Devices, the weak link in achieving an open internet: Report on their limitations and proposals for corrective measures

Policy Reports

The Report tackles how devices such as smartphones, tablets, voice assistants, etc. can contribute in achieving an open Internet. It maps out the variety of devices that are being used to connect to the online world and explores which devices can hamper users’ freedom to choose their content and applications. Arcep then identifies several possible courses of action to remedy the restrictions to Internet openness. The purpose of the Report is to:

1. Create more transparency around the sector’s internet openness practices;

2. Simulate virtuous behaviour with respect to internet openness, by creating a more fluid switching between systems or making certain equipment compatible;

3. Take direct action to lift certain restrictions, through dispute settlement procedures.
