Ajman's approach was built around the concept of a "headless" service: one in which the intelligence of the service - what Fares called the "service brain," comprising rules, data, processes, systems, policies, and controls - is separated from the user interface . He acknowledged that the Ministry's starting point was a familiar one: financial services running on manual reviews, legacy systems, and multi-step approvals that were slow and painful for citizens, businesses, and the government itself . The transformation was driven by a strong mandate comprising a national digital government strategy, a zero government bureaucracy programme, a national AI strategy, and a Cabinet directive to run half of services and processes on agentic AI .

BinHussain described a three-wave transformation approach in which the sequencing was explicitly identified as critical . For the UAE, digital transformation was never the goal. It was the starting point. Our aim has always been simple, to put government services within easy reach. of every citizen, resident, and visitor, and to earn their trust while doing it. Today, we are taking the next step under the directive of our leadership. The UAE has set out to become the first government in the world to run half of its services and operations on agentic AI. Within two years, I'll meet them. We call this journey UAE Government 4 .0. It carries us beyond digital toward a government that doesn't just inform decisions, but helps to carry them out. Good morning, good afternoon everyone just give me a second, I'll share my screen Esteemed guests, ladies and gentlemen very good afternoon to everyone it is my pleasure to welcome you all today my name is Dina Farris, I'm the Executive Director of the Digital Transformation Department at Digital Ajman, in the Emirate of Ajman for those who are not aware what is Ajman, Ajman is the smallest emirate among the seven emirates of the United Arab Emirates and we're coming today to share with you a very exciting story but let me first start with a simple question so when was the last time a complex government service that required more than one government entity really felt effortless. And when I say effortless, I don't just mean that it's available online or it's available digitally. I mean really effortless, because this is the next shift. For years, digital governance was mainly about moving services from counters to websites. I think I lost the share, right? It's not sharing. Let me share again. Yes. Okay. Okay. Okay. Okay. Okay. Okay. So, apologies for this technical glitch. So, for you, last year's digital government was mainly about moving services from counters to websites, from websites to apps, and now from apps to unified platforms, or what we call now super apps. But now the question is changing. It is no longer can the customer access the service with minimum effort? It is can the service go first to the customer, understand his needs, guide and advise them, and help them to complete what they want or what they need to do? and this is where agentic AI becomes powerful. Not AI as a decoration, not a chatbot sitting on the top of your page, but a real service player. At the Emirate of Ajman, our agentic AI project was built around one idea. The next interface of government may not be a screen with a form sitting on the top of it. It may be a service that understands and guides you. Our project is headless, AI -based, headless, and built with a new mindset of provisioning government service. And that matters. Because when AI is internal, the user is usually an employee, someone who understands the language of the organization, the complexity, and they can tolerate to some extent the complexity and misinformation. But imagine when AI is facing customers. The customers, it's a totally different story, because... The customer don't see systems, don't know rules, don't understand the workflows. They see only one thing, the government. so if the experience is confusing it's not just a technical issue it becomes a trust issue and this is why building customer facing AI is very different no doubt there is a lot of excitement around agentic AI those days but here is the honest truth the demo is easy the implementation is hard you can see a demo that will impress you in a matter of clicks but the real government service has to work with real people real data rules and exceptions integrations real cost and real accountability and in a report that was issued by McKinsey in 2025 they call it the AI global survey they found that AI is very important and is widely adopted across governments and organizations but the ROI was not being able to prove it. So they have seen that 39 % of... I don't know if I lost the sharing again. I'm sorry. Again, I have to... Really? Okay, because I stopped seeing my screen. So only 39 % was able to prove real ROI. Yes, okay. Yeah. So 39 % was only able to prove real ROI on their projects. And this tells us something. The challenge is not about using AI. The challenge is how to turn AI into value. And for governments, the word value is very clear. Fewer steps, less waiting, clear journeys, better accuracy, and more trust, which will definitely lead to a happy customer. So when we talk about... When we talk about agentic AI, we're not asking about how impressive is the technology. We're asking, did the service become easier? Think of it as a restaurant When you step in, or the customer sees the table, the menu, the plate But the real consistency comes from the kitchen And in governments, the kitchen is what we call a service brain The service brain is the set of rules, data, processes, systems, policies and controls So the customer should not need to understand the complexity The service should carry this complexity on behalf of him The intelligence here is not to get locked within an app or a page or an application or a platform Today the customer has an option to access the service through an app, a kiosk, through voice Tomorrow we might be speaking about a channel that we have not yet imagined how it will look like So the interface can change, but the service needs to stay strong And this is why we decided to give the customers a new experience Which we call the headless The service And this is where agentic AI comes to elevate the experience beyond traditional chatbots. So while chatbots start the journey by answering your questions, agentic AI transforms the experience into proactive, intelligent, and action -oriented support. It understands context, it checks the requirements, it checks your documents, it guides the customer, and it supports action. But the value is not in the conversation, it's in the outcome. And we have to be careful, because a confident wrong answer is more dangerous than a simple, I don't know. In government, AI cannot just sound right, it must be right. It must be traceable, explainable, traceable, and aligned with policy. And this is actually where many projects struggle. As Per Gartner reports, they predict that over 40 % of agentic AI projects will be canceled by the end of 2027 because of either huge escalating costs that they are unable to control or unclear business value or weak risk controls. And this does not mean that we need to stop. We need to build better. Because innovation without control becomes noise. And control without innovation becomes a delay. The real balance is not to stop innovation, but give it signals. So green when the path is clear. Yellow when we need to stop and assess. Red when risk or policy or trust is questionable. So we can move fast, but not blindly. We move with direction, with judgment, and with control. Now, before taking you any deeper, let's show you the service in action. And as you watch, please don't just look at the interface. See how the service is guiding the user, how it is sometimes negotiating on his behalf, how it is checking its papers. The second one also we have national policy for empowering women that I just mentioned to you before. This policy is focusing about providing a framework and guideline for all federal and local entities in UAE. It has five main priorities. First priority is regarding building strong cohesion and support the family to enhance women's quality of life. Second thing is integrating women in the work field, especially in the future sector. So, that's it. The third one is building accountability and digital faith. And also we have the partnership between the institution and developing supportive regulation to support women. Also, we are working in using the VR to help new generations to learn the heritage. So we are starting to do that with SEDU. Maybe some of you don't know it. But it is one of the handicrafts that we have. And we have also Medjari, which is a platform to empower productive families for doing their business. over to you. Assalamu alaikum. Thank you. It's a pleasure to be here, of course. Excellencies and colleagues, good afternoon. This is in brief a story about accountability, how we made our financial services faster and more trusted using digital technology and artificial intelligence, and how you could do the same. So let me please walk you through the journey. Of course, every journey starts with a problem, and our problem is... very familiar to everyone here. Our financial services ran on manual reviews, legacy systems, and multi -step approvals. It was slow and painful for the citizens, businesses, and even slow for the government itself. But we had a very strong mandate. We had a national digital government strategy, a zero government bureaucracy program, and national artificial intelligence strategy. And a cabinet directive to run half of our services and processes on agentic AI. Opportunities were identified. Those with the multiplier effects shared financial services and processes, not only used by the Ministry of Finance, but also by the accountants and financial employees at the other ministries. And our vision was simple. A ministry that is AI -embedded and data -driven using technology for fiscal foresight. efficiency and public value. We moved in three waves and that order mattered a lot. Firstly, digitize and integrate. We unified our financial systems into one real -time source of truth. You cannot put AI on scattered data. Secondly, through services 2 .0 and zero -bureaucracy initiatives, we re -engineered services around the customer and cut redundant and unneeded steps. We also co -designed those services with the people who actually use them. Third, automate and infuse AI in our services. So we started with robotics automation and generative AI that are now live in our services. And of course with the mandate, we're advancing them into a GenTech AI that actually acts. Of course, none of this works without foundations. We built a sovereign data platform, a central data lake, open data, and advanced analytics that turns scattered numbers into decisions. We unified 52 federal entities onto shared financial systems. Our financial management information system, our budgeting management system, treasury management system, digital procurement platform, and federal properties platform, all connected through the national digital identity, through the UAE pass, and of course the federal government network. And on top sits 26 live AI and automation use cases in finance, including a GenTech AI platform and the legal researcher trained on our digital platform. We also have a number of financial and tax policies We also have a number of financial and tax policies that are being implemented in the UAE. that are being implemented in the UAE. legislations, knowledge base. Of course, AI demands a structure that needs to be built. With the appointment of the chief AI officer responsible for the whole agenda, an AI center of excellence, and AI champions within every single business department. Governance is by design. AI use policies and open data policy. We follow the information security certified standards, ISO 27001, with of course, implementing segregation of duties across our systems. And we are moving this practice now into the ISO for 2001 for the AI management. So how do we actually deliver? There are three repeatable steps. First, we re -engineer and automate. We have a number of steps. we redesign the journey then deploy robotics automation and remove manual steps we infuse AI we started the generative AI using multiple tools like document extraction sentiment analysis speech to text and more than 90 languages and of course we built the capability training our own people backed by partnerships with leading global institutions that method of course produced results that the world has recognized four of our major projects are nominees for the WSIS prizes this year our federal financial data lake which is a sovereign data backbone unifying data from 40 entities across 28 systems the government financial data now lives in one place owned by the government Our federal public -private partnership framework One law, one life cycle, one rulebook for partnering with private sector Already live in health and energy sectors, with other sectors following shortly Our foreign account tax compliance act and common reporting standard alignment AI -driven tax transparency with the OECD Meeting the world's highest standards in real time And of course our professional certificate in financial and accounting Because governance runs on people With over 3 ,000 employees trained and more than 150 internationally certified The results demonstrate the impact More than 52 ,000 manual transactions are now automated Across payroll, invoices, settlements, reconciliation and other processes The processing itself is a real -time process The time has downed by 87%. The reconciliation accuracy has reached 99 .8%. 50 ,000 customers served up to nine times faster. And 15 ,000 working hours returned back to our employees for strategic and judgment purposes. AI also transformed how we listen to our customers. In our award -winning in -house built intelligent call center sentiment analysis solution, we analyzed more than 58 ,000 customer calls with AI for sentiment across government -to -government and government -to -citizen services. This resulted in 97 .6 % resolved cases on the first call, 96 .7 % customer satisfaction, and 80 % of calls answered within 20 seconds. For the first time, we can hear every customer and not just a sample. Here's the automation engine behind those numbers Our robots run at 96 .3 % success rate All tracked live with a dashboard A transaction that used to take 45 minutes Now takes 5 minutes Review time that used to take 4 days Takes 2 hours now Errors fell from 12 % to just 2 % 26 live use cases 60 ,000 employees served 15 ,000 of hours saved every year This is a first for our federal government Zero bureaucracy in practice It's about cutting friction and not cutting corners On our digital procurement platform Vendor registration went down from 30 days to 1 day And catalog purchasing from 60 days to just 6 minutes over 130 million AED dirhams saved our smart tax compliance platform connects more than 60 countries with 80 % less paper and 30 % fewer errors across redesign services procedures down 86 % files reduced by 65 % and it earned us last year the best AI innovation of the year in business transformation underneath it all is one connected financial backbone 52 federal entities unified onto shared systems financial management systems, procurements assets, electronic invoicing and treasury linked to the national identity and open data the payoff is 99 .8 % reconciliation accuracy, 70 %

There is people where they have barrier with language, where do they have cognitive issues with websites, I would like to ask you to answer the question. And for years that government measure the success of service by adoption, by satisfaction. But no one care about how inclusive it is and how human it is. There is some people who cannot use even me tomorrow or you after tomorrow. We will not use the technology as per the regular user. So we will come to the shift now. Shift transforming from digital government which was transforming the form from paper and tool. electronic phone to connected government to agentic AI government so we will reach to a human government anyone know what is a human government this is the future of government our leader Alhamdulillah in the UAE focus on human so we are designed with people for people we are not designing for them and force them to use it ok I will shift now to the success story in the UAE one practical example which is the UAE in the UAE from two years we issued and forced the digital accessibility policy which was adopted by the federal government and it is tested and designing the service with the user and tested then it is measured and audited by TIDRA to see how inclusive it is. A huge plan put by the federal government entities to re -engineer their services and design their services with the users for the people of determination and for elderly people. Then, I would like to share with you four principles for human government, which is accessible by default, human -centered by default, trusted by default, flexible by default. Trusted by default, it is secured. It is designed on connected data and connected entities. Flexible, which can be designed or can be fixed quickly and audited at the same time.
