UNESCO Recommendation concerning the promotion and use of multilingualism and universal access to cyberspace

The Recommendation Concerning the Promotion and Use of Multilingualism and Universal Access to Cyberspace, aimed at redressing current asymmetries with regard to access to cyberspace and creating a climate of mutual trust and understanding, endorses the following:

• Development of public domain content 
• Facilitating access to networks and services
• Development of public domain content
• Reaffirming the equitable balance between the interests of rights-holders and the public interest
