Principles and Recommendations

This Recommendation aims to promote and strengthen self-regulation and user protection against illegal or harmful content on new communications and information services through a set of suggested principles and mechanisms. It provides that member States should encourage neutral labelling of content to permit users to make their own value judgements over such content and the development of a broad range of search tools and filtering profiles, which allow users to select content on the basis of content descriptors. They should also encourage the establishment of content complaints systems and the development of quality labels for Internet content in order to enable users to recognise or search for such content.
