She articulated a vision of intelligent societies grounded in human values rather than technological sophistication alone, with a clear statement of Tanzania's conviction: partnerships are not merely useful but essential, and it is through partnerships that citizens are kept at the centre of digital development . Crucially, she drew a sharp philosophical distinction between advancement and intelligence, arguing that technology which leaves people behind cannot genuinely be described as intelligent - it is merely advanced . This redefinition of intelligence as inherently inclusive set a moral benchmark that resonated throughout the remainder of the discussion.

Minister Kairuki described how Tanzania's multi-stakeholder approach has produced tangible results in infrastructure deployment. Through partnerships with the Universal Access Fund for Communication and mobile operators in the private sector, Tanzania deployed 2,352 telecommunications towers, bringing digital connectivity to 32 million citizens who had previously been unserved . This infrastructure expansion enabled the rollout of broadband and mobile services, with positive downstream effects on financial inclusion, e-learning, e-health, and e-government . Tanzania also connected 90 per cent of its districts through its national ICT broadband backbone and collaborated with partners including Giga and Connect to link schools and communities . Beyond infrastructure, Minister Kairuki highlighted three further pillars of Tanzania's approach. On skills and innovation, partnerships with universities, development partners, and technology companies are being used to equip local talent and support startups, with the explicit goal of building national capacity so that Tanzania can power its own development without relying on external expertise . On inclusion, she stressed that the voices of women, youth, and the most vulnerable and marginalised communities must be heard through community-driven projects, ensuring that digital solutions address real societal needs rather than imposing technological solutions from above . On trust, she emphasised that data-driven services must be trustworthy, and that Tanzania is investing heavily in cybersecurity, governance frameworks, and a personal data protection commission to ensure that AI and digital services are safe, transparent, fair, and aligned with national values . Tanzania also reinforces its digital sovereignty through multi-stakeholder partnerships and actively engages with the ITU, the African Union, the WSIS action lines, and the Global Digital Compact, aligning national ambitions with continental and international agendas . In her conclusion, she described multi-stakeholder partnerships as the bridge connecting innovation with inclusion and ambition with accountability .

Cyprus: From Principles to Operational Implementation at Scale

Georgios Komodromos, representing Cyprus, built on Tanzania's human-centred framing by addressing the structural challenge of translating principles into practice. He argued that intelligent societies cannot be built by technology alone, nor by government alone, and outlined a model in which each stakeholder brings a distinct and complementary responsibility . Governments set the public interest direction, encompassing trust, inclusion, safety, interoperability, and the protection of rights . The private sector contributes innovation, investment, and the capacity to scale . Academia and research organisations provide evidence, experimentation, and talent . The technical community ensures systems are secure, interoperable, and robust . Civil society keeps the process grounded in the real needs of people .

Komodromos then identified what he described as the critical next phase: moving from principles, strategies, and regulatory frameworks - which remain essential - to implementation at scale . For artificial intelligence specifically, this means moving beyond isolated pilots and ensuring that trustworthy AI is deployed across public services including health, education, mobility, energy, agriculture, and business processes . He was direct in his challenge to the governance community: trustworthy AI should not remain a policy concept but must become a practical capability that improves the daily lives of citizens and the productivity of economies . For small member states such as Cyprus, this also requires attention to enabling conditions - secure connectivity, high-quality data, cloud computing capacity, digital skills, cybersecurity, and trusted digital public infrastructure - which are the foundations upon which AI and digital technologies can be adapted safely and effectively .

Komodromos identified three concrete ways in which multi-stakeholder partnerships can support this transition. First, they can help identify real use cases with measurable public value, shifting the question from how to use AI everywhere to where AI can genuinely improve services, reduce burdens, and support better decisions . Second, they can create trust by design, meaning that users, regulators, technical experts, and affected communities must be involved early in the process, not only after systems have already been deployed . Third, they can enable scale that works, addressing the persistent problem of successful pilots remaining local by developing interoperable solutions, common standards, reusable digital building blocks, and stronger cross-border cooperation . He concluded that the real challenge is not only technological but institutional - building the partnerships, governance models, and trust frameworks that allow innovation to move from ambition to impact .

Bahrain: Joined-Up Regulation in an Always-Online Society

Philip Marnick, representing Bahrain's telecommunications regulator, offered a perspective grounded in the operational realities of governing a society that is already deeply digital. He opened by observing that almost everything people do today is online, making digital society not a future aspiration but a present reality . In this context, he argued, no single regulatory body or global organisation coordinates everything, and making the digital environment work requires collaboration across operators, regulators, builders, local municipalities, and all other relevant actors .

Marnick highlighted a particular challenge that he described as one of the biggest facing regulators: the instinct to treat every new technology as requiring an entirely new regulatory framework, when in most cases digital transformation is simply the digitisation of activities that already exist . He argued that regulators should first ask what was wrong with existing laws and regulations before creating new ones, and should focus on making existing frameworks more efficient rather than multiplying regulatory complexity . This pragmatic perspective was reinforced by his observation that regulation consistently moves too slowly relative to the pace of technological change , creating the risk that different regulatory bodies - for example, a telecommunications regulator and a central bank - might issue conflicting requirements that prevent a single company from operating effectively . The solution, he argued, lies in working across the ecosystem, collaborating, understanding, and being willing to change rapidly as new developments emerge .

Bahrain's approach to human-centricity is anchored in a single central national vision for 2030, which provides coherence and direction for digital policy . Marnick also emphasised the importance of protecting people online, describing initiatives with the Ministry of Education and schools aimed at ensuring people understand digital challenges and that regulators can respond to them effectively . He concluded that in a digital world, connectivity must be everywhere, everything must be online, nobody should be disconnected, and all regulators and civil players involved must be joined up, communicating, and able to react quickly to solve problems .

Mozambique: Progress, Persistent Challenges, and the Meaning of Meaningful Access

Helena Fernandes, representing Mozambique, offered a perspective that combined genuine progress with an honest account of the significant challenges that remain. She framed Mozambique's digital journey as one that has evolved from expanding telecommunications infrastructure to pursuing meaningful digital inclusion, with the objective no longer simply to connect people but to ensure that every citizen can participate fully in the digital economy and society, regardless of where they live . Achieving this requires resilient infrastructure, affordable broadband, inclusive regulation, digital skills, and trusted digital services .

Mozambique has achieved important milestones across several dimensions. Mobile network coverage has expanded significantly, bringing voice and broadband services to most of the population . The main fibre-optic backbone has been extended, strengthening connectivity between provinces and supporting high-speed internet services . The rollout of 3G and 4G networks has made mobile broadband the primary means of internet access for citizens and businesses . Universal access initiatives through the communications regulator and universal access fund have extended connectivity to schools, health centres, public institutions, and underserved communities . Government services are progressively being digitalised to improve efficiency, transparency, and access . Mobile money services have expanded rapidly, improving financial inclusion particularly for people without access to traditional banking . The regulatory environment has also been strengthened to encourage investment, competition, and innovation in the ICT sector .

Despite this progress, Fernandes was candid about the challenges that persist. Rural and remote communities still have limited access to broadband, reflecting a significant rural-urban digital divide . The cost of smartphones, computers, and internet services remains high for most households . Many citizens still lack the digital skills needed to benefit fully from online services . Infrastructure resilience is a particular concern, as cyclones, floods, and other climate-related disasters frequently damage communications infrastructure and disrupt connectivity . Limited and unreliable electricity access in some areas constrains both network expansion and digital service adoption . Gender and social inclusion gaps also remain, with women, girls, persons with disabilities, and other vulnerable groups continuing to face barriers to digital inclusion . Fernandes called for continued investment in extended fibre networks, 5G deployment where appropriate, and improvements to service quality .

The Internet Society: Foundational Principles Must Not Be Abandoned

His answer was unequivocal: before artificial intelligence, before data, before digital services, there must be an internet that is open, globally connected, secure, and trustworthy . Yet approximately 2.2 billion people remain offline . Building intelligent societies without addressing this foundational gap, he warned, risks leaving billions of people behind before they even have the opportunity to participate .

Bekele also cautioned against forgetting why the internet has been such a remarkable platform for innovation. The internet succeeded not because it was designed by any one government or company, but because it evolved through open standards, collaborative technical development, and the multi-stakeholder model, in which governments, the technical community, the private sector, civil society, and academia each played distinct but complementary roles . That openness made it possible for anyone, anywhere, to innovate without first asking for permission . As AI increasingly shapes economies and societies, he argued, the governance community must be careful not to abandon the very principles that made the internet successful .

On the nature of genuine multi-stakeholder partnership, Bekele drew a crucial distinction between consultation and co-design. Genuine partnership, he argued, is not simply about consultation; it means involving all stakeholders, including the technical community, from the very beginning, when problems are being defined and solutions designed, rather than merely asking for comments after decisions have already been made . Better processes, he noted, lead to better policies, stronger implementation, and greater public trust . He framed the post-WSIS Plus 20 moment as an implementation phase in which the choices made today will determine whether AI and digital transformation strengthen an internet that remains open, globally connected, secure, and trustworthy, or whether they gradually weaken the foundations that made innovation possible in the first place . He concluded that intelligent societies will only succeed if they continue to be built on an internet that works for everyone, through expanding meaningful connectivity, protecting the internet's open architecture, and strengthening the multi-stakeholder model .

USCIB: The Private Sector's Role and the Urgency of Adaptive Governance

Whitney Baird of the US Council for International Business (USCIB) brought a private sector perspective that combined empirical urgency with a call for structured, inclusive governance. She opened with striking data to illustrate the unprecedented pace of AI adoption: American companies alone invested more than $335 billion in AI between 2013 and 2023, and more than 5,500 AI companies were launched during that period . Drawing on World Bank data, she noted that fixed-line telephones took nearly 75 years to reach 100 million users globally, mobile phones took 16 years, the internet took seven years, and ChatGPT reached the same milestone in only two months . Her conclusion was direct: the revolution is here and it is moving at pace .

Given this context, Baird argued that rapid technological change demands close collaboration between the private sector and the public sector . As institutions such as the WSIS Forum grapple with governance in this space, she argued that it is absolutely critical that there be a structured means for the private sector to weigh in, and in a way that accounts for the private sector broadly - not only large US companies, but all voices . This is particularly important as the governance community grapples with how to provide a human-centric, interoperable, and accountable system for governing cutting-edge technology . She specifically welcomed the ITU's approach of building in private sector business use cases .

Baird identified several key areas where business can support AI adoption and development: building upon existing AI frameworks to ensure a human-centric and accountable approach to AI governance ; addressing the emerging skills gap and prioritising the closure of the digital divide ; and creating a regulatory environment that supports the global deployment and diffusion of AI systems . She also called for a mechanism to evaluate and continually review governance structures, recognising that AI is not a static technology and will continue to change, potentially at an accelerating rate . She was careful to note, however, that business should not be the only stakeholder in the room - when the term multi-stakeholder is used, it must be meant genuinely, encompassing all voices . She also warned that without proper structures in place, partnerships between the private sector and governments or international organisations risk accusations of company capture or issue capture, which she described as the worst possible outcome . She concluded that building trusted and responsible AI systems will support inclusive digital transformation .

Cross-Cutting Themes and Areas of Convergence

Across all six contributions, several themes emerged with remarkable consistency. The most fundamental was the universal affirmation that no single actor can manage digital transformation alone, and that multi-stakeholder partnerships are not merely desirable but structurally necessary . Every speaker, regardless of their institutional background, endorsed this principle, and several went further to argue that such partnerships must be genuine and structural rather than merely consultative .

A second area of strong convergence was the treatment of connectivity and digital infrastructure as foundational prerequisites rather than optional extras. Tanzania stated explicitly that connectivity is not a privilege for the few but a foundation for all . Cyprus identified secure connectivity and related enabling conditions as the foundations upon which AI can be adapted safely . Bahrain insisted that nobody should be disconnected and that all relevant actors must be joined up . Mozambique described its ongoing efforts to expand coverage while acknowledging persistent gaps . The Internet Society provided the starkest framing, noting that 2.2 billion people remain offline and that intelligent societies risk leaving billions behind if this foundational gap is not addressed .

A third consistent theme was the insistence that digital inclusion must go beyond connectivity to address the needs of the most vulnerable and marginalised groups. Tanzania argued that technology leaving people behind cannot be called intelligent and stressed the importance of community-driven projects for women, youth, and marginalised communities . Cyprus warned against creating new dependencies or new forms of exclusion . Mozambique identified specific barriers facing women, girls, persons with disabilities, and other vulnerable groups . The Internet Society reinforced the risk of building intelligent societies that exclude billions before they can even participate .

Trust emerged as a fourth cross-cutting theme, with speakers agreeing that it must be built into systems by design rather than added as an afterthought. Tanzania described its investments in cybersecurity, data protection, and governance frameworks to ensure AI is safe, transparent, and fair . Cyprus called for trust by design, involving all relevant parties from the outset . Bahrain described cross-sector initiatives to build digital awareness and safety . The Internet Society argued that better processes lead to better policies and greater public trust . USCIB called for building trusted and responsible AI systems as a foundation for inclusive digital transformation .

Analytical Observations: Areas of Differing Emphasis

Whilst the discussion demonstrated a high degree of consensus on core principles, the contributions also revealed some differences in emphasis worth noting. These observations are inferred from the overall shape of the discussion rather than from explicit disagreements between speakers.

The most notable difference in emphasis concerned the relationship between foundational internet connectivity and the development of AI-driven intelligent societies. Bekele explicitly argued that connectivity must come first, warning that 2.2 billion people offline represents a foundational gap that must be addressed before intelligent societies can be built inclusively . Baird, by contrast, focused on the extraordinary and accelerating pace of AI adoption and the urgency of governance frameworks keeping pace with it, without directly addressing the connectivity prerequisite. Kairuki's approach from Tanzania suggested a parallel track, pursuing AI and digital services alongside connectivity expansion .

A second difference in emphasis concerned the appropriate pace and structure of regulation. The session closed with Castex thanking all participants and acknowledging the importance of having all stakeholders around the table, given the fast-changing pace of technologies . He framed the session not as a conclusion but as a starting point, calling on participants to move forward .

The discussion as a whole demonstrated that the multi-stakeholder community has reached a mature shared understanding of the principles underpinning digital governance. All speakers agreed that intelligent societies must be human-centred, inclusive, and built on trusted foundations , and that genuine multi-stakeholder cooperation serves as the essential bridge between technological ambition and equitable, lasting impact. The convergence between business, civil society, the technical community, and government representatives on the need for structural rather than merely consultative multi-stakeholder engagement was particularly significant, reflecting the shared view expressed by multiple speakers that genuine partnership requires all voices to be involved from the outset .

Looking ahead, the key unresolved challenges identified across the discussion include: how to bridge the gap between the rapid pace of AI development and the slower pace of regulatory processes; how to scale successful pilots beyond local contexts through interoperable solutions and common standards; how to prevent company or issue capture in private sector governance engagement; how to address the connectivity gap for the 2.2 billion people still offline; and how to ensure that AI systems can be aligned with diverse national and cultural values whilst maintaining global interoperability. These challenges will need to be addressed concretely in the WSIS Plus 20 implementation phase if the vision of inclusive, human-centred intelligent societies is to be realised.

I'm with AFNIC, the French Internet Registry, and happy to facilitate this talk on shaping intelligent societies and the role of multi -stakeholder partnerships. No single actor can shape the digital society alone. And as a result, cooperation is required across stakeholders, from government to private sector, civil society to technical community and academia, to ensure that the benefits of digital transformation are shared. And this session is aiming at exploring what effective ways digital governance looks like in practice. To do this, we are going to take a tour around the world and, of course, to the world of digital governance. And, of course, meet with the actual stakeholders. So first, I would like to turn to Tanzania. Excellency, I would ask Tanzania to leverage on multi -stakeholder partnerships across government, private sector, civil society, and international organizations to ensure that intelligent societies are not only technologically advanced, but also inclusive, equitable, and responsive to citizens' needs.

First of all, I would like to thank the organizers, but also the co -organizers, for convening this very important conversation that not only reaches to the heart of our shared future, but at least we get an opportunity after the YCIS Plus 2012 to accelerate and examine how far we have reached. We all know that it takes now two decades after the world first gathered. around the vision of an inclusive information society. Now we get an opportunity to meet again, and this time to meet again not only to ask how to connect people, but to see how we can build the societies that are intelligent, but they're not only intelligent, but they still remain human at their core. I would like to start by stating how Tanzania has a plain conviction on this one. We not only see the importance of the intelligent society to build on the technology. For us, we take partnerships very crucial, and we believe through partnerships, this is what keeps our citizens at the center. So you have to be very careful. Rather than just building the intelligent society, you have to make sure at the core of it, the human are at the center. But not only that, for this one, we believe putting the government, the civil societies, the academies, the other institutions, the international partners, if they all pull in the same direction, The transformation will for sure become inclusive and with inclusion it is what it will make it to last. For instance, if you take an area of infrastructure, no one can join an Italian society just outside the network. It is through the partnerships whereby the government can work with other, perhaps like for Tanzania, we are working with UCSF, the Universal Access Fund for Communication. We are also working with our mobile operators private sector. We managed to deploy 2 ,352 telecoms tower, which have been able to reach 32 million, whereby these citizens before were unserved into the digital economy. Through that partnership, we've been able to roll out our broadband. We've been able to fast track the mobile services which have been rolled out, but also a lot of digital. So our financial services now, and you see it's very positive on financial inclusion. but also the e -learning, e -health, e -government, but also the utilization, maximum utilization of our national ICT broadband backbone, which connects 90 % of our district, but also we are connecting as well and collaborating with partners such as Giga, Connect, and we've linked schools and communities. And for us, connectivity is not only a privilege, it is not at all, it's not a privilege for the few, we believe it is a foundation for all. But also we are taking the area of skills and innovation with a partnership with universities, development partners, but also development technology companies. We are using this partnership to equip our talents with skills, to equip our startups and support them and innovators so as to be able to build our own local capacity so that we can power our country with our own talents without using the services and the talents of others. But also we take the area of inclusion as well, we believe is very important. We have to make sure the voices of most groups, be it women, be it youth, be it the most vulnerable communities on the marginalized, through several engagements with them, but also through community driven projects, we ensure that the digital solutions have to address the real societal needs that are their challenges. So we have to see that they really solve the problems that they face economically but also socially within their communities. So we have to make sure that technology not only leaves our people behind, and if it leaves that, that cannot be said as an intelligent technology. Otherwise it will be merely advanced, but it's not intelligent. But fourth is the issue of trust. We have to make sure our data driven services are trustful. Right now the data driven services, they reshape the public life. But we have to make sure AI and the other data -driven services, people trust them. And that is why we are putting a lot of energy to strengthen our cybersecurity, to make sure we have a registration framework and governance, but to also make sure that our personal data protection commission makes sure it protects our people and to work with other partners to make sure that our systems are trustworthy in this one. So for this one, we are also reinforcing our digital sovereignty, and we are using the multi -stakeholder partnerships to ensure that the intelligence saves our people, but to make sure also the intelligence is safe, is trusted, is transparent, but it is fair, and it has to be according to alignment with our own values. And lastly, we all know this does not only stop in our borders. We contribute actively with ITU. but also we have communication and engagement with the AU, but also global frameworks from the YCIS action lines, but also the GDC, but also we align our own national ambitions with other continental and international agendas. And through that way, we believe multi -stakeholder partnerships becomes the bridge that connects innovation with inclusion. Excellency, how can government, industry, the technical community, academia and civil society actually move from principles and pilot projects to trusted deployment at scale so that intelligent society can deliver tangible benefits for citizens while preserving trust, security and inclusion?

Thank you, Lucien, for the question. From Cyprus' perspective, the key point is that intelligent societies cannot be built by technology alone nor by government alone. They require a delivery model where public authorities, industry, academia, the technical community and civil society each bring a distinct responsibility. Governments have the responsibility to set the public interest direction. Trust, inclusion, safety. Interoperability and protection of rights. The private sector brings innovation, investment, and the capacity to scale. Academia and research organizations bring evidence, experimentation, and talent. The technical community ensures that systems are secure, interoperable, and robust. Civil society keeps us grounded in the real needs of people. But cooperation must now become more operational. We have spent many years developing principles, strategies, and regulatory frameworks. These remain essential, but the next phase must be about implementation at scale. For artificial intelligence, this means moving beyond isolated pilots and ensuring that trustworthy AI is deploying public services, health, education, mobility, energy, agriculture, and business processes. Transworthy AI should not remain a policy concept. It must become a practical capability that improves the daily life of citizens and the productivity of our economies. In Cyprus, as in many small member states, this also means focusing on the enabling conditions, secure connectivity, high -quality data, cloud computing capacity, digital skills, cybersecurity, and trusted digital public infrastructure. These are the foundations that allow AI and digital technologies to be adapted safely and effectively. Multi -stateholder partnerships can help in three very concrete ways. First, they can help identify real use cases with measurable public value. The question should not be how do we use AI everywhere, but where can AI genuinely improve services, reduce burdens, and support better decisions. Second, they can help create trust by design. This means involving users, regulators, technical experts, and affected communities early, not only after systems are already deployed. Third, they can help scale that works. Too often, successful pyrons remain local. We need interoperable solutions, common standards, reusable digital built -in blocks, a stronger cross -border cooperation. For Cyprus, the objective is clear. Intelligent societies must be human -centered, inclusive, and resilient. They must support competitiveness, but also social cohesion. They must use technology to empower citizens, not to create new dependencies or new forms of exclusion. So the real challenge is not only technological, it is institutional. It is about building the partnerships, governance models, and technology. We need to build trust frameworks that allow innovation to move from ambition to impact

at the heart of decision making? Good afternoon and thank you very much indeed. We already live in a very digital society. Almost everything we do today is online, whether it's your mobile phone or whether it's some other device. We are a digital society. this means that lots of people need to work together to make it happen no single regulatory body or global organization coordinates everything if i want something to work i need infrastructure as was just said in tanzania i need infrastructure everywhere which requires operators and regulators and builders and everybody the local municipality to work together to enable cell sites and infrastructure to be deployed and built for technology to work i need to work in the new world we're looking at where health is monitored where financial transactions take place where businesses do things in a world that is always online and always secure this requires us to work with the health regulator it requires us to work with the central bank it requires us to work with everybody to make it joined up and to make sure that an individual person using it doesn't have to think about who they have to deal with but can just use the application and make it work for us as we said before human centricity isn't what we do in Bahrain we're quite lucky we have a single central national vision of what we want to achieve by 2030 we know how we're trying to get there we can put plans in place to make that work we try to understand the policy but as the world changes things are constantly changing for me one of the biggest challenges is that every time something else new comes along people want to think about whether we regulate it differently or the same whereas in most attributes most of the things we're trying to do is the digitization of what is already happening so we have to ask ourselves what was wrong with the laws and the regulations we had in place previously to enable the new thing to work if there is something there how do we change it to make it more efficient One of our challenges in regulation is often regulation takes too long to implement. Technology moves too fast. So how do we work right across the ecosystem to put in place the guidelines to make sure that my regulation, the central bank's regulation, don't conflict with each other so the single company trying to do something can't do it because they're stuck with two sets of regulation. This means working together, collaborating, understanding, being willing to change and being willing to change rapidly as new things come along. We also need to think about how we protect people, how we keep people safe. So for us, we've had initiatives working with the Ministry of Education, working with schools to make sure we're actually dealing with those people, to make sure people understand, to make sure we learn what the challenges are and we can respond to them. So for us, in a digital world we live in today, connectivity is important. It needs to be everywhere. Everything needs to be online. Nobody's disconnected. And we need to make sure that all the regulators that are involved and all the civil players that are involved in something, that we're joined up, we talk, we understand, we can react quickly to solve problems.

thank you very much um um first of all uh it's our privilege to join this important discussion on shaping our inclusion digital future on behalf of mozambique i would like to share our journey towards bringing the digital divide a journey that reflects both the progress we have made and the progress we have made in the past and the progress we have made in the future and the challenge that remains For Mozambique, closing the digital divide is not merely about expanding connectivity, it is about creating opportunities for every citizen to participate fully in the digital economy and society, regardless of where they live. Mozambique's digital journey has evolved from expanding telecom infrastructure to pursuing meaningful digital inclusion. Our objective is no longer simply to connect people, but to ensure that every citizen, again, can participate fully in the digital economy. This, of course, requires resilience, infrastructure, affordable broadband, inclusive regulation, digital skills, trusted digital services, and strong infrastructure. This is why we are here today to share our vision and to support the development of a digital digital economy. We are here to share our vision and to support the development of a digital economy. Mozambique has achieved important milestones in expanding digital inclusion. It has increased expansion of mobile connectivity. Mobile network coverage has expanded significantly, bringing voice and broadband service to most of the population. The growth of broadband infrastructure, the main fiber -optical backbone, has expanded, strengthening connectivity between the provinces and supporting high -speed internet services. The rollout of 3G and 4G networks, mobile broadband has become the primary means of internet access for citizens and people. Business. Of course, universal access initiatives through the communication regulator and universal access fund. Connectivity has been extended to schools, health centers, public institutions, and the under -serviced communities. Digital government services. Government is progressively digitalizing public services to improve efficiency, transference, and access. Digital financial inclusion, mobile money services have expanded rapidly, improving financial inclusion, particularly for people without access to traditional banking. Policy and regulation reforms. Mozambique has strengthened the regulatory environment to encourage investment, competition, and innovation in the IC sector. Of course, inside this progress, several important challenges continue. As the rural -urban divide digital divide, many rural and remote communities still have limited access to broadband. Affordability, the cost of smartphones, computers and internet services remain high and mainly households. Digital literacy, many citizens still lack digital skills, need to benefit fully from the online services. Infrastructure resilience, cyclones, floods and other climate related disasters frequently damage communications infrastructure, disturbing connectivity. Electricity access, limited and unreachable electricity in some areas contrains network expansion and digital service adoption. and the gender and the social inclusion, women, girls, persons with disabilities, and the vulnerable groups continue to face barriers and the digital inclusion. Of course, we need investments, continued investment in extended fiber networks, deploy 5G where appropriate, and service improving the service quality. Thank you.

excellency ministers vice ministers distinguished panelists and participants a society's race to build intelligent future around AI and data I think it's worth taking one step back and asking a more fundamental question what makes those futures possible in the first place the answer is the Internet before artificial intelligence before data before digital services there must be an internet that is open, globally connected, secure, and trustworthy. Yet, around 2 .2 billion people are still offline. If we overlook that foundation, we risk building intelligent societies that leave billions of people behind before they even have the opportunity to participate. We also risk forgetting why the internet has been such a remarkable platform for innovation. The internet succeeded not because it was designed by any one government or company, but because it evolved through open standards, collaborative technical development, and the multi -stakeholder model. Governments, the technical community, the private sector, civil society, and academia each played distinct but complementary roles. That openness made it possible for internet to be a platform for innovation. Anyone, anywhere. to innovate without first asking for permission. As AI increasingly shapes our economies and societies, we should be careful not to abandon the very principles that made the Internet successful. Genuine multi -stakeholder partnership is therefore not simply about consultation. It means involving all stakeholders, including the technical community, from the beginning, when problems are being defined and solutions designed and not simply asking for comments when decisions have already been made. Better processes lead to better policies, stronger implementation and greater public trust. Following the WISIS Plus 20 review, we now enter the implementation phase. The choices we make today will determine whether AI and digital transformation strengthen an Internet that remains open, globally connected, secure and trustworthy. or whether they gradually weakened the foundations that made innovation possible in the first place. As an Internet society, we believe intelligent societies will only succeed if they continue to be built on Internet that works for everyone. That means expanding meaningful connectivity, protecting the Internet's open architecture, and strengthening the multistakeholder model that has served the world so well for more than four decades. Because the future of AI ultimately depends on the future of the Internet. Thank you.

The advancement of AI has fragmented the digital policy space with different government, technical organizations, civil society groups, and businesses navigating how to build out AI responsibility and close the digital divide. The need for multistakeholder cooperation is greater than ever. What is business' role in the approach, and what is USCIB doing to strengthen multistakeholder engagement around AI adoption and development?

Merci, Lucien. Thank you very much, and I really appreciate the inputs from all of my fellow members of the panel. So, maybe just… American companies invested more than $335 billion in AI between 2013 and 2023. And more than 5 ,500 AI companies were launched during that period. According to the World Bank, it took nearly 75 years for fixed -line telephones to reach 100 million users globally. Comparatively, mobile phones took 16 years, the Internet only seven years, and chat GBT reached this number in only two months. What I am saying is that the revolution is here and it is moving at pace. So USCIB members include companies all across the digital spectrum, including those at the absolute cutting edge of building AI models. And for us, this rapid technological change calls for a close collaboration between the private sector and the public sector. As institutions like the WSIS Forum and others grapple with. how to pursue governance in this space, we believe it's absolutely critical that there be a structured means for the private sector to weigh in, and in a way that accounts for the private sector broadly. I'm not just speaking just on behalf of U .S. companies, but really all of the voices need to be heard. This is really important at a time of such rapid change, particularly as we grapple again with the idea of how do we provide a human -centric, interoperable, and accountable system for governing this cutting -edge technology. It's important, in fact, critically important that the private sector business use cases be part of the conversation. I would particularly like to note that we really welcome the approach of the ITU, which in fact builds in the private sector business use cases. I think it's a really important thing to do. So building upon existing AI frameworks to ensure that we have a human -centric and accountable approach to AI governance. To address the emerging skills gap and to prioritize closing the digital divide, something that's been noted, I think, by most of the members of the panel. And then creating a regulatory environment that supports global deployment and diffusion of AI systems. And if I could ask for one last thing, which is a means to evaluate and continually review the governance structure because we aren't at a fixed static point. This is a technology that will change and change again and maybe at an increasing level. We think that business engagements, as said in these conversations, are critical for working to have a more trusted, inclusive, global digital transformation and to close the divide. And if I can just say again, I don't think the only stakeholder in the room should be business. We need all of the stakeholders. When we say multi-stakeholder, we mean it. We think that there are opportunities for business and the private sector to support the AI diffusion. Again, what I would ask for as we ask for a structured means for the private sector to weigh into and provide business use cases. I would say, again, when we look at partnerships between the private sector and either international organizations or national governments, again, there need to be structures in place because otherwise there's downside risk for everybody involved and accusations of either company capture or issue capture. And that's really, in many ways, the worst possible outcome to bring needed skills to countries and to individuals who do need this. We think overall building trusted and responsible AI systems will support inclusive digital transformation. Thank you.
