On this basis, he characterised UA as "including a human rights issue" directly connected to UNESCO's mandates on freedom of expression, cultural and linguistic diversity, education, and inclusive digital transformation .

Canela referenced the international policy architecture underpinning these commitments: the WSIS Plus 20 outcome document acknowledges progress on internationalised domain names and urges stakeholders to advance their universal acceptance, while the Global Digital Compact calls for multilingualism to be taken into account throughout the life cycle of digital systems - both documents having been agreed by all United Nations member states . He also pointed to UNESCO's 2003 Recommendation concerning the promotion and use of multilingualism and universal access to cyberspace as a non-binding but legally significant instrument - described by Canela himself as "a step before" a binding treaty - and to the more recently launched Global Roadmap for Multilingualism in the Digital Era as its contemporary expression .

First, there was broad consensus that the technical standards for UA are largely in place and that the central challenge has shifted to downstream implementation - a view shared by Hussain , Wissink , and Bedford , though Wissink cautioned that standards work itself remains ongoing and under-resourced . Second, all speakers agreed that the gap between technical capability and real-world adoption has concrete human consequences for billions of non-Latin script users, and that closing it requires coordinated multi-stakeholder action . Third, the session surfaced a structural tension between the commercial logic of large technology platforms - which require data-driven business cases before investing in UA support - and the rights-based and policy-driven imperatives articulated by Canela , with Hussain noting that governments, by requiring UA support in their e-services, could help generate the demand-side pressure needed to strengthen the business case for platform investment .

The session also highlighted the methodological problem that the very data used to deny a business case for UA investment may be distorted by the absence of that investment: if users are silently defaulting to ASCII workarounds, as Bedford hypothesised , then low IDN sign-up attempt rates do not accurately reflect genuine demand. Thank you very much for joining us for this session on Advancing Universal Acceptance of All Domain Names and Email Addresses. This session is going to cover one aspect of the larger multilingual computing or multilingual Internet. And we have a – this is, in a way, a second part of a session which was organized by UNESCO and ICANN yesterday where we talked about the more fundamental definition of what UA or universal acceptance is, why it's needed. Today's session is focused slightly differently. where we actually have representatives from our stakeholders, different stakeholders, and we'll hear from them and their viewpoint on how they're addressing the UA challenges, what has already been done, and what still remains to be achieved. I'll take a minute to introduce our panel, and then we'll get started. My name is Sarmad Hussain, and I am working in the areas of internationalized domain names and universal acceptance at Internet Corporation for Assigned Names and Numbers. I'll be moderating this session today. We have today on our panel Cathy Wissink. She is the chair of the Unicode Consortium Board of Directors. Kathy Wissink is a 30 -year veteran of the global tech industry with most of her career spent at Microsoft and her tenure devoted to internationalization support for Windows. We have in person here Sean Bedford from Meta. Sean is a distinguished business engineer at Meta based in London. His focus is on data and privacy, and he helps businesses using Meta platform shape and define strategies on how to best use the technology for advertising success. Online, again, we have Professor Fatima Akbar. Fatima is an assistant professor of computer science at American University. She is a professor of computer science at the University of London. where she is committed to enhancing computer science education and mentoring the next generation of professionals. And we also have Goyame Canela online from UNESCO. And since more recently, 2025, Goyame is the Director of the Division for Digital Inclusion and Policies and Digital Transformation and Secretary of the Information for All Program at UNESCO headquarters in Paris. So we'll be hearing from each of these panelists. But before we get into the details, let me very briefly reintroduce what we mean by universal acceptance for those who were not here and didn't attend. We had a session yesterday. So domain names and email addresses are a key to access content online and also to communicate online. And traditionally, we've had domain names and email addresses in ASCII letters or letters that are used in English, even if we had to go and access the content in a local language online. It's been a longstanding ask from the community to also enable the domain name system and, of course, the email in local languages as well. So that people who only use their local languages or prefer to use their local languages can navigate the Internet totally, totally in their own script and language, the medium which, of course, they trust. And they are. And they are fluent in technical community. The broader community has been working for many years now. to make that possible. And now it is the standards are in place, technical standards are in place, the actual implementation of those standards is also largely in place. And it is now possible to have these domain names and email addresses in local languages. And what you see on the screen here are actual examples of domain names which we at ICANN have gone and registered just to demonstrate what is possible. And you can see that these domain names are now available in a variety of languages. Not only these domain names are available, but corresponding email addresses are also possible. These are actually emails we have registered and deployed, and they are functional email addresses, meaning that you can actually use these email addresses to send and register. And you can also receive emails. so the technology is now in place and that was the ask for the community but there is still one problem and one challenge which we need to face and that is that given that now this technology is available the software applications downstream like websites and mobile apps and others all of these technologies need to be updated so that they can import and process these new local language domain names and email addresses what we've done for example is gone and we regularly test how easily it is possible to use these domain names and email addresses and as I shared in a session yesterday as well what we did is we test local language email addresses on different websites in different countries the results are shown here. And what we did was go to a contact us page, for example, in China for 50 Chinese websites. These websites are represented by the government websites, media websites, academia websites, business websites, and so on. And we put in the contact us page, we put in a Chinese domain name, email address, and ask to connect with them. And we just checked out of the 50 websites how many of those websites would actually accept a Chinese email address. And so similarly in India, we checked with a Hindi email address for Indian websites in India, and so on. And the results are in front of you. So on average, only 11 to 12 percent of the websites accept email addresses in the languages of that particular country or territory. So there's still a large gap which needs to be addressed. And this is something which requires cooperation for all different stakeholders. More recently, we worked with UNESCO to develop a policy brief. UNESCO has published it, which identifies what are the benefits of doing this, as well as what are the current gaps, who are the stakeholders to address these gaps, and what these stakeholders need to do. So we encourage you to go and read this policy brief for more detailed information. And then that sort of sets the background for this session, where we now have representatives of some of these stakeholders who are here to share some of the work they are doing and also share more work which needs to be done and for all of us to get more involved. With that context. Let me then request our first speaker to come in. Kathy, as I shared, chairs the board of directors at the Unicode Consortium. She is going to be talking from the perspective of Unicode and also Unicode as a standards development organization, which is relevant for universal acceptance. So over to you, Kathy.

Excellent. Thank you so much, Sarmad. And good morning to everybody from the U .S. West Coast, where it's a little after 4 o 'clock in the morning, so I hope I don't sound too sleepy. So universal acceptance, such an important part of what it means for all people using all languages to access the technology of the world fully. As board chair for the Unicode Consortium, this type of work is foundational to our mission. I wanted to talk a little bit about what a standards development organization is first. It's something that is frequently very invisible. to people. The way I like to think about it is standards development organizations are those places, those organizations that come together to create specs with diverse stakeholders who care about these specs such that, you know, we can facilitate interoperability, safety, security, consistency of experience. Examples in your consumer life include things like tire safety standards or sockets, electrical sockets in the technology space, things you probably use every day and don't realize they might be part of a standard include things like your USB port on your computer, Bluetooth technology, or even things you're using right now like Wi -Fi. And so there are really three different standards development organizations that are involved in this space around universal acceptance. One is the IETF, the Internet Engineering Task Force. The W3C, the World Wide Web Consortium. And then for Finally, the Unicode Consortium, which is the organization which I lead. And the challenges that we see in this space right now are less about the standards and more about implementation. You know, specs are released by organizations, and for many reasons, many valid reasons, they aren't necessarily implemented. So it could be that someone has picked up, say, you know, Unicode 10, which came out some number of years ago. We're now on, I believe, Unicode 17, which means there are certain features and functionality that haven't been picked up by implementers. And, you know, related, you know, once a spec is published, if it's not adopted, again, that is a problem. The other issue we deal with at times is, you know, making sure that once a standard is published, we try not to change it. At the same point in time, as the world moves forward, as innovation happens, you know, we need to update that standard. And it is something where, you know. Again, it's more technical work. Again, it's more implementation work. And that's a challenge we deal with. Real quick with regards to the Unicode Consortium and what we do in this world, all internationalization of technology starts with us. It started back in 1991 where we decided we needed a common standard worldwide. There was not one before that where computers think in numbers. They don't think in text. So there was for every single letter of every single writing system in the world, a number was established. The work grew from there such that we do work around input methods these days, how you type, how your writing system is shaped. So, for example, Sarmad showed us some fantastic examples of, say, complex scripts, things like Arabic, things like Devanagari. There's a whole lot of technology that goes on behind that. The standards that determine how that should be displayed, how that should be stored, how that should be transmitted really through the Internet is primarily done by Unicode. And we are the first. We are the foundation. of universal acceptance. It's really hard for people to be thinking about internationalized domain names and email addresses without making sure that their technology is first and foremost Unicode enabled. And you can see in the slide a few examples of the work that we do that support universal acceptance. And, you know, the work continues. I think this is one of the hardest things about being part of a software, sorry, a standard development organization is because the work is effectively invisible to users. They don't recognize that there are people and organizations behind it that keep moving the work forward. As countries change their currency format, as they change their currency symbol, as we saw recently with Saudi Arabia, as standards are developed around the world around new input methods, these standards need to be updated. And there are people behind that work and organizations behind that work. It is something where I encourage folks to get involved. I encourage people to consider putting resources towards internationalization standards and SDOs because the world keeps moving. We keep updating language. We keep updating technology that requires our standards. And so I'd encourage you all to please consider getting involved or at least consider adding some resources to the space. Thank you, Kathy. And Unicode, of course, is one of the fundamental standards which is used under the internationalized domain names and internationalized email address technology. And obviously, for those apps, software to support the IDN and internationalized email address layer, it's essential to have support of Unicode underlying it. Okay. So with that, let's move on to the next slide. Thank you. to Sean Bedford, who's been looking at some of the relevant aspects for products at Meta. Over to you, Sean.

Thank you so much. And hello, everyone. I'm Sean. I'm a business engineer at Meta, and I've been working with ICANN for probably a little bit over two years now on universal acceptance and trying to improve the capabilities that Meta's platform has. I don't have slides, so I'm just going to talk. So I want to start with a little bit of rationale, like why would Meta care about any of this? So when you look at our platform at scale, our whole mission is connecting the world and connecting people. My role within that is connecting people and businesses. So when we look at the 3 .5 billion people across our platform, language is obviously a really important part of that. The vast majority of those 3 .5 billion people, English is not their native tongue. However, the way we built the platform, the way it works, the way it functions today, the way it's used, the way it's used, the way it's used, the way it's used, the way it's used, It was built with English in mind from a West Coast US -based company base. So we actually have a lot of gaps in the way our platform works right now. We've been working a lot with ICANN on closing some of those gaps over the past few years. I want to talk a little bit about the challenges we face when we're in this space. Cathy has already talked a lot about the foundational layers. So I think at this point, we're in a place where the core technology, Unicode, the standards, the encodings, these things, they exist. We have the capability of representing different languages online through technology in many, many ways. So I don't think we're in a situation anymore where there is a technology problem. This is now a societal, a people, a momentum problem. I call this the cold start problem. We've gone from a world where everything was written in English because that's just the history of where the Internet came from, into a world where we now need to support a much larger spectrum of things. So there are really two things I see within that that are key. So I think that's the key to solving for this. The first are the platforms. Meta is one of those platforms. There are many others too. There's iOS, there's Android, there's Windows. There's many, many platforms out there. These platforms all have integral libraries that dictate in many ways how applications built on top of them function. So one classic example of this is what actually counts as a URL. Every one of these platforms has a library that says, does Amazon .com, is that a URL? Should we link that? Should we make that clickable? We have some examples of Armenian IDNs earlier on from some ad slides. Is that a valid email address? Should that be something I can click and create a mail to and directly throw that into an email client and send an email to it? So these platforms have this basic capability and there is a very, very level of support from these different platforms today. Some of them do a pretty good job at this point in time. Some of them do a not so great job. They all tend to work fairly well with top -level domains. They tend to work significantly less well with different languages, different scripts, different encodings. So this is one of our key challenges today, is everything that we build at Meta is built on top of one of those different platform layers. We can go our own way and do something different, but every time we deviate from a core platform specification, we create challenges, we create maintenance issues, we create problems, we create confusion for users. So we tend not to do that. So that's one half of this gap. The second half of this gap is what is actually supported in terms of consumer end -to -end journey. So if I, as a consumer, let's say I'm Indonesian and I speak Bahasa, if I want to register a Bahasan email address, how do I actually do that? Where can I go? Which email services can I sign up for? Because I definitely can't do that on gmail .com or hotmail .com today. They just don't support that capability. So how do I actually represent my digital presence online using my native tongue? where many of these baseline platforms where a consumer would typically interact don't even support it. So that's the platform gap. The second big gap, which is not really a platform gap, it's more of a business incentive gap, is the economic use case for building capabilities like this. The argument I've tended to have with Meta on this one is where we see one of these opportunities to enhance this capability, we always run this on a data -informed decision process. So I was actually talking with Salman earlier on about this. Meta does not support ID and email addresses today. If you actually try and sign up on Facebook .com with one of those, it will fail. We'll give you an error. And that's historical. That's due to the way we built it back in 2006. But at this point in time, there is no technical reason why we can't support that. However, we will not make a decision to invest in that without a strong business case for doing so. And if we actually look at the data, the number of attempts of trying to sign up with an ID and email address is so, so low compared to the number of non -ID and email addresses that it's a very hard business case to rationalize and say we should spend time building that. So we hit this catch -22. We hit this chicken and egg situation where, you know, like, in principle, it's the right thing to do. In practice, it's not a sound economic decision to put engineering resources towards that where we can drive effort through something else at the same time that will have bigger impact. Now, when we look at ID and email addresses, the actual challenge for us was just testing it. There are very few services you can sign up for an ID and email address and run this whole thing end -to -end. My hypothesis for this, my hypothesis why we see such low attempts at even trying ID and email addresses is that users are just giving up. And they're going with English. They're going with a fallback option for something that's easier to use on a free email provider. and that's how they do this online today. We can't actually see that from our data. Someone's worked around and created, you know, 42 at gmail .com as their email address and they use that to sign up instead, whereas their native tongue might actually be Hebrew. But because it's just easier to do the Gmail, they do that. So there's an upstream problem for many of these platforms where that support doesn't even exist. So finding good business incentives, I think, is the second challenge we have here. So where do we go from here? I've got three recommendations here. The first is to raise awareness of the gap, which is exactly why we have sessions like this to talk about these topics. The second is to try and find stronger business incentives to link these things together and say, when we have a gap, how do we find a good business incentive and a good business use case to try that through? Definitely for big tech, which is the group I'm representing in this room, that makes a huge difference to being able to make a change. We definitely can make the change. It's just whether or not it's worth making the change at a certain point. It's just a matter of when we make the change. It's just a matter of when we make the change. It's just a matter of when we make the change. And finally, I think there's a broader theme here, and I think we'll go on to this with our next panellists, around connecting those people who care about this topic with the people who can do something about it. Those two audiences tend to live and operate in very different worlds today. I think the more that we can do to bring those two groups together and have a better conversation about these topics, the more we can drive this space forwards. And that's it from me. Thank you.

Thank you, Sean, for sharing the work which Meta is doing, some of the limitations obviously due to the business case where more work needs to be done as well. So purely from a technical side, you've heard a couple of panellists. We're now going. We're going to look at a different side of this, which is also equally important, and that's related to capacity development. as Kathy also alluded to it that we need more people who are aware not just aware of it but but also able to implement this technology in downstream implementations. We have been working with Professor Fatma Akbar. She is at American University of Bahrain, where they are integrating into the curriculum some of the concepts of internationalized domain names and email addresses so that the students, they get this information. They're technically empowered to implement these as they go into their professional lives. And we'll request Fatma to present her experience and her observations. Fatma, over to you.

Thank you, Sermat. Yeah, I'm happy to provide the perspective of academics. An academic institution that is... currently integrating the ICAN-UA curriculum. I'll start with kind of presenting the problem that ICAN opened our eyes to, which made us decide that, yes, we need to upgrade our curriculum and integrate UA topics. So a typical IT or computing graduate, throughout their academic career, they would take courses on programming, databases, networks, security, software development. And in all these topics, they are primarily taught focusing on ASCII. The examples we give, the practice, the assessments, the teaching, the resources we use, textbooks and extra references, they're just focused on ASCII mostly. And there is minimal focus on handling languages. Typically, handling languages is very difficult. Handling languages would be a special topic in an advanced course or something a student would do on the side, maybe a special project. But they're not integrated within our main curriculum, the main topics we teach. And that's partly because of the historical significance of ASCII in computing education. That's how a lot of the technologies were built based on. And it's partly also because the textbook we use and the reference materials, they don't include a comprehensive coverage of universal acceptance principles and handling languages, except, like I said, if it was a special topic. So as universities, our job is to prepare students for the future and to make sure they have the knowledge and skills and the technical capability to deal with it. And to deal with a global Internet, a multilingual Internet. and all related technologies. They might be developers who develop technologies that should handle localization and internationalization. They could be researchers working on complex problems related to handling languages, for example, security issues and so on. Or they could even be regulators that regulate these technologies. So from an academic perspective, the need for integrating UA education within our computing curriculum is very clear. It's important that we're up to date with these technologies and that we equip students for this future. Especially that, given the statistics we recently, or we always hear, that one-third of the upcoming Internet users, correct me, would be from countries that don't primarily speak English, right? And we want to support them using the Internet and the language of their choice. All right. Next slide, please. So the concrete steps we did as a university to integrate the curriculum. First, we went through a training with ICANN on the 12 curriculum modules that ICANN developed, and we modified some of them to better match the courses that we have at the American University of Bahrain. And we got the faculty trained on these topics so they can deliver them. And the integration could be as small scale upgrades to existing courses, or it could be a special course provided as, let's say, an elective. We opted for the first option, which is small scale. Upgrades to existing courses so that the UI topics are integrated from the foundational courses, for example, introduction to programming to more advanced courses such as security. and web development and so on. So the small-scale upgrade could be adding a new topic, a new subtopic in the course, or even if there's no time to let they cover it in the lecture, new topics, you know, our courses are already dense. What I try doing is even adding UA concepts as requirements for projects or assignments. So in my fundamental programming course, when I teach students how to read and write from files, I tell them your system should handle any language for input and output. Although the textbook and reference material would focus just on ASCII, but when they do this assignment, they have to read about UTF-8, for example, and know how to handle that. In the database course, we teach them how to store Arabic text without corruption, for example. In network and communication, when we talk about the domain name system, we introduce IDNs as well. And as you might expect, a lot of students don't know that it's even possible to have internationalized domain names and email addresses. So embedding these small upgrades throughout the curriculum hopefully will result in a strong technical foundation and skills to handle universal acceptance. So what we did as a university, concrete steps, if there's anyone in the audience who is working with academic institutions or planning to integrate this, what we did first is to create a table, a mapping between our courses and the UA curriculum modules. And then we created a phased integration plan where we said, okay in fall 2025 these topics will be integrated in these courses in the next semester these are the courses we're going to focus on and then in each phase after each semester we can look at what we learned and improve it in the next iteration and throughout this process of course it's important to support the faculty with training on the topics and reminders to cover the topics and recognition so when they successfully cover the topic we thank them for doing this really extra work um and support them throughout the whole process for example even establishing a repository with all the reference materials that they need the lecture slides assessments with solutions and so on and then to close the loop reporting and feedback we look at what went well what are the challenges what what can we do next semester to do it better Now, the challenges, the number one challenge is that our courses in computing are already very dense. There is a new thing coming out every day that we need to train students on. Just recently, we started embedding even sustainability and green computing in different computing courses. Now, AI, we need to incorporate AI in different courses. So there's always something new, and the courses are very dense. So that's the number one challenge. And also, we have specific learning outcomes, and sometimes it's hard to map those directly to UA topics. And to change that, it's a lengthy process. It's a long administrative process to change course syllabus or offer a new course. So what I described with our integration is actually work that has been happening over maybe three years so far. And also faculty might need more training because faculty themselves are trained mostly on ASCII. So, but yeah, we're implementing this and we're learning. And hopefully we'll report back when we conclude our two -year integration plan. Right. That's it for me.

Basically, as has been shared by Sean, that we, you know, there needs to be a business case. And, you know, one of the. Thank you. One of the stakeholders which can actually act on the demand side of this rather than the technical supply side are the governments, because they can, if they ask for this universal acceptance support in the e -services they provide to their citizens and provide relevant platforms, suddenly the demand can grow. And of course, that addresses the business case, which is also needed to promote their implementation. For that, we'll go to Guilherme Canela, who's joining us online to talk about the efforts which UNESCO has been doing on multilingual Internet, as well as on universal acceptance support. and I guess talk about what governments can do to help. Thank you very much, Samad. Good afternoon, everyone. A pleasure to be with you online. I was there yesterday but need to come back to Paris, but glad to have this opportunity to join this remotely. Samad said at the beginning we launched the policy brief yesterday, so I guess yesterday's discussion was more on the what, while today we are, and I'm very glad to have heard my previous colleagues, the panelists, we are moving to the how, to how we implement different elements that are discussed in the policy brief. I'm glad to see that, for example, Sean's suggestions, the three of them, in a way or another, are covered by the policy brief. If we tried to address those elements, at least from this point of view of a conceptual framework, now obviously we need to walk the talk, and what Fatma just presented is a concrete example that is possible to move ahead with that. So in that sense, I must say that for UNESCO, advancing a multilingual Internet requires action on several fronts. Needless to say, it requires meaningful digital content, tools and services in more languages, so that people can access knowledge, education, culture and services in their own languages, the languages they prefer, they understand and they use. And I think this is also very much related to the business case that Sean was mentioning. It requires digital systems and infrastructure that allow these languages and scripts to function properly online. And I think this is also very much related to the business case that Sean was mentioning. Today, too many systems still reject or fail to process domain names and email addresses using non -Latin scripts or internationalized formats. This is not a marginal issue. Around 3 .5 billion people use languages written in other scripts rather than Latin. And again, I think for the business cases, this is an important number. There are a significant amount of citizens and hence potential consumers that are not fully engaged precisely because we are failing in this aspect. So while internationalized domain names already exist, they can still risk remaining symbolic if they are visible but not fully functional across the different applications, websites, and so on, and e -government services. universal acceptance reminds us that multilingualism online is not only about visibility it's also about usability and functionality as i just mentioned when a valid domain name or email address is rejected because it uses a particular script a longer extension or an internationalization format the issue may may look technical but its impact is very concrete it can affect whether a person can register from an online service a student from accessing a learning platform a small business to operate using a domain name that reflects its local language and identify and whether sorry and identity and whether a public digital service is genuinely accessible to all citizens that's why for us universal acceptance a matter and it's a it's a critical issue including a human rights issue It's therefore directly connected to UNESCO's mandate to promote multilingualism in the cyberspace. Universal access to information, freedom of expression, culture and linguistic diversity, education, and inclusive digital transformation. The WISIS Plus 20 outcome document acknowledges this progress on internationalized domain names and urges stakeholders to advance their universal acceptance while the Global Digital Compact calls for multilingualism to be taken into account throughout out the life cycle of digital systems. Our discussion today speaks directly to these commitments and are very much related to what Samad was saying, was the role of the governments here. And both the Global Digital Co-op and the WSIS Plus 20 outcome document were agreed by all the United Nations member states. So to start concluding, more than 10, 20 years ago, UNESCO member states adopted the 2003 recommendation concerning the promotion and use of multilingualism and universal access to cyberspace. This is now very much, it was a visionary decision, and is now very much carried on through our more recently launched global roadmap for multilingualism in the digital era, which is very much articulated with the discussion on universal acceptance and more recently the policy brief we recently launched. Don't you do this? I can't. So we are in this very moment launching the sixth monitoring cycle of this recommendation. Our member states need to report back what they are doing on this area. And for this year, we already included the specific questions regarding universal acceptance in a very clear manner. So let me conclude with an invitation. Please contribute to this sixth monitoring cycle of this 2003 recommendation and ensure that your countries and organizations' experiences with universal acceptance are reflected so that the evidence can drive real policy change. A truly multilingual Internet will not emerge by default. It must be built system by system, application by application. Universal acceptance is where that work becomes very concrete. Abdullah Konu, I am from Bangladesh I am looking after Bangladesh Internet Governance Forum, I am a secretary general Since 2009, we are starting this process .Bangla is now .Bangla is establishing this process, advocating by BIGF, Bangladesh Internet Governance Forum 2017, Bangladesh Internet Governance Forum involved this process on the new Brahmi Generation Panel LGR document, also we are involving there Right now, we are facing universal acceptance That's why I have two questions First question, what is the role of the BGF in the development of the international community? to our renowned speaker. One question is Unicode and security. In Unicode, Bangla includes characters such as Ra, Daishundra, Antostra, this is the Bangla character, that are represented using multiple characters in Unicode point, rather than a single Unicode character is the unique Bangla character. But Unicode all time mention two characters. This may create a visual similarity and confusing in domain name. Personally, potentially increasing the risk of phishing attack as international domain names continue to expand. My question is what technical or policy measure is I can considering to address this Unicode related security risks will support for the Bangla language and other complex scripts? This is one question. And another question, too, universal acceptance. Although universal acceptance is a global priority, many technology companies, website application, and email systems still do not fully support all valid domain name and email addressing as like Amazon. Even if around 50 major companies adopt UA, millions of website and online services worldwide remaining unsupported. My question is, what is ICANN's long -term strategy to achieve universal acceptance at a global scale? Is it really? Is it really on individual company? to update their system on by one a

Sure. Thank you. And then I can briefly comment on the label generation rule there. Okay. Thank you. Very quickly, the point that has been raised around confusables and security is something that we as an organization take very seriously, and it is something we've been looking at. Based on the – Based on the fact that within the Unicode standard, there are a number of characters, not just, of course, in Bangla, but, of course, in many other scripts, including Latin. And so there are processes around text normalization. to avoid these types of situations around confusables. My request would be to the gentleman asking the question would be to look at the text normalization around our security protocols. And there's a technical report around that. If the character is missing in terms of making sure it's folded through normalization, we should get that fixed. So that's the first thing I would say. But it is something where, again, as I said earlier, we're humans. Sometimes things don't get handled. And so please check that. But at the domain name system layer, as you mentioned, we work with the community. The new Brahmi panel. to work on many scripts, including Bangla. And we've also added rules to address any security problems such as this in generating strings for the domain name system. And if, you know, again, like Cathy, I would invite you to take a look at the rules which have been developed. And if there are still gaps, we are obviously happy to address them. But they may still already be addressed. So please take a look. And then on your second question, again, very quickly, because we have to close this session. You know, as far as the work is concerned, I can, since you addressed the question, do I can. Basically, we're currently concluding expert working group on universal acceptance, which has drawn input from experts from across the different states. And we're also looking at the work that we're doing on the work that we're doing on the work that we're doing on the work that we're doing on the work that we're doing on the work that we're doing on the work that we're doing on the work that we're doing on the work that we're doing and they provided us some guidelines on how to move this work forward. This is already part of ICANN's FY26 -30 strategic plan. So we will be working on this at least for the next four to five years, addressing these issues. And maybe I can go to you, Guilherme, to maybe address the aspect around the regulatory kind of dimension to this, if you want to respond. Thank you.

Very briefly, because, of course, the regulatory discussions are always longer ones. But from our point of view, I mean, the UN system in general and the UNESCO in particular, we very much expect that the agreements and the legal documents that the diplomats of our different member states agree. either in New York or in Paris, in the case of UNESCO or Geneva, they then are translated in national policies and, if necessary, national regulations. So, for example, the 2003 recommendation that I referred to, it's a legal document. It's not a binding treaty, but it's a step before that where the countries are agreeing on a set of recommendations that they should implement. So we really encourage the community to also hold the governments accountable and ask them questions on on where they are in terms of implementing these things that they have accepted in the first place with all their peers in the international environment. Again, in this case in UNESCO, but there are also relevant resolutions in New York. I mentioned the Global Digital Compact and the WISES Review, or in the Human Rights Council in Geneva, so on and so forth. Thank you.
