World Telecommunication Development Conference 2025 (WTDC-25)

The World Telecommunication Development Conference 2025 (WTDC‑25) will be held in Baku, Azerbaijan from 17 to 28 November 2025, under the theme ‘Universal, meaningful, and affordable connectivity for an inclusive and sustainable digital future.’
Organised by the International Telecommunication Union (ITU) and hosted by the Government of Azerbaijan, this conference brings together member states, regulators, industry, academia, civil society organisations and other digital‑development stakeholders. It is a global platform for setting strategic directions in telecommunications and ICT development, and will adopt a Declaration, a Strategic Plan and an Action Plan for the 2026‑2029 period.
Over the span of the conference, participants will engage in plenary sessions, ministerial roundtables and high‑level segments that focus on closing connectivity gaps, fostering investment in infrastructure and digital services, promoting policy and regulatory frameworks, and aligning efforts with the sustainable development goals. The High-Level Segment specifically allows ministers or deputy ministers to deliver focused statements on policy innovations and emerging trends in ICT development.
Preparatory work has already been undertaken through regional meetings and other forums, and the outcomes of WTDC‑25 are expected to guide the ITU Telecommunication Development Sector’s work for years to come.
