Good afternoon everyone. We are going to start our next session. For those of you that were interested in the previous session, I invite you to stay. We are going to go through deeper information as we are going to go through one of the standards that was mentioned. It was how do we assess the environmental, the enablement effect of ICT solutions in other sectors. So sorry if I can ask you to continue your conversation outside or as we are going to start our next session. And I think it will be a very informative and you can see the real implementation of standards right now. So okay, so today's session is on delivering ICT climate impact data, methods, and country experiences. As you saw from the previous session, it was highlighted by the Deputy Secretary General, also by Jean -Manuel Canet, that is also us here. How do we assess, how do we data on the impact that ICT has on other sectors? Because we are using ICT for governance. We are using ICT for governance. We are using ICT for agriculture. We are using ICT for manufacture. And how can we see that these digital solutions are helping other sectors to reduce their GAG emission and energy consumption? So this session will be about that, will be more practice. to show the best practice and to show the implementation of the standard. With me, we will have the presentation from Ana Gabriela Fernandez. She's Program Officer from the Green Digital Action Initiative. She will present us how digital technologies are important in the NDCs. And we have also Jean -Manuel Canet, that is a Rapporteur in ITUT Study Group 5, and Mr. Felipe Tustelino, Vice President of Environment at Orange. Thank you, Reina. Hello, everyone. So I have the pleasure today to present some of the work that we're doing under the Green Digital Action Initiative. You heard a lot about it maybe in the previous session. So this is looking specifically at reviewing how nationally determined contributions are including, referencing, and planning to leverage digital technologies. So do we have a clicker? Thank you, Ana. Okay. So let me start by saying that this is not an area of work that is new. Just a report that analyzed this type of content came in 2021. It was a collaboration between tech and CTCN that started to review how digital technologies were integrated into nationally determined contributions. contributions. Back then, it was only a small indication about which type of technologies, best cases, these type of examples, let's say, to try to understand what was going on. Then later came the 2023 report. It was, again, by UNFCCC and TEC reviewing exactly now, they actually identified that around 45 % included a reference to NDCs and to digital technologies. In that same year, in 2023, we saw that World Bank also developed a similar study in which they analyzed the same under a different methodology. They arrived to the conclusion that it was around 50 % of NDCs that were talking about digital technologies. Now, ITU came into the picture just like that. Last year we want to support this work. Tech and CTCN, World Bank, were not planning to launch any report, and we now have a new cycle of NDCs, for those of you that are not aware. Last year was the year in which countries were supposed to present their NDCs. Some of them are still presenting them this year. And we published a policy brief for COP30. In that one, next slide, please. Sorry, I forgot. I forgot. We launched this policy brief in which we actually found that around 90 % of NDCs were already referencing the NDCs. This only included the NDCs that were presented by then. So that's around 53 NDCs that we analyzed, just as, let's say, a sneak peek into what was included in this new cycle of NDCs. Some of the key findings were, of course, these NDCs. The 90 % percentage, as the overall figure, finding of what was interesting to note. Then we also tried to see if there were any countries that actually mentioned the ICT sector or any reference to what was the impact and the ICTs in general. We discovered that none of the entities really were trying to capture the GHG emissions in terms of mitigation targets or adaptation targets, which also was very interesting. But also raised the question of, okay, how should we start thinking about this? Because we know that emissions are going to rise, especially around AI. So if they are not included or considered at all in NDCs, then perhaps there is a gap there that we should start to analyze. From that policy brief, we reached five recommendations. Now, I just wanted to maybe close in on a couple of details. The first one is that we analyzed 53 NDCs, right? So 90 % of those NDCs were referencing digital technologies. That means that it was 47 countries that were planning to utilize digital technologies. A comparison to the previous baseline that I mentioned from the report from World Bank or CDC and Antec, then we see that it was almost doubled in terms of how many countries were referencing digital technologies. Another important finding was that most of those references were looking at how to utilize digital solutions around monitoring, let's say, any type of data systems, this type of digital solutions. So maybe not cutting -edge technology, but rather more... It was, of course, in reference to efficiency solutions and then also to early warning systems. That was a very popular data solution that was referenced in NDCs. You see there also a reference to others. Others included different type of solutions, even a bit more advanced. So, for example, artificial intelligence was referenced in around 10 % of the NDCs. Now, this year we are planning to launch a full report of almost the entire universe of NDCs. So we're working with UNFCCC Tech for the full report to be launched at COP31. This includes, first of all, the increased number of NDCs included into this report, but also a breakdown of the data solutions. So 90%. Sounds like a very overwhelming figure. But we need to understand how can we better see what is actually going to happen. what with these digital solutions because of course they are not planning the same and as I mentioned before some are very basic in other cases they are planning for really advanced technologies to be implemented so this is going to be covered in the new report and finally I just wanted to mention that of course we are still finalizing the analysis but we see that some of the key findings are really going to stay the same so the percentage of digital technology is being referenced for now it's almost around 80 -90 % so similar to the previous findings also for example AI is also being referenced in roughly 10 -12 % of the indices analyzed so far so I hope this covers your background thank you so much.

Thank you so much any question that you would like to are you familiar with indices indices by any chance? Yes, all of you are familiar? Good. Yes. Okay. Good, because I was worried. Maybe you're not familiar. Sometimes it's good to provide a bit of overview why it is important that countries, well, it's part of the Paris Agreement and it's specific, let's say, what are the plans that each country will have. So right now, that's why Ana was highlighting how digital for the NDCs, why countries need to report on the NDCs and digital, and that also the role of ITU that we are also raising awareness about this. Am I missing something? Okay, very good. So another, I think you didn't mention, Ana, but you know I'm very proud of our standards, but another recommendation of the report that was a very good recommendation was the implementation of standards, having a concrete methodology to have data, because we know, like, okay, digital is important, and digital can reduce the 3 or 4 % of GIG emission. work at the real data, and that's where standards come. Standards provide requirements. Standards provide methodology. And now we are going to clarify, and Jean -Manuel Canet has the task, in simple words, to explain how a recommendation, a standard that is L1480, that is how to measure the enablement effect of ICT in other sectors, can be used and is being already used in some countries. And then we will have experience of how they have implemented this standard. So over to you, Jean -Manuel. Okay, thank you.

Thank you so much, Reina. I hope you can hear me well. So let's go through the discovery of this standard, L .1480. And so I believe we have some slides that are coming. Okay, very good. And so... But maybe just while we are waiting for the slides to come, I believe indeed it's very important to have a common way to assess how digital services can bring benefits in terms of environment. of energy savings, GAG emissions savings, more GAG sequestrations in some cases when you are facilitating reforestation then you can improve the sequestration that is brought by the growth of trees or mangroves and so on. And so with this it's important to have a common methodology, a robust way to assess what's the impact of ICT digital solutions including AI solutions. So this is why in Group 5 we decided collectively to develop a standard which gives some guidance on how to do this in a robust manner. And the result is this standard which has this name. It's a nice number of L .1480. So of course this is in the context of the double -edged nature of ICT. ICT, we already mentioned that earlier and in the previous discussions, that ICT has its own footprint but can also, under some circumstances or for some applications, bring some benefits. And in order to maximize the benefits, drawbacks, the negative impact, of course, we need to have a robust way to do some accounting, to count for this. And this is the purpose of the standard. So let's go now forward. And this is when the standard L .1480 comes. So L .1480 comes to help assess the full impact in terms of the consequences of the use of an ICT system. It has several perspectives that you can see here. It can be seen from the perspective of... Let's say... an organization that is implementing a service like a video conferencing service, telework, smart metering systems, an AI system. It can also be useful from the perspective of the end users. It can be used in this way. And also of organizations which are actually contributing to the ICT solutions. So would it be a telecom operator such as Orange? Would it be a data center operator? So it covers all these aspects. This standard covers different types of assessment because we know all the practitioners do not have the same time available. Sometimes you have the time to do a full study and sometimes you want to do a quick. And this is in particular the case before an assessment takes place. You don't have yet the data. For instance, an organization is implementing teleworking and will have... You have the caterer that Philippe Tuzolino will present. Before the implementation takes place, you don't have the data, but you would like to understand what would be the order of magnitude of the impact of implementing teleworking. And so for this, you can use the standard. You will use the so -called Tier 3, which is the simplest possible assessment. And with this, you can have an idea, an order of magnitude, of the expected impact of implementing an ICT solution. Then you have the Tier 2, which is like an intermediate one. And the Tier 1 is more robust. It's a full study. It relies upon existing data. So typically, and we will see an example of Tier 1. So with Philippe, when a solution has been implemented, then you have some data. Because when teleworking has been implemented, typically you can interview the different people practicing the teleworking. You can have some data on whether they have commuted to their working place from their home or not. And you have some statistics data. So in that case, you are able to do the full study, which is like the so -called Tier 1 data. If I go to the here, what is covered by the standard? So the standard looks at, obviously, if we want to do a net calculation, we have to account for the plus and for the minus. The red block that you see here on the left corresponds to the first order effect. So typically, if I stay with this example of implementation of teleworking, in that case, the fact that a company is implementing teleworking means that there is some network connection available, that there is software available, that people teleworking, working from home, will be using the... And so there is ICT equipment associated with the possibility to actually telework. And for this, you have to account, when you look at the direct impact, you have to account for the different impacts resulting from all the components that are making teleworking feasible. So this is like the first order impact. Then you can see on the right -hand side here, what we call the second order effect so typically the second order effect is related to the benefits brought by the ICT solution so typically when there is teleworking people from the staff from the organization they sound some days they will not travel to their main office to their office and in that case typically some of them will not use cars and so if they do not use cars in that case they are not emitting GHG emissions and there are some savings in the GHG emissions and so it with the second order effect if the second order effect is bigger than the first order effect then there is there is some positive effect in total and there are some reduced GHG emissions but we also have to look at what we call the rebound effect that is to say that when you implement an ICT solution whatever the ICT solution Then, for instance, if we keep with the teleworking, and Philippe will explain more about that, and we'll give some figures from the actual study that has been done. When you have some time saved, you can have, let's say, the people who are not going to their office, actually, they will gain some time, and they will gain also some finance. They will have some finance benefits because they won't put fuel in their car to go to the work, and so on. And analyze, let's say, the so -called rebound effect of, let's say, implementing an ICT solution. And with this, you can see here this orange block that corresponds to the rebound effect. So, in total, when we look at the total effect, we have to consider the following. We have to consider first order, second order, and rebound effect. I have mentioned before that the standard covers different perspectives. That is to say, we can do this before an IC midway when the solution is implemented and after the solution has been implemented. Okay. You can see here a figure which is at the heart of the document and which is related to the so -called consequence tree. That is to say, when we look at an ICT solution, we want to understand all the consequences that are resulting from the use of the service. And so you have guidance in the document according to the different types of impact that we have seen, the different consequences. And so doing this, you are able, and here you have an example for a virtual meeting. I won't go into the details of that. And so when you do this, when you have done the consequence tree, you are able to, let's say, have a full perspective of the total impact in a robust manner. And now I will illustrate with some more details an example of the use of L .1480 that has been carried out with GIZ. This has been done with D4D Hub and also African Union, the Global Gateway. I will give you, I'm presenting on behalf of Julia Pink from GIZ, who unfortunately could not be with us today. Okay. And I will give you a few details on how L .1480 has been applied. So this is a solution, a case study on the Carbon Lens project in Senegal. This is a tool to combine satellite imagery, AI, and local engagement to automize costly and timely manual data collection, increase accuracy and stock monitoring, and facilitate scalability across geography and regions. So you see here the different partners. This is using AI. With the aim to improve, let's say, reforestation. And the standard has been used in order to compare the effects of a baseline scenario where there is no AI used or no satellite imagery. And after that, the full use of the system that has been implemented. So the impact assessment was conducted using L .1480, with navigation. Assessment that tier three and assessment perspective. is actually implemented. We have been designing, and GIZ has been designing, the baseline scenario, that is to say, without data and without artificial intelligence, and then defining the ICT scenario, so explaining the different equipment which are making the solution possible. So as you can see here, there is a Sentinel -1 -2 satellite which is used in the system, a PICA radar data combined with LIDAR, JD data. This is combined with field data, IOMAS data, which has been used for training and calibration of an AI model. AI model is used for production and use phase. You can see as well on the right -hand side the stock map at a resolution of approximately... approximately 10 meters, which is really precise. And there is all the AI infrastructure which is supporting all of this. So what we are looking here in terms of impact, of positive impact, field trips, because every, let's say, decision will be made thanks to AI, and enhanced climate impact, more accurate, continuous, comprehensive carbon stock map. We can now see here it's the same figure that I've been showing before. The consequence tree has been drawn, as you can see. And here you have the results comparing first of the effects of one -time development. And we can see that with the hypotheses that have been made, we can see that with the ICT action scenario, we have reduced emissions from the baseline scenario, which is what is looked for, obviously, which is the use case. expected results, the search results. And so as a full result, the ICT solution in that case is less carbon intensive to operate than the system it replaces. So here the study has been finalized, as you can see, and we can have a result which we can use then to support, let's say, policy action, and which can be refined in the future with more actual data. And I give you back the floor, Reina.

So before we enter, if there are any questions, you write it down, because I think it will be important to also listen to Philippe in the implementation in orange of L1480 and then we can open for questions. Philippe, if you can tell us more how L1480 was implemented in orange.
Philippe Tuzzolino
Yes. Before speaking of the implementation, I will give you some element of context for a company. If you want to speak about, we have to have a global approach because at the Paris Agreement, we asked to the state to enforce the NDC's commitment to be in line with 1.5 degrees to avoid climate warming. And the company have a role to play. But if you want to measure that, we need to collect measurements. If you collect many data, we have to use methodology. And if you use methodology, you need standards. But if we want to ask that... But if we are to ask to avoid emission by our activity, we have first to be, sorry, to be exemplary. Where do you want to go? The second slide? Yes, second. The second slide. No, the first one. Oh, that one? Okay. Sorry. Okay. So, we have to commit to be net zero. For example, Orange has a very strong commitment to be net zero in 2040 because if we want to avoid emission to our customers or to help other sectors to reduce their own emission, we have to be clean by ourselves, by our own activity. If not, we can say that we can avoid emission to other sectors because we are polluting. So first of all, you have to have a net zero. You have objective to be net zero yourself between saying that you can avoid emission to other sectors. Thank you. ...sectorial approach and Orange Commit to be net zero in 2030. And this objective we apply with this by collecting data in scope 1, 2 and 3 using the IT2T methodology L4070 implemented with SBTI validation. And now we have to reduce by 20, 40, by 19% scope 1 and 2 emissions and we are allowed to have a sequestration of carbon sinks of 10% at the end of the objectives. To do that we have to implement standards. Because we have to implement standards. Because we have to be compared, all sectors have to be compared to know if we are aligned and if we are implementing the same methodology and action plan. So today is a result and applying these methodologies and collecting data, we have participated to the Green Digital Action Database testing with L4072 methodologies that allowed us to implement our action plan and now we are forecast objective because the objective was to reduce by 30% CO2 emissions scope 1 and 2 in 2025. And in 2025 today we have reduced by 49% scope 1 and 2 and 61% scope 3. So we have overpassed the objective. And we are fully in line with 1.5 degree trajectory because we have applied the L4070 objective. standards and we are doing the revision of the standards with implementing the action trajectory so it's very important to be net zero to speak about avoided emission before speaking about the emission. We have to consider avoided emissions as three pillars. There are three pillars. One pillar is the net zero commitment we have done with scope one, two and three. So we are doing the job today. We are working on it. We are trying to collect data to apply standards and to respect the trajectory of 1 .3 degrees. At the end of the objective there is an incompressible non -reductible CO2 emission and that's that we are allowed to have sequestration with carbon sinks. We have a huge program to implement carbon sinks in different countries of the world. We have created a fund, this is all the carbon sinks we have implemented to obtain 10 % of sequestration at the end of the objective. And the PLRC is the Evoded Emission, it's a case study that I will speak about. The Evoded Emission, there is no commitment for the moment, ask for Paris Agreement. There is no commitment. But if it's a contribution of the activity of our company to show that if we have net zero, we don't increase... You can say that we can reduce the impact of ICT on the other sector with solutions that we can implement, and you have to prove that. To prove that, we need a standard to measure all with the same thing, L4080, that we have implemented it, and we apply exactly what is written in the standard, the general Gintams on ICT solution, different assessments we want to prove to help the other sectors to reduce their own emissions. We have to score it, to measure, to model data collection. And can you see the data? We have to do the calculation with precise and traceability of what we are doing. We have to interpret the result. We will see with the example the interpretation of the result can be completely different if the hypotheses are changing. So it's very important. We have to have a strong reporting and a review of what we are doing. So we have taken a simple example, which is teleworking, with two steps. The first step is towards the beginning, the base we have taken in the year 2020. At this stage, there is 35 % of teleworkers in the site we are studying, and 1 .5 days per week of teleworking. So we have a plan for 2018, and we have taken into account all the life cycle analysis, or all the process that we are looking on. Number of employees, omissions. We have taken into account all the life cycle analysis, and we have taken into account all the life cycle analysis, new mobility implemented by teleworking, use of ICT solutions at home, and commuting from home to work, which continues to exist. So we have the first calculation. After that, in 2022, teleworking has increased, huge increase, with 80 % of teleworkers, two days per week, and we apply the same methodology. And the result is the application of German UL I have shown to you with the calculation. of L4080, considering all the effects on the site of Orange. Further reduction, it is positive, is the first green graph. And that depends on the conditions, for example, if it's a meeting, teleworking, avoiding long distance traveling, for example, with different countries, the positive effect is stronger than if you have meetings. So the conditions are very important. So video conferencing use PC, ICTs is a negative aspect that we have to take into account. Maintaining commuting and new telemodeling, that is a robot effect because it shows that people don't have to use the traveling home and offices, use new traveling because they go to the office. to the supermarkets, they go to the libraries, they have new transportation that we have to take into account in the calculation, which doesn't exist if they work at office. So that is a negative aspect you have to take into account. The home heating is a negative aspect too, because we are using more cooking, heating, cooling systems and so on. And globally, for this example, the result of avoided emissions is nevertheless positive, but it could be changed. The conditions have changed. The conditions have changed of different use of traveling and condition of a meeting.

This is the result up to 2025 result of last year's, and now we have a new commitment, because we are using the L4070 methodology, which is the methodology of the 1 .5 trajectory, and we are in line with the result of our objectives, scope one and two and three, because using action plan, for example, For electric vehicles in all our fleets, ready to energy consumption of data centres with free cooling, virtualisation of servers, implementing a huge part of renewable energy in all the countries where we are operating. We implemented many action plans and we showed that in 2025 we overpassed the objective we had planned, because for Scope 1 and 2 we have planned to reduce by 30 % in 2025 and we are now in a 39 %

When you use renewable energy... your CO2 emissions decrease drastically because your energy is not carbon, but you continue to have action in the business. And we have changed the business model. For example, we are discussing with a supplier circularity in all the products that we buy. For example, a box is reused. More than 90 % of the box is reused for our customers. And we have many millions of boxes in services. When we change the network with optic fibers rather than cover, we reduce energy consumption drastically too because it's very different to be used. When a technician uses electric vehicles, we change the energy consumption drastically too. of the park, it's very reduced drastically the CO2 emission of the intervention to our customers and then we continue to make business but we change the global measuring of the impact of CO2

Anyhow, does that play out, the reductions, because the follow -up question is what is the cost to the business and you say it's not really, it actually makes it more cost efficient. So do you see this translating to the prices that you offer services to the end customers because usually that is sometimes what telecom operators front that some of these KPIs are so high and they may impact on their businesses.

Yes we transfer to our customers we try but to is the same is the same things that avoided a mission if when we are we are offering a services to customers we have to build to to build a system of telecommunication and if we offer service in the service were to take it to account the impact of the building the services if we are net zero we offer to the to our customers something with CO2 emission and after that we have to have a discussion with the customer to be sure that it itself is reducing CO2 emission in the use of the ICT at home for example. So for that we have a strong circular economy program and we have in our offices proposed a program which is called Reuse because many of special offers with an attractive price for students, for different level of population that prefer to buy reuse mobile phone because an iPhone is very expensive and if you offer them all a range of different price, it is very attractive for customers for different category of customers and you

Thank you. I think, so we are . There are not any, there is one more question that was from the online participants that is, is AI ICT CO2 footprint also evaluated? I guess maybe evaluated, but can, maybe this can be answered by you, .

Okay, we would have to maybe understand fully the question, but yeah, indeed we have means to assess the footprint of AI now with the new standard L1801. So we have the tools to do this, and maybe let me just give an example here as well to say that currently there is an assessment by two consulting companies, Carbon4 and Resilio, on Mistral AI system. And they are using L1801. And we believe since other big players such as Google have been participating directly in the preparation and development of the standard, probably they may use the standard in the coming weeks as well. We plan on that by COP 31.

Okay. So, thank you so much. So, one last question from the online participants, and it will be the last. With the rollout of AI solutions, do you expect to see the same trends of ICT enabling more savings? Or is there a feeling that data center build -out for AI training and inference will effectively cancel out the savings gained from process efficiency? This has already been reported by Google and has been seen for Tesla products as well. That was the question.

That's an excellent question. The future will tell, but let's all of us push so that the footprint, the actual direct footprint of AI is kept as low as possible. So, in the field, we know and we have seen here in PalExpo how many actions can be done to do so. So, let's keep it the lowest possible. And let's... Let's measure, assess the benefits of using AI, using, for instance, L1801, which is the first standard on the matter. And with this, we can understand what are the benefits of using AI in different scopes and different environments and maximize it. Thank you.

And I think something important as well that was shown in Philippe's slides was that if you saw that there were different standards there, or different components, circular efficiency of the network, how to assess the intensity of the network, also how to build the infrastructure site, all this depends also on the impact that an ICT solution has. And that's why we have developed this standard for assessing the AI system, yes, and it's the first standard. But there are also other standards that are supporting this. There are cooling solutions. There are cooling solutions for data centers. Because behind AI, we remember that there is data center. behind, how we make the network more efficient. So all this will also make AI be better for the environment.
