The International Telecommunications Union proposes resolution 73, with the main idea that while the issue of environment and climate change is of global concern and requires global collaboration, ICT is both a contributor, but also important proponent in tackling climate change. Therefore, ICT may be used to implement international agreements, promote sustainable development, or enable clean development. ICT plays ‘a vital role in tackling environmental challenges’ and may add ‘significant contribution to mitigating and adapting to the effects of climate change’. The resolution thus resolves measures such as continuing to promote and develop ICT as a tool for tackling environmental issues and ‘to work towards the reductions in emissions of GHGs arising from the use of ICTs’,
