The National Digital Health Strategy 2024-2028 of the Dominican Republic is a comprehensive initiative aimed at modernizing the nation’s healthcare system through the integration of advanced information and communication technologies (ICT). This strategy seeks to enhance the efficiency, accessibility, and quality of health services for all citizens.

Key Objectives:

  • Healthcare System Modernization: Implement ICT solutions to streamline healthcare processes, ensuring services are more efficient and patient-centred.
  • Adoption of Emerging Technologies: Integrate innovations such as artificial intelligence (AI), medical robotics, and 3D printing to advance medical diagnostics and treatment.
  • Expansion of Telemedicine Services: Broaden the scope of telemedicine to provide remote medical consultations, making healthcare more accessible, especially in underserved areas.

Governance structure:

The strategy is spearheaded by the Ministry of Public Health and Social Assistance (MISPAS) in collaboration with:

  • The Vice Ministry of Digital Agenda
  • The National Health Service (SNS)
  • The Government Office of Information and Communication Technologies (OGTIC)
  • The Superintendence of Health and Occupational Risks (SISALRIL)

This collaborative framework aims to foster effective governance and partnership between public and private sectors, which is crucial for the successful implementation of the strategy.

Alignment with national plans:

The National Digital Health Strategy aligns with the Digital Agenda 2030 and the National Health Strategic Plan (PLANDES) 2030, reflecting a cohesive approach to the country’s health sector development.

Development and collaboration:

The formulation of this strategy involved technical assistance from the Central American Health Informatics Network (RECAINSA) and collaboration with the United Nations Development Programme (UNDP). A validation process engaged various stakeholders across sectors to ensure the strategy addresses critical elements for transformative digital health management in the country.
