Decision No. 1202 OSCE confidence-building measures to reduce the risks of conflict stemming from the use of information and communication technologies

Regulations and Policies

The OSCE Ministerial Council adopted an initial set of 11 Confidence-Building Measures (CBMs) aimed at reducing conflict stemming from the use of information and communication technologies (ICTs) in 2013.  The participating States:

– will voluntarily provide their national views on ICT threats,

– will voluntarily facilitate co-operation and exchange of information among competent national bodies;

– will voluntarily hold consultations in order to reduce the risks of misperception, possible military tension or conflict that may stem from the use of ICTs, and to protect critical infrastructures;

– will voluntarily share information on measures taken to ensure an open, interoperable, secure, and reliable Internet;

– will use OSCE as a platform for communication regarding security of and in the use of ICTs;

– are encouraged to have in place modern and effective national legislation to facilitate co-operation and sharing of time-sensitive information;

-will voluntarily share information on their national system relevant to the security of and in the use of ICTs;

-will nominate a contact point for facilitating communication;

-will voluntarily provide a list of national terminology and explanation of terms related to security of and in the use of ICTs;

– will voluntarily exchange views using OSCE platforms, mechanisms and networks

– will meet at least three times a year at the level of national experts to 1039 to discuss information exchanged and explore development of CBMs.
