According to the Decision, it is necessary to have a computerised system that will monitor the movement of excisable goods so they could obtain real time checks during movement of products. As this project requires a large amount of financial and human resources, the community and member states are obliged to allocate resources in order to develop and maintain this system, which will come into use within 6 years from entry into force of this law.
