Principles and Recommendations

These Guidelines are an effort to offer an open, inclusive and secure internet to children, while ensuring the protection of their human rights. They focus on the rights to non-discrimination, freedom of expression and information, freedom of association, privacy, education, protection and safety, as well as access to remedies. The Guidelines make recommendations to Member States to develop legislations and policies that protect and promote children’s rights in the digital environment, to cooperate with the COE, public and private stakeholders in those efforts, and to ensure that businesses and other stakeholders respect children’s rights.
