The Malmö Declaration written in the aftermath of the 2008 Global financial crisis, recognises that Europe is ‘facing serious economic, social and environmental challenges’. In facing these challenges, there is a growing expectation ‘from European citizens and businesses for their governments to be more open, flexible and collaborative in their delivery of public services’. Thus, eGovernment is presented as a potential for better public services with fewer resources. The declaration outlines “Joint Vision and Policy Priorities for 2015”, “Shared Objectives by 2015” and “Joint Governance and Implementation of the Policy Priorities by 2015”.
