Good afternoon, ladies and gentlemen, distinguished colleagues and guests. My dear friend, Professor N .K. Goyal, usually asks me to moderate this session because I'm the only person. I'm the only person foolish enough to try to do so. So what my task, and I need your help in this, is there are nine speakers, each of whom are going to speak for two minutes. At one minute, 30 seconds, they get the yellow card. And at two minutes, they get a red card. And when the red card comes out, you're a football or a rugby crowd, and you scream so that they shut up. Unless you think what they have to say is really, really outstanding, in which case they might get another 30 seconds. Okay, so I must get my stopwatch working so I'm not told off. And while I'm doing that, I just want to say what a pleasure it is to moderate this session. Where you first work in the field as an academic researcher has a lasting impact on your life. It's such a privilege for me to moderate this session, because 50 years ago this year, I first started working in the field as an academic researcher. In some of the poorest parts of India, what was then known as South Bihar, now Jharkhand. and India is where I've left a lot of my soul, I think. It always calls me back. So we have two -minute timers and I would like to invite, please remember to stick your red button on if you're speaking and switch it off when you finish speaking. Distinguished delegates, colleagues from ICT and Telecom Fraternity, ladies and gentlemen, it's a privilege to speak here in Geneva at Tablesys 2026 and AI for Good platform, representing Government of India. on a theme that lies at the heart of our national digital journey, connecting the unconnected. For India, connectivity is not merely a technological objective. It's a developmental mission. It's about ensuring that every citizen, whether in a metropolitan city or a remote village, has access to opportunity, knowledge, services and dignity through digital empowerment. India's approach has been guided by the vision of Honourable Prime Minister Shri Narendra Modi ji to build an inclusive digital India and a Vixit Bharat, where technology becomes a bridge, not a barrier. This vision is reflected in our digital public infrastructure, our telecom reforms, BharatNet, digital payments, Aadhaar -enabled services, DigiLocker, Bhashini for language inclusion, and now in our emerging AI initiatives. The theme of today's session brings together four critical pillars, education excellence, cyber security, rural solutions and women empowerment in ICT. Trends? These are not separate themes. In fact, They are deeply interconnected. A student cannot benefit from digital education without reliable connectivity. Rural citizens cannot use online services unless they trust the digital ecosystem. Women cannot fully participate in the digital economy unless technology is accessible, affordable, safe and locally relevant. In this context, I would like to highlight India's Samridh Gram Initiative, Digital Services Project, also known as Digital Village Initiative, led by Department of Telecom. This project has now received global recognition as WCISP Prize's 26th Global Champion under the Enabling Environment category. It demonstrates a simple but powerful idea. Connectivity must be converted into service. Through BharatNet fiber connectivity, the project brings together healthcare, education, agriculture, digital banking, e -governance, skilling and livelihood services at the village level through Samridhi Kensa.

Thank you very much, and thanks to the organizers to invite me. I am Bharat Bhatia. I am President of the ITU -APT Foundation of India. We run basically an institution in India which is recognized by the ITU as a regional international organization. We support participation in the ITU activities, participation in the APT activities, and in general try to increase the regional connectivity. We... have been instrumental in bringing over 400 contributions to the ITU during the last two to three years. In the area of 4G, 5G, 6G, I chair the working group on 6G general aspects, which is responsible for standardization of the 6G technology, IMT 2030. And I hope we will be able to bring 1 .4 billion Indians online. And that, ladies and gentlemen, is a connectivity challenge for all of us. We have highest number of digital financial transactions happening in India. As many of you would have heard about the UPI transactions. Billions and billions of dollars are being transacted every day. using the 4G, 5G network that has been created. And our aim is now to start doing the same with the 6G coming up in the next three years. So thank you very much, and I'm here to answer any of your questions. Thank you.

What a great privilege and honor it is to connect to this very important forum on a theme so important. People like me here sitting in India are witnessing a great digital revolution that's happening within our country. In the arena of education, we are connecting the unconnected, reaching out, in fact, through use of ICT and technology connectivity that we have, integrating AI advances in education, reaching out to every single person throughout the country. And I'm very happy that the government of India has mounted initiatives like Diksha for Education, mounting 20 ,000 courses, connecting 200 and... 82 million students, portal like SWIM for higher education currently enrolling 61 million people. We are making, in fact, online connectivity available as well as the SWIM portal available for higher education. And we see a great enthusiasm in this respect. We want to achieve the dream of reaching out to every single nook and corner of our country and translating and transforming our rural villages into the great hub of learning as well as skilling within our country. Having said that, let me also say that the great responsibility is there on our shoulders to ensure that our connectivity as well as the portal that we have offer highest security and safety for utilization of great technology. This is a great area in which we all are putting our eyes together. And I'm sure during the deliberation of this summit here, we would come out with strength. And we have solutions to secure a bright future for our people here and for the global humanity as well. Thank you so much. I'm Ayush Singh and I'd like to take this opportunity to challenge one specific assumption that we all have made for the last 40 years, which is the availability of the infrastructure that we have. Connect your handheld device to other handheld devices. So like imagine this, a disaster has just hit. and mobile towers are down, internet cables are damaged, internet is gone. But the thousands of smartphones are still switched on and they cannot communicate with each other. Why? Because for the last 40 years, almost every communication system has depended on one thing, infrastructure. A mobile tower, a server, a cloud. So for this, a BLE or a Wi -Fi mesh network changes that bottleneck. And it asks a very simple question. What if people themselves became a network? So instead of sending every message through distant server, phones can directly talk to nearby phones and a resilient infra. Those phones can pass messages to the next phone and then to next until it reaches its destination. So if internet even disappears, communication does not have to stop. The network is created by people carrying their phones. That opens up enormously. So there are endless possibilities. the real innovation is not a bluetooth or a wi -fi or a mesh network they have existed for years the real innovation is the realization that billions of smartphones have already the hardware needed to build a secure a self -healing a decentralized communication network no new towers are needed no new cables no expensive infrastructure so yeah i feel we should explore the uh explore and promote the adoption of technologies such as jack doses which which is actually which can connect the unconnected without the need of a centralized question for success. Okay, thank you Tim thank you Mr. Chair so considering the title of this session the first thing that comes to my mind is what together with a group of friends we did started from 2002 when the WISIS was conceived in Tunis and was the idea to create the World Summit Award. The idea to put together young generation people, asking them to develop their own projects according to eight families of titles concerning the e -services and e -content, and then let them share their own experience thanks to a number of different events, collective events. This offers the opportunity to share knowledge in between the unconnected, let's say with technology, and the most connected ones. And this provoked a very relevant advance in the use of technologies all over the world. Consider that 175 countries participated in this initiative, and it's still running today after some decades of very hard work. So I think this gives an idea about the idea of connecting the unconnected. Thank you

It's a privilege to be here part of the forum today actually the challenge is no longer simply connecting people people are already getting connected the real challenge is how do we ensure the digital world is trusted, secure, inclusive and beneficial for everyone We are surrounded by AI and emerging technologies in the society, yet alongside these opportunities, we see a sharp rise in the misuse and abuse of these technologies like scams, defects, AI -generated disinformation, misinformation. As we implement the WSIS Plus 20 and also the Global Digital Compact, I'd like to propose a few guiding principles. Digital inclusion without digital trust is incomplete, and every citizen deserves not only access to technology, but also confidence that it is safe, secure, resilient, and respects human rights. This requires global cooperation around four priorities, security by design in every digital systems and AI applications, responsible AI governance, digital capacity building, and also the multi -stakeholder approach, where government, industry, academia, and civil society all come together. So with that, I'd like to hand over to the chair. Thank you.

Thank you very much, and apologies for getting your first name incorrect. I'm having to read sort of very rapidly changing things. But your emphasis on the great scale, but also the essentials of cybersecurity, I think, is well taken and very important. Thank you. We now move on to another in -person speaker, who those of you who attend WSIS regularly, I'm sure will recognize, Dr. Pavan Dugal, who is an advocate of the Supreme Court, chief strategist and architect of Global AI Accountability Convener, India. Your two minutes starts now.

The unconnected require more respect, and therefore, they're going to be locked out by algorithms. Discrimination by algorithms, the need for the unconnected. the digital have -nots in the AI ecosystem to have AI rights is crucial. And that's the reason why at the International AI Accountability Forum, we have adopted the Universal Declaration of AI Accountability Rights. Every citizen across the world has to have rights against AI so that AI is not a black box. But how do you actually go ahead and enforce the same? For that, the New Delhi Compact on AI Law and Governance provides categorical steps going forward in order to prevent such algorithmic bias and discrimination. But while all this is happening, Global South continues to be locked out. The voices are few and far in between. And that's the reason why when we want to join the connected to the unconnected, the need for coming up with a legal roadmap becomes crucial necessity. It's in this regard that the Global South Artificial Intelligence Law and Governance Dialogue on 25th of May 2026 has formally adopted and launched the Global South, South's legal architecture. for AI law and governance, which is nothing but categorical steps that nations can actually take going forward. Ultimately, with AI releasing far ahead against us, whether it's education, whether it's cybersecurity, whether it's rural India or rural ecosystem, you have to ultimately make sure that the AI box does not remain only a black box. AI needs to be accountable for what's done. Unfortunately, harm has begun, started being caused to humans in the global south and of the global north. The global north, people don't talk much about it, but global south, people don't have any effective remedy. So when an AI discriminates against you for a loan or for any application, you have nowhere to go because there's a legal vacuum. So going forward, this legal vacuum will have to be addressed quickly as soon as possible. Otherwise, it's going to be a race against time with AGI coming in. With super intelligence coming in, which will supersede the cumulative intelligence of humanity, I think the time has come that the legal guardrails have to be put in now and today. Thank you.

I am Dr. Lincy NL from Rajagiri College of Management and Applied Science from India. In India, connecting the unconnected is becoming a reality through the large -scale digital public infrastructure, expanding broadband connectivity, digital education initiatives, and AI -enabled public services. These efforts are transforming how citizens learn, access healthcare, receive government services, and participate in the digital economy. However, connectivity alone is not enough. We must strengthen the cybersecurity awareness, improve the digital literacy, and equip rural youth and women with future -ready digital skills. Educational institutions have a vital role in translating technology into community impact through innovation, research, and local capacity building. India's experience demonstrates that when government, academia, industry, and communicates collaborate, digital transformation becomes truly inclusive. Thank you.

Thank you i'm here so thank you for giving the floor so uh connecting the unconnected is not only about spending the access it's about the connectivity making uh more reliable secure affordable and sustainable for everyone and every individual everywhere now Allow me to share one practical perspective due to the time. First is education and rural connectivity. Sustainable connectivity depends on strong local internet infrastructure and local technical expertise. AFRONIC works with government, regulators, network operators, universities, and technical communities through training, technical assistance, and awareness programs. We also support the development of national and local internet access points, which help keep local internet traffic within countries, reducing connectivity costs and latency, improving network resilience, and making online education and digital service more accessible, especially in underserved and rural communities. I will end my word by saying that together, Let's build an internet that is not only connected, but also secure, inclusive and empowering for everyone,

Friends, thank you very much. Let me start. welcoming our Honourable Deputy Secretary -General. He leads a very busy life, but he is here. I would start to say that thanks to our Prime Minister Modiji, India has become known in the world over for lots of things in telecom, the UPI, the Aadhaar, the 5G, the digital infrastructure, and you have heard lots of things on this issue so far. So I will start by offering welcome souls to all the VIPs and the guys. Thank you.

For events organized by Professor NK, and it's always a pleasure. And Tim, perfect moderation. I think we need you on the other side, you know, from where the way is going, you know, in time management. I think I'll take you back with me to Pallexpo, I think, to speed up the things there. But, indeed, big thanks for having that conversation here about connectivity and what connectivity can do. So I think you, of course, our mission is very clear, you know, we're still connecting and connecting 2.2 billion people that are still offline, but through that also, you know, not only connecting them, but also making sure that everyone can benefit from digital transformation, including women, marginalized communities, and the search regions. And I think, really, everyone can, these opportunities can be brought to everyone. And it's especially urgent as AI, cybersecurity challenges, emerging technologies, and new models of education reshape our economies and societies. We're now entering in the era for unprecedented convergence across internet of things, cloud, artificial intelligence, 5G, and more. and soon quantum technologies and 6G as well. AI is ready to transform healthcare, finance, and transport while improving energy efficiency and enabling smarter cities. Digital government is expanding access to services at scale. In just two years, the share of people living in countries with lower levels of digital government development has actually halved. So this is good news. Space-based connectivity is extending this progress to remote and underserved communities beyond the reach of traditional networks. For India and many other countries, these technologies make the remaining connectivity gaps increasingly possible to close. Education, that's also the theme of today, remains one of the most powerful equalizers. Yet nearly half of the world's 6 million schools still lack internet connectivity, leaving over 500 million students without meaningful access to digital learning and thus deprived of information opportunities and choices in today's world. Therefore, ITU and UNICEF, for example, teamed up for the GIG initiative, to connect every school, every single one. And GIGA now supports governments in 53 countries. We have pinpointed schools in over 2.3 million schools. We're monitoring real-time connectivity for over 140,000 schools across 38 countries and have done key infrastructure mapping and modeling in 14. As the AI transforms education, every learner must be equipped not only with connectivity but also with digital skills, AI literacy, and lifelong learning opportunities needed for their jobs tomorrow. But technology alone is, of course, not enough. We need strong global cooperation. ITU brings together 194 member states and more than 1,000 companies, universities, and research organizations across the digital ecosystem. And this matters because the world is still far from achieving the Sustainable Development Goals. Only 35% of SDG targets are on track or making moderate progress, while 18% are actually moving backwards. Digital progress shows what is possible. Since 2015, global internet use has risen from 40% to 68%. We need all the help the digital companies need. We need to provide to the world, as the world is still far from being sustainable. from achieving these SDGs. Digital technologies can actually directly support about 70% of the 169 SDG targets. India, and I think Professor Goyal already mentioned, has achieved one of the world's fastest 5G rollouts with services now reaching virtually all districts and is playing a growing role in global 6G research, standards, and innovation. Also shown the way to bring the power of digital to everyone through ATCAR, UBI, and other powerful tools that benefit everyone. And thank you, of course, for India's support to the ATU to make this reality not only in India but across the world. In 2004, New Delhi hosted the ATU's World Transformation Organization Assembly, the first WSA ever held in Asia, advancing work on AI standards, digital information, and digital inclusion. And by the way, you know, our last council recommended to the Berlin Potentiary that the next Berlin Potentiary Conference in 2030 would also take place in India based on a very successful experience in the WSA. Together, we're also advancing digital public infrastructure and sharing practical solutions to strengthen connectivity and public service delivery. India is also a fitting host for the ATU's ERA office and Innovation Center in New Delhi opened in 2003 to deepen cooperation across South Asia. So this, of course, event is in the context of this very busy week in Geneva, and so apologies for being late. That's indeed in this context that this week we're not only having business conversations. We're having a conference around this happening here, but also the AI for Good Global Summit that just started today, as well as UN General Assembly's mandated UN Global Dialogue on AI Governance that started yesterday and is taking place still today. But WSIS in this context, of course, remains the strongest example of multistakeholder digital cooperation, also a long -standing example of digital cooperation, and not for its own sake, but for boosting sustainable development everywhere. And the WSIS Plus 20 resolution adopted by the General Assembly last December has renewed the approach for also this age, the age of AI. This week is also helping set the stage for the next Global AI Summit, which will move from New Delhi, that had this earlier this year, in February, to Geneva, which will take place in 2027, or actually 21st, 22nd of June, 2027, carrying forward the momentum for inclusive international cooperation on the AI. So today's session, I believe, is an important contribution to that effort, bringing together policymakers, regulators, technology leaders, educators, innovators, to exchange practical solutions for education, cybersecurity, rural development, and women's empowerment. And I'm confident this is only the beginning of even stronger collaboration of ITU, CMA, TEMA, and our partners, and we'll use that collaboration, I believe, to build a digital future that reaches everyone, everywhere. And thank you very much, and really, the leaders, it was a great discussion, and thank you very much, Tim, for giving me some time. So thanks a lot.

As we move ahead, everybody in the world knows that telecom industry has undergone a profound transformation over the past decade, evolving from a traditional connectivity service into a foundational infrastructure, underpining the global digital economy. As we deep dive into the strategic paper that we have collectively worked on, the paper through lights on certain key market indicators, including the global Internet users accounting close to 6 billion or 2 .7 billion 5G connections. We estimate the mobile economy contribution across the world to account around 6 .5 to 7 .6 billion dollars. And also we estimated the market for telecom security to account close to 50 billion dollars and the market for air security. AI cybersecurity to be around 30 billion dollars. Keeping the interest of time as we have limited time, I would like to delve into the key most important strategic imperatives or recommendations meant for value chain entities across the ecosystem. Starting from telecom operators, the strategic paper. through his light on what are the key recommendations required for telecom operators. Yeah. And reaching to the final conclusion, we are talking about the most important recommendations available and made by us as a part of it. So focus should be on data -driven security operations. Zero trust architecture will become more foundational for all the players across the ecosystem. There has to be a focus on cloud native protection. Connection and also a focus on crypto agility and quantum readiness would be the key imperatives to get an edge. Thank you so much.

Thank you very much. We are living through a time when technology is advancing faster than our collective wisdom about how to guide it. Artificial intelligence, digital systems, and cyber infrastructure are no longer narrow technical matters. They now shape communication, education, governance, security, and the texture of everyday life itself. For that reason, the central question before us is not only what technology can do. The deeper question is what it should serve. My own conviction is simple. Technology must remain in service of humanity. It must protect human dignity, strengthen trust, and support a future in which innovation is guided by responsibility, conscience, and wisdom. This matters especially now because the systems we are building today will influence not only markets and institutions, but human relationships, social trust, and the moral atmosphere in which future generations will live. And that is why human -centered technology is not a luxury, not merely a slogan. It is a responsibility. We must ensure that innovation does not move ahead. Without wisdom, that intelligence does not outpace conscience and that progress does not come at the expense of our humanity. If intelligence grows without ethics, if capability advances without accountability, and if speed outruns judgment, then we risk building systems that are powerful but not truly human -centered. So the challenge before us is not merely technical. It is civilizational. We must ensure that the infrastructure of intelligence remains aligned with human values, social trust, and the common good. I receive this recognition with gratitude and humility. Thank you.

Thanks so ladies and gentlemen thank you for being patient with us I would just like to say a few words in drawing this important session to a close it's great that ,Thomas that you are able to be here with us we thank you but I think above all this session has shown the richness in many different ways of the Indian IT sector but also of the ways in which our Indian colleagues are approaching this and the words humility and I picked up Ludwig's human centered are very real there is a passion and a commitment I think of everybody who has spoken for making a difference not least for the rich but also for the poorest and most marginalized. The people I first learned to work with in the villages of Chibasa and around Ranchi and that part of India 50 years ago. But this session would never have been able to take place if it hadn't been for the indomitable, energetic, enthusiastic, passionate person sitting on my left. So I would like you all to thank NK Goyal hugely for everything he's done in bringing this flavor of India. And on that point of flavor, I quite like going to tapas bars when I'm in Spain. And your tapas, there are little bits of food and we've had little bits of insights today from many different people. So it's like a tapas menu. But ... on your way out, you can also collect some food as a gift from the organisers of this session, yes?
