Rio has built an integrated urban data infrastructure around its operations centre, combining information on mobility, weather, health, emergency services, and urban infrastructure, and producing its own local meteorological data using sensors, cameras, and risk maps . This infrastructure enables the city to move from reacting to crises to anticipating them .

Rio is also developing a digital twin to simulate water flows and the impact of heavy rainfall, particularly in favelas, with the aim of identifying small, targeted interventions that can prevent flooding, protect homes, and save lives . A key initiative is the Sensible Rio Lab, created through a partnership between the City of Rio, the MIT Sensible Lab, and the Federal University of Rio de Janeiro, which combines urban sensing with citizen-produced data to better understand complex and informal territories and create virtual models supporting policies on housing, infrastructure, environmental protection, and climate adaptation . In public health, Rio has integrated electronic health records and data analysis to identify epidemiological risks of diseases such as tuberculosis, which are closely linked to housing and social vulnerabilities . Barcelona's province - a diverse territory of nearly six million people and 300 municipalities - has deployed a range of operational tools: the Digital Twin Barcelona for simulating mobility flows, air quality, and urban transformation before decisions are implemented; the Centillo platform gathering real-time sensor data to improve urban service management; the SeedMoon system supporting territorial planning for smaller municipalities; smart water management systems for early leak detection; and an intelligent waste management system . De la Varga Mas stressed that the twin transition for Barcelona means combining artificial intelligence, the Internet of Things, and big data with sustainability, circular economy, and climate resilience - not just building smarter cities but better, more sustainable, more inclusive territories . He also raised the concern of technological sovereignty, warning that dependence on external cloud systems and data networks creates strategic risks for public administrations that could affect healthcare, transport, and security .

She noted that despite different cultural backgrounds and starting points, participants shared the same goals, and that international exchange widens perspectives on the obstacles faced in different contexts . She also raised a less obvious benefit of international partnerships: their potential to stabilise long-term smart city projects against disruption caused by political change, noting that this challenge is shared across very different national contexts, including Germany and South Africa .

Octavi de la Varga Mas argued that the challenges cities face - climate change, demographic transitions, water scarcity, mobility patterns, and the ethical use of AI - are shared challenges that no single city, region, or country can address alone . The province of Barcelona participates in networks including UCLG (United Cities and Local Governments), ALDA (the European Association for Local Democracy), and the Global Cities Hub, which enable cities to exchange experiences, identify innovative digital solutions, and adapt them to different territorial realities . He emphasised that these networks help cities move from isolated pilot projects to shared approaches on digital governance, smart territories, climate resilience, citizen participation, and ethical AI . International cooperation also strengthens predictive capacity by enabling cross-territorial data sharing to manage climate-related risks such as droughts, floods, heat waves, and forest fires .

Third - and most structurally significant - the international community should take a strategic approach to supporting cities in building sovereign digital infrastructure and shared open public tools that reduce dependence on proprietary systems controlled by a small number of global companies . Roque warned that many local governments collect large amounts of data while losing control over how it is stored, processed, and used, and called for a network of cities to exchange knowledge, pool expertise, and develop public interest technologies that no city could build alone .

Oulad offered a complementary but distinct set of priorities, grounded in the perspective of mid-sized cities. He stressed that mid-sized cities - where the demographic centre of gravity of the world's population lies - do not always have their place in the room during either the design or implementation phases of international programmes, and that this must change . He called for funding to be directed towards the governance layer and institutional capacity building, not only physical infrastructure such as pipes, optical fibres, and sensors, arguing that without the financial capacity to strengthen human capital, cities cannot master technology and AI . He also proposed his redistribution test as a universal evaluative framework for all technological implementations , and noted that mid-sized cities offer particular advantages in making spatial inequalities visible, since under-equipped neighbourhoods are closer to city centres and harder to ignore . He concluded that the future of the twin transition is most certainly in mid-sized cities, pointing to the limits of mega-cities demonstrated by recent heat waves and flooding events - including a vivid personal account of being stranded in London during a heat wave and overnight flooding that brought the city's transport network to a standstill .

The UPU's Reflections on Shared Concerns

Somasundram, responding to the city representatives' contributions, noted that the concerns expressed - governance, inclusion and equity, public value, and data in the service of citizens - are the same concerns that underpin much of the UPU's work, and that shared concerns at both global and local levels mean that better channels for dialogue need to be created . He also highlighted the UPU's promotion of a whole-of-government approach in its technical assistance work, which involves bringing a broader range of stakeholders - including local governments - around the table, and acknowledged that local government engagement is often necessary when licensing and location issues arise in relation to post offices .

UN Habitat's Closing Contribution

Anacláudia Rossbach, Under-Secretary-General and Executive Director of UN Habitat, joined the panel to offer a concluding perspective connecting the bottom-up and top-down dimensions of the discussion . She noted that multi-level governance - participatory multi-level governance - is a critical means of implementation in UN Habitat's strategic plan . She described how cities are increasingly engaging in global agendas, including the High-Level Political Forum and the COPs, recognising that decisions made by member states at the global level have direct implications for them, and that they are finding solutions that can orient global policy directions . She cited the Pact for the Future, which required the Secretary-General to present ways for cities and local and regional governments to have stronger participation within the UN .

Rossbach underscored the urgency of climate adaptation, noting that cities are on the front line and must adapt every day - illustrating this with the example of record-breaking rains at the opening of the World Urban Forum in Baku, where it rained 400 times the annual average in a single day, forcing an overnight change of venue . She noted that UN Habitat, together with the Office of the Special Envoy (ODET), organised a session in Baku bringing cities together, and is planning further points of encounter with cities. She argued that technology and AI can be a game changer for cities only if the inclusion and skills needed are in place, and noted that gaps in electricity and internet access remain significant barriers .

Most strikingly, Rossbach highlighted that approximately one billion people are not on the map - absent from urban data systems - and that these are the most excluded, the most vulnerable, and the most impacted by climate events . She also referenced the scale of homelessness - approximately 300 million people - as another dimension of urban exclusion from data systems. She argued that the first concern must be to ensure that data includes different voices and perspectives so that AI can work equitably . She noted that language represents an additional barrier to equitable AI systems, alongside connectivity and skills gaps. She illustrated the problem of data bias with the example of women's movement in cities: urban mobility planning based solely on data from ride-hailing services cannot capture the full reality of how women move, or fail to move, due to safety concerns and financial constraints .

On UN Habitat's operational work, Rossbach described the organisation's role within "UN for cities," a UN system group co-chaired with ITU and other UN agencies, which has been developing people-centred, human rights-centred smart city guidelines . She highlighted long-standing partnerships with Rio de Janeiro on mapping informal settlements and connecting communities to social services - work carried out in partnership with UNOSAT, which provides satellite imagery both for mapping informal settlements and for assessing damages . She confirmed a planned gathering in Barcelona towards the end of the year to share approaches on smart cities and resilience , and described work in Ukraine with 11 cities - where satellite imagery and AI are being used to help mayors assess war damage and establish recovery priorities - as well as work in Namibia and Central America . She extended an open invitation to Rio de Janeiro to deepen collaboration and use its experience as a model for other cities .

However, meaningful divergences also emerged. Oulad's explicit argument that governance - not technology - is the truly scalable factor offered a counterpoint to the more tool-focused presentation of Lassmann, though de la Varga Mas also addressed governance, democratic values, and human rights extensively in his contribution . I would like to thank the ITU to give us the floor to bring in the stakeholder group, the local and regional governments, because our goal at the Global Cities Hub is to link the local and the global level to animate a discussion between the local leaders and leaders of international organizations. And today we have chosen the topic of the twin transition to see how local and regional governments can use digitalization to help both the digital development but also the environmental challenges that we are facing in the global environment. Thank you, Karen, for joining us. Zakaria Ulad, Councillor of Agadir and Vice President of CNDP, Commissioner for Morocco. Tatiana Roque, Deputy the Councillor for Science, Technology and Innovation in the city of Rio de Janeiro and Octavi de la Varga Mas, Director of International Affairs from the city from the Provincial Council of Barcelona and last but not least on my right Director for Policy Regulation and Markets of the International Bureau of the Universal Postal Union Siva Somasundram Thank you for your presence here with us So let me start the discussion with the following structure starting from the global and then going to the local starting with you Director Somasundram Tell us what are the local impacts of global agreements and what are the impacts and standards regarding the twin transition and how local successes can inspire cooperation between the UPU and local and regional governments who are represented here.

Thank you very much, Andreas, and a very good morning to all of you, excellencies, colleagues, and friends. And I want to thank the Global Cities Hub for bringing together this very important dialogue, which doesn't occur very often, but it's an important dialogue that underscores the objective of the work that we all do, which is really about supporting citizens and making sure that citizens are serviced in a way that they wish to have done. And the question that you ask is really a very important one because ultimately, as I said, the global standards and all the work that we do as international organizations, it's about making it useful to people. on the ground. When talking about the twin transition at the UPU, we are typically focused on not dealing with these transitions in their own right, but more from the perspective of how both of these transitions can support citizens. And the postal sector, and for those of you who are not aware what the Universal Postal Union is, it's a specialised agency of the UN. We support 192 member states in the development of policies and treaty frameworks that allow for the exchange of international mail, which, as you know, it's no longer just letters, but parcels, packets, financial services, and so on and so forth. So it does play a very critical role in terms of communication and the exchange of goods. But having said that, what's really interesting and it's really the asset of this, the Universal Postal Union, is the fact that we have... approximately 650 ,000 post offices spread across the world in each and every country and these post offices are in the far reaches of each nation state and that infrastructure, that physical infrastructure allows us to provide a whole range of services from digital services, physical services in terms of delivery and very importantly in a lot of countries public service, public services and it's this reach that we see playing out in terms of the support that the postal network gives to the twin transition. So let's take for example the promotion of digital transformation, digital access and so on and so forth. The UPU does a very regular annual survey my apologies not an annual survey but we do a regular benchmarking exercise. And some of the statistics that I'll talk to today is based on that benchmark. For example, in more than 70 % of our member states, posts offer e -commerce services that support the economic inclusion of medium, small and medium enterprises. In Indonesia, for example, post offices host collaboration centers that provide MSMEs high -speed Internet and dedicated space to participate in online and social selling. So in many ways, this is also an objective of local governments. They are seeking to promote their traders. And the postal network can play a critical role in that access to the Internet. Let's take financial services. Posts in nearly 58 % of our member states offer digital financial services. India Post, for example, provides doorstep banking services through its delivery staff, especially for women. And communities that are typically do not have access to digital money. to such commercial banking services. E -government services, another really critical part, be it local government or at a federal level where you have federal institutions. In 51 % of our member states, the POS is somewhere or other providing e -government services. And then if you switch over to the green transition, you might be very surprised to hear the role that the POS can actually play in terms of the practical tools for climate resilience, environmental monitoring, and service continuity that POS play in many countries. Again, to give you some examples, in France, La POS through Geopatis has used its postal vehicles and local sites equipped with fixed and mobile sensors to monitor air quality in real time, giving municipalities, more granular data, for public decision -making, which is a very interesting concept and doesn't really come to mind straight up. In Switzerland, SwissPorsche has worked with Sparrow Analytics to equip postal vehicles with environmental sensors that collect street -level air quality data. So again, this shows how a physical network can actually assist governments both at a federal or a local level to get environmental data that actually helps with decision -making in terms of climate resilience and climate mitigation. All in all, Andres, the point I'm making is this. International organizations like the UPU, through its support of the postal network, plays a very critical role in supporting the objectives

Thank you very much. And thank you for this concluding sentence with really music to my ear. But I also noted your point on the access to digital services, for example, financial services, because we heard at the opening session from the PGA herself that it is a new basic need for everything, including human rights, for example. And you talked about public services and you talked about very concrete examples. So let's continue on the example side. And let me turn to you, Zakaria, and you, Karen, one after the other, if I may. What are the promising scalable solutions and realistic deliverables by smart cities on climate -related challenges you see in your daily work? Karen?
Karen Lassmann
Thank you. So good morning to everyone. Thank you for having the chance. I'm going to advance to talk from a perspective. of a German city about smart city solutions. The federal government of Germany developed a huge program which is called Model Project Smart Cities. And it's a program that started in 2019 and it ends next year. And all the German cities, no matter what size, could apply to be part of that program and to be financially funded to develop smart city solutions. So Berlin is one of those cities. And we had the chance with extra money and with an extra room, which is the more important thing for public servants, to develop ideas on smart city goals. For instance, in Berlin, we developed a so -called blue -green infrastructure. planner, which is a combined tool to plan, as the name says, blue and green infrastructure, because the climate changes we're facing, the obstacles we're facing, is more heat, less water, and we have to make our cities ready for that solution. By the time Berlin was planned, we didn't have a problem with water. I mean, why would we do? We have long periods of dryness, and when the water comes, we have flooding. So this tool we developed within the program helps us to make the city ready for the climate change. And this is just one small example. There is other examples. One I would like to mention is with the help of drones and the usage of... AI, you can identify... problems in woods. So yes, there's a lot of concrete solutions that we develop.
Zakaria Oulad
Thank you. Thank you, Karen. Thank you, Andres. Good morning, everyone. So I'd like to share a few thoughts about what we've done in Agadir. Agadir is a mid -sized city in Morocco, located between the Atlantic Ocean and the Atlas Mountains, in one of the most severely hit areas in the world with heat waves, water stress, floodings as well, which are some of the contradictions of climate change. And Agadir is a mid -sized city, about half a million citizens, residents. And this is exactly what most of the world's cities look like, cities between 100 ,000 residents and 1 million residents. So these are also cities that can propose realistic and scalable solutions for most of the world's population. something that we've done that bridges the twin transition between digital transition and sustainable transition is what we call our integrated data platform we try to avoid using the word digital twin as it became really a hype and everything and nothing is digital is digital twin this is a platform in a sense that brings data from everything that we do in the city from environmental perspective water management lighting management financial revenues for the city and so on based on sensors which pretty much every city in the world almost has but also more regular data sources like excel files information systems and so on and in a nutshell it gives a dashboard that manages that helps us to to manage every resource that we have in the city it is very basic but it is very powerful because it goes back to the essence of what digital is technology is there to enable us to empower our cities and some of the results that we got for instance are moving from two square meters of green space per residence to ten square meters, so multiplied by five in five years, thanks to the better water management system, but also, to be honest, thanks to recycling grey water. Agadir is a city that recycles 100 % of its grey water and uses it for irrigation. And it is supported by a policy, a policy that prevents, that makes it forbidden to irrigate public green spaces with drinking water. We also doubled our revenues for the city over five years, thanks again to this digital monitoring, without increasing taxes. So just thriving towards fiscal equity. And imagine for a city anywhere in the world, whether it is in Colombia or in Côte d 'Ivoire or in Vietnam, what it means to double revenues from an investment capacity perspective, from an operational costs perspective. So these are things that are really important to us. I think what scales, Andres here is more the governance tool rather than the technology, because technology is available everywhere. anyone can buy technology it's also becoming cheaper and cheaper even though it does not assist us to go towards equity necessarily so this is why it's really about governance and spatial governance and how do we make sure that technology does not just reproduce what was there before technology with its inequalities and invisibilizing some people but how can we use technology to strengthen equity and to thrive towards a more sustainable approach to everyone and also and the last point here is about measuring what we call the public value or the social value of these data platforms because otherwise a platform is just there to serve the ones that are already served and to strengthen the performance and to improve the performance whereas platforms should not be there to only improve performance but also to ensure equity and to make sure that those that are invisible become visible through the platform and this is exactly what governance is important for.

Thank you very much. Thank you both of you for these very examples. I'm very happy that you emphasized on one hand the goals of the city, what it wants to achieve, and on the other side the importance of governance because I think year after year this panel serves as a kind of conscious for the discussion to make understand that technology is great in itself, but the most important is to translate it to impact on the ground. And your example on environmental issues, for example, that's something we learn very quickly, that climate change is a big concept, but floods and droughts and irrigation is the issue we have to change on the ground. Let me continue with you, Tatjana and Octavi, if I may ask the same question to you.,
Tatiana Roque
Thank you and good morning. The main question we face in Rio de Janeiro is how the twin transition can help reduce inequalities and improve public services, particularly in our most vulnerable communities. And one good example is climate adaptation. As you said, we experience climate change in local cities as floods, extreme heat, and so on. And Rio has built an integrated urban data infrastructure around its operations center, bringing together information on mobility, weather, health, emergency services, and urban infrastructure. We produce our own local meteorological data and use sensors, cameras, and risk maps to measure the impact of climate change on our communities. to monitor extreme weather and coordinate responses. This enables the city to move from reacting to crisis to anticipating them. We are also developing a digital twin to simulate water flows and the impact of heavy rainfall, particularly in vulnerable communities as favelas. This tool can help us identify where small, targeted interventions may prevent flooding, protect homes, and save lives. A key initiative is the Sensible Rio Lab, created through a partnership between the City of Rio, the MIT Sensible Lab, and the Federal University of Rio de Janeiro. The laboratory combines urban sensing with data produced by the citizens to better understand complex and informal territories, particularly in favelas. We then create virtual models to support policies in housing, infrastructure, environmental protection, and climate adaptation. Public health is another example. Since the COVID crisis, we have integrated electronic health records and data analysis, allowing the city to identify epidemiological risks of diseases, for instance, like tuberculosis, that are closely linked to housing and social vulnerabilities. By organizing this information in a city data lake, we give more targeted and rapid responses to crisis. Our ongoing challenge is to continue transforming data into better public decisions. To ensure that these technologies serve citizens, we need public governance of data, transparency, and community participation. Digital twins can also become a means of involving communities in difficult public decisions, enable residents to identify problems, evaluate alternatives, and help to design solutions. Our ambition is not merely to build a smarter Rio, but a more resilient, sustainable, and fair city, where digital twins can be used to create a better world for all. Digital capacity strengthens public awareness and participation. both of which are essential to addressing today's democratic challenges.
Octavi de la Varga Mas
Thank you very much. I must say I'm not Maria Eugenia Guy. Mrs. Guy was supposed to be here, but yesterday an unexpected incident took place in her district as for her to stay in Barcelona. That's the life of local elected leaders. So she requested me to speak on behalf of her and to read the speech that she had prepared for this interesting session. I must say that we are more or less, regardless of the size of our cities and municipalities, Agadir, Rio de Janeiro, Berlin, listening to you, and now the province of Barcelona, we share the same concerns about governance, inequalities, and cohesion. And that's, I think, the sense of the speech of Mrs. Guy. She says that for the province of Barcelona, digital transformation is not only a technological change, it's a deeply democratic social and political issue. The digital revolution is reshaping how we live, how we work, and how we relate to one another. But it's also challenging the very foundations of our democracy, our economies, and our social cohesion. It is at the same time a promise of progress and a potential source of inequality, exclusion, disinformation and control. And that's precisely why public institutions, like the province of Barcelona, must play a leading role. Digital transformation cannot be left to chance. It must be guided, governed and aligned with the public interest. We are not talking about the future. We are talking about a reality that is already transforming how we govern, as I've said. In a territory like the province of Barcelona, which is a territory which is diverse, densely populated, home to nearly 6 million people and 300 level municipalities, combining complex urban environments with high -value natural areas, these tools are especially relevant. They help us to respond to very concrete challenges like mobility, water management in times of drought, forest fire prevention and adaptation to the impacts of climate change. And this is not theoretical. We already have real operational projects, like the Digital Twin Barcelona, which allows how to stimulate mobility flows, air quality and urban transformation. before decisions are implemented, the Centillo platform, which gathers real -time data from sensors to improve the management of urban services, what we call the SeedMoon system, which supports territorial planning and is especially valuable for smaller municipalities, smart water management systems enabling early leak detection and more efficient use of scarce sources, and an intelligent waste management system improving efficiency while reducing environmental impact. These projects turn data into knowledge and knowledge into better decisions for citizens, and this brings us to a key concept, the twin transition. There is a growing recognition internationally of the need to localize the twin transition, that is, to translate global digital and environmental goals into concrete, actionable strategies that reflect local realities. For the province of Barcelona, the twin transition means combining the digital transition, which involves, for us, artificial intelligence, and the digital transition, which involves artificial intelligence, the Internet of Things, and big data. and secondly the green transition for us is interconnected which is linked to sustainability, circular economy and climate resilience it's not just about building smaller cities but to build better territories more sustainable, more inclusive and more focused on people from our territory we want to continue leading this transformation but doing so in a way that is inclusive ethical and deeply human our transformation grounded in algorithmic fairness, digital equity and the firm defense of human rights as our guiding compacts because technology must not be only efficient it must also be fair, transparent and accountable and this requires something fundamental bringing technology into the public debate artificial intelligence supercomputing, robotics and big data are already part of our daily lives therefore they must also be part of our collective decisions, our public policies and our democratic conversations at the same time we must be aware of a growing challenge the technological sovereignty and the dependence on external infrastructures like cloud systems and data networks for public administrations create strategic risks for our digital sovereignty a failure in these systems could affect public administration healthcare, transformation and security at the head of our competencies as local governments and all this brings to final questions two fundamental questions first one, how do we guarantee citizen rights in the digital age the answer is clear by putting rights at the center with strong data protection introducing privacy by design ensuring transparency and preventing algorithmic bias and the second question are we ready for this transformation and here the answer depends on one key factor people we must invest in the training and capabilities of public sector professionals and officers in data and artificial intelligence in ethical and responsible data governance in advanced digital tools and in ensuring that all municipalities large and small in the development of the digital age in the development of the digital age in the development of the digital age and the digital age and the digital age and the digital age is a key factor in the development of the digital age because without people there is no transformation. Thank you very much, Octavi and Tatiana. It is really good to hear that this issue of people -centered approach and putting the citizens in the center of technology development echoes from the opening session to our session here. But we are here in Geneva. We are here at the VASIS. Next door is the AI for Good. Yesterday it was the global dialogue on AI governance. So I would like to bring in the question of international cooperation as well and ask you, Karen, and then Octavi, how can international cooperation help identify digital solutions which help navigate social complexity and manage environmental uncertainty at the same time?
Karen Lassmann
Thank you. Thank you. Thanks for the question. I guess the international exchange always helps. So personally, I had the chance to be part of the expert working group to develop people -centered smart city guidelines. And we were a group of 31 people from all over the world who were working together for a period of a couple of months to develop those guidelines. And it was interesting for me to see as in other international dialogues that actually the people that were there from all the different cultural backgrounds had the same goals. But where they came from was a different situation. So it is always good to see and to widen the angle for everyone itself what are the obstacles in other cultures. Like in Germany, we are trying to work on... public money, public code. But, of course, in a country where digital tools are at a different stage, you might not have the opportunity to work under the same goal. So I think it is very valuable. The international expertise, the international examples of tools of solutions should not only be inspiring. And what I found interesting with, for instance, people from South Africa I was talking to is how do we set up projects that are stable without being canceled because of political change is something that is not only a problem in Germany, but, for instance, also also in South Africa. So we were talking about adding an international part of projects might be helpful to bring stability into long-term projects which are needed to build smart cities. So, yes, as you see, I might keep talking. I think the international perspective and the international exchange is very, very valuable.
Octavi de la Varga Mas
For us, for the province of Barcelona, I think that international cooperation is essential because, as I said, the challenges we face today do not stop at the administrative or national borders. Climate change, demographic transitions, water scarcity, mobility patterns, the ethical use of artificial intelligence are shared challenges that require shared solutions. No city, region, or country has all the answers. So, through international cooperation, we can learn from each other, from each other's successes and failures. data, methodologies, and governance models, and accelerate innovation while reducing risk and cost. The province of Barcelona takes part in an array of networks of local governments. We can highlight, for example, UCLG, United Cities and Local Governments. There we work in the Commission for Smart Cities. We work together with, as well, we are part of ALDA, the European Association for Local Democracy. There we are part of a hub which is about citizens, artificial intelligence, and governance. And also we are part of a global cities hub. We also create spaces for dialogue, dialogue for exchanges. And I think these networks allow all local governments, especially us, to exchange experiences, identify innovative digital solutions, and adapt them to different territorial realities. They also help us move from isolated pilot projects to shared approaches on topics such as digital governance, smart territories, climate resilience, citizen participation, and ethical artificial intelligence, as said before. Through these international platforms, we can better understand how digital twins, big data, and emerging technologies can be used to create new technologies and technologies for the future. And how these new technologies are being used around the world to address complex social and environmental challenges. and just to see just as importantly these networks have helped us build common narratives and it is also very important to build common narratives in the current context and international context technology alone is not enough we need shared values common principles and collective vision that places people democracy and sustainability at the center of digital transformation international cooperation also strengthens our capacity to anticipate uncertainty by sharing knowledge and data across territories we can develop better predictive models improve risk management and respond more efficiently to climate related events such as droughts floods or heat waves or forest fires.

Thank you very much and thank you for these examples which were in my understanding more examples of horizontal cooperation and sharing knowledge and expertise which is very important and therefore I kept my favorite question to you Tatiana and Zakaria because here in the audience there are several representatives of members states and international organizations. So tell us what you think the international community as a whole including the local, the national and the international level could do more or better or differently to help local and regional governments in this realm.
Tatiana Roque
So I think the international community should do three things differently to better support local governments. First, it should involve cities much earlier in the design of international programs. Local governments are often invited only after priorities, indicators and funding mechanisms have already been defined. But cities are where climate risks, social inequalities and digital transformation become concrete. So we need to participate not only as implementers but also as co -designers of global strategies. Second, international support must become more accessible and better adapted to local realities. Financing is frequently designed for national governments rather than cities. We, therefore, need simple mechanisms and direct access to international funds, especially to support the long -term institutional capacity of local governments. Third, and this is even more important in times of AI and the concentration of technological power, the international community should take a much more strategic approach to cooperation among cities for the development of sovereign digital infrastructure and shared technological tools. This goes beyond interoperability. We need to build open public tools that reduce dependence on proprietary systems and prevent cities from being locked into solutions controlled by a small number of global companies. Today, many local governments collect large amounts of data while losing control over how this data is stored, processed, and used. This implies that the international community should take a much more strategic approach to cooperation among cities The goal should be to create a network of cities through cooperation, exchanging knowledge, pooling expertise, and developing public interest technologies that no city could build alone. By doing so, we can strengthen the capacity of local governments to govern their own data. Briefly, the international community can best support cities by trusting them as political actors, financing collaborative institutions, and helping them to build technologically sovereign solutions.
Zakaria Oulad
Yeah, thank you. Again, I will try to bring a different perspective, which is the mid -sized cities perspective, and I agree with everything that has been said, and also the province of Barcelona confirmed that we face the same challenges. But I must confess that even though we face the same challenges, we don't face them the same way, because mid -sized cities and smaller cities don't have the same capacity, the same financial capacity, the same technical capacity. And they don't get always their place in the room. So I think the first thing that we might want to change is to make sure that mid -sized cities always have also their place in the room during not only the design phase but also the implementation phase. They have very meaningful feedback also to give and specific experiences. And when you look at the demographic center of gravity in the world, it is really in mid -sized cities. That's where most of the world population live. I think that we also need to fund the governance layer. It's very easy to get money for infrastructures, for pipes, for optic fibers, for sensors, not so much for governance, for institutional capacity. And as it has been said this morning, one of the conditions to be able to master technology and AI is the human capital. So how can you do that if you don't have the capacity, the financial capacity, to strengthen the competencies and skills of your human capital? Again, especially as a mid -sized city. Thank you. And again, one last thing maybe that we should add is a test that I propose, which is the test between reproduction and redistribution. Whatever it is that we implement from a technological perspective, does it reproduce the reality that already exists and improves performance, but with the existing reality? Or is it something that will help us redistribute properly and thrive towards spatial equity? I think this is very important. Agadir is a very dynamic city. We are part of the UN Habitat Quality of Life Initiative since day one. We've participated as experts in building the index. We are also experts with the World Economic Forum for the Innovation Toolkit. We intervene with many international organizations. But we had to push our way. So it's not very easy for cities like us to have their place in the room. I think one of the positive aspects that we bring also to the discussion is that that rather than talking about KPIs and measurement tools as they are, it's really about measuring the distribution again and thinking about this spatial equity. Because in a big city, it's very easy to serve lots of people, but forgetting many, many others. In a smaller city, it's much more visible because the under -equipped neighborhoods are much closer also to the city center. And I think that the future of the planet, the future of the twin transition is most certainly in mid -sized cities. And we saw today the limit of mega cities with heat waves, with mobility. I was 10 days ago in London during that heat wave and the flooding during the night and metros that stopped and a huge traffic jam in the city. We couldn't get to the airport. It was really a nightmare like in those Hollywood movies. So I think that we should give mid -sized cities a bigger room because probably that's a huge potential for humanity. Thank you, Andres.

Thank you very much. And I took note of, your points. both of you and I think it's very very important to include local and regional governments from the very beginning in any policy making processes we are working very hard to work with member states and international organizations to open up the space and we see very good examples perhaps the decision making intergovernmental processes will remain member states based but the policy making part is more and more open. I think the capacity building of governance, as you said, of the human part of the governance is very, very important. And of course, financing always comes back at every step of the process. I acknowledge Ms. Anna-Claudia Rosbach, Executive Director of UNHabitat. Thank you very much for joining us. But before I give you the floor for your remarks, I turn to the director if he has any comments or remarks on what you heard from our local and regional government representatives on the international cooperation.

Thanks very much, Andreas. And I must say that I learned a lot, some very important insights to take away in terms of how we might approach things going forward. Just two things, though, which I think underscore the dialogue that we've just had. One is the concerns expressed in terms of the issues that cities focus on. And I had a list of them written out in my notes. One is governance. How do you ensure inclusion and equity? How do you ensure public value in the services that are provided? And how do you ensure data that is generated in the work that we do is actually in the better service of the citizen? Now, all of these concerns, all while essentially the concerns that a lot of international organizations are also grappling with, at least in the case of the Universal Postal Union, these concerns underpin a lot of the work that we do. And therefore, the fact that we've got shared concerns, whether it's at a global level, at an international level, in an international organization, compared to a city, it just means that we need to create channels by which those dialogues occur more productively. The second thing I would say is when we engage with our member states, particularly when it comes to projects on the ground in terms of technical assistance or initiatives in support of our member states' policy objectives, we invariably always promote a whole -of -government approach, which means that it's not just getting the usual stakeholders around the table. but also other stakeholders who may be critical in different ways to the success of the project. And I think a very important piece would, of course, be local government. And although we deal with the sector as a whole, we do often find ourselves having to talk to local government where licensing issues, location issues crop up in terms of where post offices are situated and so on. Again, it's about recognizing that there are shared concerns, be it at the international or at the local level, creating the channels by which that dialogue occurs. And for us, at least from our perspective, a whole government approach to some of these issues is critical. Thank you.

Ed, to conclude our discussion, you heard some remarks from the bottom up, some remarks from top down. If you could conclude by sharing with us some parts of the work of UN Habitat, some tools or practices you work on and offer to local and regional governments or you offer to work with local and regional governments in UN Habitat, but also more broadly in the UN system if you wish, from there or from the podium.

Thank you so much, Andras. Good morning to all of you. Thank you for inviting us to be here and to share our viewpoints and perspectives. This discussion is at the core of our work, of course, but perhaps the meeting point and really our role is where you just mentioned the connection between the bottom up and the top down. This is where we are, I think. If we look at our strategic plan now, UN Habitat, you see that multi -level governance, participatory multi -level governance is a critical mean of implementation of our work. But yesterday, in my short intervention, I was mentioning the importance of engaging cities in all these discussions that we are having here about digital transformation, about AI, and so on. I think this is part of a major process where cities are more and more engaging in the global agendas, in the global discussions, right? Take the high -level political forum. Take the... The cops and being really willing to engage because they realize what's being decided by member states at the global level has direct implications. Also, they realized that they are finding solutions that can orient policies and the whole global agenda's directions, right? This is where on the pact for the future, the Secretary General was required to present ways where cities, local and regional governments could have a stronger participation within the UN. And several spaces were recognized in this report, such as the conferences that I mentioned, but also the World Urban Forum that we just had in Baku, in Azerbaijan. When it refers to climate, it's critical, you know, it's evident that cities are on the front line. And what was just explained, what happened in London happened also. When we opened our World Urban Forum in Baku, we had like record -breaking rains. it rained in one day 400 times the annual average. And this was just the day before the opening that was planned for 6 ,000 people, and we literally needed to change overnight the venue and accommodate. And I hope everybody, you know, left this opening with the sense that, okay, it is what it is and satisfied with the outcomes. But just to say we have to adapt every day right now, right, in cities of all sizes and cities that are there on the front line. Cities are implementing nature -based solutions. Cities are now embedding more and more environmental action, climate concerns into their master plans. Cities are developing more and more, you know, climate, dedicated climate action. Plan or heat plans and, you know, strategic plans to address the issues that they face. And, of course, we believe that technology, that the digital solutions that we have, that AI can be a game changer for cities only if we have the inclusion that we need and, of course, the skills that we need. I was just watching the opening in the other room when the vice president of Microsoft was saying, look, we still don't have electricity. We don't have 100 % access to electricity. We don't have access to 100 % Internet. These are gaps that are there. And if we look at our mandate and the things that concerns us, we still have a lot of people that are out of the data. That are out of the maps. We can talk about homelessness, 300 million people. We can talk about informal settlements. We have the secretary from Rio de Janeiro here. who has been championing, you know, getting information and evolving over time, including them in the mapping systems of the city, and over time embedding more and more technology to address the challenges of informal settlements. We had the honor to work together, several fronts, and thank you for hosting us in Rio, UN Habitant. But they are not on the map. We're talking about one billion people that are not on the map. And these are the most excluded, the most vulnerable, the most, you know, the ones that are mostly impacted if there is a climate event, if there is a disaster, they are the ones. So I think the first concern is really make sure that we have the data and we have the different voices and the different perspectives. You know, in the system so that AI can work, right? We can also talk about language. But starting with putting people on the map and starting having the different perspectives. If we look at the past data, for example, in cities, they might not reflect what's the real dynamic, right? I always think about women and how women move in cities and how they are afraid to move in many cities and how they could move if they understand the cities are safer for them, right? So we cannot plan urban mobility, for example, how it will unfold in the future, only based on data from, let's say, Uber, because women might not take, either because they don't have money or they are afraid or things like that. Or they don't use public transportation because they are afraid of using certain routes in public transportation. So we have to consider that the perspectives that... and the voices that are not there, that are not being heard. So from our end, what we are doing, since you asked it, we have been developing our approach on technology, on digital transformation, on smart cities. We have started a couple of years ago. And right now, we are part of the UN system, a group that deals with cities, UN for cities, together co -chairing with ITU and other UN agencies. And we have been developing a set of guidelines and directions on how to implement people -centered, human rights -centered smart cities approach. This is ongoing work. This is being developed. This has been a process with experts, with member states, and so on, so that we have, you know, some more clear guidance and recommendations on that. So this is a very important work stream. I mentioned the World Urban Forum. In the World Urban Forum, we also gathered, you know, a group of cities that are concerned, that are innovating, using technology, and so on. And I think it's important that we find spaces like today where we bring cities together. We bring their voices, their aspirations, their ideas. So together with ODET, the Office of the Special Envoy, we did this session in Baku, and we are planning to have, you know, points of encounter. with cities like today so that we can work. On a more operational level, because we do have a role in terms of providing technical assistance to cities and member states, I mentioned Rio de Janeiro, where we have long, long -standing partnerships with working with communities there, gathering information, making sure that the social services are connected, that they are embedded in the maps and upscaling technology, and using that learning also to be shared with other cities. And I hope, Tatiana, that we can use more in the future. This is an invitation, open now. But also with other cities, with the city of Barcelona, where we have been working on developing strategies for resilience. and dealing with informal settlements and housing. And we are going to be in Barcelona towards the end of the year together with the UN agencies and sharing our approach on smart cities. So we hope to work with all these cities also to get this, to improve our convening power. But we are working in places like Namibia, like Central America, supporting the process of mapping informal settlements, working with the census, statistics office, but also national governments connecting. Exactly what you're talking about, Andres, connecting the work that we're doing with cities, with national governments and statistics. And also on recovery, we are working in Ukraine, for example, with 11 cities. And using satellite, you know, imagery, AI, we can help mayors to assess the damages, but also to establish priorities. So these two mainstreams I mentioned, two illustrations, these are actually the areas where we are concentrating our work, working together with the UN. I forgot to mention the partnership with UNOSAT, who is providing actually the imagery for mapping the informal settlements, but also assessing the damages. So looking at recovery, looking at including the ones who are not there, and using the same technologies to make sure that they are part of these global systems and bringing the voices of the cities to the stage.
