Communique on principles for internet policy-making

Principles and Recommendations

The OECD’s High Level Meeting on the Internet Economy: Generating Innovation and Growth, held in June 2011, highlighted that the strength and dynamism of the Internet depends on the ease of access to high speed networks, openness, and user confidence. Since the Internet has grown and diffused extremely rapidly across the globe, and continues to bring significant benefits to economies and societies, there is a need for basic principles for Internet policy-making that governments, private sector and civil society are willing to follow. These principles are designed to help preserve the fundamental openness of the Internet while simultaneously meeting certain public policy objectives, such as the protection of privacy, security, children online safety, intellectual property, as well as the reinforcement of trust in the Internet.
