Joseph Mayberry, Senior Policy and Advocacy Manager at GSMA, elaborated on the practical dimensions of the emergency roaming framework, noting that the ITU guide contains useful information on principles, definitions, and examples from countries that have already implemented national emergency roaming, including Canada, Chile, and the United States . He stressed that GSMA supports a clear and collaborative approach to regulation, so that operators' own experience of their systems and the specific risks they face are factored into any arrangements . Critically, he emphasised that this preparation must happen ahead of a crisis, so that operators have agreements in place, understand their roles and responsibilities, and can activate emergency measures without regulatory uncertainty . Beyond alerting, ICT applications such as evacuation route assistance can be utilised to save lives . Japan has also developed AI-based video analysis technology for detecting wildfires and unexpected smoke - known as Visualise IoT - which uses pre-installed surveillance cameras to rapidly detect forest fires .

Dr. Imanaka made a point that resonated strongly throughout the session: technology alone is not sufficient . In Japan, regular disaster drills are conducted nationwide, and students are educated on how to respond and communicate during emergencies, ensuring that systems are used efficiently and effectively when needed . Maritza Delgado reinforced this point, noting that if communities do not know how to react when they receive specific information, even the best systems in place will not result in protective action . Japan's government has also formally recognised disaster prevention and national resilience as one of 70 key items under its growth strategy announced in November 2025 .

The most striking observation Jameel made was that a recurring pattern across countries - from Madagascar to Mongolia to Mozambique to Venezuela to the Democratic Republic of Congo - is that national disaster management authorities and regulatory bodies often have no established relationship or understanding of each other's roles and resources before a crisis occurs . At the time of emergency, the result is chaos . She illustrated this with a case study from Jamaica, where a robust regulatory body with strong connections to the private sector and a National Disaster Management Authority were entirely unaware of each other's resource status regarding the import of telecommunications equipment . Simply facilitating dialogue between these two entities - acting as an interlocutor - helped the country recover effectively . Jameel emphasised that strengthening these relationships is a very continuous and long-standing investment, not a one-off activity , and that when duty bearers and local authorities know what to do, who to contact, and how to respond, external humanitarian intervention becomes less necessary . Her pointed remark that "these are not fluffy words" was a direct challenge to the more abstract language of coordination used elsewhere in the session .

Jameel's field evidence suggested that formal documents and frameworks, while necessary, are insufficient without the pre-existing relational groundwork between the institutions that must implement them - a perspective that complemented, and at times complicated, the emphasis placed by Dr. Zavazava and Delgado on National Emergency Telecommunication Plans (NETPs) as the central coordinating instrument .

National Emergency Telecommunication Plans

Dr. Zavazava described ITU's work in helping countries design National Emergency Telecommunication Plans (NETPs) that incorporate policy and regulatory frameworks and standard operating procedures, so that there is no panic when a disaster strikes . NETPs enable countries to define clear roles and responsibilities, establish coordination mechanisms, and set out the regulatory and operational arrangements needed to activate emergency measures . ITU has been developing NETPs for numerous countries, including in Africa, and recently reached an important milestone in handing over Haiti's NETP to the national regulatory authority, Conatel . The Haiti example was particularly instructive: in 2010, following the major earthquake in Port-au-Prince, NGOs and operators deployed without consulting Conatel, causing such severe congestion and interference that none of them could communicate until order was restored and all players were directed to Conatel for appropriate frequency allocation . This experience underscored the critical importance of having regulatory frameworks and coordination mechanisms in place before disasters strike .

Kimberly Brown welcomed the NETPs initiative as something GSMA is delighted to partner with ITU on, alongside the emergency roaming framework . Maite Comas Barnés, advisor to ITU-T Study Group 2, added that BDT is publishing an updated guide to NETPs, planned for release in September, which will include guidance on emergency numbers and will be disseminated to all African member states . This publication will also reference ITU-T Recommendation E.161.1, which deals with the implementation of emergency numbers .

Standardisation and the Common Emergency Number for Africa

Comas Barnés outlined ITU-T Study Group 2's work on Resolution 100, approved at the World Telecommunications Standardisation Assembly (WTSA) in 2022, which aims to establish a common emergency number across Africa so that people crossing borders do not need to know local emergency numbers - a critical consideration given that there is no time to think in an emergency . The first step taken by TSB and Study Group 2 was to survey the status quo across the continent. An impressive 52 out of 54 African countries responded, demonstrating strong interest, and the outcome indicated that 112 would be the primary emergency number and 911 the secondary one .

In 2024, WTSA revised the resolution to focus more explicitly on implementation, and in April of this year, ITU and the African Telecommunications Union (ATU) organised a workshop in Ghana where member states that had already begun implementation shared their experiences and challenges, while others expressed remaining doubts about how to proceed . The workshop concluded with a strong consensus that implementing a common emergency number for Africa was achievable and necessary, and that continued collaboration, technical support, and political will would be essential .

Comas Barnés was candid about the limits of what a technical standards body can achieve alone. Implementing a common emergency number involves not only the numbering and network programming dimensions that fall within Study Group 2's remit, but also legislative frameworks, financing, and the involvement of multiple national actors - including ministries of telecommunications, health, and interior, as well as operators - all of which require serious political will . To address this, Study Group 2 is partnering with BDT to ensure the forthcoming updated NETP guide is disseminated to all African member states , and a follow-up workshop with ATU is planned for February of the following year to guide countries through remaining implementation challenges .

Political Will and the Path from Commitment to Implementation

A theme that emerged with increasing clarity as the session progressed was the distinction between having frameworks and commitments in place and actually implementing them. Comas Barnés explicitly named political will as the critical missing ingredient in many countries , and Delgado reinforced this in her closing remarks, noting that without political commitment to use technologies for disaster management, it is very difficult to get anything implemented at the national level . My name is Maritza Delgado, and I work at the Climate Change and Emergency Telecommunications Division of the Telecommunications Development Bureau of the ITU. And I will be your moderator today. I have the welcome remarks from ITU and GSMA, and I would like to highlight that this session is being jointly organized by the two organizations, ITU and GSMA. so good morning ladies and gentlemen sorry to come late but it is a pleasure to be here to be addressing an issue which is human centrist and from ITU's point of view in the constitution is clearly stated that connectivity is the fundamental in protecting the living so no matter where they are in their session of life we have to make sure that we deploy communications and that we have universal access that we have early warning systems when disasters finally strike we have to make sure that the coordination of humanitarian action is possible thanks to communication thank you in the constitution of ITU behind what you see in the field, which is the Telecommunication Development Bureau. We also have two other bureaus that contributed to our effort. With respect to spectrum, which is a big issue in the field, because there are many players that come and deploy and sometimes they don't seek the allocation of frequencies by the regulator, and then it causes congestion and interference. And also we need the standards, and I think there is my colleague here who will speak to that, in the operability of telecommunication networks, common alerting protocol, and the many other standards that we need. So it is nice to be here, and I'm grateful that our partner is here with us and sharing the stage with me. So, distinguished guests. Colleagues, ladies and gentlemen, it is my pleasure. to join you today to discuss how we can strengthen the resilience of telecommunication networks before disasters strike. As you know, when natural hazards damage telecommunications infrastructure, the resulting loss of connectivity can be devastating both to life and also to the infrastructure. To a very practical challenge, when one mobile network is unavailable during a disaster, people should be able to connect to another national network so they can make emergency emergency calls, receive alerts, access essential information, and communicate with their loved ones. For first responders and humanitarian actors, continuity of connectivity is equally critical to coordinating life -saving operations. Reliable access to national emergency numbers is also essential, ensuring that people can quickly reach emergency management services, even when networks are under threat. We help countries to design national emergency telecommunication plans. We help countries to design national emergency telecommunication plans. that take into account the policy frameworks and regulatory frameworks and also incorporate standard operating procedures so that there is no panic when a disaster strikes and also as we prepare for emergencies. For first responders and humanitarian actors, continuity of connectivity is equally critical for coordinating life -saving operations, reliable access to national emergency numbers is also essential. That's why we also help disaster management entities to identify numbers with our regulators and that's also something that touches on standardization. Single number 112 for Europe, 121 for another region, etc. National emergency roaming frameworks thus provide an additional layer of resilience helping ensure continuity of voice. SMS and data services during critical network failures. And as regions, particularly Europe, are now switching off 3G because of 5G, you will notice that many of them are leaving 2G operational for emergencies. And that is what is important. We need to strengthen coordination because no one entity can do it alone. Operators, emergency management authorities and other stakeholders. But emergency roaming requires preparation. This is where national emergency telecommunication plants that I referred to earlier can play a critical role enabling countries to define clear roles and responsibilities, establish coordination mechanisms and set out the regulatory and operational arrangements needed to activate emergency measures. When a crisis occurs, Consequently, my office has been developing national emergency telecommunication plans for numerous countries, including even Africa. If you go across the Atlantic, of course, the only one country which is a least developed country is Haiti, and I want to use that as an example. We recently reached an important milestone in handing over Haiti's national emergency telecommunication plan to the national agency Conatel. And in fact, in 2010, there was a lot of commotion because NGOs, after the major earthquake in Haiti in Port -au -Prince, many operators were coming, and NGOs ended operating without consulting Conatel. So, it was a very important milestone. So, it caused a lot of congestion and a lot of interference to the extent that none of them could communicate until we restored order and invited all the players to go to Conatel so that they could be allocated appropriate frequency. So we don't want that to happen in the future. Today's discussion will consider the wider measure needed to build fit -for -purpose networks including infrastructure protection, backup power and redundancy, rapid restoration planning and a stronger collaboration among governments, regulators, operators and humanitarian partners. At the Development Bureau we remain committed to working with member states, regulators industry and all the other players and I think the title of the that speaks to networks, those are not just electronic or digital networks but human networks are very important because together with our other colleagues in other agencies non -governmental organizations the member states are the ones that are Thank you. and the institutions, it is important that we work together closely to save lives. Thank you very much, Dr. Kotsuma -Sava -Sava, for highlighting the coordination's national strategic frameworks, which we call National Emergency Telecommunication Plans, which really allow national stakeholders to come together and discuss the importance of having clear roles and responsibilities to use technologies, to be coordinated. And to this, I hand over to Kimberly, who is the Head of Mobile for Humanitarian Innovation at GSMA, to deliver her welcome remarks.

Great. Thank you very much. Thank you, Dr. Zava Zava. Thank you, Maritza, for the introduction and for everyone here with us in the room and also online and to the BDT director, Dr. Zava Zava, for your opening remarks. I mean, it's excellent to hear the remarks from the BDT director and raising really important initiatives, frameworks, things that we at GSMA are delighted to partner with ITU on, including the national emergency telecoms plans, as he mentioned, also the recent framework on emergency roaming. And as we've heard, and as we all know, mobile networks are vital in emergency. And we see that connectivity now plays a really vital role in emergencies. Things have changed in humanitarian action significantly over past decades. And now we see the importance and the reliance of emergency responders and also affected communities to use connectivity to call for help, to find family members, to receive humanitarian cash assistance. So the resilience of networks is crucial. And at the GSMA, we work with our mobile network operator members on the resilience of their networks. In times of emergency, in times of shock, and also on the preparedness for that resilience to make sure it's in place. In 2020, we put out a report on resilience of mobile networks and disasters. And we're actually in the process of updating that framework, that guide, because technology has changed, but also the prevalence, the severity, the complexity of shocks and emergencies has changed as well. And so that's a priority for us this year. Another key element of safe, inclusive, efficient early warning systems. We've had the opportunity to discuss early warning systems several times this week here at AI for Good. And it's important and I think it's relevant and high on the agenda here because many of us are working on this together. It's a very important need and it's fantastic to see the momentum of the Early Warnings for All initiative that was launched in 2022 that has an ambition for everyone in the world to be protected by an early warning system. 96 % of the world's population is covered by a mobile network and there are 5 .8 billion unique mobile subscribers. And so that means that mobile networks is a channel that we have to reach. The majority, most of the people in the world with life -saving information in advance of a disaster. And when we couple that with other channels, our aim is to reach everyone. One of the technologies, the mobile technologies that we use for early warning alerting is cell broadcast technology. And this is an older technology, but it's one where we're able to reach millions of people within seconds with geolocated alerts. And that's not affected by network congestion. So it's very impactful. But there are around 40 countries in the world, I think around 45 countries by ITU's numbers that have cell broadcast technology in place, around 37 of those who are using that for early warning alerting. So we still have a lot to do to implement that technology, and that's something that we work very closely with ITU on in several countries around the world to be ready to implement that technology. And to make sure it's utilized in an inclusive and efficient way. so we at the GSMA we partner with for example the Pacific Islands Telecoms Association so that's the network of mobile network operators in the Pacific Islands that are unfortunately very heavily affected by disasters to look and implement cell broadcast technology we're working in Nepal Tanzania, Madagascar, Kenya, several countries with our partners under early warnings for all. Financing my final point is on financing it's definitely a barrier in many countries and we're starting to see some great innovation and progress by partners in the mobile ecosystem we recently have seen Argentina and Thailand use their universal service funds to finance cell broadcast technology for early warning universal service funds are levies on telecommunications sector revenues and we're really interested to see this great progress of the use of those funds for early warning systems So this discussion is a timely reminder of the many components, early warning, NETPs, emergency roaming, that make up resilient emergency telecoms, and I really look forward to the discussion from our panelists today. Thank you very much, Kimberly, for your welcome remarks and for highlighting the importance of having resilient connectivity in place so everyone can use mobile technologies as well to deliver early warning alerts and for highlighting the importance of using mobile technologies and using cell broadcasts to deliver important information to people so that they can save their lives and livelihoods. Now we know that the BDT director needs to leave because he has other commitments, so I really thank his presence and for his input and his leadership. So thank you very much for being with us today. So now let me introduce my panelists today. Today we have with us Mr. Joseph Mayberry, who is the Senior Policy and Advocacy Manager working at GSMA. We have Dr. Hideo Imanaka. He's from ICT Japan. He's a managing expert and also a rapporteur of ITUD study group question. Three on emergency telecommunications. We have Ms. Faisa Jamel from the Logistics and Telecommunications Cluster. from WFP. She's joining us online today. And Ms. Maite Comas -Barnes, who is the advisor of the ITUT Study Group 2 panel. Our panelists today will be focusing on the importance of emergency telecommunications in keeping people connected when it matters most. We will look at how emergency roaming, as we heard before, enabling regulation, resilient infrastructure, and a strong multiholder coordination is so important for disaster management, disaster preparedness, and disaster response. With no further ado, I will first begin with GSMA. Joey, as we heard before from Kimberly, just two weeks ago, and also from the BDT director, just two weeks ago, ITU launched the Guide for Developing National Emergency Roaming Frameworks, highlighting the role of emergency roaming in supporting continuity of communications during crisis. So, a question for you. How can national emergency roaming complement operators' own resilient measures as a backup power, redundancy and rapid restoration?

Thank you, Maritza, and it's great to be here and great to be joining this panel of real experts. Dr. Zavazada explained really well the national emergency roaming concept, and the ITU's recently published guidance on creating national regulatory frameworks for emergency roaming contains really useful information that could be translated into national regulations, including principles and definitions and some information on countries that have already implemented national emergency roaming, such as Canada, Chile and the US. So definitely do take a look at the framework if you haven't already. In general, we would support a clear and collaborative approach. We would support a clear and collaborative approach to regulation so that operators' own experience about their own systems and their own risks that they face are factored into arrangements. And it's crucial, of course, that this happens ahead of a crisis. so that operators have agreements to enable national emergency roaming, they know their roles and responsibilities, and can put in place processes without concern about regulatory uncertainty. In terms of how this complements existing resilience measures, well, this definitely is a complement and, of course, requires that some operators aren't affected by the disaster and their networks have been resilient and able to support the subscribers of another network to roam on their own network. But operators will have different resilience measures in place depending on their national context and the specific risks that they face. And some common examples are structural planning for the location of cell towers, both physically, where they might be situated on a building, and also geographically, and having redundancy in infrastructure and equipment, as you mentioned. The principles of business continuity management, including risk assessment, planning, testing and drills, and updating of plans, is a really important aspect of resilience, as well as potentially having specialist disaster management teams and processes. Thank you. staff safety measures to ensure staff can do their job safely, power backups and fuel planning, and also access and transportation plans for staff and resources such as fuel. At the industry level, GSMA launched the Humanitarian Connectivity Charter back in 2015 to set out shared principles for the industry on how to best improve resilience and preparedness among operators. And the HCC focuses on principles of preparedness, collaboration, and response. And as we've been saying, these are crucial aspects of resilience in emergencies.

Thank you very much, Joey, for sharing with us these important things on having in place roles, responsibilities, resilient measures such as backup power, fuel, etc. And I would like to ask you, from GSMA experiences, what are the main operations? What are the additional challenges that operators can face in keeping networks running during emergencies? And how does this... enable early warning systems to be up and running?
Joseph Mayberry
Absolutely. So as I mentioned, there's a wide range of operational challenges that operators face, and this, again, will vary on the regions that they operate in. But generally speaking, operational challenges include infrastructure damage, power supply failures, and that's one of the most significant risks. And backup systems are crucial there, but they can become depleted during prolonged or repeated events, so that really needs to be taken into account. Access constraints where roads are blocked, there's unsafe conditions, and there's an inability to get to the infrastructure to repair it, and personnel may also be affected by this and by the disaster. Supplying chain challenges can also be a problem, so thinking about the resilience of those suppliers that operators are reliant on, and this includes customs clearances when resources need to be imported into a country after a disaster, so thinking about engaging with necessary authorities ahead ahead of time is really crucial. And of course, managing demand spikes when... if a disaster happens people need to seek information and it strains already compromised networks but what we found so far since we last published guidance for industry in 2020 as Kimberly mentioned is that the hazard landscape has evolved and business continuity frameworks historically assumed a recovery interval where there's a time between events to allow repairs to happen stocks to be replenished crews to be redeployed and infrastructure can be restored to a baseline but the experience in some countries in recent years is that this isn't always the case and the assumption here is challenged where extreme weather events are followed by the pandemic for example which had its own operational shocks on team systems and budgets so resilience now means planning for and adapting to compounding and sequential events considering a changing climate and in terms of early warning systems of course mobile technology plays a crucial role in providing early warnings to the public when the disaster strikes and warning lead time is a key determinant of whether a warning translates into protective action so early warning is time critical therefore resilience of mobile networks must also consider the resilience of mobile enabled early warning systems and this could include performance testing and simulations of early warning delivery as well as having redundancy for alerting infrastructure such as servers geographically spread out also using satellite networks for early warning backhaul and as Kimberly mentioned we'll be publishing some research and guidance for industry on resilience and this will include resilience of early warning systems as well so do look out for that when we publish it soon thank you

thank you very much Joey for emphasizing that power supply access constraints such as roads blocked customs clearance in processes to import equipment are so key to have them cleared and before disasters strike it is very important to have like for example as we do in in ITU we support countries to implement and and the Tampa Convention, which is the only international treaty that allows and facilitates the importation of any equipment that can support emergency telecommunications in the aftermath of disasters. So thank you very much for highlighting that. And that, of course, leads to having in place mobile networks redundancy that can also facilitate the implementation and the use of mobile networks and early warning systems to disseminate alerts to

enabled the government to send nationwide warnings within a few seconds. These alerts are automatically delivered through multiple channels, such as mobile phones, like cell broadcasting, and television, radio, and public loudspeakers. So this ensures that critical information reaches people immediately, even in the early moment of disaster. After alerting, ICT applications such as evacuation route assistance can be utilized for saving human lives. And ICT has developed a portable disaster information sharing system within a governmental agency. It's called NICT. NICT is a digital device that can be used to respond to disaster. And ICT has been researching AI -based video analysis technology for detecting wildfire and unexpected smoke called Visualize IoT. So using pre -installed surveillance cameras, the system uses Visualize IoT, it can rapidly detect forest fire or wildfire. So finally, I would like to emphasize great importance on training and public awareness. Technology alone is not sufficient. In Japan, regular disaster tolerance is conducted nationwide. And the students are educated on how to respond and how to communicate during emergencies. So this helps ensure that systems are used efficiently, effectively when they are needed. So in November 2025, Japanese government announced 70 key items under Japanese growth strategy. One of them is disaster prevention and national resilience. So Japan will therefore continue strong telecommunication under ICT regions as well as ICT applications for disaster management. Thank you.

Thank you very much, Dr. Imanaka, for highlighting all the activities and the things that Japan is doing to become, I think, one of the most resilient countries around the world. in terms of using technologies to be more prepared and cope with all the hazards that you have. And you have really emphasized something that I think it is critical. It is the importance of training and simulations with communities, because if they don't know how to react when you receive a specific information, then at the end you can have the best systems in place. But if action does not take place, you have not done anything. So with this, I will, Dr. Manaka, in the interest of time, I will now pass the floor to Ms. Faisal Jamil, who is the Deputy Director of the Logistics and Telecommunications Cluster, to talk about the experience. Great. Thanks, Melissa, and thank you. I'm truly honored to be part of this panel. Very interesting inputs and very interesting questions. So where I sit as a humanitarian researcher, I'm a volunteer at the National Center for Human Rights. There is, we talked about coordination and investment in preparedness, I think, is a common theme between all the panelists who have spoken so far. But I would like to unpack this word of coordination a little bit from the humanitarian standpoint. What we mean as a coordination is, in general, we are meaning about humanitarian entities, government responsible bodies, and the regulatory bodies along with private sector to come together and think about a disaster scenario before it, with a scenario planning of what kind of communities who might be not the most highest paying users or might be in the places which has a very fragile infrastructure. This sort of response planning in advance is extremely crucial because often what we say that these three groups doesn't even know about themselves in the country and do not have that relationship and understanding of who does what in what time. And at the time of emergency, it's really chaotic. Another piece, which is extremely interesting for us because it's a similar pattern from Madagascar to Mongolia to Mozambique to Venezuela recently to we are seeing in DRC. And we respond to any humanitarian emergencies regardless. Disastrous conflict, protracted crisis or health emergencies. And one common theme and in the interest of time, I'll stop here is we know that national disaster management bodies are the lead entities to respond to disasters. But we know that. in the time before disasters, these entities are not the most robust or, let's say, the most resourceful in a country. What we have seen over and over again is, let's say, import of equipment or telecoms equipment or connection with private sector is established with regulatory bodies who have often no connection to the mobile, to national disaster management authorities, who are the lead body from the government standpoint to support to their health ministries, to their social protection industries. And this lack of connection between these two bodies established from the standpoint of how would we respond to a disaster and this conversation to have beforehand is extremely crucial. What we have seen last year in Jamaica, a very robust regulatory body with an amazingly good connection, with private sector, not a fragile infrastructure. However, the subject of import of telecoms equipment, was completely dealt by the National Disaster Management Authority. And these two didn't know that is there a lack of something or there is a scarcity or there is an abundance of resources. And just to make these two entities to talk and to have a modus operandi, how would we respond to a disaster together, just to have that interlocutors or a mediator role from the cluster standpoint helped immensely to get back the country back into its shape. And we love when we have to do less and hand over things and humanitarian action doesn't need to be kicked in. If the infrastructure and the duty bearers and the local authorities. are fully in place. They know what to do, who to contact, when, and how to respond to emergencies. And we like to be strengthening those relationships beforehand. And it's a very strengthening relationship is a very continuous and a very long -standing investment. So when everybody spoke about coordination and preparedness, I just wanted to bring that aspect that these are not fluffy words. It has a lot of, let's say, flow diagrams and organograms and investment into which bodies go before a disaster strike. So coordination just unpacked from the humanitarian standpoint. I'll hand it over back to you, Meritza.

Faiza, thank you so much for your inputs. And I think you have, clearly highlighted that coordination beforehand, before disasters strike. is very important. It's not only about one stakeholder. When we talk about disasters, it's not only national disaster management authorities. We all come together. Roles and responsibilities are so important when we talk about telecommunications. It's not only about the telecommunications sector. It's about everyone because communications are cross -cutting. We all use communications. And if we use them in a coordinated way, in a coordinated manner, then we will be able to use technologies in the best way. And at the end, as I have been highlighting, is to save lives. So with this, I turn to Ms. Maite Cosmas, who is the advisor of the ITU Study Group 2. And I would like Maite to speak about the importance of implementing resolutions to support emergency telecommunications. In particular, we have resolution... from WTSA, which addresses national and regional unique emergency numbers. So, Maite, what concrete actions ITUT Study Group 2 is doing to support countries to implement these resolutions, and which do you think are the practical steps for countries to move from commitment to implementation?
Maite Comas Barnés
Thank you, Marita. Indeed, in this particular case, Resolution 100 was approved by the World Telecommunications Standardization Assembly back in 2022, with the aim of having a common emergency number for the whole of Africa, so anybody moving from one country to the other would not need, in case of an emergency, we all know that there's no time to think, so they would not need to ask for local numbers. One single number would cover the whole continent. The first step that TSB and Study Group 2 in particular took was to have a survey of what the status quo was for the continent at that particular point and what was possible based on that status quo. We got 52 out of 54 countries replying to that survey, which is a very, very high rate, and it also goes to show the interest that African countries have in this resolution. The outcome was that in most cases, 112 would be the primary emergency number and 911 would be the secondary one. Then in 2024, the WTSN revised the resolution, and what it did in that case was to take into account the progress already made and to focus the text towards implementation of the resolution. And with that in mind, in April this year, ITU and ATU, the African Telecommunications Union, organized a workshop that took place in Ghana back in April. And at this workshop, member states that had already started with implementation, they shared their experiences, the challenges they were encountering, and what they had learned as well from this process, while other countries manifested that they still had doubts and they didn't know how to go about implementing this resolution. The conclusion of the workshop was a strong consensus that implementing a common emergency number for Africa was achievable and necessary, and that continued collaboration, technical support, and political will would be essential to be able to help and enhance the safety and security of all citizens in Africa. Now, what that means is that... when we implement Resolution 100 there is an element of numbering of course of programming networks to make sure that calls are routed to the right place at the right time and that is the remit of Study Group 2 but it involves a lot more actors and it requires a lot more things that are outside the remit of Study Group 2 we will need many actors in the country from the Ministry of Telecommunications which is probably the obvious one but often the Ministry of Health or the Ministry of the Interior, certainly the operators and many more actors in a country to get involved to put together the legislative framework for the financing for the setup for the operation and management of the emergency services and the routing of calls and that requires serious political will so what we are working on at the moment We've partnered with BDT, the development sector of the ITU, which is the one who provides the technical assistance within ITU. They are publishing an update to the ITU guidelines for national emergency telecommunication plans. They plan to release this publication in September. We will make sure that this publication, which includes an element of emergency numbers, is disseminated to all the member states in Africa. We want to highlight the importance of the publication. It will also refer to recommendation ITUT E161 .1, which is the one that deals with the implementation of emergency numbers. And after that... We plan to host or to organize together with the African Telecommunications Union again... a workshop at the beginning of February next year to be able to clear any remaining doubts that countries may have towards the implementation of this resolution. So we're kind of providing them the documentation if you want for those that still do not have a clear idea of how to proceed. We will try to guide them through the process together with BDT and we plan to kind of culminate this process at the next year's workshop in February. Thank you.
