Principles and Recommendations

In 2017, the European Commission adopted a collection of complementary papers that serve as a foundation for Union collaboration in the event of large-scale cybersecurity events and emergencies.

This Blueprint aim is to ensure that Member States and EU institutions can improve their situational awareness, respond effectively, and provide consistent public communications on a layered basis, namely at the technical, operational, and strategic levels, by utilizing the existing Crisis Response Frameworks. There is a need for a better coordinated approach to crisis response so that Member States timely communicate critical information with one another and that statements to the public are aligned and consistent, resulting in the limiting of the destructive effects of cyber attacks.
