We can speak Italian if you want. No, I mean, no, I mean, so let's say that, you know, at the heart of WISIS is the information society. So I think, you know, the information is the key. UNESCO has worked on, you know, doing the evolution from information to knowledge, right, knowledge societies. But information is the key. So access information is really one of the key action lines of the entire WISIS process. And I think that this can be exercised in different ways. There is UNESCO is the custodian, for example, of the SDG indicator 1610. And two, for the freedom of expression, we do have research on. on the world trends of freedom of expression, the access to information laws, for example, that are done by many more countries. And we have also exploring how the access to information is interconnected in different dimensions. So I was mentioning the linguistic diversity is one of these. Data governance nowadays is a big thing. I think the privacy, of course, and how this is actually one of the main topics of the digital age. So by doing this, we try to monitor how the different member states are actually, you know, doing work on ensuring or maybe creating some, enabling normative instrument law, basically for access to information in different ways. These are... some more or less in different ways and how to bridge the gaps that exist. But then you have also the dimension of digital infrastructure what is the gap in connectivity, the gap of in making information accessible and how the public sector, as we were mentioning just now, is able to shape the environment linked to the access to information. So how to share, how to manage the information, how to create the channels, how to ensure maybe transparency, participation, innovation, etc. So it's a very complex dimension. And we have still also interconnection between the different action lines of the WISIS, which is of course with the government, open data and many other things. So we have a lot of dimensions. The other one is touching the other UN processes like the Global Digital Compact, for example, information integrity, freedom of expression, etc. So I would like to maybe have a small conversation because one of the things which we've been asked is to see, okay, how do we go, how do we measure implementation of these action lines in general, but this one in particular. So, of course, the only measurement instrument is really the counting the access to information laws that are made. We have these reports I was mentioning. But in the other, we have also the different modalities or models for access of the information. For instance, like open access models and the different type of open access. have evolved during the last years. But how do we measure this in terms of are we successful? Are we really doing something? What should we be doing to enlarge, to ensure this is meaningful, this is impactful, this is something which can be adopted? So it's not an easy question, but we have to come up with some ideas. So I'd like to have a, I mean, we are not many. Recording in progress. It is broadcasted, I guess. Take one of these. So. Now it's on yeah thank you uh microphone too um so this is the conversation. Microphone then great well um first let me introduce myself my name is Frederica von Franke I'm working for wikimedia germany which is uh next to the final wikimedia foundation the software branch of uh the wiki movement and as you know as the wiki movement we are dedicated to spread open knowledge and free knowledge for worldwide and we do so in um facilitating different projects the most known projects are wikipedia and wikidata which are both digital public goods by the united nations and actually I'm under a bit of stress because our projects are in stress the AI, so we have a parallel session it's an AI dialogue and looking at AI I see two movements here AI bots are scraping in a malicious kind of way they are hiding themselves and they are behaving like DDoS attacks and they are doing, you know that's not very nice so the AI bots are scraping our infrastructure and they are costing our infrastructure around 64 % right now we are a big project so they are harming the digital commons in a very substantial way we fight 1 .3 billion bot attacks every minute so we have a parallel session this is not I'm always unbelievable about this every minute yes and we can only fight it because one small company in Canada provided a bot protection thingy open source and it's to a very cheap price so but this is the technical aspect the financial aspect is that governments all over the world are now collecting their money to build data centers and to invest in AI and the third aspect is what is AI is in principle quite exclusive and do we want our knowledge being spread through AI interfaces right now where this interface is a big hole big black box so and now finally coming to the measurements yes you can count access to information laws I would also include literacy indexes and access to information indexes. You may include copyright laws. We have – I'm not talking about copyright to artificial – to, you know, creation of – for the person that created an artwork. I'm talking more about freedom of panorama, for example. Sometimes it's not allowed to make a picture of a public statue in one place while you can make a picture of an older statue. So this is, in a way, limiting access to picture, to information. It's limiting access to knowledge. And it's also – and we also have Wikimedia Commons. And then I start here – stop here. where you can upload knowledge reports, voiceovers. You can upload all kinds of things to enhance your – to enhance – it's like a global database for everything. And if you have barriers to that, and we can help you find these barriers, and maybe these are useful indices for access to knowledge indices.

So I'm Catherine Dixon. I'm the head of the InZone program from University of New York. I'm from the University of Geneva, and we provide higher education to refugees. So trying to bring access to campuses to very remote settings and difficult conditions and camps, etc. And what we see, so we can use whatever technology. We do hybrid type of learning, so we use Moodle, we use lots of techniques. The way that we work is really to base the – so we are actually building courses which are accredited by University of Geneva. So they have to undergo Geneva University quality assurance process. But still the contents of them are being, for part of them, proposed by the communities because they know, they need to know. so for example they would say that in our daily lives what matters in terms of prevention or health risk prevention is to understand what type of snakes are in the surroundings and how they can bite us and how we can prevent our children to be bitten by snakes so they would actually know what they would like to know better or to understand better or to be able to develop better from themselves so we have to really build this notion of useful knowledge in a different way I think and maybe there's another element that we need to reinforce is the recognition that the multiplicity or the diverse way of people acquiring knowledge so I'm speaking in terms of higher education of course but there's this discussion with UNESCO that we're having with the qualification passport for example because this is one of the things that we are discussing and this is how do you recognize prior courses or pathways that people have been going through and in case of refugees in most cases it's disrupted education pathways and they have been moving from one system to the other one language to the other one region to the other etc so many things could happen or they also lost that documentation or maybe they did all the training and they just could not take the exam so many things can happen so this is also another element that we have to really consider to be able to identify again what is the right level of information knowledge people should access and what does it mean and how did they build their things and how can we recognize it so that's another need for a flexibility I would say.

Well you could call Wikidata a symbolic AI which is feasible by scientific standards if you are talking about AI we are meaning large language models which are based on statistics and of course the the the they are not based on correct, you know, it's not important that the correct outcome is there. It's just a statistical outcome with large language models. And I believe we can use large language models, of course, and they can, they are getting better and translating. Although I just sat in a session where the model was really bad in translating even French. And another colleague told me that Russian was equally very basic. So we see, again, you know, things with language barriers here. I mean, they can help us with AI can help or like symbolic AI, which is precise, can help us with data collections and information collections. There's no question about that. Yeah of course refugee settings or displaced people settings are sometimes very sensitive politically because they host different types of communities and sometimes conflicts actually goes across the border and goes to refugee camps so it is a very important topic so for now I don't think we have been directly in this because the subjects we teach are really important not, I would say, not politically sensitive in themselves. But still, it's a major issue, so what we also want to do, and I think we should do more of this, is education to information and critical thinking and analysis. So when we speak of higher education, it's not only about getting technical knowledge, it's also about learning how to think critically and how to compare information, information, etc. And this is maybe one aspect that is not enough developed, so we're trying to do these kind of preparation programs, which are actually preparation from secondary education that is, in many cases, delivered in a very classical way where people learn by heart, but sometimes they lack the methodology to get people ready for higher education, considering that in higher education you would expect people to have some critical thinking and some ... capacity to take some distance towards information, etc. This is probably one of the topics that is less considered but one of the most important is actually how people are literate about information and understanding information.
