This Regulation aims to ensure that consumers living in the EU have seamless access to online content services, which provide access to content such as music, games, films, entertainment programmes or sports events, to which they subscribe in their home Member State, when they are temporarily staying in another Member State for the purpose of travel, holiday, study or business. Cross-border portability is important for the good functioning of the internal market and for the effective exercise of the principles of free movement of persons and services. Barriers to cross-border portability stem mainly from the fact that content protected by copyright or related rights is often licensed on a territorial basis and that online content service providers may choose to serve specific markets only.
