One of the most important lessons from this initiative, Ilieva explained, was that every media organisation needs a plan covering not only how to broadcast warnings during disasters, but also how to educate communities before disasters happen and how to prepare them during the quiet periods between emergencies . Without such a plan, organisations risk interruption of broadcasting services during emergencies, poor newsroom coordination, inaccurate or inconsistent public information, and ultimately a loss of public trust at precisely the moment when reliable information matters most .

Building on this foundation, UNESCO developed the Model Disaster Preparedness and Response Plan in collaboration with the Asia-Pacific Broadcasting Union in 2024 . The plan is structured around five pillars: securing business continuity to ensure broadcasters remain on air when disaster strikes; coordination with disaster management authorities to ensure timely, accurate, and linguistically appropriate warning messages; editorial policies and preparedness programming, which Ilieva identified as the weakest link for most media organisations ; leaving no one behind, to ensure vulnerable and underserved communities receive life-saving information ; and staff training and continuous preparedness, so that everyone knows their role before a crisis occurs . Implementation of the plan has expanded globally since its launch. Initial activities began in small island developing states across the Pacific, Africa, and the Caribbean, followed by Central America and Southeast Europe . In 2025, implementation expanded across South and Southeast Asia, with 12 media organisations from Bhutan, India, Nepal, Sri Lanka, the Philippines, Thailand, and Vietnam developing or enhancing existing disaster preparedness plans . South Sudan currently employs a wide range of dissemination channels, including direct mobile calls, SMS alerts, social media platforms such as WhatsApp and Facebook, national television, community radio, local leadership networks, physical alarms such as sirens, and mobile radio listening groups where people gather in one place to listen collectively . However, Kamil identified several significant challenges. Language barriers are particularly acute: South Sudan has 64 indigenous languages, meaning that warnings broadcast in English or Arabic do not reach many communities, particularly those outside the capital, Juba . Network coverage is severely limited in rural areas, where many communities depend entirely on radio . Gender inclusivity is also a concern, as women, girls, elderly people, and people with disabilities may not have access to mobile devices .

Kamil also described several innovation and scaling opportunities, including satellite broadcast technologies that can send messages to many recipients simultaneously and bypass network congestion, AI-powered real-time translation, and a mobile application called Alatme that provides real-time alerts in five states . In June, South Sudan conducted a media training programme bringing station managers and news anchors from across the states to raise awareness about alerts and immediate response procedures, in line with WSIS Action Line 9 on media . South Sudan is currently working with ITU to develop a national early warning platform, with progress expected by the following year .

One particularly inventive example Kamil shared was South Sudan's use of influencer voices during the COVID-19 pandemic: audio messages from trusted public figures were played as background messages during phone calls and broadcast across radio stations nationwide, delivering public health guidance with measurable nationwide impact . This demonstrated that trusted voices can be leveraged through broadcast infrastructure even when social media platforms themselves are inaccessible, offering a model that bridges community trust and broadcast reach.

Multi-Channel Strategy, Resilience, and the Limits of Digital Infrastructure

Continuity plans for small radio stations in small places are largely absent, and when disasters cut off operations, these stations - often the last line of communication in remote areas - go silent . She called for lobbying of governments to provide backup structures for the resilience of physical broadcast networks . Salwa Kamil noted that South Sudan addresses this partially through subsidised licence fees for community radio stations , whilst Walid Sami acknowledged the broader financial pressure caused by advertising revenue shifting to online platforms .

The Role of Artificial Intelligence and Emerging Technologies

The final phase of the discussion turned to the potential role of artificial intelligence and emerging technologies in early warning dissemination. Brigitte Perrin, describing her Earth Info Hub initiative - an AI platform trained exclusively on verified scientific sources to provide background knowledge on climate and environment to media - asked how much AI tools, including localised systems not requiring high bandwidth, could contribute to warning distribution in low-connectivity environments .

Walid Sami responded by drawing a clear distinction between AI's supporting role and its limitations as a live alerting tool. He argued that AI currently relies on cloud-based algorithms and that connectivity is a fundamental precondition for receiving live alert information . Local AI can feasibly perform supporting tasks such as real-time language translation , and if it receives information from broadcast channels and processes it, this can assist dissemination . However, he maintained that local AI cannot serve as a suitable source of live alerting if it is not connected to the source of the alert .

This position was directly challenged by an audience member, David Nemanja, who identified himself as co-founder of a company specialising in autonomous AI on devices. He argued that autonomous AI systems running on local devices without internet connectivity are technically feasible, capable of detecting events and transmitting metadata over satellite, broadband, and terrestrial networks . Unfortunately, this could be something that would be more and more accustomed for the years to come, unfortunately, for a long time still. Thank you. Thank you. 51 .6 % of households have red tape. So that's very positive news. But if you look on the right -hand side, you'll see that 40 % of the globalities still do not receive money. So this is an opportunity. So today we're talking about broadcasting your information. Why is it important? Because it's part of a remote channel or a dissemination port. We have all channels, and broadcasts and all should be considered. I can teach you less. It could be a webinar channel for other, like mobile, etc. There's a huge importance for remote communities. I think after a little bit we'll talk about it, the trustworthiness. But at the end of it, it's Now, there's limited use of broadcast media. It's only occasionally used. There's huge opportunity. And there's limited automated use of broadcast media with remote -loading protocol. I can't really talk about it. Thanks. So, because there is an inherent trust in broadcast media, there's inherent coverage. But there are some gaps. Hence, this study was started to see how we can use broadcast media channels for warning dissemination. So, ITU and EBU, we have started the work in March of 2026. We have a draft right now. And we welcome anyone who is interested. To review this document. We will talk a little bit about it. But we offer an opportunity if anyone is interested to review this. first time that we're doing this. And we aim to launch it in December of 2036.

Thank you Karen. So that's, as you see, a very challenging scope that we are looking for in this study, and I think it will be very useful. I remember that the early warning for all action of the United Nations will end the next year, so it's urgent to move ahead on that. And now, I'm just going to stop to that. I'm just going to stop. Now, the Broadcaster is the association of public service broadcasters for television and radio, and we have 112 members in 56 countries. Now, according to the geographical network we have also on the Mediterranean sides, and as you should know, it's also quite distant. Our members have in their mission and remit to inform and cover the events like disasters or crisis or whatever from their own, let's say, mission. However, for the early warning, which is something that is special because it integrates into a certain workflow inside the national, the routing process, some of our members are completely integrated, so they sound the early warning signals. So you know our study is still in the process but we have some preliminary findings that we would like to just share on why this is very important the first point is kind of obvious like the resilience of broadcast media and there are many examples where radio is really a lifeline you know in crisis and you probably can hear a bit of story from South Sudan as well second point is it may be a bit surprising but it's actually widespread and very accessible this media is very widespread for example in Europe radio reaches about 83 % of population and ... people listen for about two hours. So that's a lot of listening time. And even TV. TV reaches about 79 % of population in Europe. Again, viewing time is about three hours, more than three hours in fact. So this is a huge opportunity. Another point is that the barriers to access this is low. It's free. There's little technical knowledge that's needed. Digital literacy as well. So it's easy for people to access this media. The third point is also very important. This is a trusted media for public warnings. In surveys that's been conducted in Europe, in Brazil, in Uganda, legacy media in Europe has very positive net trust values. This is compared to say websites and social media. So it's trusted. It's a trusted media. It's a trusted media. It's a trusted media. It's a trusted media. It's a trusted media. It's the same in Uganda. Uganda, for Uganda, radio is the most trusted source of information as compared to social media. So this is really something that's a plus point. Another very important role is the broadcasters themselves. They play a very important role in promoting awareness, in making sure that the population, the citizens are prepared, whether there's floods, whatever, they have programs, they have talk shows, they create awareness. So this is a very important aspect of broadcasters. Well, another point is about the inclusivity of broadcasting. As you would know, they would have linguistic and cultural aspects. So that means it would reach even the minority, those who are migrant, people who speak regional languages. So they would reach everyone. So this is also a very important aspect of broadcasting media. Thank you. Local and community networks, obviously it reaches the local and community networks and it's targeted to the local area and finally another very important aspect is that there's a regulatory obligation for the broadcasters to broadcast warnings in many countries so this is again an aspect that is very positive and we should take into account as another channel in the multi -channel dissemination.

What I present is rather from the technical and technological side. how technology in India can be efficient in early warning. So we need to understand what is the early warning workflow in a country. The alerts, they depart from or they are triggered by alerting authorities, right? It could be the meteorological, it could be the civil protection, etc. It could be the army. These alerting authorities, they converge or the alerts converge into a national alert aggregator. This is absolutely important in order to give priorities to the alerts and decide the different dissemination channels that are most suitable. Then the alerting authority will send the alerts to the different communications channels. So the first one would be the broadcasters and broadcast network operators, but also to the mobile operators, you know. and to other dissemination channels. So to just start with the last term, the other dissemination channels could be public screens, could be sirens, et cetera, et cetera. The mobile operators, they send the alerts to the mobile phones, and this is quite powerful because it's individual, and there is already a standard called cell broadcast that facilitates this dissemination. But now what is our subject here is broadcasting. So what happens in the broadcasting? The broadcasting chain starts from, of course, the studio, the production of the content, to the broadcasting center where the content is processed before dissemination, and then it is delivered to the different, you know, like operators. So we have the Internet providers, we have the CDNs, we have the satellite operators, and the terrestrial broadcast network operators. Then the content is distributed over the internet The IP television that you all know Which is then received by home TVs and home radio It is also provided to the satellite And here I mention the technologies that are used in satellite Currently the dominating technology is the DVBS, DVBS2, DVBS2X But also in Japan for example and some Asian countries, South Asia ISDBS is used also for satellite broadcasting And these also feed the home TV and the home radio The terrestrial part of distribution includes different parts The DTT, the digital terrestrial television now Of course there is some legacy analog television But it's faded Hangout So the technologies used for digital terrestrial, they are mostly the DVB -T, T2, ATSC in America, the version 1 and version 3, and the ISDBT, and now recently the T3 is out, the DTMB in China, and the advanced one, and other also. And they also feed the home TV and the home radio. But also in some countries, these systems can be received on mobile phones, but provided that the mobile phones include a channel that can receive these systems, which is an obstacle, unfortunately, because the mobile manufacturers, they do not really integrate from start all these systems. All right, so this somehow slows the spread. The radio, we have Of course the FM Which is the oldest technology But it is still dominant You know, radio FM You cannot move it You cannot remove it In fact FM, but also the DAB Plus Mostly in Europe The DRM, Digital Radio Mondial HD Radio And they feed the portable radios And the car radios I forgot to put also An arrow to the home radio As well, of course, but this is evident And recently We have the 5G broadcast Standard, which has been Standardized in 3GPP Which allows the broadcasters To reach the mobile phones Without a specific tuner So the existing chips, starting from Release 16 Can receive broadcasting signals From the transmitters Directly on the smartphones And this is now the Really new aspect On the technological side Now, the alert can be introduced into the content itself, right? By being introduced in the content itself, it will be visible on the existing receivers, or it can be included in the carrier, not with the content. But in that case, the carrier should be receivable by the receivers. And on top of this, we have the technical requirements recommended by the ITU, which is the use of the common alerting protocol to transfer the alerts between the alerting authorities, the aggregator, and the communication channels. Now, what makes one or other of these broadcasting technologies more or less suitable for early warning? We have identified these criteria. The first one is whether the broadcasting technology is receivable on multiple individual devices, because this is... where we can reach directly the individuals or it's only on fixed devices. The second is whether the receiver has the geolocation feature in it because we want to target specific areas. So we need that the receiver has this particularity or feature. The energy autonomy of receiver, you know, in times of crisis, there could be blackouts and a TV channel, a TV set will be unfortunately out of operation. But an FM radio, a smartphone will still work for a few hours and can be charged by a solar system or whatever. Remote wake -up capability of the receiver. To be waked up, we cannot rely only on those who are watching at a certain point of time their TV set to alert them. We need to wake up the receiver. And then the operation readiness. Are the transmitters for this technology available in the market? Are the receivers available? Are they really spread and the people have them? This is an important feature. So these features are developed in the publication that we work on. And the relation between these systems, the technologies, and these features will be developed in the publication. Thank you.

Before I do that, I would like just to briefly share the journey that led to its creation. Media Saving Lives was the initiative that laid the foundation for this publication. Media Saving Lives was... It was a groundbreaking partnership between UNDRR and the World Broadcasting Unions that have... that are covering all parts of the world. And unlike many development projects, this project was designed as a long -term initiative with a goal not simply to deliver training. It was aiming to transform organizational culture. We wanted media organizations to move from reacting to disaster to becoming proactive partners in disaster preparedness and to make preparedness part of their organizational DNA. Over the five years of the life of this initiative, a team of nearly 20 experts with very different profiles and disciplines engaged around 110 media organizations across the Global South and trained over 2 ,000 media professionals. Importantly, we did not train only journalists. We also worked with senior managers and management with technical teams, producers, because at the end of the day, disaster preparedness is everyone's responsibility in the organization. And one of the most important lessons that we learned through this five -year journey was simple. Every media organization needs a plan, not only for how to broadcast warnings during disasters, but also for how to educate communities before disaster happens, how to prepare them in the quiet time between disasters. Yes, why it's needed. With such a plan, media organization avoids risks like interruption of broadcasting service during emergencies, poor news room coordination and crisis decision -making, inaccurate or inconsistent information reaching the public. And all this could lead to loss of public trust when reliable information matters most. This is why when UNESCO approached the Asia -Pacific Broadcasting Union in 2024 to develop a global model, the timing was exactly right. You can see on this slide UNESCO Model Disaster Preparedness and Response Plan, which is a practical step -by -step guide that media organizations can adapt to their own circumstances, size, resources, national context. It is rather than prescribing one solution for all, it provides a quite comprehensive framework. So every broadcaster can... Customize to build organizational resilience. If we move to slide two, this tool is on UNESCO website with some supporting implementation resources and tools as well. So if we move to slide two, why does every media organization need a disaster preparedness and response plan, as you ask? Because it provides two essential safety nets. First, the safety net for the media organization itself by strengthening institutional resilience and ensuring business continuity. And second, the safety net for society, enabling broadcasters to deliver trusted information when people need it most. The model covers many areas. It's quite comprehensive, but the five pillars that are standing out are securing business continuity, so you stay on air when disaster comes, coordination with disaster management authorities, so you can ensure that you disseminate timely, accurate, relevant warning messages in appropriate languages and formats. And, of course, another very important one is editorial policies and preparedness programming. Work in the quiet time, because that is the weakest link for most of the media that we work with. Leaving no one behind is, of course, another pillar that is to ensure vulnerable and undeserved and underserved communities receive life -saving information as well. And staff training and continuous preparedness. So everyone knows their role before a crisis occurs. After all, preparedness cannot be improvised during an emergency. It must be practiced in advance. That's about the plan. And I'm glad to say that the plan is in implementation mode across the globe after it was launched last year. The first activities began in small island developing states across the Pacific, Africa and the Caribbean, followed by Central America and Southeast Europe. This year, implementation has expanded across South and Southeast Asia, led by Asia -Pacific Broadcasting Union, 12 media organizations from Bhutan, India, Nepal, Sri Lanka, the Philippines, Thailand and Vietnam are now developing or enhancing existing disaster preparedness plans. Before outlining what is lying ahead from now on, I would like to show a short video from the first regional workshop. Organized jointly by UNESCO Yes, definitely. This workshop marked the first phase of African Union of Broadcasting's orphanage-wide campaign, building disaster-ready and resilient media across Africa. The program supported six media organizations from Mauritius, Kumaro, Salo, Dome and Principe and Cabo Verde. Thirty senior managers, including representatives from broadcasting regulators, which is very important, conducted institutional risk assessment and developed customized disaster preparedness and response plans using the UNESCO model. As a result, now we have six media organizations in African small island development states with institutional disaster preparedness plans ready for finalization and acceptance of the board and put into practice. building on this success, the program is now expanding to countries affected by conflict and fragility in the Lake Chad basin. The next regional workshop conducted by UNESCO and African Union of Broadcasting will take place in the capital of Chad, on 27-28 July and will bring together media organizations from Cameroon, Chad, Niger and Nigeria. More than 150 participants are expected to attend with five ministries of the government of Chad supporting the initiative and later this year implementation will also continue in Africa, in Madagascar and South Sudan and in Central America. I stop here and just say that the first implementation efforts have shown what is possible and are very encouraging. Now comes the real challenge, how embedding preparedness into the DNA of media organization could be part and parcel of everything so we can reach this 30 % of the population that is not receiving emergency warnings. Thank you. Yes, thank you and good afternoon from South Sudan. I will give country context pertaining to early warning dissemination. All of us, we know that South Sudan is vulnerable to flooding, heat waves, droughts, then disease outbreaks, conflict and displacement. Here, we will come here to why broadcasting is so, so important. If we take broadcasting, we have, for example, FM is a wide coverage, can reach remote communities and also the cost is low. Others can run on solar -powered radios and also the integration of local languages. And then also radio is the most trusted channel for people at the last mile and also fast in delivering the information. The means of dissemination in South Sudan, we have a direct mobile call and then there is SMS alert and then social media, WhatsApp and then Facebook. In WhatsApp, we have so many groups. You can just send a single message. If you send a message into WhatsApp group, then people will disseminate accordingly. And also national television. then also we have traditional and community channels, that's where radio community fall in and also local leadership in charges or most the local leadership can play a role in disseminating the alarm and also the physical alarms like sirens and then the mobile radio listening group people in the rural can just come in one place and then open the radio on the phone and group of people can listen to it but this come with challenges such as the language barriers because South Sudan has 64 indigenous languages that means if we are broadcasting in English or Arabic some other people cannot listen to the message and also the limitation of the network and we have to be very careful and we have to be very careful about the language barriers are not reached up to rural, only in a city like Dugba, the capital city where we have a network. Like some other part of South Sudan, there is no network up to now. People are just depending on the radio. Then there is the gender inclusivity, like women, girls and elderly and people with disabilities that may not have the access to the mobile devices that they can receive a lot through the mobile devices and etc. There is innovation and scaling opportunities, such as the self -broadcast technologies, where we send messages to one to many and then that can bypass the network congestion and also the integration of AI for real -time translation of a lot. In South Sudan, we have one mobile app called that's called Alatme. but it's only working in like five states where you can get a real -time alert. And also the public -private partnership among the national NGOs and MNOs, then us as a regulator, then the solar -powered radio, where we can expand the reach of the community stations in the area without electrical electricity. Last month, beginning of June, we had a media training. That's where we bring the media, the station managers, the news anchor from the states, where we give them an awareness about the alert and how can they act immediately when there is a disaster. This is in line with. Action line number nine. of the WSIS, which is media. With this, I come to an end of my presentation. Thank you so much.

Yes, of course. They're extremely... The same situation is where there is really lack or completely drop out of all systems then. We have only the transmitters, FM radio, DAB, et cetera. But as I have shown, almost all our members, talking from the EBU standpoint, we also broadcast on social media. We also broadcast on IPTV. So if there is information and if the channel is working, they will get it as well. All right? And I think the key thing is the multiple channel because you don't know whether you are reaching all the, let's say, the age classes or genders or whatever. So by multiplying the dissemination channels, you're guaranteed. You're guaranteed a very high rate of reach.

Getting the alerts out is obviously a challenge, but it's only a small part of the challenge. I would say the outcome of interest is, of course, behavioral. And so I guess my question is, do you see different behavioral response to the different channels and methods? Like, do you look at the effectiveness of different channels? Do you get more response by using cell phones versus radio? Like, what really gets people to actually change their behavior or adopt protective behavior, if you know? Thank you.

yes the question if I can just reformulate is how to assess efficiency of the alert warning depending on the channels how to assess this of course one important aspect is the return channel when we have a return channel we can directly know if the message has been received or not and this brings us to a part that is received by mobile phones but it's not guaranteed in the sense that if there is a blackout If the infrastructure or the cellular system is down, you cannot have the return channel. So I think the only way to really ensure this is to multiply the channels, to use all the possible available and resilient infrastructure to send. Because we are talking about one too many. We cannot guarantee the reply. But afterwards, I think, we can assess after the disaster. We can possibly do studies about how has it gone, has it been efficient, etc. So there is no, unfortunately, way to distinguish between one or the other. So the ITU, I think, has... You already mentioned that the way to go is to... multiply the channels. A question about the possibility of decreasing mastering of all technologies. Because now we are complicating the technologies and when there is a problem they fall down and the simple ones they can work. We don't have confidence on it Well, at EBU we try to check the different platforms somehow alive in order to reach maximum audience. I'm Brigitte Perrin I was the Director of Communication for the World Meteorological Organization for the past four or five years and now I launched an initiative that is called the Earth Info Hub this initiative aims at providing scientific knowledge on climate and environment via an AI but that is trained only on verified and reliable sources so I'm not into the business of early warnings per se. We are really working more on the preparedness and the global understanding for the media of what is happening, what may happen in the future, what are the expected consequences. We are bringing together reports from all UN organizations, but also big NGOs and whoever produces reliable and trusted content. My question today is because we are talking about early warnings and how these warnings can make their way to the people, AI is widely used in Africa. Of course, a little bit less. In the regions that have low connectivity, but there are more and more systems, AI systems that are localized, that don't need the Internet to be used. And two days ago, I opened my chat GPT, and it was suggesting me to follow live the World Cup results. And I was pretty surprised because for me, Chad GPT and the AIs were not providing like the immediate information, right? It was not a news source. It was more a background source. So my question here is how much do you expect AI, AI tools, the platform I'm building is really focusing on the background scientific knowledge. But how much can we hope for distribution of the warnings and the knowledge through AIs, maybe localized AIs that don't require the high bandwidth and so on?

Thank you. Eventually, Salwa, if you say something. Well, yes, for the question. AI so far relies on somehow. I believe algorithms that run somewhere in the cloud. All right. So the connectivity is essential. And it's a precondition. You cannot, but you can run locally AIs. For example, for translation, for language translation, et cetera. This is absolutely, absolutely feasible. But when you want to receive direct information live about a world, you need connectivity. So you cannot do it with local AI that is not connected to the source of the alert. I doubt that local AI could be a suitable source of live alerting if it's not connected. Right? Hello everyone, I'm David Nemanja, a co -founder of a company that is specializing in taking AI, Calgary AI models on autonomous devices. So I want to share maybe a bit different view. So we are able to detect all files without connectivity as an autonomous AI. So we have a system and transmit metadata over satellite, through broadband, through GPP -17, which is a standard, through terrestrial networks, through terrestrial availability. So I don't disagree with what you said at the end of the day, you can have some, you would seem to feed the information to the right person. But I just want to share a bit more about the AI. Come to me. or clear statement that autonomous AI or TABAR can't ground autonomous AI as a reality. We're discussing how it can be used to migrate specialized AI systems that are distraught across very large territories, but can be trained.
