Our session is titled Information Without Barriers, Making Knowledge Accessible. Our session today will examine what it will take to move beyond connectivity alone to ensure that everyone can genuinely participate in the information society, regardless of language, geography or economic circumstances. Before we start, a few points to remember. Everyone will get one question and we'd love to answer more, but we're limited to three minutes each, so please be respectful of time. Okay, first we're moving to Algeria. Minister Zarouki, this session is about making knowledge accessible without barriers. Algeria has been working on connectivity, making knowledge accessible, and making it accessible to all. We're working on connectivity, skills and digital empowerment, cybersecurity and AI readiness. From your perspective, how can countries move from simple access to information towards real digital empowerment, inclusion, and opportunity for citizens?

Thank you. First, I'm glad to be here among all these distinguished panelists, and thank you for the introduction. This question is for us. I mean, first point is not about information only, and no longer a question of connectivity. Let me ask a question here among the audience. Who does not have access to connectivity among you today? Everyone is connected, but no one has the same level or the same information. Why? Because it's based on the skills. You have based on the knowledge, on the trust of this connectivity, or on this information. The language, the resources, digital literacy, safe digital environment will give you the difference or the access if it's complete or not. That's why Algeria's approach is integrated. In Algeria, we're investing heavily on infrastructure, fiber optic to the home, on 5G and rear coverage. Then, it's not enough. We're investing heavily on human capital. The reason why you have, and countrywide, you know, Algeria is the biggest country in the continent. And then the guidance of His Excellency, the President, Abdel Majid Taboun. So, we have initiated skill centers countrywide, giving access to young people or to anyone passing by to learn about AI, cybersecurity, cloud computing, and all what is around digital. And then, on top of that, to have initiated recently a program called 777 from 7 to 77 years old. This program meant to cover all generations, giving them access to resources, giving them access to information, but the right way, in a safe environment, in a trusted environment, to learn skills, to practice on tools, having computing capacity. And this is the environment we are talking about. And then cybersecurity, which is very central. By the way, we have adopted and announced RGS cybersecurity strategy early this year that we are proud of. So a digital space also, if it's not trusted, it cannot be truly inclusive. And if it cannot protect our user, there is no need to give them connectivity, and they cannot use information the right way. So I end up by... That AI, which is supposed to help and reduce barrier, rather than that... put in once. Because today we are lagging behind AI and it's a race between, let's say, frankly, two nations to where we'll be leading on AI. But each and every country here around in this room have the right to have the same capacity of computing, must have access to information, and also let's be frank and take it as a takeaway, connectivity is opening the door, yes, but skills, trust, capacity building allow this citizen to walk through these doors. Thank you very much. All right, turning to Libya. In an era where data and artificial intelligence are reshaping societies, how can governments ensure equitable access to knowledge and digital public services while safeguarding digital sovereignty, inclusion, and trust?

Thank you for this important question. In my view, ensuring equitable access to knowledge is not only dependent on connectivity, but I think it is a governance issue, not a technological issue. SACS depended on building a digital ecosystem, inclusive, trusted, secure, and centered on the citizen. For that, I want to highlight key priorities. Both people at the center of the digital transformation, also AI. Number two, build trusted digital infrastructure, like digital identity, data exchange. And building secure platforms for digital government service. Also, the data governance. The government must work on the data governance. Number four or number three, promote responsible and ethical AI. That's I think now today we will talk about the barriers for the knowledge and we must talk about the ethical AI and the responsible AI. Number, I think that another point we want to highlight, protect digital sovereignty because the countries should develop national digital capabilities, secure critical infrastructure. And the future of digital government is not much measured by the number of the technologies we deploy, but by the number of the lines. And if we improve, I think this is the answer for your question. Thank you very much. All right, turning to Sri Lanka. How can we ensure that AI provides a bridge for equalization rather than reinforcing existing divides that are preventing societies from accessing information and knowledge?

Thanks for the question and thank you for having me here. Successive revolutions in technology have bridged this divide in terms of the access to information. Now, you also mentioned knowledge. I think information progressing to knowledge brings in the factor of literacy. And even though the Internet broke through many of the barriers combined with connectivity, barriers that remain include digital literacy, understanding, language restrictions or language diversity. And therefore, in the conversion of information access to the embodiment, the embodiment of knowledge within a human being. those barriers still remain, the divides remain. Now, AI brings in a new dimension. AI brings in the possibility of natural conversation. AI can embody cultural nuance. It can embody context. And, of course, it can manage and embody multiple languages and dialects. So this promise is actually revolutionary, that AI can come in the middle between information, PO information transmitted by our connectivity into knowledge. But if left to market forces alone, AI would follow and draw context from the largest languages, the largest population languages. They will neglect the low -resource languages in the world. They will thrive on rich data sets, and they will infer. So from homogeneous and generally. advantaged societies. So what we need to do as an international community is to make sure that every single language, however low the resource may be, every single data set, community, context is included in the global fabric of AI ecosystems. Now in Sri Lanka, we come from a heritage of 2 ,500 years, multi -ethnic, multilingual, and therefore it poses both an opportunity and a challenge. A rich heritage which can be embodied in AI, but on the other hand, the challenge is how can we establish the sovereign AI capabilities which are required for us to be able to develop our own models while not compromising, and therefore not compromising, privacy, not compromising policy autonomy, and certainly not compromising national resilience because we would not... be happy or no nation would be happy in a situation where their most sensitive data could be unplugged at any point in time. So with this, we have placed language neutrality and language neutralization technologies at the level of digital public infrastructures, meaning at a horizontal layer which can be used by any service, any institution, both in the public and private sector. And one of the first manifestations of this would be government information in conversational mode. Likewise, a farmer could access agriculture information, a child could access a tutor, and a disabled person could access information in whichever way suited to them. And I think if we can expand this capability through digital public infrastructure and the enrichment with AI, we could be looking at AI becoming the true driver of the digital public infrastructure of human development and not a divisive force. Artificial intelligence is changing how we learn, work, and access public services. It is a benefit which will reach everyone only if people have access to reliable, affordable, and high -quality connectivity. Connectivity is the foundation of digital inclusion. Without strong telecommunication networks, people cannot fully benefit from digital learning, online public services, or artificial intelligence. At SUTEL, we believe that effective regulations encourage investment, support innovation, and expand connectivity. 5G and future mobile technologies will create new opportunities in healthcare, education, and business. Costa Rica is moving in this direction. SUTEL Resin Spectrum Tender will encourage investment, expand network coverage, and bring better connectivity to the areas that need it most. But infrastructure alone is not enough. Digital transformation must reach everyone. Through the Universal Access Fund , SUTEL has created programs to bring internet access to communities with limited connectivity, schools, libraries, public institutions, and families that need it most. We also need to improve digital skills and make new technologies available to everyone. Artificial intelligence should help develop the digital device, not wire it. Let me finish by reaffirming SUTEL's commitment to building an inclusive digital society where good regulation, investment, and universal access give everyone the opportunity to connect, learn, and participate in the digital economy.

In SG Forum, equitable access to information and knowledge, which is an essential lever for human dignity, economic opportunity, and sustainable development. Before we get to the actual question, with the 2030 Agenda of the World Digital Pact, connectivity is no longer... I would like to say this in the month when international communication accelerates the alignment of SMS actions with the 2030 Agenda of the Global Digital Pack. 2030 Agenda. The Global Digital Pack. Connectivity is no longer enough. It is now useful, inclusive and secure access to knowledge that is a major challenge. In Gabon, we won the battle for connectivity by 90%. But this is not enough. Transforming connectivity into use value for citizens is another hobby horse today, so it presupposes, in the current context to solve the problem, interoperability of our applications to solve the problem of the poor digitization of national archives. Of Diemolat, the availability and limitation of content adapted to local realities in the face of these cities in Gabon has embarked on a new phase. Thank you, Madam Chair. Good afternoon to all participants. I wish everyone a fruitful and successful session. You have highlighted the exact pivot point where traditional telecommunications regulation must transform into modern digital governance. You're entirely correct. The era of focusing solely on supply -side metrics, such as kilometers of fiber -optic cable laid or the number of low -Earth orbit satellites launched is no longer sufficient. Infrastructure is the baseline. but meaningful inclusion is the ultimate objective. If a citizen is capable of connecting to 5G but cannot read the content on their screen or finds nothing relevant to their daily economic life in their own language, that connectivity remains underutilized. From a regulatory perspective, to ensure that access to information translates into genuine economic opportunity and human dignity before the 2030 deadline, we must implement some concrete regulatory mechanisms. First, we must structurally redefine our financial toolkits. Historically, universal service funds were designed strictly for physical infrastructure, building towers in remote areas, We may expand the definition of these funds to support demand -side readiness. This means updating regulatory frameworks so that the Universal Service Fund capital can be allocated to subsidize local digital literacy programs. Fund the digitization of local language resources and support public access points where communities are taught how to navigate the digital economy safely. We must treat digital literacy as essential public infrastructure. Second, regulation should be an enabler of local content, not a barrier. For this reason, regulatory sandboxes should be deployed. These are flexible, controlled regulatory environments that allow local tech entrepreneurs NGOs, and content creators to develop hyper -localized applications such as AI -driven local language translation tools or voice -activated agricultural platforms without being burdened by heavy, costly compliance procedures built for giant telecom companies. By lowering these barriers to entry for local innovators, we stimulate an online ecosystem that actually reflects the community's daily needs. Finally, we may shift toward a model of co -regulation and multi -stakeholder partnerships when we allocate spectrum or approve large -scale network deployments. We can embed social impact incentives into licensing frameworks. We can say that the true metric of a future successful regulation is no longer just geographic coverage maps. It is the rate of meaningful adoption. By shifting our regulatory focus from purely technical oversight to a holistic, human -centric ecosystem approach, we can ensure that the Internet becomes a tool of true economic empowerment and dignity for every single individual. Thank you. Thank you. And last but not least, moving to ICANN. The WSIS Plus 20 outcome document recognized technical community as a distinct stakeholder group. What opportunities for ICANN do you see this recognition bringing?

Thank you. I think I'm going to build on some of my colleagues on the panel I said, but I think this recognition is very important because it acknowledges something quite fundamental. The Internet. doesn't stay open and global and interoperable on its own. It depends on ongoing technical coordination and on the communities that operate secure and evolve the core systems that make up the Internet. And for ICANN the opportunity really is to contribute more fully to this next phase of digital cooperation from a role that's specific and well understood. And ICANN doesn't regulate content or platforms or applications. Our mission is to help ensure the stable and secure operation of the Internet's unique identifier system and recognizing or recognition of the technical community provides an avenue for that expertise in policy discussions without confusing technical coordination with political or regulatory issues. And this is important because many of the goals in the WSIS Plus 20 agenda including access, inclusion, information without barriers depends not only on policy ambition, but technical implementation as well. Connectivity is essential, but it's not enough on its own. People also need to find and create and share information in the languages and scripts they use every day, just as we just heard from my colleague here. And that depends partly on whether internet systems work reliably across all these languages, scripts, and borders. And this is what we call universal acceptance. It's a very good example of this. It ensures that all valid domain names and email addresses works correctly across internet -related or enabled applications and systems, including those that use non -Latin scripts and characters. For a user, that question is really simple. Can I use an email address or domain name in my own language and script, and will it work when I access a service, apply online, or communicate with others? And if the answer is no, then there really is a technical gap that becomes a barrier to participation. This is where ICANN and the broader technical community can help connect the ambition with the implementation. And universal acceptance cannot be solved by policy statements alone. It requires actions by software developers, service providers, governments, businesses, and local communities, supported by awareness, capacity building, and technical experts. We believe that this is where the IGF is an important space for that collaboration, and ICANN's continued contribution to the IGF reflects our support for its role as an open forum where these different stakeholders can work together. The upcoming PB26 will be another important moment to reinforce that digital development depends on an internet that remains stable, secure, and globally interoperable. So for ICANN... ...the opportunity to bring the technical community's contributions more fully into digital cooperation, helping ensure that discussions are informed... by how the internet actually works and what is needed to keep it working for everyone. That's really what we see.
