Cybil, the Cyber Capacity Knowledge Portal

Cybil is a knowledge sharing portal for the international cyber capacity building community, facilitated by the Global Forum on Cyber Expertise (GFCE).
Launched in October 2019 during the GFCE’s annual meeting, Cybil serves as an online platform where governments, funders and implementing agencies can find and share best practices and practical information to support the design and delivery of capacity building projects and activities. Cybil also acts as a source of information on cyber security and cybercrime capacity building for civil society, academia and the technical community.
Cybil was developed by the University of Oxford’s Global Cyber Security Capacity Centre (GCSCC) in collaboration with other GFCE knowledge partners – the Australian Strategic Policy Institute (ASPI), DiploFoundation, FIRST, and the Norwegian Institute of International Affairs (NUPI).
