Beyond formal training, Tanzania has an AI community comprising more than 600 startups focused on AI, supported by hubs and incubators such as Costec, Ubuntu, and DTBI, as well as a research and innovation framework that emphasises AI. In 2025, a UNESCO AI Readiness Assessment was conducted to benchmark Tanzania's progress. Insufficient local-language datasets, particularly for Swahili and other indigenous languages, further constrain the reach of AI tools. In response to these challenges, Tanzania is pursuing a mix of policy reforms and digital public infrastructure investment, including plans to construct a dedicated AI data centre to provide compute capacity to public institutions. Efforts to connect unconnected populations are ongoing through USCAF and related initiatives. Dotto closed with a call for technical partnerships for AI capacity building and GPU infrastructure, shared governance frameworks, peer learning from countries that have succeeded with regulatory sandboxes, and support for Swahili and indigenous language dataset development. Youth Innovation and the Domestic Ecosystem

Dr. Jaha Mvulla, representing the E-Government Research and Innovation Centre, emphasised that Tanzanian youth are not merely consumers or users of digital services but are the developers, innovators, and intellectual driving force behind many of the AI initiatives presented. More than 1,000 young people have been engaged through the centre via academic-industrial linkages, internships, volunteering, and memoranda of understanding with higher learning institutions. Additional platforms for youth engagement include ACATHONS and the Cyber Champions initiative run through TCRA. The Bonif platform extends this engagement to Tanzanian youth in the diaspora through a Diaspora Innovation Centre, enabling contributions from abroad.

Dr. Mvulla also noted that leading banks and telecommunication operators in Tanzania have been part of the investment in innovation centres. The DIGITO Tanzania project, led by the Ministry of ICT, plans to establish at least 80 innovation centres nationwide to provide youth with platforms, mentorship, and infrastructure for digital innovation. Mvulla also noted that Tanzania ranks among the top three countries in Africa on the GovTech Maturity Index across multiple reporting years - including the 2024, 2025, and 2026 reports - signalling a strong and credible environment for bilateral and institutional collaboration. --- #

I have the honor to introduce Mr. Benjamin Dotto, who is the Director of Infrastructure and Operations at the E -Government Authority of Tanzania.

Thank you. Thank you, Chair. Distinguished leaders, delegates, colleagues, partners, and online participants, good morning. Yeah Today we stand at a defining moment in the evolution of public service delivery Around the world, governments are seeking on how they operate, moving from system built for operational efficiency to system built for citizen experience using AI Artificial intelligence is no longer a distant frontier but is a practical tool in which it can help us deliver safer and more responsive services My presentation today will showcase the progress made by Tanzania government in implementing AI and will go through the AI policy and strategy data governance the AI initiative software implemented the AI frameworks implementation in status and also challenges and lessons learned across the implementation and the implementation of the AI technology and the implementation Tanzania is not working in isolation Our approach is aligned with a global framework including the Global Digital Compact 2025 UNESCO AI -esque recommendation the Africa Digital Transformation and AI Declaration along with other international and national standards I want to emphasize here that my stakeholder efforts spanning government, civil society, private sector, academia and industry is essential and has helped us to establish the national AI strategy We all agree that for a strong, safe and responsive AI, we need strong data governance Our data governance is anchored on three items. First of all, the personal data protection which was enacted in 2022 This helps us to govern the data and the data protection Second, how we process collective data Third, how we process collective data protection Fifth, how we process collective data protection and automated processing of personal data. We also have the Personal Data Protection Commission, which was launched in 2024, with the purpose to oversee data governance and also enforce compliance to this Act. And finally, the Data Governance Strategy, which is a landmark for digital data sovereignty. Of importance here, I want to mention specifically the Section 36 of the PDA, the Personal Data Protection Act, which governs automated data processing and is directly relevant to AI initiatives. On the governance framework, our governance instrument and opinion responsible AI are divided into three somatic areas. We have the National ICT Act in the final process of enactment through the ministry. We have the e -government Imaging Technology Governance Framework and also the AICT, which is funded by the National ICT Act. guidelines for responsible use of AI to public institutions. These are also ready in the final process for approvals. Our AI initiatives is guided by the Tanzania AI stack. Now we have seen the governance and policy parts. I will move now to what has been implemented so far. Our development status in the four thematic areas on AI infrastructure. At the moment, we have achieved 15 ,000 kilometers of fiber optic connecting all regions and districts. We have 95 % mobile coverage. We have multiple national and government data centers. And we have an 82 .6 % of internet penetration. This is supplemented by other platforms like Jamistack platform which has been on display. On the legal framework, in my previous slides, we have discussed that intensively. Just to mention that the Personal Data Protection Act is already in place, and we have drafted other documents as well. On capacity building, the government has trained 500 ICT professionals. And 50 of these, they've undergone masters in artificial intelligence and other related disciplines. And the 450, they've undertook training in professional courses in artificial intelligence and related courses. On the research and innovation, we have an AI community, but we have more than 600 startups dealing with AI. We have a number of hubs and incubators like Costec, Ubuntu, DTBI, also emphasizing on AI. And we also have... Renovation and... research and innovation framework in place which also emphasizes on AI. Our initiatives are in line with WICS vision on citizen inclusion and our AI product are improving government services and are aligned with our national digital transformation. Now just to look at a glance on some of the solutions which have been developed. Some of these solutions are in pilot use, some of these solutions are in production use. For example, the AI -powered e -board which is used for board management, built with a couple of AI tools for summarization and analytics and is used by 134 public institutions. We have the AI -powered IMREGESHO version 2, a two -time winner of UN awards for citizen engagement, also built with a number of AI tools. and other than pilot like IMSADA AI, which is a chatbot with agents for real -time response on government services and a couple of others. We have also sectorial initiatives in place for the priority sectors. For example, in the health sector, the Ministry of Health developed a Health AI framework in 2022 and we start up such as Salatani AI, being able to implement the cancer diagnosis on preliminary stages. And in the education sector, in 2025 the Ministry enacts the National Guideline for AI in Education which sets the roadmap with Shuley Direct as one of the AI tools, expanding AI -supported digital learning. And in agriculture as well, artificial intelligence is used to support crop monitoring, yield production, advisory services. with AgriPoA AI tool, helping farmers in decision making. Along with this, there are also some solutions which are in different stages of development and testing. Also, we do have, these are all homegrown, and as you've seen on the slide, these are available publicly through the URL provided. We do also have off -the -shelf or licensed products which are also used in various sectors like judicial. We all understand that for AI to be deployed massively or to be massively used, it needs to be available in the local language. For us, Tanzania, Swahili is a national language also spoken across our neighbors in East and Central Africa. So to do this, to enable this, the government through the Council for Swahili Development and Standardization since 2015 has been developing a Swahili AI national corpus, which is now over 61 million words. And the aim is to be able to integrate this with AI tools, specifically the natural language processing, to enable all these AI tools to be available in local language as well, not to hinder deployment. Our initiatives to see where we have been have been accessed to enable us to benchmark our progress. And in 2025, UNESCO AI readiness assessment was conducted. We scored 35 out of 100. You can see that we had a good performance on government readiness and also infrastructure data. But the assessment flagged the persistent skill gap, but recognizes the strong commitment in rapidly expanding digital infrastructure as a foundation for responsible AI. On the skill set gap, the government is working tirelessly to try to address this gap. We are working tirelessly to address this gap. Through this assessment, we learned a number of areas which we need to emphasize or we need to work on, like insufficient AI data set, especially in our Swahili language, high cost of technology. You need a lot of GPU as well as electrical energy to power the data center to process this. We are still in a development stage. Trust and awareness gaps between the seasons. Most seasons, they still prefer an in -person help or access to service. And also the skill set gap. But out of this assessment, we learned three key lessons which I would like to share, can also be transferred to our peers. First, a national AI strategy must come first. And sectoral guidelines. must come after that. For our case, it's so different. We started in secular, then came the national AI strategy. So this should anchor all other strategies. Second, my stakeholder engagement is vital. Just for example, our UNESCO engagement and consultation showed inclusive engagement, which produced a richer, more implementable strategy. And third and final, build and shape in parallel. In our case, we were able to build 14 AI systems while policy and strategy was still being developed, ensuring implementation capacity exists when the strategies are finalized. It can also feed back into the development of strategies. Our AI governance ecosystem emphasizes on the whole governance government approach. We have the ministry. leading at the national level, coordinating the national level and also providing police and guidance. We have the e -government authority coordinating at the government level and also regulatory authority like the communication authority, the personal data protection commission providing regulatory function for their specific parts in the AI ecosystem. And last but not least, our partners, development partners, partners, academia, research institution, they are all an important part of our AI governance ecosystem. Just a summary of my presentation due to time. Where we are now, a national AI government framework is in place, 14 AI systems are deployed or in development, two frameworks are pending approval, a strong legal foundation is in place, we have 54 million plus internet users, we have a Our biggest challenge A limited GPU compute High cloud cost Also a number for our Employee needs upskilling On the AI Also is insufficient local language Dataset. Thank you, Chair. It's indeed a challenge not only for the developing country, but it's more prevalent in developed countries. So Tanzania is trying to tackle this through a number or a mix of policy reforms, digital public infrastructure investment, like through the ministry, expect to construct an AI data center to be able to at least provide the compute to some of the institutions. There is also the digital divide. Again, the country, through the responsible ministry for ICT, they are trying to connect to the unconnected through USCAF and other various initiatives. As well as drafting. Forward looking at regulations and policy. is to enable this. But the challenge is still there, and we are trying to address for as much as we can.

Thank you, Mr. Dotto. Dr. Jaha, the e -government research and innovation center played a vital role in the government AI adoption and empowering some of the e -services with AI. What are the contributions and involvement of young Tanzanian innovators in these initiatives?
Dr. Jaha Mvulla
Good morning, everyone. Thank you, Madam Tora. A great question. The youth in Tanzania have been the center of all these initiatives that have been presented on our previous presentations. They are the developers, innovators, and also they are ones who are the think tank behind it. The youths are the priorities on the government level. We have a minister of youth. youth, focusing on policy and make sure the youth has a platform to be part of the economic development, especially in digital economy. The youth in Tanzania, they don't want to be just consumers. They just want to be part of the development. And they don't want to be just users. They don't want to be contributors. So they've been a center of this. And through our research and innovation center, more than 1 ,000 youth have been involved in different ways, through academic and industrial linkage, we call it industrial attachment, through internship and volunteers. We have a number of MOUs with the higher learning institutions. That's how we connect with the youth from college and higher learning institutions. But it's through different means they can apply to our center and join us. The answer to all this innovation presented today, most of them, the idea from the youth and the developers behind it. Thank you. We connect not only in local youth, but we also recently started through our Bonif platform to connect you with the youth living outside Tanzania through our Diaspora Innovation Center. And that's part of involving the youth. But you also have different platforms like ACATHONS, Cyber Champions through TCRA. But you also have other initiatives apart from the e -government research innovation center where there is through DIGITO, through Minister of ICT, we have a DIGITO Tanzania project, 80, at least 7 to 80 innovation centers to be established. And that will take a number of youth and provide a platform for them to exercise their innovations and be part of the DIGITO transformations. And actually the youth are the driver of the DIGITO economy. They are the present. And the future of that. So, yeah, we are very proud to say that any youth in Tanzania or abroad can join us through our Bonif portal and be part of this DIGITO transformations. And actually the government have been investing, providing test base, make sure the infrastructure is there for them. to exercise their skills to get the right mentorship. And we want their innovations to be ethical but have values, and they also attend the public values. And we keep engaging, not only working as a government alone, but also working with the different stakeholders, including the leading banks and telecommunication operators in Tanzania. They've been part of this, and they have been part of the investment across these innovation centers

Thank you, Dr. Jaha. Dr. Angelina, Tanzania is implementing its digital economy strategic framework, the 10 years from 2024 to 2034. In its second year of implementation, what are the success stories, and how are the private sectors involved?

Lovely good morning to you all Thank you very much for your very good question I'm honored to be here I serve as an assistant director in the Ministry of ICT in Tanzania And we have been working a lot in spearheading digital transformation in our country While talking about the Tanzania Digital Economy Strategic Framework Which was launched in July 2024 by Her Excellency Dr. Sonia Sluhassan Who is the President of Tanzania It's a 10 -year strategic plan that has six pillars Ranging from the enabling infrastructure, enabling environment, digital skills Issues related to innovation, inclusion, but also digital financial transactions Now through this we added something more We developed something called the Tanzania Technology Stack Which is a framework for digital transformation in our country And we are actually honored that we are one of the first countries To be one of the nominees for the WSIS prizes And we actually received our certificate yesterday Now, let's talk about the numbers and statistics. What the government has done is to set an enabling infrastructure and environment to ensure that the digital transformation in our country can flourish. We're working hand -in -hand with the private sector because they are at the core of digital transformation actually globally. So we have the ICT policy of 2016, but revisions are ongoing and we might launch a new one in 2026, God willing. But we also have a number of strategic frameworks and other guidelines to ensure digital transformation can take place very well. That also includes the AI strategic framework, which tries to balance issues of innovations but also safeguards so we have safe and responsible development in AI. Furthermore, talk about the infrastructure. We have ensured that we have optic fiber coverage throughout the country in all districts. But early this year, actually, our president launched 558 communication towers, which was a collaboration between the government and the government. government and the private sector, led by the ministry, but also communication operators in that country, including TTCL, Vodacom, and the like. So this has been a joint process, and we've worked together with all these institutions. But we have also, we think it's also important to capacitate our people. Through the DTP project, we have trained more than 500 staff in the public sector, especially in the area of new and emerging technologies, especially areas of robotics, AI, and so forth. Actually, 50 of these went for master's training program around the globe, ranging from the UK, China, and so forth. And 450 were trained for short courses in order to enhance their skills. Just wanted to add something else. We have tier three data centers throughout our country, and most government institutions that are coordinating these include EGA, NIDC, but also EGA -NIC. NIDC and NIDA. And all, but we also have private sector engagement for that. data center story. So this is very important to ensure issues of data governance, but also systems interoperability. And this is something actually we're working on. It's ongoing, and it's actually something that we're making progress on to ensure systems can talk to each other and move away from the siloed context. So I would say the government has been doing an amazing job. We have systems that actually, apart from the Jamistak that I talked about, we also have other institutions that also received the award from the WSIS, apart from other initiatives globally. We have the procurement institution in our country, but also last year we received awards, even IGA received awards for that. So I think we're doing well not just in our country, but also globally. Thank you. Thank you so much, Madam Moderator. And thank you for your time. Thank you for giving us the opportunity. First of all, I would like to congratulate colleagues on my right. I think it's very impressive what's happening. And I also wanted to briefly mention our work on UN e -government survey. So we assess 193 UN national portals. And my director mentioned that maybe you could learn from other similar problems from other countries. So I just wanted to show you briefly what we do. We look at all the e -government portals of 193 UN member states. And we present the data. So, for example, if you go to our portal, UN e -government knowledge base, if you search for it in your favorite search engine. And, for example, look at, let's say, just random country, Singapore. You can see how it's doing in e -government. We define e -government online services, but also human capital in that country. How better they can use the e -government websites. And also infrastructure. So it has three components. . online service. For example, Singapore is doing very good in many of the sub -components that we look at. We also, when we look at online service, we look at institutional framework, service, content, e -participation technology. And our telecommunication infrastructure comes from ITU. We look at affordability and our human capital comes from UNESCO, but we also look at e -government literacy. So this is at the country level and we also look at cities, all the cities, the most populous city in each country. We look at Dar es Salaam in Tanzania. You can look at our portal, how they do. But for each country, I forgot to mention, if you go to country data, here you see their survey that they shared with us. For example, I'm opening Singapore now. And you can learn a lot from Singapore survey, what they do in AI. So it's on the what they do. You mentioned about data protection, what kind of legislation they have. So you can have a reach all the country details here under the MSQ column. And last thing that I want to tell you is because we only look at the most populous city, we get a lot of requests from various government and non -government entities. Why don't we apply our methodology to several cities in a country? And I'm happy to inform you that we are looking at 54 cities in Tanzania together with partnership with Open University of Tanzania. So Wikimedia Switzerland is part of the Wikimedia movement. And I found very interesting what you said about the Swahili AI tools, which is probably going to be a basis for all of East Africa and widely used in Africa as a whole. And you mentioned one challenge, and that was the insufficient local language. Which does that? And so here I want to just ask you if you have considered collaborating with Wikimedia, because I know that there is a Wikimedia user group in Tanzania and they are contributing to Wikipedia in Swahili. And that could be a great basis for any AI tools that, you know, want to provide information in Swahili language. And then also it's possible to establish Wikipedia projects in other languages than Swahili. So other Tanzanian languages that are not Swahili. So that is my question. Have you considered or have you already collaborated? Have you been in contact with the user group in Tanzania? Because you can contribute from all over the world to the project, right? Hello, do you hear me? Yes, of course, thank you for the contributors that have much effort being done in Tanzania. And the other thing that maybe I just want to add from the inclusivity, apart from the financial inclusivity in Tanzania, we have another digital inclusivity for people with disabilities. So we have a digital inclusivity for people with disabilities. especially there are some efforts that have been made especially for the blind and for the deaf where we imagine that language was the barrier to the learning of foundational skills so that they can participate fully in the digital economy but with the use of ICT skills for the deaf that also is receiving some prize this year and also the ICT for the blind that also has made a remarkable effort in such a way that the President of the National Republic of Tanzania has employed a person who is blind as an accountant in the Ministry of Health. Now with this financial inclusion, apart from the inclusivity in terms of financial and other social aspects. We are also trying to make sure people, the marginalized population including the deaf and the blind are also included. And for the deaf it's even a greater challenge. because they need a special language, but we are using their own side language in order to learn ICT so that they can participate fully in the program. Maybe first of all, I'd like to commend the initiative that was done by our innovator there, the professor, but I'll also say the government has been working hand -in -hand with all innovators and startups to ensure that their innovation can scale.
