EU updates the ‘list of dual-use items’

On 10 October, the EU updated its ‘list of dual-use items’, which are items that can be used for both civilian and military purposes or can contribute to the proliferation of weapons of mass destruction. Dual-use items are subject to effective control when they are exported from or transit through the EU, or are delivered to a third country as a result of brokering services. The updated list contains technology for the development or production of digital computers having an adjusted peak performance (APP) exceeding 15 Weighted TeraFLOPS (WT), as well as technology for the development of intrusion software. The new rules do not control vulnerability disclosure or cyber incident response.
