Digital Divides and Access Inequalities

The persistent digital divide emerged as a central concern. Egypt's delegate noted that "with only four years remaining to achieve the 2030 agenda, and with progress on more than half of the SDGs off track, the role of STI is more critical than ever," while highlighting that "118 countries, mostly from the global south, are not part of major international AI governance initiatives."

The Dominican Republic, representing Small Island Developing States (SIDS), articulated particular challenges: "Small economies cannot replicate the computational infrastructure or data holdings of larger economies, which makes the openness of AI models, data repositories, and scientific knowledge a matter of equity in the evolution of AI."

Palestine's delegate provided a stark example of technological barriers, noting that "in Palestine, we're using 3G for mobile telephony... And we do not have access to 4G, not to talk about 5G used by Israelis. And the Gaza Strip, where they use edge still, which even came before 2G."

International Cooperation and Technology Transfer

The discussion revealed tension between traditional North-South partnership models and emerging South-South cooperation frameworks. Cuba's First Deputy Minister Ernesto Rodriguez Hernandez argued that "experience has taught us that collaboration based on mutual respect, on non-meddling of others' affairs, and on the horizontal transfer of knowledge brings about solutions that are better adapted to our specific contexts, more so than the traditional vertical assistance models."

South Africa's Minister Nzimande noted that "financing remains a critical constraint," emphasizing that "finance mechanisms must respond to the agenda of the continent rather than the other way around." Kenya's Principal Secretary Abdulrazak noted current spending of 0.8% of GDP on STI activities, aiming to reach 1% and ultimately 2%.

Honorable Chair, Distinguished Members of the Commission, Excellencies, Ladies and Gentlemen, It is my pleasure to address you today as Co -Chair of this year's Multi -Stakeholder Forum on Science, Technology and Innovation, otherwise known as STI Forum, which will be held in New York on 6th and 7th of May this year. Thanks to technology, I am able to do so despite different time zones and locations. I strongly welcome this opportunity to speak at the Commission on Science and Technology for Development to share some insights on the upcoming 11th STI Forum. As in previous years, we will aim to return a courtesy invite the CSTD Chair to participate and share the outcomes of the present meeting at our forum. The STI Forum is closely linked with the high -level political forum HLPF and in a way represents the multilateral, multi -stakeholder component of SDG implementation. In line with the HLPF, this year's theme of the STI Forum will be Transformative, Equitable and Coordinated Science, Technology and Innovation for the 2030 Agenda. And a sustainable future for all. While this title might sound complicated, our objectives are clear. The aim is to showcase high -impact technologies and practical, innovative solutions. To this purpose, we facilitate practical, in -depth discussions. We share lessons learned and best practices, and ultimately, we want to accelerate progress towards SDG implementation. Inclusive progress means that everyone, everywhere can benefit from STI, not just some regions. All of us. Although challenged by some, science is and remains our best bet for the future and our greatest source of solutions for actually achieving the SDGs. Emerging in digital technologies, including artificial intelligence, offer powerful tools to reduce poverty and inequality, ensure access to modern energy and clean water, and provide a better future for all. and tackle the climate crisis. At the moment, it is easy to be overwhelmed by all the challenges and crises of the world. So we also want to use the SDI Forum as a platform for optimism and empowerment, especially for young people. My co -chair, Ambassador Chola Milambov, my good friend, permanent representative from Zambia to the UN in New York, and I are committed to ensuring that the SDI Forum is inclusive and impactful. Now, may I ask? We need broad and substantial participation at the SDI Forum, including on a high level during the ministerial session. We invite chief scientists, technology advisors, heads of research institutions and entrepreneurs to benefit from the multi -stakeholder format as much as possible. In order to promote the silent policy nexus and to promote the and foster dialogue between policymakers, researchers, private sector, representatives and of course civil society. The thematic focus this year will be on SDG 6, Water, SDG 7, Energy, SDG 9, Industry, SDG 11, Cities and Settlements, as well as SDG 17, Partnerships. My co -chair will now provide further information on the three thematic sessions in his remarks. Thank you very much, Ambassador Koessler, for your remarks. I also want to thank the chair and distinguished delegates for your attention. Allow me to just provide additional detail from what... I might rather he has just provided. I shall touch on the issues around the preparations and on the preparations and sessions. Let me start by pointing out that substantive preparations for the SDI Forum are underway, led by the Secretariat, the Secretary -General's 10 -member group of high -level representatives, and the UN Interagency Task Team on SDI for the SDGs. Special efforts are being made to collaborate with the Secretariat, supporting the UN Secretary -General's Scientific Advisory Board, as well as this Commission. To prepare for the Forum, the Secretariat has encouraged targeted written contributions to the various sessions in the Forum of Science Policy Briefs. We hope this will get our UN deliberations closer to the pulse and pace of technological progress. The Forum also provides an exciting opportunity to showcase groundbreaking innovations and promote promising technology solutions. to critical sustainable development challenges, particularly in low -resource settings. This year's call for innovations was announced and has been since closed, with over 900 submissions received from around the world, including a significant number from Africa. Selected innovations will be featured at the STI Forum, reaching a global audience of policymakers, experts, and innovators. We are most grateful for those submissions. Excellencies, distinguished delegates, let me briefly highlight three thematic sessions of the Forum. Session 1, titled Transforming Water Systems for Science, Technology, and Innovation. This session will examine the latest STI developments with strong potential for accelerating progress in the availability and sustainability management of water and sanitation STGs. STG 6, as I've mentioned, it will explore STI opportunities for the development of water and sanitation. It will explore STI opportunities for water infrastructure. and Service Delivery, STG 9, and the Role of Cities as STI Solution Accelerators, STG 11. The dialogue will complement themes of the 2026 UN Conference that is coming up and consider solutions related to informal settlements, livelihoods, gender equality, climate resilience, and digital and nature -based approaches. Session 2, Powering Sustainable Development Through Clean Energy Technologies for Affordable, Reliable, and Sustainable and Modern Energy for All. The session will explore policy solutions for affordable and clean energy technologies, which is STG 7, to be deployed at scale, especially in sub -Saharan Africa. It will also examine new and promising innovations in energy infrastructure, innovation, and sustainable industrialization, STG 9, alongside urban energy, access technology, buildings, and air quality. SDG 11. Discussions will highlight decentralized energy solutions, city -led clean energy innovations, closing affordability gaps, and successful approaches for integrated clean energy planning and financing. Session 3, Shaping the Future for Science, Technology, and Innovation for Sustainable Development in Times of Uncertainty and Change. This forward -looking session will consider how STI can help decision makers anticipate and respond to systemic risks to sustainable development in an era of rapid change. Discussions will follow on strengthening foresight, governance, trust, planning through STI roadmaps, and international cooperation to steer innovation, including artificial intelligence. And this will be towards resilience, equity, and sustainability to 2030 and beyond. This session will bring together inputs from regional and global STI -related forums and expert groups. groups, including the IAA team, the 10 -member group, and related scientific and engineering communities. Excellencies, distinguished delegates, we aim to continue to build on previous fora, featuring progress made by the UN Interagency Task Team, including the follow -up on the severe commitment through a technology assessment to identify obstacles to international technology diffusion, work on STI roadmaps, capacity building, and knowledge sharing. As co -chairs, we are committed to practically ensuring gender balance and the meaningful inclusion of youth, including the selection of moderators and panelists. Over the years, the Global STI Forum has inspired similar multi -stakeholder gatherings in various regions and among specialized groups. For example, the Africa Regional STI Forum. On the 26th and 27th of April, the Forum was hosted by the UN General Assembly in will feed outcomes into the Global Forum and align with the SDG under review. We hope to feature several of these initiatives at the Forum to further enhance its networking and matchmaking potential. Bismillahirrahmanirrahim In the name of Allah The Most Gracious, The Most Merciful Members of the CSTD Secretariat I am really glad to be among you today in this ministerial round table which is held in March of the CSTD 29th session in Geneva I also want to thank UNCTAD for the invitation extended to Algeria and the opportunity to speak Let me just in a few minutes talk about this important topic which is the role of science, technology and innovation in transformative, equitable, innovative, and coordinated action for the 2030 agenda and sustainable development. So, in our opinion, science, technology, and innovation is strongly linked. But in my talk, I will make a separation between science and technology and innovation. So, first, talking about science and technology, we think that today there is a huge progress on this domain in different continents, but the African continent stays behind this big advance. And we are pleased in Algeria and in Africa in general to have more expenses in research and development within the continent to fund research and development in African universities. This fund will be very important, and we are supporting the African continent, and the African Union in the efforts of having an African fund in order to have more efforts of research and development in universities, in research centers, but also in African companies and in the economic sector. in the same time we believe that strong research and development is the engine of an efficient innovation and talking about innovation here in my second point we have to rise the effort that Algeria did from 2020 by putting in place a dedicated ministry for knowledge economy startups and SMEs this ministry is a strong signal from the first responsible of the country that innovation might be one of the most important actors to give this development to the African continent and we started working on 2020 within this ministry and from 2022 we launched the African startup conference in order to make the African countries working together in the innovative ecosystem building so talking about science, technology and innovation for sustainability it means that we have a at the beginning to have a strong research and development ecosystem and also in the same time harmonizing the different policies, especially on the African continent, in order to give more opportunity to youth, to engineers, to university graduates to be part of the innovation roadmap. And for this, African Setup Conference from 2022 has pledged for a common effort in the African continent, making more opportunities for youth, giving more funding opportunities, and making the African a unique market in order to give the possibility to have startups that grow all over the African continent and go abroad. So, in order to summarize my words, I want to say that Algeria is really feeling confident about the role of science, technology, and innovation in this transformative, equitable, innovative, and qualitative actions. Congratulations for the 2030 Agenda. in the same time we believe that we cannot go far alone and we have at least to gather the efforts in the African Union in the big south but also all over the world towards the CICD efforts and I thank you once again to give me the opportunity to express our opinion for this point. Je vous remercie Monsieur le Président Sir Sir Thank you for giving me the floor Mr. President, Your Excellencies, Head of Delegation, Ladies and Gentlemen, The Democratic Republic of Congo would like to thank the UNCTAD for organizing this session looking at the strategic role of science and technology and innovation for the 2030 Agenda. The topic for this year, the theme, is fully part of my country's national priorities, a country that is in a deep transformation of its scientific and academic systems. The Democratic Republic of Congo believes that science, technology, and innovation are essential in accelerating social economic transformation. We have undergone a bold reform seeking to modernize our higher education system and to place the university as a key actor of development. This reform includes updating university infrastructure, research lab equipment, creating thematic excellence centers for including digital technologies in teaching and research. With this fund, we can build a consistent scientific environment in order to support public policies and to address the requirements of the 2030 Agenda. To improve the impact of research, our country has created an incubator of Congolese scientific youth. This supports researchers and innovators in bringing their projects to fruition. We remain convinced that scientific transformation must benefit all categories of the population, namely the young, who are a majority in our country. The Democratic Republic of Congo reiterates its commitment to international cooperation based on solidarity, fairness, knowledge transfer. We call for well -balanced scientific partnerships. We understand the consequences of exclusion and the importance of building institutions and partnerships that ensure innovation advances human dignity. Excellencies, whilst good technological advancement alone do not guarantee equity, without deliberate and bold policy choices, innovation can deepen inequalities rather than reduce them. South Africa's national system of innovation reflects our commitments to inclusive development. Institutions such as the Technology Innovation Institute, the South African Medical Research Council and our science councils generally are designed to align innovation with national priorities and societal needs. However, progress towards SDG 9, which is industry innovation and infrastructure, remains uneven across the African continent. Persistent challenges including infrastructure deficits, limited industrial capacity, low digital connectivity and constrained research ecosystems continue to limit development. The COVID-19 pandemic underscored these vulnerabilities, particularly in health innovation and vaccine production, and highlighted the risks of technological dependence. To us, transformative STI pathways must therefore be grounded in three principles. Firstly, prioritizing local knowledge and indigenous innovation. Now, our true friends, we call on our true friends that allow us to develop an African -driven agenda, like the science, technology, innovation strategy for Africa, and then support that agenda so that the continent can be better able to respond to its own challenges. Dear Delegates, The Cuban delegation would like to thank the Science and Technology Commission and the UNCTAD Secretariat for this opportunity to take part in a conversation about how science, technology, and innovation can contribute to attaining the Sustainable Development Goals. Before addressing the guiding questions that have brought us together here, it is important to acknowledge, as has been done by the heads of state and government at the G77 and China Summit on the current challenges to development, the role of science, technology, and innovation, which was held in Laban. in 2023, we must recognize that the prevailing international economic order is unfair and anti -democratic, and it is the structural foundation that perpetuates underdevelopment and deepens the gap between developing and devolved countries in the access to and use of science, technology, and innovation. And this asymmetry is no mere accident. It is the result of a system that concentrates intellectual property, technological capital, and decision -making in the hands of a few, limiting the technological development and sovereignty of the global south. And as we know, the global south is a place of the world's most important and most important How science, technology, and innovation can promote transformative and fair ways of attaining the sustainable development goals. particularly number nine on industry, innovation, and infrastructure? Answering that question, Cuba holds that technology cannot be a market privilege. Rather, it's a global public good. Charter. and severely restricting our ability to find sustainable technological solutions. Regarding the necessary policies and institutions in order to leverage technology for industrial development, we would like to urge the international community to put together strong multilateral governance frameworks that would promote open and fair scientific collaboration and technology transfer under favorable conditions, such as was reiterated at the G77 and China Summit in Ibana in 2023. National policies must go hand -in -hand with an international environment that would allow developing countries to develop and develop their own technologies and technologies. Before I begin, I must express my profound sorrow regarding the recent act of aggression against my country, a barbaric act of aggression that used irreparable damage to numerous Iranian universities, schools, including the primary school in Minad, innovation centers, and small and medium -sized enterprises. I would like to thank the Secretariat for organizing this vital segment. On the onset, Kenya underscores the critical role of science, technology, and innovation, including information and communication technologies, as key enablers of sustainable development. These drivers are essential for ensuring economic competitiveness, promoting inclusive growth, and addressing global challenges while advancing the integrated objective of sustainable development. Excellencies, ladies and gentlemen, Kenya continues to strengthen policy environments that enable education and research institutions, industries and private sector to innovate, invest and translate ST &I into employment creation and inclusive economic transformation. The bottom -up economic transformation agenda prioritizes the expansion of innovation hubs as key pillars of our ST &I ecosystem, fostering entrepreneurship, supporting startups and enabling the scaling of locally driven solutions. Kenya reaffirms that strengthening international collaboration and cooperation in ST &I as an essential tool for accelerating progress towards the SDGs. Multiple stakeholders' partnership, capacity -building initiatives, and knowledge -sharing frameworks can play a vital role in facilitating the transfer and diffusion of technologies in line with sustainable development priorities. In Kenya, we are creating clusters on various STNI thematic areas to strengthen the STNI ecosystem, bringing together universities, research institutions, and private sector with an objective of creating synergies and breaking silos towards greater impact to the society. STNI must address the societal issues, hence I advocate for the socialization of science. I encourage for an agenda in STI for Africa in Africa by Africans in closer partnership under the South -South and North -South modalities. This can easily be done under the STISA 2034 of the AU NEPAD. We also recognize the transformative potential of artificial intelligence across sectors and emphasize that its development and deployment should be guided by principles of equity, transparency, accessibility, and human -centered innovation. We also recognize the transformative potential of artificial intelligence across sectors and bridging the digital divides, strengthening infrastructure, addressing ethical issues, investing in skills and capacity, buildings are essential to ensure that all countries, particularly in the global south, can meaningfully participate in the benefit of AI -driven economy. Kenyan's Artificial Intelligence Strategy of 2025 -2030 prioritizes digital infrastructure, robust data governance, skills development, and promotion of ethical, unresponsible AI, with a focus on the key sectors such as agriculture, health, education, public service delivery while fostering partnership and locally driven innovation. Excellencies, ladies and gentlemen, Kenya further underscores that full participation of women and girls in STNI is not only a matter of equity but a structural imperative for sustainable development. In this regard, Kenya has made notable progress in advancing the participation of women and girls in STEM subjects or field through targeted initiatives, scholarship programs, mentorship schemes and reforms aimed at improving access to quality education. We also note that persistent underinvestment in STNI, particularly in Africa, where research and development exists, expenditure remains low, continues to constrain progress towards the SDGs. In this context, we call for urgent effort to address systemic barriers to STNI financing. Predictable, adequate and accessible funding mechanisms are essential, supported by enhanced international cooperation, innovative financing instruments and strengthened public -private partnership. Reforms of global financial architecture is equally necessary to close existing gaps and enable developing countries to build resilient and inclusive innovation ecosystems. Currently in Kenya, we are spending around 0 .8 % of the GDP and aim at improving or moving to 1 % and ultimately 2 % as per our science technology innovation activities. In fact, through the fund, we aim at boosting research and innovation capacity and build an innovation ecosystem towards commercialization. Mr. Chairman, ladies and gentlemen your excellencies, in conclusion Kenya remains firmly committed to advancing HGNI as cornerstone of sustainable and inclusive development and to working with all partners to ensure that emerging technologies serve the shared prosperity of humanity and this is crowned by the Kenya Science Research and Innovation Strategy Blueprint the vibrant higher education to tackle matters of STNI and the relevant institution on STNI for agriculture, medical industrial application, etc. I thank you, Mr. Chair

However, we believe that the regulation of AI in Mozambique should not inhibit the advancement of innovation in this specific area. Mozambique has considerably created a legal and institutional environment over the last 25 years to promote digital transformation. Recent measures, including electrical transition law approved in 2017, this law established the legal framework framework for commercial exchange digital signature, data protection, and communication security. Information Society Policy, approved in 2018, aims to transform the country into an inclusive digital national through ICT massification, cyber security, and paperless public administration. Apologies. National Security Policy and Strategy, approved in 2021, aims to mitigate attacks and create a resilient digital space. Proposal laws submitted to the parliament to the republic was cybersecurity law, cyber crime law, and personal data protection. the last week on the 16th April the parliament approved the cyber security and cyber crime laws in under development we highlight the following instrument national digital transformation that in the process of discussion the national AI strategy and the national data governance policy and strategy ladies and gentlemen it is our understanding in Mozambique that data and its government is fundamental for responsible AI adoption and for ethics of AI data government is also fundamental for secure and trust digital service it is within this framework that the government of Mozambique approved the regulation for the construction and operation of data center and the regulation for the cloud computing in our country in December 2025 and is now working on formulation of the data governance policy and its implementation strategy with support of the UNECA, EU, AU and German cooperation. Mozambique is at the final stage of formulation of the personal data protection law with the support of the Council of Europe and other development partners like the World Bank. We also review the government interoperability framework regulation approved in 2017 and promoting the implementation of the data governance policy. Thank you. and the promotion of the implementation of the government interoperability platform as part of digital transformation priority in Mozambique. It is our strong belief that establishment of infrastructure for data storage and of the data legal of regulatory framework is a good first step for addressing the surveillance challenge in AI adoption. Science, technology, innovation should also be at the foundation of this work. It is important to note that most of the initiatives that we are sharing relate to AI development in Mozambique are part of the implementation of our science, technology, innovation policy and this implementation strategy approved by the government in 2024. We are currently restarting the governance of Mozambique Research of Education Network and upgrading its national and international connectivity capacity to be the digital platform for digital service offered to the member of the high education and research community in Mozambique. We are also working in partnership with development partners to improve our computer and storage capacity within the high -performance computing initiatives. We believe that these are initial steps to construct the digital public infrastructure to support science and technology development in Mozambique to address the challenge of the IA era. All this is a challenge for the IA era. These interventions are part of the implementation of the science of technology. and innovation policy that Mozambique has approved. Dear participants, regarding the impact results and digital inclusion, we would like to share that several actions in Mozambique should show significant social impacts through science, technology, and innovation, such as the participation of the National Company of Science and Technology Park in the science and technology innovation training programs promoted by the UNCTAD has generated, created, and strategy institutional outcomes contributing significantly to the transformation of the government of this park. First, an example of unprecedented capacity to process vast volumes of data is relevant inside the Institute. and enhance predictive models according to the World Meteorological Organization. Distinguished participants, Mozambique presents a promising environment for foreign investment in communication and digital transformation, etc., taking into account its development country. Foreign investors may invest in data infrastructure and data centers, connectivity and broadband expansion, cybersecurity and data protection, cloud computing and infrastructure as a service, digital governance and inclusion projects, and tax incentives and public -private partnerships. For the final consideration, we will discuss the following. They also accelerate the transition toward the sustainable and inclusive economy. The digital transformation is not a matter of future, but rather a present and urgent reality. In this case of Mozambique, the key debate is not about how to implement digital transformation, but rather with what priority and at what pace Mozambique should undertake its digital transformation process. This answer may be found in the National Digital Transformation Strategy, a legal instrument currently under development. Artificial intelligence is one of the emerging technologies that have been impacting various sectors of activity, and it has been used both for good and for ill. It is therefore crucial that in our country it is safe and proper regulation, ethical use and insurance. Efforts in these regards are currently underway, including the development of National Artificial Intelligence Strategy, as well as the establishment of the National Artificial Intelligence Commission. As part of the AI approach, Deutschland As a government, we consider that the only digital transformation process under attack by the country due attention must be given to the aspect related to the digital inclusion and digital literacy of the population. In our country, the digital transformation process is supported by four key enabled factors, namely growth, creativity, resilience, and unequivocal support of His Excellency President of the Republic. I will focus on Goal 9, which covers sustainable industry, infrastructure and innovation, and Goal 17, covering partnerships for development. Poland supports the idea of sustainable development based on responsible growth. This means building a strong and competitive economy by means of new ideas and technologies. However, in this model, no social group should be left behind. And development should also meet the needs of today's generations, without harming the chances of future developments. It is not only about how big the global GDP is, but about the quality of the economy and its value for humanity. Our goal is to help increase incomes around the world and at the same time support social, economic, environmental and regional cohesion This will improve people's well -being and reduce poverty and social exclusion This approach follows the vision of the 2030 Agenda a world without poverty where everyone can benefit from development Today the world faces many challenges such as the energy transition, digitalization growing technological competition and inequality In this context, science, technology and innovation are not only tools for growth but also the foundation of fair and lasting development Investment in research, modern industry, automation and robotics is essential for economic growth and resilience. At the same time, we must remember that this transformation must include not only advanced sectors, but also regions which still rely on traditional industries. It must be a technological transition which is fair to society. To achieve Goal 9, our countries need clear and long -term strategies. We need strong institutions to support innovation. We must create regulations which encourage businesses and investment. This means research funding, development of smart specializations, and support for cooperation between universities, businesses and governments. People's skills are extremely important. We need more engineers, IT specialists and experts in science and technology. We also need to improve digital skills across society. People are the key resource for innovation. Technology without people does not lead to development. No country can solve today's challenges alone. This is why Goal 17 and partnerships are so important. We need to work together, share knowledge and support each other, especially countries facing development challenges. The best partnerships connect science, business and government. They help build local knowledge and institutions, not just transfer technology. Tanzania recognizes science, technology and innovation as a central pillar for achieving the 2030 agenda for sustainable development as emphasized in our national global framework SDI is essential addressing economic, social, environmental challenges through evidence -based inclusive solutions aligned with Tanzania Development Vision 2050 Agenda 2063 and other global commitments We are integrating SDI into key sectors to drive transformative and equitable development science enable informed policymaking, strengthen institutional capacity and sustainable economic growth We are working with In education, we are expanding digital learning platforms and strengthening STEM, educating to equip our youth with relevant skills. In health, scientific research continues to support the fight against diseases such as malaria and tuberculosis. In agriculture, research institutions are advising climate resilient crops and improving food security. In environmental sustainability, STI supports climate monitoring and adaptive strategies. Technology is also transforming our economy and enhancing social inclusion. Tanzania has made progress in expanding renewable energy solutions. particularly solar and hydropower, to improve access in rural areas. Rapid growth of ICT with over 50 million mobile subscriptions has enabled digital service across finance, education, and health sectors. Innovation remains a key driver of inclusive growth. Mobile financial services such as M -Pesa, Tigo Pesa, Airtel Money have significantly advanced financial inclusion. Our innovation ecosystem is growing, fostering entrepreneurship and emerging technologies. Additionally, local innovation. Local innovation is circular economic practices supporting sustainable industrialization. Despite these achievements, challenges persist, including limited financing for research and development, gaps in digital infrastructure, and unequal access to technology. Addressing this requires strengthening partnership, increased investment, and coordinated action. Tanzania, therefore, calls for the following. First, enhanced international cooperation in technology transfer and capacity building. Second, increased investment in research. Third, strengthened public -private partnership to support innovation ecosystem. And fourth, expansion of digital infrastructure to bridge the digital divide. At national level, our artificial intelligence agenda and digital strategy reinforce this mission -oriented approach. They ensure that AI and STI contribute not only to competitiveness, but also to equity, territorial cohesion and inclusion, so that no region or community is left behind. Second, regarding the policies and institutions needed to harness innovation for industrial development, we believe that technological transformation requires both long -term vision and agile governance. Instruments such as digital innovation hubs, testbeds and regulatory sandboxes are essential to enable safe experimentation. And to facilitate access to the digital world, to innovation, particularly SMEs. At the same time, effective institutional frameworks are critical. Beyond Europe, Portugal promotes inclusive cooperation through its partnerships with Portuguese -speaking African countries. within the Community of Portuguese Language Countries Framework and through the Atlantic International Research Centre. These initiatives strengthen scientific capacity, foster knowledge exchange and reduce asymmetries. Our engagement in broader initiatives, such as emerging EU Latin America and Caribbean supercomputing network, further illustrates how international cooperation can build shared infrastructures and bridge digital divides. Distinguished Chair, Excellencies, Ladies and Gentlemen, it is a profound honor to represent the National Research and Innovation Agency, the Republic of Indonesia, BRIN, at this ministerial table. We convene at a time of unprecedented global volatility. As geopolitical tension and global conflict -treated stability, science, technology, and innovation, or HDI, must serve as a universal language for peace and a primary instrument for achieving the 2030 agenda. For Indonesia, HDI is not merely an engine for economic growth. It is a central pillar for inclusive development to address the climate crisis and socio -economic disparities. We are engineering our national innovation ecosystem through five strategic pillars, integrated with our priority development tracks. First, transformative action through institutional integration. Indonesia has undertaken significant reform by consolidating national research capacities under BRIN to eliminate fragmentation. This integration aligns scientific research with strategic sectors such as the blue and green economies, directly contributing to SDG 2, zero hunger, and SDG 7, affordable and clean energy. Second, equitable access through open infrastructure. Innovation must not be a privilege of the new view. We have integrated 121 research locations into eight national clusters and strengthened key science and technology areas, including approximately 45 science and technology parks across the archipelago. Our open access policy ensures that researchers from all regions have equal access to advanced laboratories, embodying the spirit of SDG 10, reduce inequalities. Third, innovation for society and competitiveness. We leverage research to enhance the competitiveness of medium -small enterprises and startups through practical solutions such as climate -resilient agriculture and clean water management. By merging scientific research with local wisdom, we ensure that the transition toward SDG 1, no poverty, and SDG 8, decent work and economic growth, is community -driven and inclusive. Fourth, strengthening strategic industries and human capital. Indonesia is fortifying the position of strategic state -owned enterprise through the mastery of advanced technologies. We are investing heavily in our next generation of innovators through fellowships and academic -industry partnerships to cultivate scientists capable of addressing global challenges, thereby realizing SDG 9. Industry, innovation, and development. Innovation infrastructure. Fifth, co -development and strategic global partnerships. To accelerate the mastery of global technology, Indonesia facilitates co -development with international investors and global corporations. Your efforts working here in this commission should be praised. This 29th session is a special opportunity to think about the strategic role played by science and technology and innovation in the realization of the SDGs, and a true opportunity to share our views on the matter. We would like to express our gratitude to the Secretariat of the CSTD for the remarkable efforts in the promotion... ...of the commission and for the organization of this meeting. Chair. The current discussion that relates to the role played by the CSD and its connection with the 2030 Agenda and the SDGs is in line with a revolutionary policy implemented by the President of Burkina Faso, Mr. Ibrahim Traore. These discussions are related to how public policies can integrate innovation, science and technology and make sure that they are a strategic tool to create a structure for national innovation ecosystems. In light of all of this, the Commission can promote the industrialization of our country. By reducing our reliance on the mining industry and traditional agricultures, the introduction of... digital services, renewable energies and other technologies, open new futures for young people, women and international partnerships are required to ensure access to advanced technologies, financing and capacity building. When we talk about the necessary policies and institutions for the development of science and technology and innovations, we believe that we must find solutions that are adapted to the key sectors of the economy, in other words, animal, husbandry, agriculture, digital health and public services. They also should provide governmental actors the means and opportunities to strengthen technological sovereignties, data management, and ensure that national actors will be in a position to respond to the strategic objectives of the state. This is why we urge UNCTAD and all of our partners to step up their support efforts, especially through technical assistance, the establishment of technological parks, ensure access to data and support for national initiatives. On the most effective forms of cooperation, we believe that regional cooperation within the institutions of the sub -region is the best possible approach. South -South partnerships also offer specific possibilities for triangular cooperation, for funding transfer of technologies and local initiatives. Finally, public -private partnerships are crucial to ensure that UNCTAD and UNCTAD -RUSSIA are in a position to respond to the strategic objectives of the state. innovation ecosystems that are sustainable may appear. In conclusion, Burkina Faso reaffirms its commitment to science and technology as a pillar for sustainable development, and we are ready to work with all our partners to strengthen innovation ecosystems, improve agricultural resiliency, and guarantee that industrialization be inclusive and equitable. Excellencies, distinguished participants, the Egyptian delegation would like to congratulate the Secretariat, all participants, member states, for convening the 29th session of the Commission on Science and Technology for Development. We'd also like to extend our sincere appreciation to the esteemed panelists for their valuable contribution throughout this discussion. Since the establishment of the Commission in 1992, it has served as a vital forum for examining science and technology issues and their implications for development. Over the years, the nexus between science, technology, and development has grown increasingly significant. In 2026, as we witnessed the rapid rise of artificial intelligence, one of the most transformative innovations of our time, it's evident that... STI is reshaping every dimension of sustainable development and becoming deeply integrated into all aspects of modern life. With only four years remaining to achieve the 2030 agenda, and with progress on more than half of the SDGs off track, the role of STI is more critical than ever. Science and technology and innovation serve as a key enabler for achieving SDG 9, industry, innovation, and infrastructure, and also SDG 17 related to partnerships for the goals. The rapid advancement of frontier technologies and substantial growth in data generation are transforming research and development, creating new opportunities for inclusive industrialization and innovation, which are the core objectives of SDG 9. These developments strengthen resilient infrastructure, enhance productivity, and support sustainable economic growth. At the same time, STI provides a foundation for a stronger global partnership. by facilitating knowledge sharing, technology transfer, and coordinated international action. However, significant challenges remain. The widening digital divide between countries and unequal SCI capacities, particularly in the global south, pose major barriers to inclusive development. Without comprehensive policies and adequate investment, emerging technologies such as AI risk exacerbating existing inequalities rather than reducing them. Today, 118 countries, mostly from the global south, are not part of major international AI governance initiatives. This must change. The governance of emerging technologies cannot be shaped by a few actors alone. And to harness the benefits of science, technology, and innovation for the sake of achieving sustainable development in the era of emerging technologies, we must focus on key priorities. Such as, ensuring inclusivity in global technology governance, promoting open innovation and technology transfer, strengthening technical capacity skills and regulatory frameworks in that regard, preparing labor markets for technological transformation, along with expanding concessional financing to support access to emerging technologies. Before concluding, our shared responsibility is clear to ensure that science, technology and innovation, especially AI, serve as tools for inclusive and sustainable development for all. I thank you.

We have recorded encouraging progress across key SDGs. On clean water and sanitation, we have significantly expanded access to safe drinking water, especially in rural areas, while strengthening climate resilient systems. In affordable and clean energy, electricity coverage has grown steadily, with expanding solar mini -grids and efforts to promote clean cooking solutions. For sustainable cities, we are improving urban planning, transport, and waste management to address rapid urbanization. On SDG 9, STI is enabling value addition in agriculture, mining, and manufacturing, supporting digital transformation, and fostering entrepreneurship. We continue investing in resilient infrastructure and innovation ecosystems. to create jobs and drive economic diversification. Challenges such as infrastructure gaps and the need for higher R &D investment remain, but our direction is clear, to build an inclusive industrial base that leaves no one behind. As DG17 underpins all our efforts, we have enhanced multi -stakeholder coordination and data systems, yet financing constraints persist. Ghana is advancing an integrated national financing framework and actively pursuing innovative partnerships to bridge resource gaps. A flagship priority for us is the development of science, technology, and innovation parks. Supported by UNCTAD's capacity -building work, we are finalizing a national roadmap and action plan for these parks. They will serve as dynamic hubs, and will serve as a key focus for research commercialization. Thank you, Chair. On behalf of my Minister of Science and Technology, who is not able to attend this meeting, I would like to read his statement. Science and technology and innovation provides the tools to transform our economies and societies. They play a vital role in improving service delivery and reaching more citizens. We have witnessed how digitalization of services in critical sectors like health, agriculture, education and finance have improved access to healthcare and education services, enhanced food production and security and allowed businesses and citizens to access services efficiently. These are critical enablers of the 2030 Agenda. In order to achieve this, bridging digital and technological divides will be essential to ensure that no one is left behind. This requires targeted investments in infrastructure, human capital and skills, as well as inclusive innovation, ecosystems, and particularly in developing countries and LDCs. Chairperson, it must be noted that effective science, technology, and innovation policies depend on strong institutions, cross -sector collaboration, and alignment with national development strategies. Science must inform policy, innovation must reach markets, and partnerships must connect governments to other stakeholders, such as the academia, the private sector, and communities. Therefore, strong coordination is very important. Chairperson, Zambia is concerned. Zambia is currently implementing its national digital transformation strategy, covering the period 2023 to 2027. The strategy aims to integrate digital technologies across all sectors to enhance productivity, create jobs and promote economic growth. It is grounded in Zambia's long -term vision as outlined in Vision 2030 to transform the nation into a digitally empowered society. The strategy focuses on five main pillars for digital transformation, namely digital infrastructure, digital platforms, digital services, digital literacy and skills, and digital innovation and entrepreneurship. These pillars are vital for the attainment of a fully functional digital economy, which will accelerate Zambia's implementation of its sustainability. Thank you very much, Chair. I'm delivering this statement on your behalf and on behalf of our Minister for Communications and Digital Economy. Mr. Chair, Excellencies, Distinguished Delegates, the Gambia commends the Commission for convening this 2019. session at a critical moment. We congratulate his Excellencies. Mr. Shamsang of People's Republic of China on the assumption of the chairing of the CSTD 29th session and assured him of our delegation's support. We meet at a critical time when artificial intelligence is rapidly reshaping economies, societies, and the global development landscape. We are honored to contribute not only as a member state, but also in our capacity as the vice chair of the CSTD Working Group on Data Governance. In this role, the Gambia remains committed to fostering inclusive, evidence -based, and development -oriented dialogue grounded in the realities of developing countries. Mr. Chair, the theme before us is both timely and urgent. For countries like the Gambia, the challenge is not only access to AI. Thank you. Thank you. is not only access to AI technologies, but the ability to govern them effectively and ensure they deliver tangible benefits for our people. At the center of this challenge lies data. Allow me to emphasize on a simple but critical point. There can be no meaningful or equitable AI without strong and trusted data governance. The quality, accessibility, and governance of data will determine whether AI accelerates development or deepens existing inequalities. Mr. Chair, through the work of the CSTD Working Group, we observe an increasing complex and fragmented landscape of data and AI governance principles. Frameworks developed by institutions such as the OECD, UNESCO, and the World Bank provide valuable guidance. However, for many developing countries, the central challenge remains implementation. This is where the role of this Commission is indispensable, breaching global principles with practical development -oriented solutions. Excellencies, at a national level, Digambia is actively translating these principles into action, guided by the vision of His Excellency Mr. Adam O 'Burrow, the President of the Republic of Digambia, whose administration has elevated digital transformation, data governance and innovation as central pillars for inclusive growth and sustainable development, as enshrined in the Recovery for Coastal National Development Plan 2023 -2027. We have strengthened our data governance ecosystems through a data protection and privacy law, a national data policy validated in 2025, and an open data strategy for 2024 -2027. These efforts are complemented by investments in digital population, public infrastructure, including interoperable bubbles, systems, digital identity, and secure data exchange platforms. In addition, the Gambia is currently developing a national AI policy and strategy led by the Ministry of Communications and Digital Economy to ensure that artificial intelligence is deployed in a responsible, inclusive, and development -oriented manner. At the same time, a national enterprise architecture framework led by the Gambia ICT agency is ensuring interoperability across government systems through open standards, shared services, and strong national governance. Mr. Chair, our national experience, together with the insights from the CSTD Working Group, highlights three key governance tensions. Balancing privacy and data protection with openness and transparency, managing data sovereignty while enabling trusted cross -border data, and developing a secure, secure, and secure data flow. and advancing rapid digital transformation within limited institutional capacities. These are not abstract policy issues. They directly shape trust, effectiveness, and development outcomes. Excellencies, we also reaffirm the continued importance of the WCIS. It is essential that the WCIS vision of a people -centered inclusive information society remains fully aligned with our collective responses to emerging technologies, including artificial intelligence. The WCIS process and the CSCD must continue to reinforce each other, linking normative foundations and practical implementation. In light of this 29th session, the Gambia highlights three priorities. First, the need to move from principles to implementation through practical context -specific tools. Second, the importance of investing in institutions and human capacity, recognizing that governance, not only technology alone, determines outcomes. Third, the need for sustainable and nationally aligned financing models, including well -governed public -private partnerships to strengthen ownership and reduce fragmentation. In conclusion, Mr. Chair, as the Vice Chair of the CSTD Working Group on Data Governance, the Gambier affirms its commitment to inclusive dialogue, shared learning, and consensus building on these critical issues. We believe that this Commission plays a central role in ensuring that technology and innovation in the age of AI serves development, strengthens trust, and expands opportunity for all. If AI is to serve humanity, then data must serve development, and governance must serve the people. Ladies and Gentlemen, at the outset we extend our sincere thanks to the Commission on Science and Technology for Development and UNCTAD for the efforts undertaken in preparing the work of this 29th session. And for selecting a thematic focus on science, technology and innovation in the age of artificial intelligence, a theme that aligns closely with global efforts to enhance the role of technology in building a more inclusive and sustainable future. Mr. President, the Kingdom of Saudi Arabia, guided by its firm conviction in the importance of artificial intelligence, as a cornerstone of transformative development, has declared 2026 the year of artificial intelligence. A step that reflects the maturity of the national vision and seeks to deepen the impact of these technologies, maximize the benefits derived from them and advance towards a knowledge -based economy and depend by data and innovation. This orientation is an extension of integrated national efforts built upon an advanced institutional framework aimed at developing a comprehensive digital ecosystem centered on enhancing data utilization and expanding artificial intelligence applications across vital sectors, including government services, healthcare, education, energy and logistics. Thank you. The Kingdom has attained advanced rankings globally in artificial intelligence indices, reflecting the progress of national projects, programs and initiatives in the domain. The Kingdom has also launched the National Strategy for Data and Artificial Intelligence, led by the Saudi Data and Artificial Intelligence Authority, with the objective of building a data -driven digital economy. This is complemented by concerted sectoral efforts to develop advanced digital infrastructure. The Kingdom has further invested in human capital development through national programs to qualify expertise in artificial intelligence and emerging technologies, along with pioneering initiatives including AI applications in smart government, healthcare, crowd management, and digital services, which have demonstrated tangible success on the ground. Four -year, very enriching statements. We heard the word partnership and strengthening international cooperation several times in order to support science, technology, and innovation. That is important, essential, very important, even crucial for sustainable development and to leave no one behind. For us developing countries and least developed countries, in order to reach the SDGs and to have fair development, we need real. Cooperation and financial support. Thank you. which is essential to set up the innovation technologies for especially artificial intelligence. We're not all on the same boat. Some among us have populations on small boats and others on much larger ones with a high horsepower engine. The progress of science technology and AI is more advanced and developed in some countries and further broadening the gap between developing and developed countries, and even within the same group of countries. The technological gap is quite large, and we must work quickly to narrow it. In most developing countries, in these developed countries, we are working in order to have technologies that perhaps are not even cutting edge anymore, contrary to developed countries who develop quite quickly, and economically. We are working in a continuous way. In Palestine, we're using 3G for mobile telephony, for mobile networks. And we do not have access to 4G, not to talk about 5G used by Israelis. And the Gaza Strip, where they use edge still, which even came before 2G. So another obstacle, another barrier for development is the Israeli occupation, of course. We have local platforms, but to open up internationally, well, that's very limited, sometimes even impossible for us. The infrastructure is there, but we don't have the freedom of movement and goods in occupied Palestinian territory. We also have national policies and strategies to develop our strategies, but occupation remains the greatest obstacle in accessing technology and to materialize our projects. Great work has been done on our part by the Palestinians. Thank you. but achievement is limited because of occupation. Research in artificial technology is very limited in Palestine as well, given the lack of conditions and needed infrastructure for that development to take place. And here in Palestine, we'd like to ask for stronger international cooperation and solidarity, which we need. Here, we facilitate the exchange of collaboration and connection between different partners. In the area of science, technology, and innovation, this is an important platform within the United Nations system. UNCTAD and UNESCO are proper forums to hold debates and meetings. Thank you, Chair. Excellencies, distinguished delegates, the Dominican Republic delivers this statement on behalf of the Small Island Developing States Group. The growing use of AI is reshaping research and development processes in ways that are highly relevant for SEEDS. AI is being applied in SEEDS in areas of research and development such as climate forecasting, disaster warning and response. public and private sector decision -making processes, health services, and agricultural planning. These applications are improving planning and service delivery and supporting greater participation in global innovation efforts. We intend to continue integrating AI in ways that strengthen our domestic capabilities and advance our development. We underscore the need for collaboration and inclusivity in research and innovation. Open science and open innovation are essential for the meaningful participation of SIDS in AI -driven research. Small economies cannot replicate the computational infrastructure or data holdings of larger economies, which makes the openness of AI models, data repositories, and scientific knowledge a matter of equity in the evolution of AI. This includes open licensing for AI data sets, public access mandates for publicly funded research, and provisions on data sharing and open standards in the Agreement on Trade -Related Aspects of Internal Property Rights. We also highlight the need for responsive and adaptive innovation policies, tailored to the specific challenges faced by SIDS. Supporting more agile and flexible approaches to policymaking, including through regulatory sandboxes, will help SIDS respond effectively to rapid AI development and the new challenges that AI poses. Targeted measures, such as interdisciplinary funding models, AI -focused research centers, and capacity -building initiatives, will also be important for moving forward. The increasing centrality of SIDS will help SIDS to develop more agile and flexible approaches to policymaking, including through regulatory sandboxes, will help SIDS respond effectively to rapid AI development and the new challenges that AI poses. The increasing centrality of data and algorithmic systems also raises important considerations. SIDS should be supported in shaping governance approaches that reflect their own priorities and development needs. including with respect to ethics, accountability, and the use of data in research and development. We intend to take steps to advance these priorities, but international cooperation will continue to play a fundamental role. We emphasize the importance of the promotion of open science and innovation, strengthened capacity building, technical assistance, international research cooperation, and more inclusive access to data, infrastructure, and knowledge. We also call for greater cooperation in advancing inclusive policy frameworks and international alignment of ethical standards to ensure that the benefits of AI are shared more broadly.
