It's incredible professionals in the digital era, and that has been asking one of the most important digital questions of our age. How do we really make technology serve people, serve development, serve trust, and the dignity of society that they transform? A little bit about me. I'm here today representing my home country, the Republic of Lebanon. My name is Tiffany Saade, and I'm here in my capacity. I'm here today as an advisor on AI governance and cybersecurity policy to the Lebanese Ministry of Information Technology and Artificial Intelligence of Lebanon. And today's session is a bit atypical from what you've seen before Because it's not really a panel or a discussion between several panelists It's more of a call to action It's more of a message that I am delivering on behalf of Lebanon And on behalf of a country that has suffered humanitarian crisis, financial crisis And a lot of different bottlenecks But is trying to ignite its own digital transformation today And what does that mean when a country that has faced so many seismic waves Is finally ready to stand up and say that Lebanon is online We are on the AI map And what do we learn from emerging countries within the space That are now starting to be included within the AI wave So for those of you who don't know Lebanon Lebanon has a lot of technology And Lebanon has always faced the sea For centuries, the sea has brought Lebanon movements to the shore It has brought trade, it has brought language, migration, culture, risk as well And it brought the world back to Lebanon in return The sea has never only been generous or beautiful It has also been unpredictable, dangerous, risky It opened routes, but it also brings storms It connects civilization to the world But it also exposes those who are unprepared And today, for Lebanese people, artificial intelligence feels like another kind of sea It's vast, it's fast -moving, it's unstable But it's also full of extraordinary and disruptive opportunities But real danger as well And no country in the world can pretend That it's not a sea That it will be able to face the sea alone And face it in the same way Some countries today like China, like the US, like the EU Are building some of the largest ships Some are racing to dominate the sea Some are trying to control the ports And some are bearing the risks and the vulnerabilities That are being carried far beyond their own shores They are paying the price for it But for Lebanon the question is very different For Lebanon we are not the largest ship in the AI wave And we are not pretending that we command the sea But at least we are building something that is equally or more important even Within this movement of the AI era we are building the lighthouse A lighthouse doesn't stop the sea And it doesn't fear the movement It doesn't close the coastline It doesn't reject the shifts And this is exactly the position that Lebanon is in today Let me tell you more about it Today at the Ministry of Information Technology and Artificial Intelligence Which is the first in its kind in the history of Lebanon We are building that lighthouse That for us represents technology and innovation Lebanon is thinking about AI governance not as fear Not as delay Not as bureaucracy Not as a break on innovation But as this light from the lighthouse That makes responsible innovation possible and sustainable Because in the age of AI we are seeing this today No matter how big, small, underdeveloped Or mature in the technology life cycle is Every single country is facing the sea The real question is, will we face it in the darkness, or will we build this lighthouse, this responsibility that Lebanon is building, to navigate it properly? So, contrary to what a lot of people might think, for Lebanon, AI is not something that's new. It's not simply a new technology. It's not just a chatbot interface that citizens connect with. It's not just a model, an algorithm, or a productivity tool. It's much more than that. AI for Lebanon is a test of national capability. It's about us testing whether our institutions can modernize, whether our public services can become more responsive and personalized to our citizens, whether our data can be organized and protected and secured properly. Whether cybersecurity can evolve responsibly and with the speed that it requires from bad actors. And whether young people, the youth, can imagine a future at home where they can build companies, where they can reconnect with meaningful contributions to the motherland. This is exactly what AI is for Lebanon, moving beyond the technology layer. And this is exactly why I'm here today in Geneva and this conversation matters so deeply. This is exactly why we started this work in Lebanon. Because AI will not enter as a neutral object floating in our sea. It will actually enter our public sector as they are, our schools as they are, our hospitals as they are, our homes as they are. And when AI enters any system in any country, it doesn't just automate it. It reshapes it. It magnifies it. So the work that we're doing today is not just about integration of technology. It's about making sure that the foundations into which AI will integrate and magnify are solid, are robust, are transparent, and are responsible. And this is exactly what brings me back to the metaphor of the lighthouse. We might not have the biggest ships, we might not have enough compute, but we are building this lighthouse, this clarity that the Lebanese people and the region needs as well as it navigates AI. So you might ask, what are some of the questions that us as a ministry are asking ourselves? We're not asking ourselves whether to use GPT 5 .5 or DeepSeek or Cloud. We're asking questions. We're asking questions that are deeper than that. So for us, the first question cannot be about how do we sprinkle and use AI everywhere. The main question actually is how we build these foundations that will allow AI to play its role by strengthening institutions, by earning the trust of people, and by bringing back the brains, the Lebanese brains that have left. The minister always talks about turning brain drain into brain gain and giving Lebanon greater sovereignty and agency over its own digital future. This for us is the definition of a lighthouse. This is the architecture of the lighthouse. It's the governance, the infrastructure, the legal framework, the cyber security, the talent, the investment, the institutional discipline, and the public trust that we're trying to gather. Because for AI to matter in Lebanon, it must earn its rightful place. It must earn its rightful place into the everyday life and the everyday struggle of the Lebanese citizens. it must show up for example where ministries are trying to see across fragmented information where citizens are waiting for services for months and months on end that they are not receiving where data exists but is not treated as a protected national asset is not secure it's not private where cyber risk is evolving faster than a future that can be built at home these are exactly the layers that we are grappling with about how to make AI part of the solution of the citizens pain points how to meet our institutions and our citizens in the middle where they are today because they've struggled enough so you might ask us well what's the point of actually jumping on the AI wave you are late we've heard this a lot we've heard this in our conversations with different stakeholders I understand why this question is asked but let me clarify something we're not the country with the largest compute clusters that's true we will never be maybe the giants when it comes to foundation models but we are not late we are strategically late and the word strategic is very very important here and it applies to a lot of countries around the world who have actually taken strategic lateness to the AI wave as a discipline to observe and learn from other trends and from countries who have done it before them before they start their first move to learn before they copy and to ask whether the path that they've taken by others is actually the path that we want to take and I think that's a very important point we're strategically late because we don't have the foundations, we're building them as we go in order to have digital sovereignty that's steady and digital sovereignty that is durable as well now strategically late also comes with constraints and it comes with risk and this is why we are investing in four layers today in Lebanon the first one is talent and the first one is education because in any country around the world that wants to retain its technology sector notably Lebanon having the human capital to lead the human capital to develop the human capital to deploy is the most important asset and the most important investment we will ever make and this is exactly what the ministry has been preaching for building national programs around AI helping youth learn how to use the technology helping the startup ecosystem that's very young but brilliant in Lebanon be able to multiply and stay within the country. And that brings me to the second point, investment. How do we make Lebanon and a country like Lebanon that is strategically late a homegrown base for investment in technology, for investment in small AI solutions that are as impactful? But how do we secure these investments, these infrastructures? And this is where I have a colleague here, Mr. Shver, who's been instrumental as well in helping us in the ministry shape our cybersecurity laws, our AI laws, the way we view data security and data privacy. And all this work is not pretty work, but it's foundational work to make sure that we have the engines that we need to make sure that we have the engines that we need in order to move fast with innovation, but move securely as well. so obviously I don't want this to be a monologue or a speech but I want to start the session by giving you a 30 ,000 feet of why a country that has lost so much and that doesn't have the basics has actually succeeded in jump -starting its own native AI innovation and actually the answer isn't technology it's people it's citizens it's the Lebanese leaders and it's because we want to do it in a human -centric way and human -centric is the most important word out of all of this so I'm going to pause here I'd love for us maybe to have a bit more of a discussion roundtable about a lot of countries who are trying to start their AI innovation who are strategically late like Lebanon who maybe do not have the resources or are struggling and have several buttons and I'll see you in the next one until next time maybe we can have a bit of a discussion of the role of institutions the role of youth as well I see a lot of youth in the room and kind of jump starting that innovation because I'm one of you I'm a youth as well and I think having every single person have a seat at the table whether it's countries whether it's citizens or whether it's people from all walks of life that's what makes AI global and that's what makes a movement global thank you so I'm going to start with the first question feel free to unmute your mic if you want to intervene and maybe before you intervene if you can give us your name and where you're from what drives you to this panel. So yeah speaking about countries lacking statistically in terms of AI I think that's also an issue for us so I wanted to address one of the last points you mentioned that I really liked it's about the people to actually get it started it's about the people it's not about the resources and everything if you have the right people you can always get started but then I want to ask you a question in the direction of brain drain because Tunisia suffers from that so does Lebanon so do many countries I've studied at EPFL in Lausanne there's hundreds of Lebanese there hundreds of Tunisians and I was wondering is that something that you are trying to directly like approach tackle are you also thinking about how to attract these people that left convince them to come back is there some strategy in that direction and how does that look like from the side of Lebanon

Thank you Saif for your question nice to meet you yes, obviously it's a multi it's a long run vision but we're starting in a piecemeal approach with the ministry I can tell you about two different things that we're doing, one is on the education side and the other one is on the investment side so on the education side we developed, my peers at the ministry developed a program called NUMU NUMU is an educational program, AI education program that spans across Lebanon and that actually engages students in schools but also in university in developing their AI skills with certifications from renowned vendors across Microsoft, Google etc, but also by helping them develop some projects or some initiatives in collaboration with the public sector in Lebanon to solve specific pain points. So what we're doing with NUMU is twofold. It's obviously upskilling, but you also have the part of you as a young person can actually make an impact in your country through technology, and here's how you do it. And we're doing this through hackathons. So hackathons across universities, we're partnering with them, and it's an initiative called Code for Lebanon that we kind of jump -started. My colleague Noor at the ministry is leading this work. And I think this is extremely important work because here you are kind of focusing on the brain game and trying to retain the talent in Lebanon. Now, the other part is the investment part. The ministry launched the Lebanese Angel Investor Network, which basically brings together the expats of Lebanon that are across the world, that are doing brilliant things, extremely successful at their work. to invest and create a fund of funds for Lebanese startups. Why? Because we know that a lot of Lebanese founders have incredible ideas, but unfortunately they are forced to leave the country in order to develop those ideas. So by having this kind of network, we're trying to retain the talent to stay in Lebanon and to build their solutions and invest in them in a way that's sustainable. So, you know, obviously it's a long way to go, but these are kind of the two engines we are working on as well. Thanks for your question.

Hello. Yeah, is this working? Okay, thank you. Hi, thank you very much for your presentation. My name is Idonis Itzudo, or ID for short. I work for the British government. I lead the UK's digital access program. I work in Nigeria, so I work out of Lagos. And the digital access program is UK's flagship digital development, digital intervention program with partner countries. and so we deliver in Latin America, Southeast Asia and across Africa, multiple countries in the region I've been listening to the points you've made around AI and my quick reflection is that which is particularly a lesson from Nigeria is that AI governance cannot be isolated from the broader digital development for example, skills that you made things around infrastructure, digital identity, data so to situate AI alone in isolation from these things in terms of governance, it's going to be challenging especially around cyber security and capabilities around these sort of things so implementation is not just about drafting these policies for example but looking at how do we implement these policies building the institutions that are capable of taking these policies forward into the delivery perspective. So one area where the UK, for example, one area where the UK has been particularly influential and doing more is moving from compliance -based cyber security frameworks, for example, towards a more resilience -based governance. And it's the reason why we partner with countries to see how emerging digital, which is the point of this session, emerging digital states can adopt this sort of mature frameworks proportionately, rather than just pick here and drop here. So context -based adoption of some of these mature frameworks into delivering better on AI and moving away specifically from just policies, drafting in elaborate policies around this, but the delivery agenda, which must be situated into the grander, the broader digital ecosystem that includes all of the points I've mentioned, data, identity, infrastructure, cyber security and capabilities within institutions. Nice to meet you. Thank you for your point. And this is exactly why I was saying we're strategically late, right? Strategically is because one of the things that we've reflected on and we've learned from looking at experiences of other countries who have already jump -started their AI innovation is that you cannot take it as a cookie -cutter, stand -alone element. It's something that's so interconnected. Like you said, it's about digital ID. It's about infrastructure. It's about the security layer, the talent, the investment layer as well. But it's also about how do we build the incentives to make sure that policies are not just paper that get dusted on the shelf but that have an implementation that is robust, the institution to implement those, but also the accountability frameworks to be able to implement those. And then, of course, for any emerging state in the AI wave, how do we make sure that the policies or the frameworks that we write are not just paper that gets dusted on the shelf are not just paper that get dusted on the shelf are not just paper that get dusted on the shelf are secure enough but not restrictive to allow for innovation to be pushed in a way that's quick, but that's also kind of mindful and responsible. Hi, I'm Carolyn. I'm from the UK. I'm an independent consultant, but I've worked until recently for the Global Cyber Security Capacity Center at the University of Oxford. The center was funded for over 10 years by the UK government, including the FCDO and the LASER, the Laboratory of AI Security Research. And in that context, the center developed a prototype, a national AI cybersecurity readiness metric. The prototype is publicly available, and I really recommend looking at this document. Thank you. It gives countries a tool to understand what capabilities and capacities are potentially required to be cybersecurity ready in terms of AI. I say potentially because the center gathered evidence just now and they did consultations in Mexico, South Africa, Cyprus, Mongolia, Australia, and Singapore and several roundtables with experts. And the overall picture is, yeah, there is knowledge about how countries can become ready for AI security, but there's not enough evidence, not enough knowledge. What steps should be taken? So it's an ongoing research and knowledge of body still has to be developed. But I can encourage everyone to have a look at this document and use it as a... tool for discussions, as a tool for self -assessment. Everyone can contact the center if anyone wants to get more insights on this. And because I think it's something we're probably most representative at the moment right now because it's got input from different regions and countries from different levels of development including EU member states etc Thank you

I have one comment that emerging digital states often adopt ambitious national strategies or cyber laws modeled on European or U .S. frameworks. I agreed with Ms. Nadeela from Lebanon. Enforcement agencies, regulators and judiciary may lack technical staff. Budgets are training to interpret and apply them. The gap is not the law. It is the plumbing. So now my question is on digital divide. If AI governance requires citizens to report harms online, what about populations with low connectivity on the trade? Thank you.

Thank you so much for your question. So there are kind of two points that I'd like to make based on what you've asked. I think the first one is about, you said, importing frameworks from the U .S., the EU, et cetera, and the problem is about the plumbing. And sometimes the technical elements are not reflected in the policies. So this is definitely a very valid point. And the way we were trying to remediate this in Lebanon is by actually having people who are very technically fluent and technically savvy within our team and who are able to translate complex and technical elements within cybersecurity, AI, machine learning, et cetera, into legal terms and policy terms that are accessible and viable by everyone. So that's the first point. The second point on the digital divide. is we do have that problem in Lebanon where there are rural areas that have spotty Internet connection, rural areas that sometimes are kind of left behind when it comes to the digitalization. But these are the communities that we actually work with and start with when it comes to the ministry. So I was talking about our AI training program, NUMU. NUMU, today NUMU runs in the north, in the south, everywhere in Lebanon, especially in these areas where, you know, it's difficult to get that connection or infrastructure is dire. So for us as a ministry, the vision for AI in Lebanon is one that covers every single citizen, whether it's an elderly or a young person living anywhere in the location, geographic location within Lebanon. So this for us. This means that we've done a holistic strategy for Lebanon. And, of course, as you said, a lot of countries adopt AI strategies that, you know, might be too ambitious. Something that we are trying to do is have a North Star, so have your 10 -year kind of dream plan of what AI would be like in Lebanon, but have concrete steps that you can take as a nation, keeping in mind the constraints, the financial constraints, the political constraints, et cetera, to get there slowly but surely. Now I want to ask how can the government translate these complex national cyber security frameworks into localized accessible digital literacy and defense programs that will equip the rural women and girls. You understand? Because as you are building on the framework, if you put it and you do not balance the equity, you still have more of the other gender, the male gender. But as you are putting on the priority, the framework, you encourage those women, not just on the community, urban, but the rural area, the girls, you empower them that it's not only for the male gender, it's not only for the male, but the women are also involved. And this will help them, help the agency also, all of them, to navigate safely using the Imagine AI economy. Thank you.

It's a really important question, and one that's actually very dear to me. I'll respond in my personal capacity here on this one. I think, you know, also speaking from my personal experience, having equity or parity within the field is extremely, extremely important. Not just equity, but also having equal opportunities for, you know, women, for men, et cetera. So I think you also have two parts in your question. The first one is about, you know, how to bring the very complex concepts of AI, cybersecurity from a national policy to something that's digestible by communities. And this is where two things are really important. One is a national awareness campaign. And if done right, it can actually help citizens, whether they are young, whether they're old, whether, you know, anywhere they are in the country. Really grasp why they are included. and why this actually is important to them for them to understand, right, when it comes to cybersecurity. Because, for example, with cyber, a lot of it is, well, you know, I'm not going to get attacked, right? You get attacked and then you wake up. It's very reactive. So how do we actually leverage a national awareness campaign to change that behavior, for the behavior to be more proactive when it comes to cyber risk, for example? The second one is what we're working on is trying to include AI and digital transformation thinking and concepts into curriculum, into programs from K to 12, trying to equip, you know, young girls, even boys with the skills that they need, the technical skills and the technical fluency that they need, right? Now, the focus on women and here speaking on my personal capacity is really important because I'm a woman. You know, I would think of like women in technology programs where you can have young girls at a young age learn how to code, learn how to build, for example, vibe code or tools on themselves, understand how they can as well have a seat at the table when it comes to these discussions in youth policy forums, for example, in tech policy as well. That's a personal passion of mine. So I'm really happy that you raised that. And it's a mission, I think, that we need to keep working towards. Thank you so much for your question So we'll start by the SDG one So for us in the ministry Everything we do, as I said, is human -centric So we think about technology Not something separate from the citizen But actually something that will uplift and magnify Human lives, human value But also, you know, human surroundings Whether it's the environment Whether it's the systems that they use, etc So of course, we're not a funding arm But when we look to work and collaborate With local startups or even researchers, etc We always look for that social impact layer Like I said, whether it's environmental Whether it's in the healthcare sector Whether it's to help citizens facilitate their processes And it's also the ethos of the ministry, right? Because when I, as a ministry Am trying to build AI And I'm trying to build AI I don't know, to help a specific ministry do their paperwork faster or digitalize, I am de facto responding to one of the SDGs or several ones because I'm making the life of my citizen easier. I'm making the process of getting bureaucracy done faster. So, yes, of course, it's a no -brainer for us, and this is why we are here, right? On the second question, the first one actually you said, on environment, look, it's a really important concern. I will be honest with you, we are not there yet. We are still trying to digitalize institutions that have been operating on paper for the last 100 and 200 years, right? But this is something we really need to think about. It's something that, of course, is on our mind. We really care about making sure that it's not just sustainable in terms of security, but it's sustainable in terms of environment. But, you know, we're not building data centers or running compute yet to the point where we are not able to do that. hello Eli, it's great to see a fellow Lebanese youth Lebanese in the room it's a big ambitious word. Now, I can tell you yes, but it won't be grounded with evidence, right? I hope so. I know that we will be able to contribute, not lead, but contribute to that. That we're already doing. Today, there's the Arab League that is working on AI strategy and AI work. And through our ministry, we are already contributing to that. So, we have a seat at the table. Now, in order to lead, you need to do the inner work. The inner work is the national work that we are doing in Lebanon. You cannot just lead as a slogan. You have to lead with things to back you up. And this is what we're doing. We're trying, for us, leading is being able to secure AI for our citizens and for Lebanon. And then when we're in this position and we have our strategy and we started moving forward, then we can share our learnings and move forward with the region. But, you know, we're also in advantage because we are learning from the Gulf and from, you know, countries around us in the region that, you know, are more advanced than us and have been on this journey for longer than us. And I think it's a privilege to have this blank page sometimes because you're able to write anything on it, right? But I hope one day Lebanon will lead regionally and maybe one day globally. But what matters is that Lebanon is online and Lebanon is on the map and you need to start somewhere. So we're starting nationally to hopefully then lead regionally. Inshallah.

Yes. Okay. Hello. My name is Krishna. I'm from the United Nations Internet Governance Forum Secretariat. Although I'm speaking now in my capacity as a member of the United Nations Internet Governance Forum Secretariat, I'm also a young engineer from Indonesia. And... Yeah, I want to comment on like the brain drain. Indonesia does invest a lot in education. They send hundreds and maybe thousands of students with scholarships every year. We hope that, actually with a contract, that they will dedicate years of their life to then work in Indonesia and help build infrastructure in Indonesia. This does conflict with some problem, especially when we send students with scholarship abroad. They have to go back in Indonesia and they face the problem of finding work, especially when advanced tech sector is not really built. Now, in the case of AI, of course, because in Indonesia there's no like huge AI companies, most of the implementation of AI is not as AI research. Probably there will be AI implementation. They help in automation in companies. I have friends who are even pharmacists, actually, where their company is asking them to use AI and help innovate in their company. company. But of course because we don't have the infrastructure for now, we are still reliant on external AI companies as the provider and of course it will be a problem for digital sovereignty, right? As we take the, as we try to automate jobs, we reduce the jobs for other people, we take that money to pay AI companies abroad which is also a security risk as we become more reliant on it. And, yeah, so I do feel like for digital sovereignty, it is needed for a region if, of course small companies, small countries cannot facilitate their own AI companies, but at least at a regional local level to have their own AI companies that at least in the same values as their neighbors.

Digital sovereignty You raised one of the terms That we discuss the most in Lebanon And that we want to reach But we're not there yet as well So look, there's a lot of overlap Between what you said and the concerns That we have as well for Lebanon Let's put the reality as it is We don't have our own open AI And anthropic, etc We have people who want to come back But the market is not as appealing Or attractive as in the Silicon Valley For example, so we lose that talent Now, the way we're working Towards digital sovereignty Is by starting small And I can give you an example Of one initiative that we're doing At the ministry Is we want to build our own Local, native Lebanese LLM It's not a foundation model That we will build in Lebanon alone But we will start by building On top of a foundation model Whether it's a Open AI include Anthropic, Mistral, etc., and train it on different dialects in Lebanon, on different databases that we have. We have a lot of data in Lebanon that's not digitized. And slowly but surely increase the adoption of that LLM. So that's a very small step. You're going to tell me, Tiffany, this is not going to make a difference. It's a first step. You prove that a pilot like this is capable in Arabic natively for the Lebanese people with the context of the culture, of the dialects, of the concerns of the people, integrated as services, as conversational partners for the citizens. And then what we're doing is we're working on that upskilling brain drain to brain gain type of approach where we're trying to invest in the startup ecosystem in Lebanon to actually incentivize talent to come back and to build in Lebanon and to show them that it's possible for you to actually build in Lebanon and to show them that it's possible for you to actually have an innovation. patient trampling in Lebanon. And it's not just a place where there are hurdles, but it's actually because there are a lot of pain points that you can build companies and solutions for these pain points by leveraging AI. Now, we don't have that contract in Lebanon where you have to go back and serve. I think it's a good one, but we don't have that. Something else also, it's about making sure you have the infrastructure. Today also, we rely on a lot of external partners. As you said, it's a security vulnerability. For the short term, it's a Band -Aid solution, right? It doesn't stop the bleeding, but it's a Band -Aid solution. Now, how do we try to build this ourselves natively? You need investment. So it's all about investment, infrastructure, talent, and it's a loop, right, that never ends. In order to have the infrastructure, you need the talent to build it. In order to have the talent, you need the investment, right? Just a quick question for you. Maybe you can clarify a little bit to the present here in the room. How are you managing the national collaboration? Collaboration, because, you know, one ministry alone cannot do all this job. You have to have some sort of mechanism to collaborate among all the other ministries. Can you elaborate a little bit about that, please?

Yes, of course. Yes, so this is a team effort. We call ourselves orchestrators, but actually the work doesn't stop or start with us. So the way we do it is we have inter -ministerial work. Where we have ministry to ministries working together. And we also have another partnership model, which is private sector to ministry or even research institutions, universities to ministries. And the way we work with that is we sign MOUs, et cetera. We align agendas and priorities based on what the actual ministry that we're trying to help needs, what their needs are, what their capacity is. So if they want to build, I don't know, an agent or a chatbot to facilitate citizen services, for example, as an interface, but they don't have the funding for it, we help them by trying to seek the funding, by scoping out the project, by giving them a product requirement document on exactly what they need to build in order to achieve their goals. Because a lot of the times the ministries come to us for technology guidance, guidance on we want to integrate AI, but we don't know where to start. Like what do we do? We're not digitized yet, right? So we help them with that strategic thinking. Okay. okay, here are the pain points you have. This is exactly what you need to do to start the digitalization. Sometimes, you know, it's several steps before they get to their intended goal, which is building the agent, for example, right? So it's all a teamwork. It's all, like we say, it's not a one -man show when it comes to this. What we try to do is we try to plug in where necessary, where we can support in terms of technical knowledge, and where we can also connect. So that's the second part. Sometimes we work with ministries that actually need expertise that we don't have. So we connect them with private sector companies, with research labs in Lebanon that have been working on this problem and that can actually support them, whether it is from a data -driven approach or from even like a consultancy approach. And we try to make sure that we are able to coordinate kind of this collaboration and multilateral collaboration as well. Now, the last one. is we also work country to country. And this one is a bit more complicated, but we are always very open to partner with allies, whether they're in Europe, in the region, in the U .S., to learn from them and to make sure that, you know, we can also bring value to each other. So it's a bit of a multifaceted, multilayer approach. Of course, there's politics, but as a startup ministry, as we call ourselves, we try to always keep the eye on the mission and on the outcome instead of getting kind of bottled up in the politics. Yes, maybe I need to rephrase my question. Because, you know, I work at Ojiro Telecom, which is the incumbent operator in Lebanon. We are under the umbrella of the Ministry of Telecommunication, which is a sister ministry to the Ministry of AI. And within this ministry, we are currently working with ITU, for example, on a strategy that is related to the... inclusion of women in the digital sector. I'm working also with UN Esquire on the accessibility strategy for Lebanon in order to help the people with disabilities, the older people, to be able to benefit from the new technologies. So having their guidance and their expertise is always really helpful, and I will tell you that I found the most productive kind of meeting, and the best meetings are these consultations where I get to hear from other advisors on that work specifically.
