So giving time for people to get their lunch and bring it to their tables. Thank you so much. an interactive session in the beginning and sharing more information on how that's all going to work shortly. But without further ado, I would give a very warm welcome to the Deputy Secretary General of the ITU, Mr. Tomas Laminascus. Thank you for being here.

Thank you for having me, and I agree to join the public announcement. I'm also president of NEEUSA, and I think it's become a tradition for me to open this lunch in the House of Affairs, and there's a financial trip to the House of Affairs, so I'll send food, which you don't need to pay for, so I'll bring you some triple -double, especially on the third day of the conference, and I really appreciate you coming to us. See, of course, WSIS is a bit special, because just after the WSIS Plus 20 review, and I guess the studio is excited about meetings and all that, coming to the review, and sometimes after that... It feels like, okay, but now what? It's a tedious part of implementation, you know? So actually following up through all those commitments, as we'll see, we'll have to do. It was important for us to do that. Of course, standards are playing a big role here. But it was good to have numbers going back where we're coming from. So we're coming from, if you look at the statistics, we're coming from 16 % of people online from 2005, that was 20 years ago, when the second phase was done, to basically three -fourths of the community, 6 billion commanding now online. But still, this job is never finished. It's 2 .2 billion left. And probably will never be finished, because there's always new technology that we need to catch up with. And I think it's always the thing that we need to bring in the room to do it. And of course, it's also not just about connectivity. It's about having reliable, affordable, secure, and then through affordable devices, and with the skills. And that's what we call meaningful. And I think that's what we'll be discussing and unpacking today, how to do that. And of course, we're also going to spend a couple of minutes talking about the that we're seeing in the world. that we're seeing in the world. And I think that's going to be a really, really important topic. And I think that's going to be a really, really important topic. And I think that's going to be a really, really important topic. They are just not kind of technical papers that a lot of engineers are working on. The key instruments reduce costs, increase interoperability, as well as increase investor confidence in digital infrastructure and really spread it around the world. And our colleagues in World Bank describe it as an invisible infrastructure of modern economies, taken to the courts, roads, power grills, but of course also digital infrastructure as well. So I'm really thankful for the great collaboration with IEEE, not only through these wonderful events, but through lunchtime collaboration on standards, including standards. We have this traditional event as well with you in December and also our joint work in Green Digital Action as well, but also in broader connectivity and digital standards as well. Of course, we believe, I think that you believe, and IEEE I imagine also believes, we can only share this. But I hope that those standards, for me, for connectivity, can be used in the future. to bring everyone around the table. So, innovators, academia, civil society, everyone to really build such requirements from them, but also then deliver those requirements into the clear technology implementation as well so and this mean and this is in the end of the day hopefully results in really for further progress meaning for connectivity the standards open us or this for everyone around the world so thanks again you know i guess you're getting some food for that and then we'll convert wonderful energy and privilege in the great conversations and great insight as well so good luck today and looking forward to have the results thanks a lot back to you

Thank you very much, Karen. And it's my distinct honor to be here and to welcome all of you to the Synology Cafe, which, as you heard, is sponsored by the IEEE Fair Association. I'd like to thank Tomas for his remarks and acknowledge the long history that IEEE and ITU have of working together. We value that relationship very much and appreciate the opportunity to participate in WSIS and support the effort here. I'm looking forward to the dialogue here and the discussion, and I hope that it's a very fruitful discussion for you as you meet the parties around the table and share experiences and gain insights based on each other's experience. So a little bit about the IEEE. So the IEEE is the world's largest technical and professional organization with over 500 ,000 members. We're present everywhere. We have members from 190 countries, and we have, as part of the broad IEEE, you're probably familiar with IEEE via its conferences and publications. In addition, there are student chapters, young professional chapters, technical interest groups, technical councils on a wide, wide, wide variety of technical topics. We're focusing here in the ICT space and the deployment of ICT systems to provide meaningful connectivity. I'd like to reinforce our pressure at the recent WSIS renewal program for 2035. That's an important milestone. Based on the statistics that you heard Tomas provide, there is still a lot of work to do. And sometimes the last percentage, you know, the last 25 percent, is not enough. So, we're going to continue to work on that. deploying connectivity to places that are more difficult to reach. In some sense, the first 75 % was the easy part. And now you're talking about rural populations, much more distribution geographically, places that are much better to reach. And so innovative thinking for the physical deployment as well as continued emphasis on the aspects of the access to the Internet that are required in a mind page. We're talking about digital literacy. And we need to understand how to access the Internet and see it properly so that it becomes really a tool for the benefit of human beings and what's in there causes that. So we're outlining both of those. The infrastructure and the additional application layers, the words that allow the Internet to be used. so REE and REE standards provide a foundation for what we call use of the internet and building in essential components by design so for example some of the AI standards deal with ethical use of AI and address design of these ethical principles in a system at the very beginning what I've learned over the years that in addition securely for example needs to be designed at the beginning security is always a moving target because opportunities are commonly to be addressed and so security is essentially a cat and mouse game between there's a significant need to keep systems secure and So there's a tremendous amount of work to be done. I'd like to highlight one standard vote is in the IEEE portfolio. I'm just going to get that all right, but we can get to the real part. It's IEEE 3527 .5. And I apologize for the numbers in the – oh, this is – but 3527. So 35, how are you going to remember 35? How long is this? Okay, 35. And the next number is 27. What's 27? Next year. Okay. 3527 .1, the name of the standard is digital literacy skills and readiness. When we talk about deploying networks to the remaining 25 % of the population, we have to address not just 1 .1 or 2 .0 or 3 .0 or 4. But we need to address digital literacy. And so this particular standard provides a framework to evaluate course material against a set of criteria that define literacy skills and readiness to use systems. So there's been some discussion about, okay, we're going to deploy systems to connect and unconnect at rural populations. And we need to provide additional training on top of this. We've done our opening remarks, and again, thank you to our speakers for that. And now we're going to jump into some table. We're going to go through some of the discussions. So here again, as you can see, we're going to start with the first one. And, Henry, we're talking about meaningful connectivity. We've heard over the years about connectivity, connecting the unconnected, which still is a challenge, and we do need to face that. But then when we're connecting people, what are we connecting them to? You know, we hear privacy, security challenges, literacy issues that we need to address. So that's what we're sort of looking at when we think about meaningful connectivity, affordability as well, security and things of that nature. And now with the Internet and what we're seeing with the new immersive technologies, AI, et cetera, coming on because it enables this digital environment, it's even more critical than ever. So today at your tables, we have table captains that will be helped facilitating the conversations. They'll introduce themselves shortly. And really to take a dive into sort of a series of questions, if we could go to the next slide. I think they're on the next slide. I have a series of questions. Basically to ask about what does that really mean to you, meaningful connectivity? What are barriers and what are also enablers there as well? And how can connectivity evolve to support AI -enabled services, these energy challenges that we're facing? I know we have a very short time, and there's going to be some serious, deep topics that we can spend hours on. But this is really to get your thoughts on the table, to share them. Hopefully you'll walk away with some insights, some partnership ideas, connections that you've made with others at your table, that maybe collectively we can bring into our own respective areas of work and communities and sort of spark some new ideas of how we can address these challenges. So with that, I'm going to hand it right over to the table captains to get everyone started. And if you need anything, by the way, just flag us, and we can hear you. We have a very diverse... people at the table coming from different backgrounds so I will try to convey with a holistic approach to all questions that we had. So first for connectivity actually we have a person coming at the table that did the research on that question. It's very dependent on who is talking because in every context it can have a different meaning, what meaningful connectivity actually means and actually that also reflected the views at our table. So one aspect of meaningful connectivity is that it has to provide skills for learning and if you are connected but not using that connectivity to develop your life and develop yourself that won't be a meaningful connectivity. Also the usability because you can be connected but if you don't have skills how actually to use that connectivity and the tools that would also be meaningless like having a book and not knowing the language like uh like if i will have a book in french and i don't know french language then that's not very meaningful for me um as from all i've been a ukrainian um having no problems in the country neither this connectivity or this knowledge how to use networks the main problem is that our connectivity has been daily destroyed by russia so that's why uh the non -functional activity in that context is being sure that you have that connectivity tomorrow it was excellent yesterday it's been attacked since 2022 so being able to restore that connectivity and providing people with a connectivity that actually saves lives it's also very important Another speaker mentioned the geographical coverage because if you have a country where only big cities are connected, that's also not that meaningful. So you need to make sure that every corner of the country, remote villages are also connected. For that, if you move to the barriers, barriers are...

I'll speed up. So for barriers, you have constant infrastructure, affordability on the country level, affordability for each citizen to be able to have devices to connect. A regulation that can also affect the ability of operators to... Develop networks, availability of energy, especially in this climate crisis, digital skills, but also both on the engineering side, having a local expertise, and also on the citizen side. Also to enable coordination for the engineers, that can be also a barrier. And importantly also absence of data or statistics in the country, so not having an overview about the situation with connectivity. So that's why research is important. It was very much emphasized.

Okay. So also on our table we have different experience and different point of view of connectivity. We had, of course, to define it first, what do we understand with this word. First. It's not in the order of the intervention. First of all, we were saying that nowadays we have more international connectivity, we have more community connectivity with the tools that we have, the social networks, the internet. But in a way, we have less connectivity between generations, between neighbors also. So we have a lot of connectivity and we came to another minus way of connecting with the common people, everyday people. So this is what we see about the barriers, but we were also mentioning that we have to define standards and then to reach some rules. So perhaps for this connectivity, And is it to access to something? Is it what we want to define? You have also the connectivity, which is physical, and the one which is online. And as we just mentioned, the physical one can be a little bit losing towards the online. So we need to put some more standards again to enhance and to improve maybe our life. It's what we expect for connectivity. So the big barriers, we say it's between the generations, geographically speaking also, because you can't speak the same in huge cities like in countryside areas. And also... Developed or non -developed areas, if they have the electricity or not, you can't connect at all these people. thank you

i was gonna get a little bit of a long answer um so i'm not squishing coming up for a side of things the key point that came out at the end was having that connectivity reaching all people everyone a little while also catering for needs of specific vulnerable clusters as well which is important and then it comes down to also the general um pointers of being useful functional rather than secure to a cn so those are the uh and the meaningful terminology and the definition. And going towards the bio -bubble side, one of the key items were of course the backbone of energy supply that enables connectivity which we have been talking about for the last couple of days as well, so which is an important item and then the related equipment and also the younger generation pointed out the meaningful participation of government as well, which should also enable everybody to sort of come together in a defined way. So it was in terms of that one of the steps is in coming back to that, making sure that the minimum sources are available for everyone first and then expanding it to more high -level advanced technology available to people to enable tools like AI to realistically come in. Otherwise, you won't be able to use such tools. So those are sort of the outcomes for the three main areas. Thank you.

Hello, everyone. So we started discussing about meaningful connectivity. So we started with the basics that there should be infrastructure. The infrastructure should reach out to the remotest areas, to the rural population, so that everyone should be connected. But then, again, it should not just be on government data that this much area of the country or the region is connected by 3G, 4G, or 5G or 5O. It should be... So what was important is not just the quantity, but the quality of the connectivity, whether the mobile phones or the computers are able to connect online or not. Then accessibility is also very important, whether people have the devices, whether people have the data to connect or not. So that's why we would like that there should be an ecosystem of affordability, LOP, where the devices should be affordable, the data should be affordable. And eventually, when we get all of this, the most important thing is about culture, about languages. Once a person reaches online, whether they're able to utilize the information available or not, and whether the information is available in the language and the culture, which they understand or not. Then about the key barriers and innumerable. Thank you, Belize. besides all other things which other tables have mentioned the most important thing which we think can be a barrier or eniglor is international cooperation as one of the tables mentioned that Russia or Ukraine issue that Russia might have disrupted the internet lines so international cooperation can lead to more people connected online then once they are connected online once they are connected online the one thing which was also discussed is that there is a very small community of influencers and social media creators who are influencing people so a lot of people are not just coming up with their thoughts, original thoughts it's just people influenced by different people's thoughts and just and amplifying those threats. And lastly, about evolving connectivity in the new age of AI -enabled services and stuff. So energy transition, so yeah, besides obviously focusing on the technology, we should also focus on connectivity. We should also focus on energy, focus on nuclear sources of energy, solar sources of energy so that we don't waste our resources. about AI -enabled services. In the last four years, AI has done a lot. And one big issue which we discussed is that now internet is filled with AI and then it is filled with the data which was generated by AI. So now how new AI models will be trained, we have to focus on that as well. Thank you.

We'll be fine. We'll be fine. The easy part, the better part of being last is like the previous table said. so many good things have already been said. Meaningful connectivity, I'm going to sort of give some words and, you know, talk a bit about it. I mean, my personal big thing is adoption, you know, incentivizing and finding motivating ways for local users to actually, you know, regularly use it. And we talked about in the mining sector, for instance, how important real -time data availability is, and that could serve as an incentive. We also talked about meaningful connectivity in the context of the gender gap and, you know, that not being, you know, I mean, that's been an important part of, you know, closing that gap as part of meaningful connectivity. From a data perspective, you know, operability is something to think about, so it's not just connecting, but you can't share things. And then, yeah, I mean, affordability means, you know, finding that fine line between sometimes even free versus, you know, you know, for pricing. So from the online, I'm also a rapporteur for online connectivity. There were three points I think are interesting. One is meaningful connectivity means proper exchange. The second one was talking about from proximity to partnership, so it's not just being close to a connection, but it's actually, you know, engaging and interacting in that way. And then the last one, I mean, I think it's a good sort of start to have is equity and reciprocal good intention, curiosity, and respect. So I thought that was good. Barriers on the neighbors, the second question to designing connectivity, and the huge key is connecting among stakeholders, whether it's, you know, the builders, the users, the service providers, et cetera. Financing of connectivity. Connectivity is very important, but not just for late. build side of it and the capital investment there, but also from an operating cost and even empowering users and people managing the community or the people managing the network to make sure that that financing is there as well. And there's also having that feedback loop, listening to users. If you don't do that, you're going to have more barriers than enablers. And then the third one about looking forward, I mean, obviously energy diversification is a huge one. Also thinking, anticipating the demands and the needs that are going to go on a grid, even from a, you know, like over -saturating it before or at the same time as you're building. I'm a big fan of looking at more sustainable business models that include, like I said, some free... You know, access or what is it that's... You know, what part of Wi -Fi connectivity is actually... an essential service for humanity. And, you know, it can't just be pay only as you go. And figuring that out, but in a way where there are sustainable revenue streams afterwards. Data validation is also something to talk about, what we've mentioned.
