Strategies and Action Plans

The Spanish Digitalisation Plan (2021-2025) is a public initiative designed to foster sustainable and inclusive growth through digital transformation. Key goals include enhancing digital skills, achieving full digital coverage across the population, and deploying 5G technology.

Spain’s economy is largely made up of SMEs, accounting for 98.99% of all businesses. However, despite progress in global digitalisation metrics, small companies in Spain lag in adopting digital technologies, largely due to limited access to funding and a lack of digital training.

The plan includes a total investment of 4.656 billion euros, with 14 initiatives across four main areas:

  • Basic digitalisation for SMEs.
  • Support for change management.
  • Disruptive innovation and digital entrepreneurship.
  • Sector-specific digitalisation.

The plan aims to advance basic digitalisation for SMEs while also promoting innovation in areas like AI, IoT, and Big Data. The government plans to reach 1.5 million SMEs over five years, about half of all businesses with fewer than 250 employees. The program is partially funded by the EU Next Generation initiative.
