirit of keeping time, I'm going to dive right into the second question and the second round, which is a rapid -fire round. My question to all participants is, if you could change one thing to accelerate universal meaningful connectivity and ensure true digital inclusion, which means no one is left behind, what would it be in a minute or a minute and a half? Madam, perhaps you first.

Thank you. I try to be quick to mention two firsts. One would be to introduce a right to Internet access. I know that this is controversial, but I'm very thankful that Bolo Dean mentioned human rights. But if we think it through, if we do not guarantee very soon Internet access, and as I said, basis electricity for that one, I think it's going to be very difficult. We will fall back on many human rights because you cannot even rent an apartment in many countries by now if you don't have a bank account. And if you don't have the ability of doing digital banking, it's very hard in some countries to even have a bank account. So the right of housing is really under pressure. We heard before the right of education. We saw it in COVID. Those students, those kids. And again, it's not only in very, very rural communities. I faced it in my own city close to Berlin with my own kids where schools were not connected to the Internet. And luckily, obviously, we had a computer and we have Wi -Fi at home. But not every family had that. So even the right of education, and it was mentioned with regard to ILO, the progress we made in human rights. They are all endangered. So first thing would be guarantee a right of Internet access. Now I have 20 seconds left. But if this Internet access is being misused, and I think we really have to nail it down also with this and not only in the Monday sessions we had on AI governance, the question of liability of big tech companies is the second point we really have to enable. We did this with all technologies in all fields before with revolutionary changes, especially with nuclear. We guaranteed that there's a liability of those who hold this power in their hands. And if we do not do the same with the power of AI, all the human rights and not only education, but the human rights of human dignity are in danger, and therefore right to Internet access and liability for big tech companies. Thank you very much. I mean, these issues being discussed today and also my panelists, for Estonia, for me personally, it's still education. So we started already 20 years ago when we started to digitalize our country. That means we did give an access to all the schools, not only in big cities, but all over Estonia, access to Internet. So we have now certain basis already to go forward with AI. This leap we called was a tiger leap. Now it's called AI leap because one year or a bit more, we realize we should focus, at least me as a president, I have to focus on something. And this is probably from my background, but it's education. So we started to teach, as I mentioned already, we started to teach teachers. We started to teach also students. We started from high school or secondary upper school in Estonia. Thank you very much. and it's the second year now starting in September and 100 % teachers are involved and 100 % students are involved. Of course it doesn't matter that everybody has to use it but everybody has to know how to use it and how to use it wisely.

Thank you, maybe not one but two Well, first of all over those forums we are talking about that no one should leave behind and AI should be accessible to everyone, so maybe not the internet but AI should be going forward the base infrastructure for the people like water supply, electricity internet and AI which will help allow to avoid the gap because AI will provide the productivity gains, efficiencies and so on and the second one may be to change the mindset and bring the youth into the entrepreneurial spirit we have to build entrepreneurial nation, technological nation so that the youth should dream about not working in the public sector, in the sovereign funds but to be as founders, that's why here we are planning to merge our innovation startup ecosystem with the universities and so that students can get the credit for their acceleration, incubation programs in the universities and so they have to, everyone has to dream how to build a unicorn in this life thank you.

So one change I want is to change who are sitting in this room in building AI systems and writing codes because I think that most of you have never met a child who could be failed one day due to the codes you write or who would be pushed into miseries because of it and that's why my ask is simple to industry give your engineers for one month during this one month I invite them to meet those children in mines and factories, children who are living in the war zones, always in danger, always in trauma, children who are living in villages, remote villages. I invite you to walk with me in those villages where the children live with uncertainty and hopelessness. I promise you, this will change. When they come back to their labs, they would be different individuals. This one month can shape the future of humankind, the future of these generations and all the generations to come. Friends, this is compassion. When they acknowledge, they connect, they feel, they will act. This is compassion. So, compassion should flow. in your brain and your veins but also compassion should flow the fire of compassion should flow in the codes and fibers that will be the change because we are responsible for the entire humankind I invite you to walk with me through compassion, thank you.

thank you I would be happy to walk with you by the way and give you my engineers as well for one month I would say I will make sure that connectivity doesn't come alone so meaning that digital inclusion doesn't mean using social media Instagram, TikTok it means using that to get more opportunities to learn to embrace the technology and fill the gap and create opportunities. So, again, I cannot emphasize enough on the education part, so I will make sure that last -mile kid not only gets the connectivity but also access to digital platforms to learn, to create, or to have customized AI tutor for himself or herself. thank you microphones please at the lectern Maria can you try now it's ok now thank you very much dear secretary general of ITU dear Doreen your excellency chair of YCIS forum 2026 ministers excellencies distinguished delegates dear friends it is my pleasure to represent UNESCO's director general at the opening of the YCIS forum UNESCO presence it is a statement of intent and of where UNESCO's priorities lie as we enter a new era of cooperation UNESCO is fully committed and for the long term to deliver for the people this forum was created to serve Last December, the General Assembly adopted the WISIS Plus 20 outcome resolution. Twenty years after Geneva, Tunis WISIS Summit, the international community looked at what it had built and set. This architecture holds. The action lines hold. The multi -stakeholder processes hold. And with the global digital compact adopted in between, WISIS has even extended its function as an implementation engine. Because WISIS was always about people, not technology. A vision of information and knowledge societies built on human rights, on cultural diversity, on the free flow of knowledge. Communication and information technologies and tools. Tools are not ends in themselves. They are instruments and they need to be used for the good of people and human dignity. That vision has never been more necessary. And today, when we talk about the digital transformation, we talk almost exclusively about AI. But AI sits on a foundation, a foundation that too many people cannot rely upon still, especially in the global south or in rural areas. It was said billions cannot access the Internet. Millions of teachers and learners are navigating digitalization with tools that were not built for their languages or their realities. UNESCO facilitates five WISIS action lines, not because of institutional habits, but because access, education, sciences, cultural diversity, media freedom, and the ethics of new technologies, including AI. are inseparable. One cannot build inclusive knowledge societies that leave out women that speak only dominant languages or that ignore young people. How can we be true to our mission to shape a better present and future when we leave out of the conversation those who represent our future and account for instance for 60 % of Africa's population? The Global Digital Compact charts a bold course. This is what can actually drive it. And UNESCO's work in classrooms, in newsrooms, in shaping national AI policies in small island states, in youth parliaments is where global ambitions can become real for real people. And this is why we invest in low -resource NI, in edge computing that works without data centers, in digital competency frameworks designed for teachers everywhere. And UNESCO knows that learning by doing, a principle written into WISE's DNA, has never been more alive than now. So we come with no illusions about the scale of what is needed. We come with commitment. We come as partners. And we are here for the people, with full conviction, with no patience for a digital future that leaves the majority behind. The inclusive knowledge societies we were promised in 2003 are still being built. Let us build them together.

Thank you very much, Excellencies, Ministers, colleagues, friends. It's a pleasure to be here. Congratulations to Egypt on assuming the chair of this forum. I speak near the end of a very long and rich morning, so I'll be very, very brief. Let me make a point about the investment boom reshaping the digital economy and another point on time, which is the one resource that this forum controls. First, the boom. The world will spend $800 billion on AI infrastructure this year alone. If projections until 2030, this may become the biggest capex in modern history. Strategic sectors like AI, semiconductors, clean energy now attract half of all new investments worldwide. But the geography of this boom is narrow. We all know that. Two economies host most of it. Least developed and lower middle -income countries capture only 10 % of strategic sector investments. And this brings me to my second point. Behind the investment divide sits a divide of time. The clocks don't match. A data center takes three years to build. A power plant takes five. A grid takes ten. An education system takes a generation. Infrastructure runs on construction time. The frontier of AI and the digital economy runs on quarters. And it is... It is accelerating. This means that even in the most optimistic scenario, meaning with the right investments, the right policies, the right technology diffusion, building alone gets most countries to the table after the rules are written. If the decisions about AI and the digital economy rest only with those who can build it and not with those who must live with it, most of the world will arrive too late to shape and to influence the conversation. So global cooperation is what can bridge this time gap. A grid takes a decade to build. I see that this table takes a day. And this week. Geneva holds that table. On Monday, in this very building, the global dialogue on AI governance gave every member state a seat on AI for the first time. And this forum, renewed by the General Assembly through 2035, sets the rules of the wider digital economy, data, e -commerce, skills, standards. UNCTAD, UN Trade and Development, will carry its part. This past year, we had the honor of chairing the UN Group on the Information Society, which delivered a joint implementation roadmap to align WSIS and the Global Digital Compact. And launched a task force on financing for digital development, aimed at the very gap I just described. We will keep servicing the Commission on Science and Technology for Development, which follows up on WSIS. And with the International Trade Center and the Universal Postal Union, we will keep helping developing countries turn connectivity into commerce. So, Excellencies, colleagues, friends. 20 years ago the summit made connectivity a shared project our task now is to make the digital economy a shared

Please. Oh, I feel the pressure now, Selina. I have your eyes on my head, I know. Excellencies, distinguished guests, ladies and gentlemen, on behalf of UNDP as a co-convener of this forum, I want to thank ITU Switzerland for hosting us and UNCTAD and UNESCO for their continued partnership in bringing this community together. We talked about the successful conclusion of WSIS Plus 20 review last December, and that was an important milestone. And it reaffirmed the WSIS vision that has been remarkably prescient for the last 20 years of an inclusive, people-centered and development-oriented digital future. And it's very fitting that we gather today in the same multi-stakeholder spirit that has defined the process for more than two decades. But today has to be more than reflection. Today has to be about implementation. We have to... We have to take the next decade... to focus on delivering results together. This year's WSIS Forum takes place alongside the AI for Good Summit as well as the AI Policy Dialogue, and that's an intense concentration of activity and expertise in one space for this week. And that's an opportunity, but it's also a responsibility. We need to see how do we take the energy that comes out of weeks like this, rooms like this, and translate it into practical implementation on the ground where UNDP and our partners work together every day. And from our work, we can see the gaps remain. We've talked about the digital divide and all of the things that need to be done and the latest challenge, of course, around AI. UNDP has just released a report based on our work across 26 countries in AI transformation, and we understand that countries... The question is not whether countries are AI ready. It's whether they're building the capability to steer AI toward public value. And we see this playing out in concrete ways. In Zimbabwe and Ghana, UNDP's support for national AI strategies has been paired with training so that policymakers can move from strategy to implementation. And in Trinidad and Tobago, our work showed how public procurement can become a practical governance lever for managing AI adoption in government, often ahead of formal legislation. And this is why multi-stakeholder partnership is not simply support for implementation, it's the implementation model itself. We have to do these things together. This is the bedrock of the WSIS process. Government, UN system, private sector, academia... civil society, and the technical community, and young innovators, each bringing something that no single institution can possess. I'm going to skip to the end, Selena, because I see you looking at me. The WSIS Forum this year takes place alongside... Oh, sorry. See, now you made me mess it up, Selena. Excellencies, ladies and gentlemen, the digital future will be shaped by the choices we make, the institutions we build, and the partnerships we forge together. UNDP very much looks forward to continuing that work through the WSIS framework with our UN partners and all of you in this week and in the years ahead. Thank you.
