Well, good morning, everyone, and welcome, both here in the room and those joining us remotely from around the world. My name is David Castillo. And I am at UNESCO here in the headquarters in Paris. I support the work on multilingualism and, of course, this action line. and I have the pleasure of moderating today's session on behalf of UNESCO. This session is convened under WISIS Action Line C8, Cultural Diversity and Identity, Linguistic Diversity and Local Content, and it comes at the timely moment following the outcomes of the WISIS Plus 20, the UNESCO's Global Roadmap of Multilingualism in the Digital Era, Mundia Code 2025, and also the UNESCO ICANN Policy Brief that you will hear a little bit more in a couple of minutes. So before we begin, a quick note for our remote participants. Feel free to submit your questions through the chat at any point, and I will bring them into our discussion during the Q &A segment. And now to begin, since the adoption of the WISIS Framework Action Line 8 has provided the normative foundation for advancing multilingualism online, from internationalized domain names to the growth of multilingual content, But yet significant gaps remain. Indigenous peoples and users and speakers of low -resource languages continue to face structural barriers to meaningful digital participation. And, of course, the rapid rise of AI has in many ways deepened these inequalities rather than closed them. So this is something that we will discuss during our session. And to open this session, I am pleased to give the floor to Mr. Guilherme Canela, Director for the Division for Digital Inclusion and Policies and Digital Transformation at UNESCO. Gracias, David. Good morning, everyone, for being here so early in these first sessions of the Wizzes Day starting today. Good morning to my guests. Distinguished panelists, it's a pleasure to welcome you to this session, Multilingualism in the Digital Age, Advancing Cultural and Linguistic Diversity. for an inclusive human -centered information society. Let me start by thanking all the speakers and partners for joining us today and to acknowledge the collaboration between governments, the technical community, academia, civil society, indigenous peoples, the private sector, and international organizations. Multilingualism can only be advanced through this collective effort. UNESCO, as David already mentioned, has been at the forefront of the implementation of DSWIS's Action Line C8 and has long advanced multilingualism through the 2003 recommendation concerning multilingualism and universal access to cyberspace. And the parenthesis here, if you notice the year of this recommendation, 2003. as you can imagine to approve a legal document like that the negotiations started long before so the 194 UNESCO member states approved this legal recommendation on multilingualism on the cyberspace even before WSIS started formally in Geneva. What is interesting is that after 23 years implementing this recommendation we can see a strong pick up which is a good news that there is more and more interest on this topic and we we need to leverage on that. Bienvenue Henri, merci. So this recommendation but also the international decade of indigenous languages that I'm sure VALS will go further on that and our efforts to ensure emerging technology strengthening linguistic diversity. The WSIS plus 20 review and the global digital compact both reaffirmed that inclusive digital future cannot be built on a monolingual foundation. UNESCO welcomes the strong emphasis placed by both processes on cultural diversity and linguistic inclusion as prerequisites, not afterthoughts, for meaningful connectivity. And for you following the AI dialogue in Pala Expo, if you were there yesterday morning when the scientific panel presented their report, you'll see that there was also an emphasis on AI and multilingualism, and we are very happy this was captured by the independent scientific panel. A truly universal Internet is one where every language community can create, access, and exchange knowledge in its own language, using its own scripts. As AI systems increasingly mediate how people access information, the risk of linguistic harmonization has never been greater. Making UNESCO's normative work on multilingualism in cyberspace more relevant to the WSIS Plus 20, but also the Global Digital Compact Agenda, this is more important than ever. Today, as we reflect on more than two decades of the summit process and look forward to the future of digital transformation, one message has become increasingly clear. Digital transformation cannot be truly inclusive if it's not multilingual. For many years, discussions about multilingualism online focused on increasing content in different languages. That, of course, remains important, but today we know multilingualism is ultimately about participation, ensuring people can access and shape the digital society. In their own right, we need to be more inclusive. We need to be more inclusive in our own languages and scripts, and also to govern their own data when they are. in their relationship with these language models. This requires digital infrastructure, language technologies, inclusive policies, accessible services, and sustainable investment. Yet, more than 6 ,000 of the world's 7 ,000 -plus living languages remain digitally disadvantaged. Many still lack the foundation tools, from keyboards and fonts to language data sets and digital services that make meaningful digital participation possible. The rapid emergence of artificial intelligence has made this challenge even more urgent. AI presents extraordinary opportunities for language revitalization. It can help, for example, document endangered languages, improve communication, transcription and translation, create language learning resources, expand digital tools to support more languages and scripts, and preserve oral traditions through searchable digital archives. But AI also risks reinforcing existing inequalities if digitally disadvantaged languages remain excluded from today's digital systems and the data that power tomorrow's AI, and especially if indigenous communities and other communities speaking these disadvantaged languages are not included in this conversation from the outset and not at the end of the process. Without investment in language documentation, digitalization, community -led data, language infrastructure, and local capacity, AI cannot deliver inclusive outcomes. Language digitalization is fundamentally a partnership, and language communities must realize that they are not alone. We must remain at the center of decisions about how their languages enter the digital world. AI should support these efforts, not replace them. This people -centered approach guides UNESCO's work from the 2003 recommendation that I just mentioned, the International Decade of Indigenous Languages, also to the Global Roadmap for Multilingualism in the Digital Era, and we have one of the brains behind this document here, so he will walk you through that. The UNESCO ICANN Policy Brief on Universal Acceptance, and we have an ICANN colleague here, but also in the room, Samad, that was actually another of the brains behind this document, so we can further discuss, which together promote responsible language technologies and ensure languages function across the Internet in every script. So our task is to build technologies. Technologies, digital systems, and infrastructure that reflect the full richness of humanity's linguistic and cultural diversity. I must emphasize this. This is not a favor. This is a right of every individual speaking these 7 ,000 plus languages, but it's also a good thing for business. The more we are inclusive, the more we expand the opportunities for everyone. So we need really to stop treating this as a side thing that we do because we need to know it's a central aspect of the development of these technologies, or at least should be. So the final thing I wanted to say, UNESCO is now launching the Quadriennial Report Mechanism and Monitoring Mechanism around this 2003 recommendation on multilingualism in the cyberspace. And we strongly encourage you to speak to your governments to participate in this exercise. because we only can improve the policies if we have better evidence. So the more the governments are telling us what is happening on all these topics that we are going to discuss this morning, the better UNESCO secretariat can help in providing technical assistance to the different governments and institutions in improving this. With no data, with no evidence, it's impossible to improve these on meaningful policies. So let me conclude with one extra thought here. Digital transformation is often measured through connectivity, innovation, or technological progress. But fundamentally, its success should be measured by participation. Can people learn in their own language? Can they create in their own language? Can they access services, preserve their cultural heritage, preserve their data, and shape the digital future without leaving their language? Those are fundamental questions. that should guide our approach to these issues. So I wish you a productive discussion, and I look forward to the ideas and partnerships that will emerge from

I'll invite each speaker in turn and ask that we keep interventions to around five to seven minutes so we have a good time for a good discussion afterwards. So our first speaker is Mr. Valt Ernst -Trenst, Director of the University of Latvia Livonian Institute and representative of the United Nations Permanent Forum on Indigenous Issues. Valt, of course, as Guilherme mentioned, is one of the brains behind the Global Roadmap for Multilingualism, so he brings a unique perspective of both a linguist working to revitalize Livonian language and a voice of indigenous peoples in international politics. So Valt, the floor is yours.

Thank you very much, Ed, and I will try to continue this introduction by Guillermo and also bring you a little bit, make you a little bit more familiar with global roadmap for multilingualism in digital era, what it is, what it is about, how it's structured, and what are those goals that we are trying to achieve here. Yeah. First, I would, however, like to take a little reflection back on the work that all of us here, we are set out to do. And maybe the first thing is the first premise behind all of this is that linguistic and cultural diversity for humankind is the same as biological diversity for the earth. So biological diversity. Keeps the planet healthy. and diversity of languages, diversity of culture is something that is very relevant to humankind and humanity and humanity's ability to continue to innovate and move forward. So for the past 30, 40 years, digital world has become new reality. So this is not anymore something, a distant technology that lives out there in computers somewhere. It's around us. It's in a bus, in a car, in this very room. And that means that a completely new domain has opened up. When we talked about preserving diversity earlier, so these were kind of analog efforts. Now another domain has opened up, and what we need is to make sure that our linguistic, cultural diversity in that new domain is as protected, at least at the same level as it was protected before on this planet. It's analog. platforms. So, however, that is challenging. And now I want to reflect back to, there was a report on AI presented yesterday at Global Forum of AI. And in that report, the languages were mentioned explicitly a number of times. And what the report said that out of those 7 ,000 languages, 1 ,000 are prepared or have the foundations to enter AI domains. And it sounds like promising at the first glance. But if we read it a little differently, then what it says is that 6 ,000 languages, the rest, the absolute majority of the world's languages do not have those foundations. They actually cannot enter. And these are languages that are already challenged. So these are indigenous languages. These are languages that are severely or critically endangered. And another aspect that this report brought up, and even more alarming one, was that the gap between those 1 ,000 languages and those 6 ,000 languages, despite the rapid advancements in AI, but the gap is not narrowing. And that points out that the problem is not AI technology. The problem runs much deeper. And somewhere there is a structural barrier that those 6 ,000 languages are not able to cross on their own. And that basically is what we are trying to do with all those initiatives, with universal acceptance, with global roadmap for the multilingualism, is to break down that barrier and enable languages and cultures to enter these digital domains and to compete with AI. This was actually a very strong and big... big competitors language -wise. So now a little bit about global roadmap on multilingualism and digital. So this is what I do. I am convinced one of the most important initiatives for the breaking that barrier, which kind of draws out the pathway of how to get those 6 ,000 languages into the same digital domain. It emerged from the global decade of – international decade of indigenous languages that is taking place 2022, 2032, from discussions of their understanding that this digital domain is something new and important that has to be tackled. And it actually – if we very – explain – the contents of that very simply. then it talks about input, output, and then the process itself of getting digital. Input is something that is extremely important because we have used, as being speakers of many major languages, we have used to many things that we take for granted, our ability to use our language on a daily basis or write in our language. But out of those 6 ,000 languages, there are many that do not have even kind of basic things, that don't have writing systems or don't have ability to just produce digital data, which is preconditioned to any digital technology. So that input part is extremely important, and it is very diverse, and it consists of very many aspects, including very analog. It's like standardization, tackling variation, etc. So, and this is also what my colleagues will talk about, about universal acceptance is also the part of that kind of entrance or input phase. Then output is as important as the input, because even if we have technology, and I know this from my own experience working with my indigenous Livonian language, that even if we have built technology ourselves, which has been complicated, there are many cases that we cannot get this technology work. So I cannot install, for example, Livonian spell checker on my word because it does not simply allow. So maybe the key answer here is multilingual by default, that's something that technology should be adoptable to any language. And the third is... There are also initiatives by indigenous people already tackling this and formulating all these needs that we need to get languages into already existing technology. And there are barriers currently that don't allow that. And the third is the process, and the process itself determines that language communities have to be involved in the whole ecosystem, the whole process, since the beginning, since the idea of the technology, up until the very deployment of technology. And that's not only because language communities are rights holders, that they are resource holders, and they need to have assistance. They need to have stewardship over data and solutions and technologies that are developed. But also because creating technology for such, for example, endangered communities, endangered languages, is methodologically different. And communities have the knowledge, have understanding, and have many things

Yes, I do. Thank you. Thank you. Hello. Hello, good morning. Hello, Wiss. It's my pleasure to elaborate a bit more on UNESCO's work on multilingualism and how this contributes to the C8 Action Plan on the culture, diversity, identity, linguistic diversity, and the local content. Next slide, please. After two decades of Wiss's process, we are diving deep in the digital and AI age. But compared to 20 years ago, we all perceived that as a global digital divide and a global inequality, continue to persist. And even today, more than 2 billion people are not connected yet. And the scale of linguistic digital divide is outstanding and even expanding during the AI era as well highlighted by Guillerme and the votes in their interventions. Next slide, please. Next slide, please. Yeah. In line with Article 19 of the Universal Declaration of Human Rights and the UNESCO Constitution, UNESCO has a unique and minded commitment to promoting multilingualism. We have that pioneering normative framework, as Guillerme mentioned, that is 2003 recommendation concerning the promotion and use of multilingualism and universal access to cyberspace. And now we are also hosting the Secretariat of the UN Initiative on International Decades of Indigenous Languages to Network and Empower Indigenous Communities. And preserve their languages. Next slide, please. Next slide, please. As Guillermi mentioned before, we are engaging with all member states and stakeholders on the current six monitoring of the Recommendation Zone 3. The timeline is to collect the national reports of their implementation of this recommendation via a very comprehensive questionnaire by February 2027, but we do need that to action now. You could access more information and download the questionnaire by scanning the QR code on my slides. And next slide, please. I'd like to draw your attention that this questionnaire is – sorry, there's some icons didn't show up on the slide, but it's okay. Yeah, it's okay, David. Thank you. So this slide shows that the questionnaire of monitoring the Recommendation Zone 3 has been well reflected, well updated to reflect the new issues of digital and AI. For example, you can still see on the screen some key questions indicators related to the representation of language data and content, AI -related data sets and language resources, and also the adoption issue of universal acceptance and international domain names, as well as a national framework of linguistic data governance. All these dimensions closely contribute to the Action Line C8. Next slide, please. I will need to elaborate more because the board has given an excellent presentation on this global roadmap. I just want to highlight that this roadmap, including its 45 for concrete stakeholder -driven action, have just been recognized by the 35th Bureau of UNESCO Information for All Program to recommend all the member states stakeholders to implement in their different range of the work. So next slide, please. On the universal acceptance, I trust our ICANN colleague will also elaborate more. And we are just launching that in the EuroDIC. We had launched the French version in the AI Fanfuny forum convened by LOEF last Friday. And we are putting it to more languages. And also we engage you to help us to make it available in more languages also to support the adoption of UA in your countries. Next slide, please. And a very quick glimpse of the live pictures from this year's celebration of UA Day as another symbol of our great collaboration with ICANN. It proves to be a very effective initiative, not only for advocacy, but translating information. And the idea of UA to practical action in every countries. Next slide, please. And last but not least, I would like to share a recent UNESCO joint initiative with our partner, GovLab and Microsoft. We just launched a global initiative on the new commons incubator for indigenous languages and culture, which is directly enhancing the community's capacity on the data governance. And now we have a deadline to call for the application before 14th August. So again, we count on your engagement. So next slide. And that's really a big thanks. And let's work together to ensure no language, no culture shall be left behind in the post -2025 WSIS implementation process. Thank you.

across the internet. So Elizabeth, over to you. Thank you, David. It's a pleasure to be here alongside the distinguished panelists. I just want to thank UNESCO for our partnership in advancing multilingualism on the internet and supporting the world's rich diversity of languages through joint activities, including the latest policy brief published last month. ICANN is a global nonprofit public benefit corporation with a community dedicated to keeping the internet secure, stable, and interoperable. ICANN coordinates the internet's unique identifier systems, which enable people all over the world to connect from any digital device that is connected to the internet. ICANN believes everyone, regardless of their background, culture, language, or location, should be able to use the internet. Just as a reminder, ICANN is a global nonprofit, public benefit corporation with a community dedicated to keeping the internet secure, stable, and interoperable. ICANN is a global nonprofit This is a really timely and important discussion. particularly as we're entering the peak global travel season. As millions of tourists embark on summer vacations, email serves as a fundamental tool for their travel logistics. It is typically a credential used to access public airport Wi-Fi, subscribe to local tourism information services, or purchase museum or ground transport tickets. However, for a significant portion of the world's population, the seamless digital experience can have challenges. Travelers using domain names and email addresses in their own scripts may encounter technical barriers, while those using standard English characters and traditional domain names like .com or .org often navigate the systems with ease. Anyone using different scripts, IDNs, or even newer top-level domains like .photography might get an error message and will be unable to access the system. to complete their transaction. This type of scenario happens every day for internet users around the world, so what should be an enriching cultural exchange instead could highlight a digital divide. The first point that I really want to make is the internet is for everyone. Openness is one of the core technical principles of the internet. The internet's technology is not simply a communications platform. Its goal is to be a benefit to everyone through openness. Anyone that wishes to connect can do so. They can add new networks, contribute content, and deploy new innovations and technologies. The only requirement is that networks, systems, devices, and applications that connect to the internet use the same internet protocols. We cannot maintain its core technical attribute of openness by favoring a single language and script. Multilingualism on the internet expands the internet, and language barriers conversely can stifle its further growth. The WSIS Plus 20 outcomes reaffirmed the importance of multilingualism and accessibility to help ensure the Internet supports all languages. The world is home to a rich tapestry of languages and cultures. There are more than 6 ,500 languages spoken around the world. To truly serve global Internet users, the Internet must facilitate and support this vast linguistic range. Multilingualism in the Internet is not just a feature. It's a benchmark of the Internet's success. The Internet fulfills its purpose when it empowers everyone to use the Internet in their native languages. ICANN and the ICANN community are committed to ensuring that all people should be able to use the Internet in their local languages and scripts. If we collectively do not prioritize local languages and scripts, we are artificially limiting the Internet's potential and stalling its further growth. The third point that I'd like to make is we really have an opportunity to enable digital empowerment through universal acceptance of domain names, I'm sure that the Internet is a tool that can help us to do that. and email addresses. For those who have not yet seen it, the universal acceptance policy brief developed by UNESCO in collaboration with ICANN offers a practical framework for governments and the private sector to accelerate digital inclusion. I highly recommend reading it. It gives you a sense of the tremendous 25 plus years of collaborative efforts by the technical community, including the IETF, ICANN, and organizations such as UNESCO and Unicode to enable multilingualism on the internet. Since 2003, ICANN has worked with the ICANN community to implement these standards, the IDN standards. In 2009, ICANN launched the IDN Country Code Fast Track Program. Today, 44 countries and territories have allocated 63 country code top -level domains in local scripts. In 2012, the new GTLD program expanded this further, delegating 90 IDN generic top -level domains. Altogether, we now have over 150 IDN top -level domains representing 37 languages and 23 scripts. This technical effort has unlocked millions of domain names worldwide, allowing communities to finally connect, communicate, and do business online in their native languages. My fourth point is that universal acceptance unlocks the full potential of the Internet, empowering and proliferating languages and cultural traditions. Universal acceptance is more than just a technical requirement. It is an enabler of social and economic opportunity. Achieving universal acceptance readiness provides opportunities for global market expansion, potential new client base by allowing multilingual Internet users to access the Internet, access and connect to e -commerce, on local communities, as well as embrace cultural traditions. We have a whole host of benefits of universal acceptance. For time's sake, I won't go through all of them, so I highly encourage reading the policy brief. My fifth point is that multi -stakeholder collaboration is key to achieving digital inclusion, and there are coordinated actions that we can take to remove the technical barriers. For example, governments and regional organizations can embed UA and linguistic and script diversity into national digital strategies and public procurement. They can lead by example in adopting UA -ready systems and services. Technology developers and service providers should treat universal acceptance as a foundational design principle, not a niche feature. They can upgrade applications, systems, and train teams to support all valid domain names and to improve the quality of the services they provide. They can improve the quality of the services they provide. They can improve the quality of the services they provide. Civil society, academia, and research organizations can raise awareness and advocate for multilingual technology and UN policy debates. They can partner with language communities to ensure access in native languages and scripts. And international and intergovernmental organizations can sensitize policymakers and users to universal acceptance and multilingualism. They can drive multistakeholder collaboration, including with the DNS industry. Thank you very much.

Thank you very much. Merci. Good morning, everyone. That's a very important matter we are discussing this morning, and allow me first to express my sincere gratitude to UNESCO for convening this important discussion, and for its longstanding leadership in promoting cultural and linguistic diversity in the digital age. More than 20 years ago, the World Summit on the Information Society made a visionary choice. It recognized that an inclusive information society could never be built on a technological infrastructure alone. It also required cultural diversity, linguistic diversity, and local content. UNESCO has transformed that vision into an impressive normative architecture. From the 2003 recommendation on multilingualism in cyberspace to the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and more recently through its Global Roadmap for Multilingualism in the Digital Era. Today, however, artificial intelligence changes both the scale and the nature of the challenge before us. Allow me to offer four reflections. First, AI changes the meaning of multilingualism. Second, AI changes the meaning of multilingualism. Fourth, AI changes the meaning of multilingualism. In two decades, our objective was to ensure that every language could access the digital world. Today, our ambition must become greater. We must ensure that every language can also shape artificial intelligence. And this is a profound transformation. Large language models no longer simply transmit information. They increasingly organize knowledge. They summarize it, they recommend it, they generate it. So when a vast majority of languages are absent from training data sets, they do not merely become less visible in cyberspace. They become less capable of contributing to the production of knowledge itself. This is why multilingualism is no longer only a cultural object, but a social object. It has become a democratic, scientific, and geopolitical imperative. Second, this is ultimately a question of epistemic justice. Every language, and Guillermo mentioned it, every language embodies a particular way of describing the world, the reality. Every culture carries unique categories of thoughts, memories, and forms of knowledge. Artificial intelligence, therefore, does much more than process language. It increasingly mediates the condition under which knowledge is produced, organized, and disseminated. If AI systems are trained, trained, it is trained predominantly on a handful of dominant languages. We risk reducing not only linguistic diversity, but the diversity of human perspective itself, themselves. Tomorrow, cultural diversity will no longer depend only on what human beings create. It will also depend on what artificial intelligence is capable of learning, aggregating, processing. That's why linguistic diversity is not peripheral to AI governance. It is one of its foundations. Third, we already know part of the solution, and Francophonie has been proud to contribute to it. The good news is that we are not starting from scratch. Over time, we will be starting from scratch. Over the past several years, an important international movement has emerged to rethink cultural diversity in the digital environment. The OIF has actively contributed to this effort alongside several of the member states, notably Quebec and France, and in close cooperation with UNESCO. One example is discoverability. That is to say the ability to find content online without necessarily searching for it. In the age of artificial intelligence, creating cultural content is no longer sufficient. It must also be found. Recommendation algorithms, metadata, search engines, and generative AI increasingly determine the ability to find content online. They determine what citizens read, watch, listen, and... Ultimately, no. Multilingual cultural expressions are not discoverable. They gradually become invisible, regardless of their intrinsic value qualities. For the francophonie, discoverability has therefore become a strategic public policy objective, extending well beyond cultural industries to encompass AI -driven digital ecosystems. But discoverability is only one part of a broader agenda. The francophonie has also worked actively to ensure that linguistic and cultural diversity became an explicit component of the digital ecosystem. of international digital governance, including during the negotiations of the Global Digital Compact. where this principle is now reflected. We have renewed our digital strategy to integrate artificial intelligence in a strategic priority. We have launched a francophonie forum on digital and AI governance, the very one mentioned by Xiang Hong a bit earlier. And we have established an ongoing political dialogue among our modern states on the governance of artificial intelligence. Our conviction is very simple. Multilingualism is not about preserving the past, it is about preparing the future. Finally, AI calls for a new generation of international governance. The UNESCO 2005 Convention remains one. One of the greatest achievements of international cultural governance. Its principles remain fully relevant, yet generative AI raises questions that simply did not exist 20 years ago. How do we preserve linguistic diversity when AI models are trained overwhelmingly on a limited number of languages? How do we ensure fair remuneration for creators whose works contribute to AI training? How do we guarantee transparency regarding training datasets and recommendation algorithms? How do we preserve authenticity, diversity, and discoverability in AI -mediated cultures? How do we preserve the cultural environment? These questions require new answers. This is why we believe the work undertaken by UNESCO's Reflection Group is particularly important. Among its 11 recommendations, one deserves special attention, the proposal to develop an additional protocol to the 2005 Convention, specifically addressing the challenges created by the digital environment and artificial intelligence. Allow me to conclude. When WISIS was launched, our ambition was to connect the world. Today, our responsibility is greater. It is to ensure that artificial intelligence reflects the full diversity of humanity. Discussions on AI governance often focus on innovation, competition, safety. These priorities are, of course, essential. But cultural and linguistic diversity deserves to become a key pillar of global AI governance. And there has certainly helped people communicate more efficiently and smoothly across the country. At the same time, however, local dialects carry vivid cultural memories, identities, and ways of life that are worth preserving. This is not only a challenge here in China, but also a global issue in the area of migration and mobility.
