This report is one of six HIPCAR model legislative texts that offer the project’s beneficiary nations a comprehensive framework for addressing the most important areas of legislation pertaining to information society challenges. They were created by taking into account both existing international standards and the needs of small island developing nations in general, as well as those of HIPCAR’s recipient countries.

The paper focuses on Cybercrime, one of the work areas of the Working Group on the ICT Policy and Legislative Framework on Information Society Issues. It includes Model Policy Guidelines and a Model Legislative Text including Explanatory Notes that countries in the Caribbean may wish to use when developing or updating their own national policies and legislation in this area.
