The Plan acknowledges that efforts are needed to protect commercial websites from breaches, as they cause damage to the reputation of e-commerce businesses and influence the perception of Internet security. Breaches can also result in gaining access to customers’ payment card numbers, providing increased opportunities for payment fraud. This strongly undermines consumer confidence in e-commerce. The Plan states that European Network and Information Security Agency (ENISA) could assist payment providers and retailers in improving their protection against cybercrime.
